INRA, CFCS Description : In the new context of the agro-ecological transition, present agricultural systems will have to produce more and better in a more constraint world. Mixed crop livestock systems (MCLS) represent sound alternative ways to progressively achieve these goals through crop-livestock integration (CLI). CLI exploits the synergies between cropping and livestock systems through organic fertilization with manure or plant association, use of crop residues to feed livestock, .... It offers many opportunities to improve productivity, as well as to increase resource use efficiency and improve the resilience of the whole farming system. In the scientific literature, authors advocate the interest of MLCS and CLI, based on theoretical considerations, modelling and empirical evidence from local case studies. But these studies do not clearly identify the respective roles of diversity of activities and CLI management practices in improving performances at the level of the whole farming system. Our aim was thus to assess CLI at farm scale in a range of MCLS and to explain farm performances by analyzing the combination of activities and the level of integration. We conducted our analyses in Guadeloupe, (French West Indies), where MCLS and CLI are complex but important challenges for local agricultural. In order to analyze CLI in a holistic and systemic way, we applied a method traditionally used in ecology, ecological network analysis, to study the structure, functioning and performance of agrosystems. This method was implemented on a range of Guadeloupian MCLS where CLI practices where identified. Nitrogen was retained to conduct the analysis due to its central role for both animal and vegetal productions. The ENA method allows an estimation of productivity, resilience, efficiency, productivity and self- sufficiency of the flows network. Our results show that 1/ efficiency and resilience appear correlated to the complexity and intensity of the network of flows; 2/ efficiency and resiliency are positively correlated when we consider them in terms of N flows; 3/ in the Guadeloupian context, CLI concerns mainly specific practices, as feeding pigs with a wide range of crop residues and organic fertilization of small market gardens and plots used to grow tubers. But at whole system level, CLI remains rare and mainly depends on conventional management practices as mineral fertilization and animal complementation of some farming activities as sugar cane, cattle breeding and banana. Moreover, the combination of productions implemented determines the potential of CLI and related performances linked to relative N efficiency of each production. Consequently, performance and especially efficiency and self-sufficiency depend more on the nature of the activity than on CLI management practices. There is still a gap between theoretical studies and CLI in practice, even though CLI is more complicated than simple flows and provides other services and functions. Dans le nouveau contexte de la transition agro-écologique, les systèmes agricoles actuels devront produire plus et les améliorer dans plus de monde de contrainte. Les systèmes mélangés de bétail de culture (MCLS) représentent des manières alternatives saines d'atteindre progressivement ces buts par l'intégration de culture-bétail (CLI). Le CLI exploite les synergies entre l'emblavage et les systèmes de bétail par la fertilisation organique avec l'association d'engrais ou d'usine, utilisation des résidus de culture d'alimenter le bétail,?. Il donne beaucoup d'occasions d'améliorer la productivité, aussi bien que d'augmenter l'efficacité d'utilisation de ressource et d'améliorer la résilience du système d'exploitation agricole entier. Dans la littérature scientifique, les auteurs préconisent l'intérêt de MLCS et de CLI, basé sur des considérations théoriques, modeler et des preuves empiriques des études de cas locales. Mais ces études n'identifient pas clairement les rôles respectifs de la diversité des activités et des pratiques de gestion de CLI en améliorant des interprétations au niveau du système d'exploitation agricole entier. Notre but était ainsi d'évaluer le CLI à l'échelle de ferme dans une gamme de MCLS et d'expliquer des interprétations de ferme en analysant la combinaison des activités et du niveau de l'intégration. Nous avons réalisé nos analyses en Guadeloupe, (des Antilles françaises), où MCLS et le CLI sont des défis complexes mais importants pour agricole local. Afin d'analyser le CLI d'une manière holistique et systémique, nous avons appliqué une méthode traditionnellement employée en écologie, analyse réseau écologique, pour étudier la structure, le fonctionnement et l'interprétation des agrosystems. Cette méthode a été appliquée sur une chaîne de Guadeloupian MCLS où des pratiques en matière de CLI où identifiée. L'azote a été maintenu pour réaliser l'analyse due à son rôle central pour les productions animales et végétales. La méthode d'ENA permet une évaluation de la productivité, de la résilience, de l'efficacité, de la productivité et de l'autosuffisance du réseau d'écoulements. Nos résultats prouvent que 1 efficacités et résiliences semblent corrélées avec la complexité et l'intensité du réseau des écoulements ; 2 efficacité et élasticité sont franchement corrélés quand nous les considérons en termes d'écoulements de N ; 3 dans le contexte de Guadeloupian, CLI concerne principalement des pratiques spécifiques, en tant que les porcs de alimentation par un large éventail de résidus de culture et de fertilisation organique de petits jardins du marché et complots employés pour cultiver des tubercules. Mais à au niveau système entier, le CLI demeure rare et dépend principalement des pratiques de gestion conventionnelles en tant que complémentation minérale de fertilisation et d'animal de quelques activités agricoles comme canne à sucre, élevage et banane. D'ailleurs, la combinaison des productions mises en application détermine le potentiel du CLI et des interprétations relatives liés à l'efficacité relative de N de chaque production. En conséquence, l'interprétation et particulièrement l'efficacité et l'autosuffisance dépendent davantage de la nature de l'activité que sur des pratiques de gestion de CLI. Il y a toujours un espace entre les études et le CLI théoriques dans la pratique, quoique le CLI soit plus compliqué que des écoulements simples et fournisse d'autres services et fonctions. INRA, CFCS Description : The Creole pig has always been part of the rural and suburban landscape of Martinique. Currently, this breed is not integrated into a research and conservation program. The Natural Park of Martinique Region (PNRM) has the objective to maintain and valorize the genetic heritage of Martinique?s Creole pig and develop a niche business. Based on PNRM knowledge, some Creole pigs live freely in the mountains in the North, in the South coast and in a few disparate traditional breeders located in the countryside. It is essential to carry out an inventory of the local pig population to propose a scheme for conservation and economic development. In order to favour the appropriation of the Creole pig niche, the PNRM, as a decision maker, acts in a systemic and holistic way by considering the whole Martinican territory and the pig sub-sector: producers involved in the COOPMAR pig farmers? cooperative, researchers of INRA (FWI), the food chain and at least (in a second phase) the consumers and the Martinican society. First of all, the pig farmers are involved (private family farms and specialised pig producers). Researchers and technicians from PNRM and INRA- URZ (Animal production research unit) and INRA-PTEA (Tropical platform in animal experimentation) are performing experimental studies both in controlled conditions and in farms, in order to: i) determine phenotypic and genetic characteristics of Martinique?s Creole pigs in comparison with other pig breeds from the Caribbean area; ii) help at designing genetic management to maintain the population and avoiding inbreeding; iii) help at defining feeding management by a) establishing, at the whole territorial food chain, an inventory of co or by-products available for pig feeding; b) implementing experimental studies in technology for conservation; c) implementing feeding and growing experiments and finally iv) help at defining eco-friendly production systems a) aiming at generate an adequate revenue and b) focusing on ecosystem services such as meat quality, socio-cultural services and circular economy. Le porc créole a toujours fait partie du paysage rural et suburbain de la Martinique. Actuellement, cette race n'est pas intégrée dans un programme de recherches et de conservation. Le parc naturel de la région de la Martinique (PNRM) a l'objectif pour maintenir et valoriser l'héritage génétique du porc créole de la Martinique et pour développer des créneaux. Basé sur la connaissance de PNRM, quelques porcs créoles vivent librement dans les montagnes dans le nord, dans la côte sud et chez quelques éleveurs traditionnels disparates situés dans la campagne. Il est essentiel d'effectuer un inventaire de la population locale de porc pour proposer un plan pour la conservation et le développement économique. Afin de favoriser l'appropriation du créneau créole de porc, le PNRM, comme décideur, agit d'une manière systémique et holistique en considérant tout le territoire de la Martinique et sous-secteur de porc : producteurs impliqués dans la coopérative d'agriculteurs de porc de COOPMAR, les chercheurs d'AICN (FWI), la chaîne alimentaire et au moins (dans une deuxième phase) les consommateurs et la société Martiniquaise. Tout d'abord, les agriculteurs de porc sont impliqués (les fermes privées de famille et les producteurs de porc spécialisés). The traditional ways of fishing, based on benthic fish exploitation, have seen the decreasing of their profitability due to the over-fishing of the narrow continental shelf offering few resources. The pelagic fishery had become the professional main source of income. This fishery equally encounter difficulties: denied rights of access in the EEZ of Caribbean islands, expensive costs of exploitation. The disposal of FADs offers new ways to the Martinique fishermen. In 1999, it was decided the disposal of a onetworko of 30 permanent FADs around Martinique. The mooring of these FADs must be followed by legal and economic adapted measures to reach the desired aim: the development of local fishery economy through a sustainable fishing practice. Therefore, the French authorities have decided to make the regional fishermen committee responsible for the management of FADs.This committee is the only one to be entitled to moor and to deliver licences to FADs. This committee, gathering all the fishing industry representatives, has regarding the french law the right of mooring and delivering licences to the FADs access, collecting fishery statistics. These data should fund research to improve the management of the fishery, care and replace FADs. This programas realisation, as well as durability, need adequate financial planning. It has been included in the European commission financing program. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Impact des mesures de gestion sur la dynamique de la pêcherie pélagique du golfe de Gascogne : Quelles certitudes ? Auteur(s) : Lehuta, Sigrid Éditeur(s) : Agrocampus-ouest Résumé : Quantitative evaluations of management measure impact on resource and fleet viability are required to provide diagnostics and feed decision process. Fisheries are complex systems where numerous dynamics interact at various spatial and temporal scales. This complexity and the difficulty to observe marine systems are responsible for the high uncertainty surrounding fishery functioning that makes it hard to identify adequate management measures. The increasing consideration of uncertainties in diagnostics argues in favor of robust management measures rather than optimal management measures. Identifying robust management measures requires the development of models that account for complexity and uncertainty in the description and prediction of management impact as well as the identification of synthetic descriptors (indicators) of the state and dynamic of the system. The aim of this work is to propose generic methodologies for developing such tools. The methodological developments are applied to the pelagic fishery of the bay of Biscay. This fishery mainly focused on anchovy and was highly impacted by fishing ban on this species since 2005. Causes for anchovy drop in biomass either environmental or due to fishing are poorly understood, making management decision much harder in a critical environmental and economic context. The adequacy of traditional management using TAC is questioned and additional spatial management measures are proposed. Des évaluations quantitatives de l’impact de mesures de gestion sur les ressources et la viabilité des flottilles sont nécessaires pour établir des diagnostics et pour fournir des éléments d’orientation pour la gestion des pêcheries. Les pêcheries sont des systèmes complexes mettant en œuvre de nombreuses dynamiques à des échelles de temps et d’espace très variables et interagissant très fortement entre elles. Cette complexité et la difficulté d’observer les systèmes marins, conduit à une grande incertitude sur leur fonctionnement qui rend difficile la détermination des mesures de gestion adaptées. La reconnaissance de ces incertitudes, plaide de plus en plus en faveur d’une gestion robuste plutôt qu’optimale. Déterminer la robustesse des mesures de gestion nécessite le développement de modèles de description et de prédiction capable d’intégrer la complexité et l’incertitude du système, ainsi que d’outils de description synthétiques (indicateurs) de l’état et de la dynamique de la pêcherie à partir d’observations. L’objectif de ce travail est de proposer des méthodes génériques pour le développement de tels outils. Ces développements méthodologiques sont appliqués à la pêcherie pélagique du golfe de Gascogne. Cette pêcherie ciblant principalement l’anchois a été fortement perturbée par la fermeture de la pêche à cette espèce en 2005. Le déterminisme environnemental et le rôle de la pêche dans le déclin de la population d’anchois sont mal compris ce qui rend difficile la prise de décision dans un contexte économique et écologique critique. La gestion traditionnelle par TAC pourrait s’avérer insuffisante pour permettre l’exploitation durable et des mesures spatialisées sont envisagées en complément. Traditional fisheries management has failed to avoid overexploitation of most coastal marine resources. Management measures based on an Integrated Coastal Zone Management (ICZM) are thus required. Spatial management covers various ranges of properties that may enhance usual regulatory means. If spatial considerations are explicitly integrated in fisheries management, the latter may contribute to zoning design in order to balance the economic, social and biological values of natural marine resources. While traditional fisheries management approaches protect resource based on population numbers, Marine Protected Areas (MPAs) protect ecosystem in space. Besides their ecological effects on fish assemblages within its boundaries, MPAs can enhance adjacent artisanal fisheries. MPAs can thus ensure the sustainability of fisheries and at the same time maintain non-fisheries benefits of marine ecosystems to society. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le programme mis en oeuvre par la DRV (Paris, CREMA-L'Houmeau, DELIAO Brest, COP Tahiti, GIE/RA Nouvelle Calédonie), dans le cadre d'un projet européen STD3 «(Sciences et Technique au Service du Développement», en collaboration avec l'Université de Montpellier II, l'Ecole Nationale d'Agronomie de Rennes, l'ITC (Hollande), l'Institut Océanographique de Nha Trang (Vietnam), le BADC de Jepara et le BPPT de Jakarta (Indonésie), avait pour but la mise au point de méthodes permettant d'améliorer la sélection des sites ainsi que le suivi du développement et de l'impact de l'aquaculture des crevettes Péneides en milieu tropical pour éviter la surexploitation. Ces différentes déclinaisons sont-elles attachées à des territoires spécifiques ? This issue of the Revue Etudes Caribéennes, devoted to tourism, aims to lay the foundations of a reflection on the functioning tourist places, their development programs and the different challenges presented to them. Exposed/Open or closed location, concentrated or diffused flows, the nature of these tourist places with their traditional or original customs, orientate different types of potential impacts. The choices made in tourism development are essential: in which conditions should be opted for the traditional seaside tourism, or for mass tourism, or for alternative tourism? Are certain properties linked to specific territories? Should we oppose these two approaches or consider them as complementary in their environments and can they share the same place? The objective of this thematic issue is to call for various and renewed approaches which develop analysis in terms of the economy, regional planning, sociology, geography etc. Articles may propose a theoretical reflection or focus on case studies, dealing with the relations of mass tourism, alternative tourism, or to illustrate one of these two aspects. Priorities fields will not exclusively be Caribbean and American but can come from any part of the world and can illustrate post and/or present situations. The prioritized analysis will include: 1. L’agdal, mise en défens « traditionnelle » des milieux forestiers et pastoraux, est une pratique de gestion emblématique de la montagne berbère. Everywhere in the Maghreb, both “traditional” management styles and customary institutions were deeply disorganized in the 20th century. In the Moroccan High Atlas, however, the local institutions managing the common natural resources (water, forests, and ranges) still play a rather important role today, protected by their relative isolation and specific history. En Canarias existe una apuesta pública por la especialización del Archipiélago y su reposicionamiento como destino líder europeo de escala en el Atlántico, por las múltiples cualidades naturales que posee la región para el deporte náutico, y su posición geográfica estratégica en el cruce desde Europa hacia el Caribe. Así, se viene planteando una renovación y desarrollo del sector de la náutica de recreo y el turismo de yates, con estrategias enfocadas a la diversificación y el crecimiento. Los altos costes sociales y medioambientales asociados a este tipo de desarrollo justifican la necesidad de una mayor atención académica, que permita comprender las particularidades y complejidades de la actividad y este mercado turístico. En la misma medida en que esta actividad es vista como un factor de riesgo para el medioambiente, la comunidad local y la franja litoral, también son crecientes las preocupaciones y sensibilidad por parte de los turistas hacia estos fenómenos. Dada la carencia de investigaciones en el área, este estudio se propone identificar los determinantes de la satisfacción de los navegantes europeos con los puertos de escala de Canarias. Como resultado de encuestar a 185 navegantes europeos durante su escala en seis puertos deportivos del archipiélago en 2014 y 2015, y la validación de un sistema de ecuaciones estructurales, se ha podido demostrar, entre otros aspectos, que existe una predilección en el mercado de navegantes europeos por presenciar esfuerzos y políticas de gestión ambiental sostenible en las marinas, siendo éste un factor determinante de su satisfacción. Los hallazgos permiten elaborar una serie de recomendaciones a gestores y operadores turísticos del sector, en aras de contribuir al diseño de estrategias que garanticen un desarrollo más sostenible y razonable de la actividad, basados en el efecto positivo que producen estas estrategias en la demanda, y el potencial valor de diferenciación turística que otorga, en el entorno competitivo del sector. The nautical activiity has great potential for the socio-economic development of tourism. In Spain, the sector is a priority concern, especially for the Canary Islands, which show a clear commitment to specialise and reposition the destination as a top quality nautical destination on a European level. These aspects, together with the prior experience and tradition these islands have as a stopover destination for vessels in the Atlantic, when crossing Europe towards the Caribbean, represent strengths that have not yet been taken advantage of in the archipelago’s attempt to move away from its image as a traditional sun and beach destination. The Governmental Authorities in the Canary Islands have clear strategies in place to promote the yachting tourism growth. However, renewing the sector is believed to be a difficult process because of the large number of factors that interact within the same. This is a phenomenon of sufficient social and environmental significance to justify academic attention. This research analyses therefore the determinants of the European yachtsmen´s satisfaction with the ports of call of the Canary Islands. Data results of questioning 185 European yachtsmen crossing the Atlantic during 2014 and 2015 reveal that, among other aspects, proper environmental management of marinas leads to an increasing yachtsmen´s satisfaction. The findings provide the opportunity for developing recommendations for tourism managers and practitioners, in the attempt to contribute to a more sustainable and reasoned development and growth in the sector. Based on the current preferences of the European market of yachtsmen, it is possible to assure that environmental and social responsibility policies are a key differentiation factor for the competitiveness of the sector. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. The health and state of the targeted resources depend both on ecosystem characteristics (as determined by ecological and biological factors) and on fishing pressure, whose effects are only partly known. Increasing harvests from commercial and recreational fishing increasingly overlap with traditional Subsistence activity, creating an important CRF management challenge. This paper presents a new approach to CRF assessment and monitoring by providing a set of multidisciplinary indicators. The fisheries system is assessed from three different viewpoints: ecology of targeted populations, exploitation and the broader socio-econornic fishery context. The use of complementary indicators chosen from each of these fields could balance the chronic lack of human and financial resources for the management of these fisheries. We suggest the use of these indicators through an assessment grid or an indicator dashboard specifically adapted to given situations and management objectives determined through a participatory approach. The operational efficiency of this dashboard depends on i) dialogue between users, ii) the objectivity of the proposed monitoring, iii) the Visual transcription of divergent/convergent interests amongst stakeholders, and iv) stakeholder involvement in the decision-making process. The use and constraints of such a tool are described with reference to Ouvea atoll (New-Caledonia, South Pacific) for which an analysis of available indicators for assessing fisheries status is presented. La diversité des écosystèmes coralliens, la multiplicité des modalités d'exploitation de leurs ressources et l'hétérogénéité des contextes socio-culturels insulaires rendent complexe la gestion des pêcheries récifo-lagonaires du Pacifique sud. La santé et l'évolution de ces ressources dépendent, d'une part, des caractéristiques propres de l'écosystème (obéissant à des facteurs biologiques et écologiques) et, d'autre part, de la pression de pêche dont certains effets seulement sont établis. La pêche traditionnelle aux fins de subsistance est aujourd'hui concurrencée par des activités à visées commerciales et récréatives, qui accroissent les prélèvements et soulèvent de nouveaux enjeux de gestion. L'article propose une approche pour l'évaluation et le suivi de ces pêcheries basée sur un ensemble d'indicateurs pluridisciplinaires. Le système « Pêche » est analysé de trois points de vue complémentaires : l'écologie des peuplements exploités, l'exploitation halieutique sensu stricto et le contexte économique et social plus large des pêcheries. La mise en place d'indicateurs issus de ces trois domaines vise à compenser le manque chronique de moyens financiers et humains pour la gestion des pêcheries coralliennes des îles du Pacifique sud. Nous suggérons que leur utilisation s'effectue au travers d'une grille d'évaluation ou tableau de bord répondant à des situations précises et des objectifs de gestion définis lors d'une approche participative. La portée opérationnelle de ce tableau de bord de gestion de la pêche repose sur i) la concertation engagée entre les usagers, ii) l'objectivité du suivi préconisé, iii) la transcription visuelle des intérêts convergents et/ou divergents des acteurs, et iv) leur implication dans le processus de décision. Les cultures marines en France et le droit Résumé : The current legal regime governing marine farms reflects what French shellfish culture used to be: an artisanal, traditional and family activity. Even if this profession is of social importance, it has never really been taken into account in coastal management decisions. This is the reason why, if aquaculture must expand, the whole related legal regime has to be adapted to the new needs of a profession which is still trying to find itself. New links will develop with the responsible authorities. Conflicts of a new type will rise between the different coastal and marine space users. A rethinking of the standard public property regulations seems necessary. Les terres humides riches biodiversité sont importantes tant pour les humains que pour milieu naturel. La menace la plus importante est la pression de l’anthropique. Même si ce territoire est reconnu par la Convention Ramsar, la destruction continue. En 1995 le gouvernement a décidé de créer une aire de gestion communautaire pour ces territoires. L’objectif de cette recherche est de comprendre les grands défis liés à la mise en œuvre de la gestion communautaire des milieux humides à travers une étude de cas, en l’occurrence celui de la vallée du Sitatunga. Pour atteindre cet objectif, un séjour de 3 mois a été effectué sur le site. Des entrevues semi-dirigées ont été alors réalisées. Les résultats montrent que la vallée du Sitatunga est considérée comme inutile, voire nuisible, par les populations riveraines rencontrées dans le cadre de l’étude, qui sont davantage préoccupées à se sortir de leur état de pauvreté. Les traditions et valeurs autrefois attribuées à la conservation des milieux humides ont quasiment disparu et l’individualisme est grandissant. Il importe de tenir compte de tous ces facteurs pour espérer véritablement préserver ces milieux. D’un autre côté, parlant de gestion de l’environnement et plus particulièrement de gestion des milieux humides à l’échelle béninoise, le constat n’est pas reluisant. En effet, l’État étant donné son état de sous-développement et donc de manque de ressources, à du mal à coordonner ces activités. Il est de même pour les ONG. La situation est accentuée par l’état des relations entre ONG et structures de l’État qui se considèrent davantage comme des adversaires que comme des partenaires ce qui affecte l’efficacité des activités menées. Pour que la gestion communautaire devienne une réalité, il importe qu’un partenariat soit établi entre les différents acteurs liés à la gestion de la vallée du Sitatunga en particulier et des milieux humides en général : les ONG, l’État et les communautés locales. Bénin, a country in West Africa is actually facing the destruction of its wetlands, especially those in the southern part of the country. The wetlands which their richness in natural resources are important for both human and wildlife are also threatened by many factors. The most important threat is population pressure. Although recognised as Ramsar sites, the destruction continues. In 1995, the Government has decided to create community protected areas in this part of the country. The objective of this research is to understand the main challenges around the community management of wetlands. The case of the Sitatunga valley, in south Bénin has been studied. The methodology used consisted on interviews with stakeholders during a period of 3 months. The results show that, although the good intentions of community management, its practical application is not easy, and reveal many difficulties in its practical application. The site although rich in biodiversity and used as refuge for several species, is regarded as useless even harmful by the bordering populations, which are more worried by their poverty state. The traditions and values formerly allotted to the wetlands almost disappeared and individualism is growing. It is important to take into account all these factors to truly hope to preserve these wetlands. The study shows that management of the wetlands on a Beninese scale is also difficult. Indeed, the government through its structures struggles to coordinate its activities. It is the same for NGOs. The situation is accentuated by the poor relations between NGOs and government institutions which consider each other more as adversaries than as partners. This affects the effectiveness of the undertaken activities. It is then important for all the stakeholders (NGOs, Government and local communities) to install a partnership to help achieve community management objectives. Leur nombre a beaucoup augmenté ces dernières années et les modes d’action qu’ils recouvrent se sont considérablement diversifiés. Pour autant, les écosystèmes continuent à se dégrader, et l’efficacité de ces dispositifs est souvent remise en cause. Cette thèse vise à analyser les facteurs influant sur l’efficacité des espaces protégés pour la conservation d’écosystèmes amazoniens encore peu dégradés. Elle étudie pour cela la mise en œuvre de dispositifs relevant de doctrines de gestion de l’environnement différentes, basées sur (i) la limitation réglementaire maximale des activités humaines impactantes pour les écosystèmes, (ii) la gestion des ressources par des populations locales ou traditionnelles ou (iii) la mise en place d’une gestion forestière durable sur des terres publiques. Nous nous plaçons dans une posture comparative entre la Guyane (France) et l’Amapá (Brésil), territoires partageant une frontière commune, principalement matérialisée par le fleuve Oyapock. La comparaison internationale entre ces deux régions présentant une couverture exceptionnelle en espaces protégés, dans des conditions écologiques et géographiques relativement similaires, nous permet d’observer l’influence du contexte historique et sociopolitique sur les modes de prise en charge de la gestion de l’environnement par les aires protégées. Nous nous sommes basés sur une approche constructiviste, appuyée sur une production de données principalement qualitatives (entretiens semi-directifs, analyse de documents, observation participante…). Nous avons ainsi procédé à une déconstruction critique des dispositifs « aires protégées », permettant de mettre en lisibilité les enjeux environnementaux qu’ils portent, et d’analyser l’efficacité environnementale des stratégies mises en œuvre. Cette analyse s’est articulée autour d’une lecture à la fois diachronique et multiscalaire des processus de gestion.Nous montrons que la mise en place des espaces protégés de Guyane et d’Amapá a été portée par des coalitions d’acteurs structurées autour de doctrines de gestion, c’est à dire de conceptions partagées des conditions de mise en œuvre d’une « bonne gestion environnementale ». Les dispositifs créés ont hérité des ressources stratégiques d’action et de la légitimité de ces coalitions. Les coalitions porteuses de la création des espaces protégés en Amapá sont fortement articulées aux mouvements sociaux et environnementaux plus généraux de l’Amazonie brésilienne, notamment pour les revendications socio-environnementales émergeant à la sortie de la période dictatoriale. En Guyane française, les espaces naturels protégés sont principalement la résultante de compromis entre d’une part une volonté d’exemplarité de l’action de la France en Amazonie, et d’autre part une recherche de minimisation des conflits avec les acteurs politiques locaux. Nowadays, natural protected areas are one of the main public policies implemented at the international level in order to prevent the destruction of ecosystems. During the last decades, they became very numerous, and mobilized more and more diversified modes of action. However, natural ecosystems continue to deteriorate, and the effectiveness of protected areas is often questioned. The aim of this thesis was to analyse the factors influencing the effectiveness of protected areas in a context of Amazonian ecosystems that are still well preserved. We observed the implementation of environmental management arrangement (protected areas) that are based on various doctrines: (i) the strong limitation of all harmful human activities through legislation; (ii) the management of resources by local or traditional populations; and (iii) the implementation of sustainable forest management on public lands. We adopted a comparative approach between Guyana (France) and Amapá (Brazil), territories that share a common border, mainly identifiable by the Oyapock River. These two territories present quite similar ecological and geographical conditions, and both have an exceptional coverage of protected areas. Therefore this international comparison allowed us to observe the influence of the historical and socio-political context on the implementation of protected areas. We used a constructivist approach, mainly based on qualitative data (semi-structured interviews, document analysis, participant observation...). We effected a critical deconstruction of "protected areas" management arrangements in order to make their environmental objectives intelligible, and we analysed the environmental effectiveness of the strategies implemented. This analysis was based on a diachronic and multiscalar lecture of management processes. We show that the establishment of protected areas in Guiana and Amapá was led by coalitions of actors structured around management doctrines, i.e. shared conceptions of "good environmental management". Management arrangements created inherited the strategic resources of action and the legitimacy of these coalitions. In Amapá, coalitions were strongly articulated with wider social and environmental movements of the Brazilian Amazon, especially in the case of socio-environmental claims rising at the end of the dictatorship. Acoustic surveys conducted on coral ecosystems have so far been restricted to barrier reefs and to shallow depths (10–30 m). Since they may provide refuge for coral reef organisms, the monitoring of outer reef slopes and describing of the soundscapes of deeper environment could provide insights into the characteristics of different biotopes of coral ecosystems. In this study, the acoustic features of four different habitats, with different topographies and substrates, located at different depths from 10 to 100 m, were recorded during daytime on the outer reef slope of the north Coast of Moorea Island (French Polynesia). Barrier reefs appeared to be the noisiest habitats whereas the average sound levels at other habitats decreased with their distance from the reef and with increasing depth. However, sound levels were higher than expected by propagation models, supporting that these habitats possess their own sound sources. While reef sounds are known to attract marine larvae, sounds from deeper habitats may then also have a non-negligible attractive potential, coming into play before the reef itself. Éditeur(s) : Elsevier Science Bv Résumé : Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which SSFs operate, in order to demonstrate the ecological and social sustainability of this often overlooked fisheries segment. A common approach formulated so that the case studies could be compared with the case histories of other competing users, required that for each set of criteria – technical, biological, socio-economic, and institutional – a set of relevant items and indicators was established. An analysis of characteristics common to the selected case studies is conducted and an attempt made to extend our comparisons to the whole of the European Union. Our results show that (as compared with large-scale fleets, their main competitor) small-scale fleets: (i) are composed of smaller vessels and, consequently, travel lower distances to fishing grounds, and are more reliant on coastal areas; (ii) have smaller crews (although the global employment figure is similar to that of large-scale fleets in Europe); (iii) use mostly, but not exclusively, passive gears; (iv) use multi-purpose fishing approaches, and can change the fish species they target during the year; (v) have lower extraction rates; (vi) have lower total capital investments (including fishing rights), turnover and costs; and (vii) have lower fuel consumption, making them less sensitive to changing oil prices. Dependence on subsidies is lower (viii). Involvement in fisheries management is variable, conservation and access regulation measures are largely local in origin. For the selected case studies, the most significant competitors are large-scale fleets, and recreational fisheries, but other sources of interaction (water quality, invasive species, etc.) cannot be ignored. It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composition are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of utilization and involvement in the municipal and commercial sectors of the fishing industry. The issues and problems concerning the use of payao, and its biological, economic impact as well as management aspect are presented. Recommendations are given for future research and actions. Habitat and resources monitoring programs can provide such information, but are difficult to implement as they involve a range of technical, financial and human resources. Regarding these problems, the involvement of the local population in monitoring programs, called participatory monitoring, seems to offer solutions. Indeed, participatory monitoring has the potential of increasing the number of data collected at low cost, while taking advantage of the traditional ecological knowledge available locally. Some questions need clarifying, however: which methods can bring relevant information for the monitoring of reef fisheries while being appropriate to the motivations and skills of the local population? Is the degree of participation of the local population sufficient to make the monitoring program work, particularly over the long term? To answer these questions, participatory monitoring methods commonly used for coral reef ecosystems have been implemented to assess reef fisheries at three different sites: Moorea island and Tikehau atoll in French Polynesia, and the Bay of Tulear in Madagascar. While highlighting the relevance of some participatory monitoring programs for snapshot and large-scale surveys, the results of this study also show their lesser interest for regular data gathering on long-time scales. In any case, strong coordination and supervision by scientists are considered essential. La gestion durable des écosystèmes coralliens nécessite de disposer d’informations régulières concernant l’impact des pêcheries sur les ressources récifales et sur les écosystèmes dont elles dépendent. Les suivis intégrés des ressources, des habitats et des espèces associées qui visent à fournir ce type d’informations sont difficiles à mettre en œuvre, car ils impliquent de nombreuses ressources humaines, techniques et financières. Face à ces problèmes, la participation de la société civile dans les programmes de suivi semble en mesure d’apporter des solutions. Dans le but de tester cette hypothèse, des méthodes de suivi participatif ont été mises en œuvre afin de caractériser des pêcheries récifales sur trois socio-écosystèmes contrastés : l’île de Moorea et l’atoll de Tikehau en Polynésie française, et le littoral de Tuléar à Madagascar. Les résultats de cette étude soulignent la pertinence de certains suivis participatifs pour fournir une vision écosystémique dans le cas de collecte de données ponctuelles et de large envergure, et leur intérêt moindre pour la collecte continue de données sur de longues échelles de temps. Dans tous les cas, une structure de coordination et l’implication de scientifiques s’avèrent primordiales pour assurer pérennité et fiabilité au système de suivi. L'exploitation des cephalopodes - situation et perspectives Auteur(s) : Mesnil, B. Éditeur(s) : ISTPM Résumé : The dwindling of the stocks of some marine animals traditionally fished is driving the producers to consider the exploitation of species which were seen as of lesser interest up to now. Among the latter, cephalopods hold a specific position. In the first place, they are not a new resource so to speak, having been eaten in Asian and Mediterranean countries for a long time, and, above all, they've been the object of a growing interest for a few years now. It is encouraging to see that this tendency is very distinct in our country where it can be thought that producers and consumers are now aware of the value of this abounding species. The actions aimed at optimising their exploitation are thus facilitated but they suffer from the imprecision of the statistical data on the fisheries. This data is indeed necessary to evaluate the availability of the stocks and to direct the production through a rational management. L'amenuisement des stocks de certains animaux marins traditionnellement pêchés amène les producteurs à envisager l'exploitation d'espèces jusqu'à présent considérées comme de moindre intérêt. Parmi ces dernières, les céphalopodes occupent une place particulière. En premier lieu, ils ne constituent pas à proprement parler une ressource nouvelle, ayant de tous temps été consommés dans les pays asiatiques et méditerranéens, et surtout, depuis quelques années, ils suscitent un intérêt croissant dans nombre de pays. II est encourageant de constater que cette tendance est particulièrement nette dans notre pays où tout porte à croire que producteurs et consommateurs ont pris conscience de la valeur de cette ressource disponible en abondance. Les actions destinées à optimaliser l'exploitation en sont facilitées mais se heurtent à l'imprécision des données statistiques sur les pêcheries. Ces dernières deviennent indispensables si l'on veut évaluer la disponibilité des stocks et orienter la production par une gestion rationnelle. On observe de plus qu'une étendue de plus en plus importante du domaine maritime tombe inévitablement sous le coup de réglementations locales ou internationales qui s'appuient très largement sur les statistiques de pêche. Si nous voulons aider efficacement les producteurs, nous devons disposer de données complètes et objectives. Sans attendre que soit atteint ce degré de précision, nous avons voulu aborder une étape plus élémentaire en réunissant les informations relatives à l'état actuel de l'exploitation des céphalopodes et aux solutions pour la développer.
