Initial experimental fad deployments were made by the National Marine Fisheries Service in 1977. In 1980, the State of Hawaii started deploying FADs in a programme that has since expanded to its current status of 52 approved surface fad sites. Funding is primarily derived from federal US programmes and the FADs are primarily focused on the sport fishing community. fad sites were selected to expedite access by sport fishermen; specific sites were chosen after consultation with fishermen at public hearings. Since 1997, the FAD system has been managed on a collaborative basis between the State of Hawaii and the University of Hawaii. Hawaiian FADs evolved through two previous designs before the current system of single-sphere spar-buoy was adopted. Today's FADs have an "inverse catenary" mooring system comprised of sections of floating and sinking rope attached to a "tripod" concrete block anchor system. fad sites range between 3.2 km and 46 km from shore. Mooring depths range between 200 and 3,000 metres. Average on-site longevity is 31 months; there is no correlation between longevity and depth of mooring. Windward locations have significantly shorter lifespans than leeward locations. Ten to twenty fads are replaced each year. Each FAD costs approximately us$ 7,500 to build and deploy. Hawaiian fads are heavily used by private and commercial sport fishermen and by small-scale artisanal and commercial fishermen. Commercial pole-and-line boats occasionally use the FADs to capture skipjack tuna. Hawaiian FADs will continue to be used for various types of pelagic fisheries research. In this context, this communication is intended: - to evaluate the halieutic, economic and social conditions of the artisanal fishery in this archipelago, notably in terms of assets and constraints. Although these conditions are very heterogeneous depending on islands, the fads seem to be able to help the stabilization and the development of the fishing activities, disadvantaged by a low productivity, limited operating ranges of boats, and very irregular outings at sea. But the narrowness of the domestic market is likely to cause drops in the fish prices if the production increases, while the absence of institutional framework may be a handicap at the level of the management (of the programme itself, and/or of some possible conflicts of uses); - to carry out an assessment of the former experiments. It emphasized the insufficiency of the follow-up and the maintenance of the structures, of which the lifespan varied at the most between four and six months, as well as the positive effects of the concentration, and the interest of the fishermen already sensitized with these structures. Peche artisanale sur DCP et peche palangriere a la Reunion: antagonisme ou complementarite? Its implementation and its impact on artisanal fishery in Reunion Island have been analysed. This analysis demonstrates that, following a continuously ascending phase, the production of fish caught on fads has reached a plateau. Parallel to the FAD-associated fishery, the longline fishery has developed since 1991. This type of fishery includes production units whose operating zone is bordering the FAD installation area. Analysing the evolution of the small longliner sector is based on general activity indicators (number of ships, production, fish selling prices). Besides, a synthesis of the interactions between those two types of fisheries, whether in terms of exploited resources, space conflicts, fishing population or market, has been effected. Judging from the complementary and antagonistic natures of the two fisheries identified above and given their evolution, the future of the FADs programme is pending. Have the fads just been a step in the evolution of the Reunion fishing system or have they modified it on a long-term basis? This transformation results in the pitching up of operational device park by the regional fishery committee. Nevertheless, this technical change in fishing practices is not implemented in a homogeneous way all around the island; some differences exist especially between the Atlantic and the Caribbean coasts. From surveys carried out during an annual cycle on two main landing sites, this study describes the pelagic fishing activity around fads and in the open sea. A comparison of fishing strategies adopted in different places as well as an analysis of the results obtained by the fishing units in terms of species (size of catches and daily yields) allow to describe the progress made in the implementation adoption of this new fishing practice. For several fishermen, fishing around fads has become an exclusive job, practised all year round. For others, fads is used in addition to traditional fishing activity on flotsam, "Miquelon" fishing and keeps a seasonal character.Original Abstract: Au cours des recentes annees, l'utilisation des DCP en Martinique est passee du stade experimental au stade operationnel. Cette mutation se traduit par la prise en charge du parc de dispositifs operationnels par le comite regional des peches. Toutefois, l'adoption de cette nouvelle technique d'exploitation ne s'effectue pas de facon homogene dans toutes les communes de l'ile, des differences existent notamment entre les cotes Atlantique et Caraibe. A partir d'enquetes effectuees pendant un cycle annuel, sur deux principaux points de debarquement, cette etude decrit l'activite de peche des poissons pelagiques avec ou sans DCP. Une comparaison des strategies de peche developpees dans les differents sites ainsi qu'une analyse des resultats obtenus par les unites de peche en termes d'especes, de taille des captures, de rendement journalier permettent de decrire la progression differenciee de l'adoption de cette nouvelle activite halieutique. Pour certains pecheurs, la peche sous DCP est devenue un metier exclusif, pratique tout au long de l'annee. Pour d'autres, le DCP est utilise en complement de l'activite traditionnelle de peche sous bois derivants, " peche a Miquelon ", et conserve un caractere saisonnier. Ma peche a la crevette sur le plateau guyanais les techniques americaines et l'analyse des captures Auteur(s) : Morice, Jean Warluzel, Noël Éditeur(s) : ISTPM Résumé : In November and December 1959, one of us was assigned by the Credit and Technical Assistance Society (SATEC) to do a study on shrimp fishing on the Guiana Shield as practised by American trawlers (Figure 1). This study had both technological and biological goals. It was first necessary to describe the fishing boats and the methods used by American shrimp boats to fish in the Guianas. Each step of processing and packaging of the shrimp was monitored on board as well as on land, from catch up to storage under refrigerated conditions until commercialisation. It was then necessary to evaluate the relative proportions of shrimp and fish in the catches in order to establish the factors governing productivity of the operations. This was done with a view for establishing a fleet of fishing boats in French Guyana wishing to exploit as much of the catches as possible. American trawlers discard all fish and shellfish that are not marketable by American standards. The flat trawls used by ships based in Georgetown (British Guyana) or in Paramaribo (Surinam) are not designed for catching fish; but during the expedition off the shore of Surinam, we observed that a good part of catches was made up of various marketable species, including flatfishes, many goatfishes, pompano fishes, rockfishes, etc. It was thus important to weigh, insofar as possible, species that were discarded. ... (unverified OCR) En novembre et décembre 1959, l'un de nous était chargé par la Société d'assistance technique et de crédit (SATEC) d'une étude de la pêche à la crevette telle que la pratiquent les chalutiers américains (fig. 1 ) sur le plateau continental des Guyanes. Cette étude avait deux buts, technologique et biologique. Il fallait tout d'abord décrire les engins et les méthodes utilisés par les crevettiers américains pour exploiter les fonds guyanais et suivre pas à pas le travail de transformation et de conditionnement des crustacés, à bord comme à terre, de la capture jusqu'au stockage sous froid avant la commercialisation. Il était nécessaire ensuite d'évaluer les proportions relatives des crevettes et des poissons dans les apports, ceci pour établir les facteurs de rentabilité des opérations dans le cas de la mise en place, en Guyane française, d'armements métropolitains soucieux d'utiliser la presque totalité des captures. Les chalutiers américains rejettent en effet à la mer tout ce qui n'est pas crustacé commercialisable selon les normes observées aux Etats-Unis. Certes les chaluts plats utilisés par les navires basés à Georgetown (Guyane britannique) ou à Paramaribo (Surinam) ne sont pas des engins destinés à la capture des poissons mais, au cours de la marée effectuée au large du Surinam sur l'un des bateaux sus-cités, nous avons constaté qu'une bonne partie des captures était constituée d'espèces parfaitement commercialisables, poissons plats divers, Mullidés relativement nombreux, Carangidés, Scorpénidés, etc. Il était donc important de peser, dans la mesure du possible, ce qui était rejeté à la mer. Le marché des Antilles françaises, loin d'être saturé, pouvait être ravitaillé si les moyens de transport étaient organisés et si une infrastructure « froid » suffisante était créée. Il était peut-être possible, de plus, d'envisager la création d'une conserverie utilisant les têtes de crevettes habituellement éliminées (plus de 13 % du poids total des captures), les Scorpénidés et autres espèces ichthyologiques moins appréciées de la clientèle Antillaise, et les crustacés d'intérêt secondaire pour le marché américain : Portunidés (« cyriques »), Calappidés, crevettes de petites tailles, scyllares..., pour la confection de bisques, de soupes ou de concentrés; il suffisait pour cela d'équiper les chalutiers de cuiseurs, de broyeurs et de dessiccateurs. Les résultats obtenus ont été formulés et présentés à la SATEC sous forme d'une note ronéotypée en plusieurs cahiers dont la diffusion a été relativement restreinte. Nous reprenons ici ce travail en le développant grâce à l'exploitation des carnets de note de la mission comme de l'abondante bibliographie afférente. Les auteurs américains ont en effet beaucoup publié au sujet de la biologie des différentes espèces de Penéidés exploitées, de la technologie de la pêche comme à propos de la technologie des transformations culinaires subies par les crustacés. Les statistiques les plus récentes (LYLES, 1966) montrent que les apports pour l'année 1964 (la dernière année pour laquelle nous ayons des informations complètes) furent de 96 157 tonnes environ valant quelque 70 400 000 dollars; 99 % de cette production furent capturés au chalut de fond tandis que le reste l'était au chalut à perche, aux nasses, à l'épervier ou avec d'autres engins de type artisanal. La demande en « shrimps » outre-Atlantique est loin d'être saturée et les armements américains déplacent progressivement leurs unités vers les rares points du continent américain dont le plateau continental n'a point été, jusqu'à maintenant, exploité. Les capitaux investis dans la pêèhe proprement dite, les installations à terre et les moyens de distribution sont largement supérieurs à ceux qui ont été investis à propos de la pêche au thon et l'industrie crevettière américaine fait vivre une grande partie de la population de pêcheurs des états du sud des Etats-Unis. Le travail que nous présentons ici n'a aucun 2 prétention quant à l'établissement d'une liste faunistique du plateau guyanais pas plus qu'à une étude des fonds et la détermination précise des crevettes capturées n'a pas été tentée; le lecteur devra consulter à ce sujet les travaux de Voss (1955), DURAND (1959), HOLTHUIS (1959), BULLIS et THOMPSON (1959), HIGMAN (1959)... First introduced from the Philippines, via Hawaii, they were quickly adopted by both industrial and artisanal fisheries sectors : in 1984 more than 600 anchored FADs had been deployed in the region. Since these early days, the development of the technique by the industrial and the artisanal sectors have followed parallel paths with little interaction. In the industrial private sector, companies are funding, deploying and monitoring their own FADs. For some fishing companies, using purse seiners and pole-and-line vessels, from the Solomon Islands or Papua-New-Guinea, these FADs have become a necessity. FAD programmes for small-scale fisheries have been almost exclusively run by the public sector, with technical support from regional and international development agencies and financial assistance from overseas funding agencies. These programmes have had mixed successes : becoming an on-going and essential tool in some places like French Polynesia or Guam; or being momentarily suspended, like in Vanuatu or Tonga, because of the lack of funds, partly due to the scarcity of proven economic return to the fishing communities. This document is an attempt to synthesise the current information on these very diverse situations, including technical, economical and social considerations. Etude des fonds de pêche du littoral atlantique martiniquais : ressources, exploitation, prospectives Auteur(s) : Farrugio, Henri Saint-felix, Christian Éditeur(s) : ISTPM Résumé : The Atlantic coast of Martinique shows the typical characteristics of the tropical regions with a coral facies, and especially: a) a wide variety of sedentary animal species, especially coral fishes, of smaller sizes and numbers, thus forming smaller populations than those living under other latitudes ; b) the presence, between the shore and the reef barrier, of a shallow strip of soft bottoms, without any natural shelter, well protected, but with difficult access for off-shore species, and with a poor fauna. It is the major explanation for the weakness of the performances on this restricted continental shelf where, in addition, the fishing effort keeps growing. The complex relief of the reef makes the use of the trawl nets impossible and very difficult that of filtering nets, like bottom gillnets, which proved difficult to handle on the reef areas, as observed through this campaign. For these reasons, the Atlantic coast of Martinique is bound to an artisanal exploitation, whose expansion is very limited by the natural ecologic conditions. [...] La côte atlantique martiniquaise présente les caractéristiques typiques des régions tropicales à faciès corallien et essentiellement: a) une grande variété d'espèces animales sédentaires, et en particulier de poissons récifaux, de tailles généralement réduites et de faible abondance numérique, constituant des populations bien moins denses que celles qui existent sous d'autres latitudes; b) la présence, entre le rivage et la barrière corallienne, d'une bande peu profonde de fonds doux, dépourvue d'abris naturels, bien protégée, mais peu accessible aux espèces du large et où le règne animal est pauvre. C'est là l'explication majeure de la faiblesse des rendements obtenus sur ce plateau continental restreint sur lequel, en outre, l'effort de pêche ne cesse d'augmenter. Le relief complexe du récif y rend impossible l'utilisation des arts traînants et très difficile celle des engins filtrants comme les filets calés, dont cette campagne nous a montré le peu de maniabilité sur les secteurs coralliens. Pour ces raisons, la zone littorale atlantique martiniquaise est vouée exclusivement à une exploitation de type artisanal, dont les possibilités d'expansion sont très limitées par les conditions écologiques naturelles. D'après l'examen des données recueillies, l'état des stocks halieutiques littoraux, tant en poissons qu'en crustacés semble encore assez satisfaisant dans l'ensemble. Cependant, il faut souligner le fait que l'accroissement de l'effort et du nombre des pêcheurs « occasionnels », et l'exploitation en général encore très anarchique des ressources, auxquels on assiste à l'heure actuelle en dépit de la législation existante, risquent, si l'on n'y prend garde, de conduire à brève échéance à une surexploitation des fonds côtiers. Il est facile, pour les professionnels, d'éviter l'appauvrissement qui menace ces lieux de pêche, s'ils prennent conscience, dès à présent, de la nécessité d'appliquer spontanément et sans contraintes un certain nombre de mesures de protection indispensables. Enfin, de premières observations nous laissent supposer que les conditions de milieu, existant au-delà de la barrière corallienne, sont favorables à la prolifération d'une faune benthique, mais surtout pélagique, abondante et de bonne qualité. C'est donc vers le large, ou, dans un premier temps, le semi-large qu'il convient d'orienter les actions en vue d'assurer l'essor de la pêche atlantique martiniquaise. Les réseaux familiaux « Hloua » de la côte béninoise dans les migrations de pêche en Afrique de l’Ouest et du Centre : entre continuité et rupture Auteur(s) : Alladatin, Judicaël Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le débat théorique sur les migrations et la famille connait une ambivalence allant du postulat de la migration comme une logique « individualiste » et de distanciation de la famille à celui de la migration vue comme une stratégie de survie portée par le réseau familial. C’est dans le but de contribuer à ce débat que le présent texte aborde l’analyse du processus migratoire sous l’angle des stratégies déployées par les migrants « Hloua » de la côte béninoise. Quatre dimensions ont particulièrement retenu notre attention : la prise de décision, le financement et l’organisation du voyage, l'intégration dans le milieu d’accueil, et les rapports maintenus avec le milieu d'origine.L’analyse s’appuie sur les récits de migration collectés auprès de migrants de retour ou de membres de familles restés au village, ceci dans le cadre d’une enquête plus large sur la pauvreté et les stratégies de survie dans le milieu de la pêche artisanale (Avloh, Ayiguinnou et Agoué) au Bénin. Cette analyse de récit a été complétée par des analyses de type quantitatif sur la fréquence des recours pour l’organisation et la prise de décision, la fréquence de recours pour l’insertion résidentielle et professionnelle, et le montant des envois de fonds. Les résultats montrent la place centrale du réseau familial le long du processus migratoire depuis la prise de décision, l’organisation du voyage, le « confiage » de la femme et des enfants du migrant, à l’établissement résidentiel et l’insertion professionnelle dans le milieu d’accueil. Ce réseau organise et structure efficacement le phénomène migratoire en intervenant lors des étapes décisives. Cependant, une fois insérés, les rapports maintenus avec le réseau familial se limitent pour la plupart à une solidarité affective, caractérisée par des contacts téléphoniques ou transferts de message et quelques envois de fonds largement en deçà des attentes. Ce qui fait dire de plus en plus que le migrant diminue le capital social de la famille sans pour autant y contribuer de façon substantielle sur le plan financier : Un paradoxe qui pourrait bien trouver son explication dans les recherches futures sous une perspective dynamique des migrations. The theoretical debate on migration and family is ambivalent. Migration can be seen from an “individualist’’ and distant logic of the family or, on the other hand, migration can be viewed as a strategy of survival for the family network. It is in the objective of contributing to this debate, the present article will analyze the migration process from a migrant strategy perspective, more specifically from the perspective of the “Hloua” migrants off the Benin coast. Four dimensions are of particular interest: the decision making process, the cost and organization of the trip, integration in the host community and the maintenance of relations with the host community. Within a large scale research on poverty and the strategies of survival of artisan fishing (Avloh, Ayiguinnou et Agoué) in Bénin, the present analysis is based on migration stories collected from returning migrants or from family members still living in the village. This story analysis has been completed with quantitative analyses on the frequency of the use of organization and decision making, the frequency of the use of residential and professional insertion, and the amount of remittances. The results show the central place of family ties during the migratory process from the start of the decision making process, the travel planning, the entrusting of the women and children of the migrant, to the residential establishment and the professional insertion in the host society. This network organizes and structures efficiently the migratory phenomenon by intervening during the decisive steps. However, once inserted, the connections maintained with the family network are limited for the majority to an affective solidarity characterized by telephone contacts or message transfers, and sometimes remittances sent back largely lower to the family’s expectations. This results more and more in the migrant diminishing the social capital of the family without always contributing in some substantially way on the financial side. A paradox which could find its explanation in future researches under a perspective of migrations’ dynamics. L'agrégation de thons de sub-surface au sein du système [DCP ancré - macronecton - environnement - pêche] en Martinique : étude hiérarchique par méthodes acoustiques, optiques et halieutiques Auteur(s) : Doray, Mathieu Éditeur(s) : Ecole Nationale Supérieure Agronomique de Rennes (ENSAR) Résumé : Artificial Fish Aggregating Devices (FADs) are known to concentrate tropical tunas. This aggregative behaviour drastically increases the vulnerability of these species to fishing. Alternatively, FADs can be used as oceanic observatories to study the aggregative behaviour of large pelagic fish. We conducted sea surveys in Martinique (Lesser Antilles) to i) establish a typology of the pelagic fish aggregations found around moored FADs ii) study their relations with their biotic and abiotic environment and the local fishery. The mean biomass of large pelagic fish aggregations was also estimated to provide scientific inputs to achieve a sustainable management of the moored FAD fishery. The first part presents the background of the study. We introduce the regional pelagic ecosystem, the aggregative behaviour of pelagic fish around FADs and the Martinican moored FAD fishery. The second part begins with a presentation of the conceptual framework of the study: the hierarchy theory. Observation scales and survey methodology are therefore described. Repeated echosounder surveys run in a star pattern were conducted around 2 moored FADs, in combination with underwater video observations, classical fishing experiments and CTD profiles. In the third part, the elements of the [moored FAD ¿ pelagic fish - environment - fishing] system and their interactions are numerically characterised in the vertical plane. The main type of pelagic fish aggregation was a large aggregation distributed in sub-surface (40-100 m) within a radius of 400 m of the FAD. This aggregation was mostly made of 60 cm FL blackfin tunas (Thunnus atlanticus). It appeared at sunrise and mostly spread away in the late afternoon. It was observed during all daytime surveys. The average density and the vertical structure of the micronektonic sound scattering layers (SSLs) were assessed locally around a FAD for 48h cycles. These SSLs descriptors showed positive correlation with the size and the abundance of the sub-surface tuna aggregation. Whereas this aggregation accounted for about 95% of the total biomass aggregated around a moored FAD, it was nearly unexploited by the local commercial fishermen. The fourth part focuses on the sub-surface tuna aggregation. A high variability of the spatial distribution of the aggregation was evidenced in the horizontal plane at daily, day to day and monthly temporal scales. These variations were related to fluctuations of the global abundance of the aggregation. The daytime average density of sub-surface tuna was modelled as a function of the distance to FAD, within an advection-diffusion framework. Based on these results, a universal kriging model was designed to assess the mean maximum daily biomass of the sub-surface tuna aggregation. This mean biomass estimate yielded 11 tons with an estimation error of 26%. To conclude, we present a hierarchical organization in space and time of a sub-surface tuna population distributed within a network of moored FADs, from micro to meso-scale. We suggest that the spatial distribution of tunas can be explained from fine to coarse-scales by behavioural processes (self-organization, feeding, aggregative behaviour) whereas their spatial distribution is mainly forced by environmental processes at broader scales. L'utilisation de Dispositifs de Concentration de Poissons permet de provoquer la formation de larges agrégations de thonidés autour de dispositifs artificiels, ce qui augmente considérablement la vulnérabilité de ces ressources vis-à-vis de l'exploitation halieutique. Les DCP peuvent également être utilisés en tant qu'observatoires océaniques, afin d'étudier le comportement agrégatif du macronecton pélagique. Nous avons ainsi réalisé des observations autour de DCP ancrés en Martinique, afin de définir une typologie des agrégations de macronecton et de étudier leurs relations avec leur environnement biotique, abiotique et l'exploitation halieutique locale. Nous avons ensuite estimé la biomasse moyenne de macronecton agrégé autour d'un DCP ancré, afin de fournir des éléments scientifiques nécessaires à une gestion durable de ces ressources. La première partie présente le contexte de l'étude i.e. l'écosystème pélagique régional, le phénomène d'agrégation du macronecton autour des DCP et la pêche associée aux DCP ancrés en Martinique. La deuxième partie introduit la théorie de la hiérarchie qui a fourni le cadre conceptuel de l'étude et présente les échelles et méthodes d'observation. Le principal outil d'observation est un échosondeur scientifique, mis en oeuvre le long de parcours en étoile autour du DCP. Les prospections acoustiques ont été combinées à des observations vidéo sous marines, des pêches expérimentales et un suivi in-situ de l'environnement abiotique. La troisième partie présente une typologie des éléments constituant le système [DCP ancré - macronecton - environnement - pêche] dans le plan vertical et précise leurs interactions. Le type d'agrégation de macronecton dominant est une grande agrégation composée d'une majorité de thons noirs (Thunnus atlanticus) de taille moyenne (60 cm) distribuée en sub-surface (40-100 m), dans un rayon de 300 m autour de la tête des DCP. Cette agrégation se forme au lever du soleil et se disperse presque totalement dans l'après midi. Elle a été observée de jour lors de toutes les campagnes. Une corrélation positive entre la densité et la structure moyenne des couches micronectoniques diurnes évaluée localement autour du DCP au cours de 48 h et les dimensions et l'énergie acoustique de l'agrégation de thons de subs-surface a été mise en évidence. Malgré le fait que cette agrégation représente en moyenne 95 % de l'énergie acoustique du macronecton autour des DCP, elle est presque inexploitée par les pêcheurs artisans locaux. La quatrième partie met en évidence les fortes variations conjointes de la distribution spatiale dans le plan horizontal de la densité de l'agrégation de thons de sub-surface et de son abondance globale. Ces variations ont été observées au cours du cycle nycthéméral et aux échelles inter-journalières et mensuelles. La distribution spatiale moyenne de la densité diurne de l'agrégation en fonction de la distance au centre de gravité de l'agrégation est cependant très stable et peut être modélisée au moyen d'une équation d'advection-diffusion. Un modèle de krigeage universel, utilisant les résultats du modèle d'advection-diffusion, a permis d'évaluer la biomasse maximale journalière moyenne de l'agrégation de thons de sub-surface à une dizaine de tonnes, avec un coefficient de variation d'estimation de 26%. Nous proposons une représentation hiérarchique synthétique de la distribution spatiale d'une sous-population de thons dans un réseau de DCP ancrés de la micro à la méso-échelle. Nous suggérons que la distribution spatiale des thons est déterminée principalement à l'échelle fine (100m-1km) et à l'échelle grossière (1-10 km) par des processus comportementaux (auto-organisation, agrégation, nutrition) et par des processus environnementaux à échelle plus large. The fishing technique used could probably explain this. In fact, diving surveys have confirmed the presence of great concentrations of adult blackfin tunas under FADs. Big individuals stay during long periods between 20 and 50 meters under the FAD while small ones go up to the surface to feed on little flying fishes, at dawn principally. The bait and the line used at the moment around martinican FADs do not fit to adult blackfin tunas fishing. From these observations and following the tests realized by Ifremer in La Reunion in 1990, we proposed to martinican fishermen to test a new technique based on the utilization of live bait locally called "coulirous" (Selar crumenophthalmus). In La Reunion, this technique has been successful. Live baits are hooked on a vertical longline. In Martinique, the tests to catch live bait during the night near the shore have been already successful and the first fishing experiences with vertical line are also encouraging. This paper aims at proposing and transfering this technique to martinican fishermen but technical exchanges and discussions are needed to improve this new fishing technique.Original Abstract: Une analyse des compositions en taille des thons noirs (Thunnus atlanticus) captures, d'une part, lors des peches experimentales realisees par l'Ifremer a la palangre derivante et, d'autre part, debarques par les pecheurs exploitant les DCP martiniquais montre une difference significative de la taille moyenne des individus. Les techniques de peche utilisees peuvent probablement expliquer cette difference. En effet, des observations sous-marines ont confirme a plusieurs reprises la presence de larges concentrations de thons noirs adultes sous les dispositifs. Les gros individus se tiennent preferentiellement entre 20 et 50 m de profondeur a proximite du DCP alors que les petits individus montent plus frequemment en surface pour chasser, notamment au lever du jour. L'appat et les caracteristiques des engins actuellement utilises autour des DCP martiniquais ne sont pas bien adaptes a la capture des thons noirs adultes. A partir de ce constat et sur la base des essais de palangres verticales realises au laboratoire de l'Ifremer de La Reunion en 1990, qui ont abouti a une generalisation de cette technique de peche autour des DCP reunionnais, nous avons propose aux pecheurs martiniquais de tester cette nouvelle technique basee sur l'utilisation de " coulirous " vivants (Selar crumenophthalmus). Les essais de peche de l'appat vivant, la nuit a la palangrotte, se sont reveles positifs dans plusieurs baies de la Martinique et les premiers tests sur la palangre verticale a thons noirs sont encourageants. Éditeur(s) : Elsevier Résumé : How users perceive the performance of Marine Protected Areas (MPAs) is fundamental for the social acceptance of these zones. Moreover, their perceptions may be relevant for monitoring the effects of MPAs on extractive activities. This study analyzes artisanal fishers' perceptions of the performance of a north-western Mediterranean coastal MPA, which encompasses two no-take zones (NTZs). Three viewpoints have been considered: the effect on the personal activity of fishers, the effect on the local fishery and the effect on the ecosystem. In order to test the hypothesis that biomass export (spillover) - which had previously been evidenced from the two NTZs - may influence fishers' perceptions of NTZ effects, fishers' perceptions were compared with both declared and observed fishing activity over an one-year period. The results show that negative perceptions of NTZs are either nil or are negligible. Most fishers are aware of the beneficial effects of NTZs on ecosystems and fisheries. However, they remain to be convinced of the beneficial effects of the NTZs on their own activity. For instance, the proximity of a NTZ appears never to be involved in the choice of a fishing spot. This partial lack of correspondence between scientific expectation and fishers' perceptions is discussed in the light of fishing habits in the zone adjacent to NTZs, and takes into account fishing grounds, targeted species and seniority (defined as the number of years the fisher has been fishing within the MPA). All three factors appear to influence fishers' perceptions. For example, having a positive perception about a NTZ and spending more time fishing in the adjacent zone are habits that can be associated with fishers with less seniority. Fishers' perceptions obviously indicate the social acceptance of the MPA and are an essential monitoring tool for MPA managers. If changes in the number of small-scale fishermen correspond to those of the entire primary sector, two contrasted examples, that of Martinique's small-scale fishing and that of the Boulonnais sole trammel netters, will bring out the influence of the peculiarities of this sector as well as that of the general economic environment on employment. After the first section devoted to the general evolution of employment in the fishing sector, the second section will focus on studying the influence of public assistance on the situation of Martinique's fishing industry. The third section will be devoted to the growth of coastal fishing in the Boulogne region with the sole trammel netters. The conclusion will place these two examples side by side in order to emphasize the whole of the factors to be taken into account to analyse employment in this business sector. Le dynamisme de la pêche artisanale depuis la fin des années soixante-dix a permis de ralentir la chute de l'emploi observée depuis l'après-guerre dans le secteur de la pêche. Si l'évolution du nombre de pêcheurs artisans correspond à celle de l'ensemble du secteur primaire, deux exemples contrastés, celui de la pêche artisanale martiniquaise et celui des trémailleurs à sole boulonnais, permettront de mettre en relief l'influence des particularités de ce secteur ainsi que celle de l'environnement économique général sur l'emploi. Mayotte is composed of two islands and some thirty small islands distributed in a lagoon of more than 1,000 km super(2). Being one of the French Republic's Territorial Collectivity, this island is characterized by a very fast demographic evolution (growth rate : 5.8 %), which constitutes the foundation of the development problematic. Most of local halieutic production comes from the reef (nearly 2,000 t in 1999), the technic of "palangrotte" (deep line) is still dominating. The fishing fleet is composed of monoxyl pirogues and polyester fishing boats for the 1,200 fishermen. The first FADs (Fish Aggregating Devices) were installed in 1989. Now, 5 FADs are situated in the lagoon whereas 10 others have been installed out of it. If it is very hard to evaluate economic impact of FAD in Mayotte, their success seems to be limited because of several local constraints : fear to fish out of the lagoon, little interest in tuna, lack of formation. Nevertheless, faced to the demographic evolution and the decrease of the reef ressources, a program of fishing development on FAD has been initiated in 1998, with those following themes : realization of a new prototype of FAD, experimental fishing program with vertical drift "long line", teaching programs for the local fishermen. Today, it is too early to analyze the informations already collected, but the results are very promising, and validate the technical improvement of the new prototype.Original Abstract: L'ile volcanique de Mayotte (374 km super(2)) fait partie de l'archipel des Comores situe au Nord du canal du Mozambique (ocean Indien). L'essentiel de la production halieutique provient du milieu recifal (environ 2 000 t en 1999), la peche a la ligne de fond reste la technique dominante. La flottille de peche est constituee de pirogues monoxyles et de barques polyester pour une population de 1 200 pecheurs. Les premiers DCP mahorais furent installes en 1989. A ce jour, on denombre cinq DCP dans le lagon et dix hors lagon. Il semble que leur succes soit reste limite en raison de plusieurs contraintes locales : peur de la peche hors lagon, peu d'interet pour les poissons pelagiques, manque de formation. Neanmoins, face a l'explosion demographique et a l'appauvrissement des ressources lagonaires, un nouveau programme de developpement de la peche sur DCP a ete initie en 1998. Ce programme comporte trois axes : realisation d'un nouveau prototype de DCP, lancement d'un programme de peches experimentales a la palangre verticale derivante et formation des pecheurs. Le stock de Lambi (Strombus gigas, L.) en Martinique : analyse de la situation 1986-1987, modélisation de l'exploitation, options d'aménagement Auteur(s) : Rathier, I Rathier, I Éditeur(s) : Université de Bretagne Occidentale Résumé : The stock of Lambi, Strombus gigas (gastropod: strombidae), coastal benthic resource, has been exploited artisanally since the prehistoric period in Martinique. Nowadays, three lines of work exploit the species: free diving, nets (since the middle of the century) and scuba diving since 1985. This report presents the activity of each line of work, surveyed directly from 1986 to 1987: fishing zones and resource allocation, production, effort and performance, detail of catches (by length). The socio economic characteristics of the lambi fishermen are studied. The significant production of leisure fishing is also estimated. The decrease in the production and performance, as well as the lowering of the size of the first catch for about thirty years show that the stock is overexploited. The biological phenomenon of the stock: growth of the shell (length and shell lip), growth in weight, acquiring of sexual maturity, natural mortality are studied. The factors of mortality through fishing are estimated by class of length for the current exploitation regime by pseudo-cohort analysis. If the results confirm that the stock is overexploited, the level of overexploitation of the stock cannot be specified because of the presence of a number of lipped adults not yet too exploited in water deeper than 20 metres. The analysis of the dynamic process of the exploited population indicates two ways to the production of the stock: the forcing of the recruitment and the regulation of the exploitation regime. The lack of economic profitability of the production of juveniles over 30 mm and the difficulties raised by their collection in their natural habitat lead to the rationalization of the exploitation. The production and performance (by recruits) simulations performed for different exploitation regimens indicate that the only two conceivable options are the introduction of a minimum catch size, i.e. lambi with forming lip, and the regulation of the fishing effort. The socio-economic implications of the introduction of the determined management measures show that their applicability level is very low, because of the Martinique fishermen polyactivity, their low socio-economic level and mostly because of the free access to the resource. As a consequence, it is suggested to create new professional structures with a wide jurisdiction, in order to locally manage the marine areas, their use and their resources. (unverified OCR) Le stock de lambi, Strombus gigas (gastéropode: strombidae), ressource benthique côtière, est exploitée artisanalement depuis l'époque préhistorique en Martinique. Trois métiers exploitent actuellement l'espèce: plongée libre, filets (depuis le milieu du siècle) et plongée en scaphandre autonome depuis 1985. Ce rapport présente l'activité de chaque métier, suivie de 1986 à 1987 par une enquête directe: zones de pêche et allocation de la ressource, productions, efforts et rendements, composition en longueur des captures. Les caractéristiques socioéconomiques des pêcheurs de lambi sont étudiées. La production d'une pêche plaisancière non négligeable est estimée. La diminution de la production, des rendements et l'abaissement de la taille de première capture depuis une trentaine d'années révèlent que le stock est surexploité. Les phénomènes biologiques du stock: croissance de la coquille (longueur et pavillon), croissance en poids, acquisition de la maturité sexuelle, mortalité naturelle sont étudiés. Les coefficients de mortalité par pêche sont estimés par classe de longueur pour le régime d'exploitation actuel par l'analyse de pseudo-cohorte. Si les résultats confirment l'état surexploité du stock, le niveau de surexploitation ne peut être précisé en raison de l'existence d'adultes pavillonnés encore peu exploités sur les fonds de plus de 20 mètres. L'analyse des processus dynamiques de la population exploitée indique deux voies pour restaurer la production du stock: le forçage du recrutement et la régulation du régime d'exploitation. Le manque de rentabilité économique de l'élevage des juvéniles au-delà de 30 mm et les difficultés pour leur collecte dans le milieu naturel conduisent à rechercher la rationalisation de l'exploitation. Les simulations de la production et du rendement par recrue réalisées pour différents régimes d'exploitation indiquent que seule la mise en place d'une taille minimale de capture, i.e le lambi au pavillon en formation, et une régulation de l'effort de pêche sont envisageables. Les implications socio-économiques de la mise en oeuvre des mesures de gestion déterminées montrent que leur niveau d'applicabilité est très faible, en raison de la polyactivité des pêcheurs martiniquais, de leur faible niveau socioéconomique et surtout, du régime de libre accès à la ressource. Aussi, il est proposé la création de nouvelles structures professionnelles aux compétences larges, qui permettraient, pour chacun des bourgs, une gestion locale de l'espace marin, des usages et des ressources. The area under study forms part of the Indian Ocean Commission which include Comoros, Madagascar, Mauritius, Seychelles, Reunion and the island of Mayotte. After a few isolated trials that turned to be inconclusive, especially for lack of reliability of the devices moored, trials were pursued under the auspices of International Organizations. A new type of fad was successfully designed and implemented in Mauritius. This model was then applied in the Comoros in 1987, in la Reunion and Madagascar in 1988 and in Mayotte in 1989. The various programmes have had various results. In some cases such as la Reunion and Mauritius, they have played a key role in the development of the inshore fishery. In other cases they have been less significant. Finally in other cases although a significant impact on artisanal fishery, the experience was halted due to financial constraints. Beyond the history of the various programmes and the results obtained, the authors have attempted to underline the social and economic factors that have characterized the various trials in the different regional countries. A statistically significant relation exists between the variations of poisonous fish proportions and the periods of tropical cyclones in this fishing area. The tests showed that the ciguatera known from Mauritius, Rodriguez, Chagos and Saya-de-Malha Islands, is also present in the Amirantes Islands. The coastal ichtyosarcotoxism of the Reunion was also studied; this phenomenon does not constitute an obstacle to the activity of the artisanal fishery. Age and growth of blackfin tuna (Thunnus atianticus) caught under moored fish aggregating devices, around Martinique Island Auteur(s) : Doray, Mathieu Stequert, Bernard Taquet, Marc Éditeur(s) : EDP Sciences Résumé : Daily growth increments measured in the otolith of Thunnus atlanticus were used to estimate the age and growth of individuals. which were sampled from an artisanal fishery operating around fish aggregating devices (FADs) moored off Martinique Island. In this study, 76 otoliths were analysed for fish ranging from 20 to 68 cm fork lengths (FL). The fish were caught using trolling lines at depths ranging from 0 to 10 m. Counts were made, under a light microscope, on the external part of the transverse section of the sagittae, from the primordium to the ventral edge. The mean coefficient of variation of the age reading was 2.4%. To validate readings, the number of increments for 11 individuals was counted using both optic and scanning electron microscopes. The calculated relationship between readings of both methods was found to be linear, with a slope of 1.03 and R-2 = 0.99. Frequency of growth increment formation could not be validated. Growth rates derived from otolith readings were, however, compared to those obtained using a modal progression analysis, which was performed on the length-frequency distributions of the landings over a period of two months. The corroboration between the growth rates was good. One increment was assumed to represent one day. The parameters of the von Bertalanffy growth curve for both sexes were L-infinity = 71.4 cm FL, k = 0.002 day(-1) and tau(0) = -80 days. According to our results, there is no evidence that Martinican moored FADs act as ecological traps for blackfin tuna. Instead, young blackfin tuna probably leave the vicinity of Martinican moored FADs to undergo a trophic migration at 7 to 8 month-old, and then come back about 8 months later to breed in the Lesser Antilles area. Les microstructures présentes dans les otolithes de Thunnus atlanticus ont été utilisées pour estimer l'âge et la croissance des thons capturés par la pêcherie artisanale exploitant les dispositifs de concentrations de poissons (DCP) mouillés autour de la Martinique. Des thons de 20 à 68 cm de longueur à la fourche (LF) ont été capturés à la ligne de traîne de surface entre 0 et 10 m de profondeur. Les stries d'accroissement ont été comptées sur 76 otolithes en microscopie optique sur la partie externe des coupes transversales de la sagitta, du nucléus jusqu'à l'extrémité verticale de la coupe (coefficient de variations 2,4 %). Afin de vérifier qu'il n'y avait pas de sous-estimation du nombre de stries, nous avons effectué un comptage, en microscopie électronique à balayage, pour 11 individus. La relation établie entre ces deux méthodes de comptage est linéaire avec un pente égale à 1,03 et R2 = 0,99. La vitesse de croissance issue de l'analyse des otolithes a été comparée à celle estimée à partir de l'analyse en progression modale des distributions en fréquence de taille des débarquements sur une période de 2 mois. La corroboration entre les deux méthodes était bonne. Nous avons supposé que la formation des stries de croissance suivait un rythme journalier. Les paramètres de l'équation de croissance de von Bertalanffy pour les 2 sexes confondus sont: L-infinity = 71.4 cm FL, k = 0.002 day(-1) and tau(0) = -80 days. Les résultats de cette étude n'indiquent pas que les DCP ancrés martiniquais puissent agir comme des pièges écologiques pour les thons noirs. Les jeunes thons noirs semblent au contraire quitter la proximité des DCP et entreprendre une migration trophique lorsqu'ils atteignent 7 à 8 mois. Ils ne reviendraient ensuite dans la zone des Petites Antilles qu'environ 8 mois plus tard, manifestement pour se reproduire. The main difficulties in using FADs for fishing have now been identified. It concerns principally the design of FADs, their location, and also the type of management and exploitation. During the initial phase of FAD development, particular problems are mentioned, namely voluntary deterioration of the devices, marketing of the catches ... FADs exploitation in the area can still he optimised. The impact of FADs densities and locations (depth, distance from shore) on the concentration offish resources or on fisheryproduction is not established. Environmental impact of FADs is not weIl evaluated either. We would like to implement a workshop to facilitate data exchanges and coordination ofresearch programs between nearby countries. Le DCP (Dispositif de Concentration de Poissons) ancré est un moyen pour les pêcheurs artisans côtiers d'exploiter les ressources pélagiques du large généralement peu accessibles aux embarcations à faible rayon d'action. Les principales difficultés rencontrées pour le développement de la pêche à l'aide de DCP ont pu être identifiées. Elles portent sur la conception des DCP, leur localisation ainsi que sur leur mode de gestion et d'exploitation. Au cours de la phase initiale du développement des DCP, des difficultés particulières sont mentionnées : détériorations volontaires des dispositifs, mévente des prises, ... L'exploitation des DCP dans la région peut être optimisée. L'effet de la densité des DCP et de leur localisation (profondeur, distance à la côte, ... ), sur les concentrations de poissons ou sur les prises des professionnels, n'est pas connu. L'impact environnemental des DCP est encore mal apprécié. L'objectif de cette présentation est de proposer la mise en place d'un groupe de travail destiné à faciliter les échanges de données et la coordination de programmes de recherche entre pays. Fish aggregating devices (FADs): good or bad fishing tools? A question of scale and knowledge FOREWORD: Tahiti International Conference "Tuna Fisheries and FADs", November 2011 Auteur(s) : Taquet, Marc Éditeur(s) : Edp Sciences S A Résumé : It is estimated that fish aggregating devices (FADs) are now used for over 40% of world tropical tuna catches, making this technique a major phenomenon for high seas fisheries worldwide, and one that has experienced great expansion over the past three decades. The question of whether the FAD is a good or a bad tool for the exploitation of marine resources depends on many parameters. To respond to this question, it is necessary to distinguish different scales of exploitation (artisanal vs. industrial) and various types of FADs (anchored vs. drifting), but it is also very important to gather more data and conduct further research on this topic to gain a better understanding of the phenomenon and of its impacts. As such, twelve years after the first international conference devoted to FADs, which was held in Martinique (French West Indies), a new multi-scalar global assessment of FAD fisheries development and a review of the progress of research in this field was deemed vital. The latest international conference, "Tuna Fisheries and Fish Aggregating Devices", was held in Tahiti in November 2011, and it was an event that welcomed nearly 150 conference attendees from 40 different countries, three ocean regions, and the Mediterranean. This is an analysis of the relevant literature gathered by the author in the bibliographic database FADBASE. Then, the major issues already addressed by the scientific community are set out, and gaps and research priorities are highlighted for anchored and drifting FADs management. Travaux ISTPM 1954 - La pêche aux Antilles Françaises Éditeur(s) : ISTPM Résumé : A head of laboratory from the Biology Service has been entitled by the management committee of the F.I.D.O.M. to study the fishing opportunities offered in the waters of the French Caribbean, from November 1950 to May 1951. The aim of this mission was double: - on the one hand, it aimed to determine if the fauna and the geographic data of these islands were sufficient to allow the development of the fishing industry, and consequently the feeding of more than half a million individuals; - on the other hand, it aimed to try and orientate some of the large Caribbean manpower towards this new industry and to drive the existing artisanal fishermen towards a gradual modernisation of their living and working conditions through a technical education. Un chef de Laboratoire du Service de Biologie a été chargé par le Comité Directeur du F.I.D.O.M., de novembre 1950 à mai 1951, d'une mission d'étude des possibilités de la pêche dans les eaux des Antilles françaises.
