Located in the heart of the Maritimes in Southeast New Brunswick, Moncton has the highest concentration of Acadians in any urban setting in Canada. Over the years, Acadians have increasingly become part of the New Brunswick society. They have greatly contributed to Moncton's development through the creation of genuine Acadian institutions in the educational and financial sectors, which, as a result, have modified the spatio-linguistic configuration and the cultural identity of the place. This new reality has been the object of a series of spatiotemporal analyses using the Geographic Information System (GIS); they show that the dynamics of the Francophone and Anglophone populations in the agglomeration's different sectors lead to the creation of some isolated linguistic groupings. And that unlike the situation in other regions of New Brunswick, the assimilation process of the French-speaking Acadians into the Anglophone majority has slowed down in the Greater Moncton over the course of thelast few years. These transformations point out to the crucial role of the Universite de Moncton as an educational, cultural and even political nexus for the Acadians in the Greater Moncton, as well as in the Maritime provinces in general.
Située au cœur des Maritimes, dans le sud-est du Nouveau-Brunswick, l'agglomération du Grand Moncton est la région urbaine canadienne qui présente la plus forte concentration d'Acadiens français. Au fil des années, ces derniers furent plus présents dans la société néo-brunswickoise contribuant grandement au développement de Moncton à travers la création d'institutions acadiennes dans le domaine de l'éducation et des services financiers. Les transformations dues à l'émergence d'une influence acadienne modifient la configuration géographique et l'identité culturelle de l'espace en question. Cette réalité apparente fait l'objet d'une série d'analyses spatio-temporelles à l'aide des Systèmes d'Information Géographique (SIG); ces analyses montrent d'abord que la dynamique des populations francophone et anglophone a tendance à créer certains îlots linguistiques tandis que ralentit le processus généralisé d'assimilation des Acadiens à la majorité anglophone dans l'agglomération du Grand Moncton. Ces transformations mettent en évidence le rôle de l'Université de Moncton comme centre d'attraction éducationnel, culturel et même politique pour les Acadiens de Moncton en particulier et des Provinces maritimes en général.

Résumé : Las Rutas Alimentarias son itinerarios turísticos que ofrecen servicios y productos que permiten recorrer y explorar lúdicamente la cultura y la historia de aquellos alimentos embebidos de la identidad de la región que representan; conllevan sin embargo un propósito más profundo; exponer en primer plano el significado simbólico de los alimentos y mudarlos de facilitadores de la experiencia turística a recursos culturales de carácter focal.Desde una perspectiva menor las rutas alimentarias pueden categorizarse como un producto turístico pero su mayor potencial se localiza en el ámbito de las políticas agrarias; circunstancia que suele ser dejada de lado en el diseño de las políticas regionales debido a que turismo y agro transitan por carriles separados en la rutina intelectual que predomina en ambos sectores.Consideramos a las rutas alimentarias como un instrumento, con apariencia turística, que promueve el desarrollo rural a través del posicionamiento de los alimentos con identidad territorial.En América Latina, especialmente a partir del año 2000, han comenzado a promocionarse como rutas alimentarias (ó gastronómicas) productos turísticos con pretensiones de novedosos pero que sólo cumplen un rol turístico. En Europa y especialmente en Francia, la finalidad más importante de las rutas alimentarias –aunque sin formalizar- se relaciona más con la industria de la alimentación y con el desarrollo de marcas que con el turismo. En éste artículo se realiza un análisis comparado de las diversas estrategias de desarrollo de las rutas alimentarias; tanto las seguidas en América Latina como en Europa, confrontándose también para ambas regiones la fisiología de agregación de valor a través del vínculo Turismo - Denominaciones de Origen Protegido.
Les routes alimentaires sont des itinéraires touristiques qui offrent des services et produits touristiques qui permettent de découvrir de manière ludique la culture et l'histoire alimentaire des territoires en accordant une attention particulière à la signification symbolique des aliments et aux ressources culturels locales.Ces itinéraires sont le support d’une offre touristique construite autour des ressources du terroir. Bien conçus, ils peuvent participer au développement rural. Nous considérons les routes alimentaires (ou gastronomiques) comme un instrument au service du développement rural; les productions alimentaires, les ressources vernaculaires, la culturel sont au cœur du projet territorial.En Amérique latine, ces initiatives associant développement rural et tourisme, dans le cadre de routes alimentaires, se développement depuis le début des années 2000. Cet article propose une analyse comparative des diverses stratégies de développement pour les routes alimentaire, autour d’expérience sud-américaines, nord-américaines et européennes.
Food Routes are routes that offer tourist services and tourist products that reveal the culture and history of food in areas with special attention to the symbolic meaning of foods and local cultural resources.These routes are the support of a tourism built around local resources. Properly designed, they can participate in rural development. We consider the road food (or gourmet) as an instrument for rural development, food production, resources vernacular culture are at the heart of the territorial project.In Latin America, these initiatives involving rural development and tourism in the context of road maintenance to development since the early 2000s. Bacterial biofilm development is conditioned by complex processes involving bacterial attachment to surfaces, growth, mobility, and exoproduct production. The marine bacterium Pseudoalteromonas sp. strain D41 is able to attach strongly onto a wide variety of substrates, which promotes subsequent biofilm development. Study of the outer-membrane and total soluble proteomes showed ten spots with significant intensity variations when this bacterium was grown in biofilm compared to planktonic cultures. MS/MS de novo sequencing analysis allowed the identification of four outer-membrane proteins of particular interest since they were strongly induced in biofilms. These proteins are homologous to a TonB-dependent receptor (TBDR), to the OmpW and OmpA porins, and to a type IV pilus biogenesis protein (PilF). Gene expression assays by quantitative RT-PCR showed that the four corresponding genes were upregulated during biofilm development on hydrophobic and hydrophilic surfaces. The Pseudomonas aeruginosa mutants unable to produce any of the OmpW, OmpA, and PilF homologues yielded biofilms with lower biovolumes and altered architectures, confirming the involvement of these proteins in the biofilm formation process. Our results indicate that Pseudoalteromonas sp. D41 shares biofilm formation mechanisms with human pathogenic bacteria, but also relies on TBDR, which might be more specific to the marine environment.

Résumé : Monitoring of French Polynesia coral reefs and their recent development.-French Polynesia, consisting of 118 islands in the centre of the Pacific Ocean, has more than 15 000 km(2) of reefs and lagoons managed by the local government. Tourism and pearl culture are the two main economic resources of the country. Polynesian coral reefs are extremely diverse and are among those for which we have thorough knowledge. The exploitation of local resources has been recorded for multiple decades and includes : coral materials, fishing, harvest and export of mother-of-pearl molluscs, pearl production, and ornamental fish. All over the country, many monitoring programmes have been launched to measure the health of reefs and the natural and anthropogenic perturbations that they suffer : hurricanes and seismic events, water quality, health of benthic and fish communities, pearl oyster pathology and radiobiology. These data, collected over the last few decades, allowed to define the relative importance of natural and anthropogenic degradation on reefs and lagoons, and to explain the present status of reefs at different spatial scales. Devastating hurricanes are rare (1903-1906, 1982-1983 and occasionally at other times), but they may annihilate outer slope coral communities on some islands. Bleaching events with considerable coral mortality at different geographical scales occurred mainly in 1991, 1994 and 2003. Outbreaks of Acanthaster destroyed numerous reefs (lagoons and outer slopes) from 1978-1982 and a new demographic wave began in 2006 at many Society islands. Eutrophication events only occurred occasionally and only in some lagoons. Whereas natural catastrophic events degrade the coral reef ecosystem across many islands, at the archipelago or even regional scale, anthropogenic degradation is limited to a few Society Islands, occurring rarely on atolls and not at all on those (one third) which are uninhabited. The main causes of reef degradation in some areas of Tahiti and Moorea include the embankment of fringing zones, coral mining, overfishing, absence of urban sewage treatment and the development of leisure and tourism activities. Because of its large geographical extent, one may conclude that major reef degradation in French Polynesia is caused by catastrophic natural events. On the other hand, anthropogenic degradation is more localized. Unfortunately, the synergistic effects of these causes of degradation prevent reefs from recovering. Optimum coral cover on French Polynesian outer reef slopes is between 50-60%. After a major destructive impact (hurricane, bleaching, Acanthaster) a reef is reduced to less than 10% coral cover, however if no more major disturbance events occur a reef will recover in about 12 years. Most of the 15 000 km(2) of reefs and lagoons in French Polynesia are in good health, and along with their neighbouring reefs in East and Central Pacific they are considered as the least degraded reefs worldwide and at a low risk of becoming degraded in the few next decades. However, we are more and more anxious about the future of reefs in the world particularly because present simulations predict that major impacts of climate change would include : elevation of sea surface temperatures, increase in the strength of hurricanes and acidification of seawater which will affect the formation of coral structures.
La Polynésie française, 118 îles au coeur du Pacifique, possède une surface de plus de 15 000 km2 de récifs et lagons gérés par le gouvernement polynésien. Le tourisme et la perliculture représentent les deux ressources économiques majeures du Pays. Les formations récifales très diversifiées sont parmi les mieux connues. Plusieurs suivis d'exploitation des ressources sont opérationnels depuis des décennies : granulats coralliens, pêche pour l'alimentation, collecte et exportation de mollusques nacriers, production de perles, poissons d'ornement. À l'échelle du Pays de très nombreux programmes de surveillance de l'état des récifs et des perturbations qu'ils subissent, naturelles et anthropiques, ont été mis en place : perturbations cycloniques et sismiques, qualité des eaux, état de santé des peuplements benthiques et ichtyologiques, pathologie des nacres, radiobiologie. Toutes ces données recueillies au fi l des décennies ont permis d'établir l'importance relative des dégradations naturelles et anthropiques sur les récifs et lagons polynésiens et d'expliquer leur état de santé actuel en considérant différentes échelles spatiales. Les périodes cycloniques dévastatrices pour les récifs sont rares (1903-1906, 1982-1983 et épisodiquement) mais les cyclones ont parfois anéanti les communautés coralliennes de pentes externes dans certaines îles. Les blanchissements suivis de mortalités importantes à des échelles spatiales diverses, ont été surtout ceux de 1991, 1994 et 2003. Les explosions démographiques d'Acanthaster ont détruit de nombreux récifs (lagons et pentes externes) en 1978-1982 et une nouvelle pullulation s'amplifie depuis 2006 dans plusieurs îles de la Société. Les crises dystrophiques n'ont perturbé qu'épisodiquement certains lagons. [...]

The French West Indies (F.W.I.) were French colonies with a specific legal frame until 1946 when they became French departments. Since that time the legal frame in force concerning archaeological heritage protection is exactly the same than in metropolitan France. In this system all the laws relating to cultural heritage are grouped in the "Code du Patrimoine" (Heritage code), which contains several topics such as archives, museums, archaeology and historic monuments. Some articles refer to the Penal Code, the Code of Urban Development, the Environmental Code or the Mining Code. These laws are supplemented by various decrees that define the applying conditions for different areas: rescue archeology (decree 2004-490), INRAP , advisory bodies, the content of the field reports, penal provisions, etc ... The heritage laws have been created in 1917 (Historic Monuments) and 1941 (archaeology). The law on rescue archeology is in force only since 2001 and is an application of the European Convention of Malta (1992). However, the implementation of the regulation and of the institutions in charge of is application in the French West Indies is fairly recent. In this presentation after a general presentation of the archaeological heritage protection French system we will focus on the different aspects of is application in F.W.I.: difficulties linked to the application of a system suited for metropolitan France, the level of the French West Indian people implication in the archaeological heritage protection and the future perspectives.

Résumé : Après avoir rappelé que comme concept de gestion des territoires, le développement durable peut s’inscrire dans un système territorial complexe, l’article s’interroge sur les imaginaires associés à la ruralité et à l’insularité. Largement issue du regard de nos sociétés urbaines, la critique des abus d’un modèle de développement insulaire peu respectueux d’un environnement détérioré et/ou à l’abandon, conduit à promouvoir une gestion des territoires intégrant également une dimension économique et socioculturelle, notamment un fort mouvement de « patrimonialisation », sorte de réinvention de l’île mythique, symbole d’un équilibre passé. Divers exemples (île grecque de Skopelos, Corse, Martinique) montrent que ressources et savoir-faire spécifiques, difficilement transposables en dehors du contexte insulaire, peuvent être considérés comme un atout pour le développement ; ils renforcent l’identité d’une communauté et inspirent des dynamiques sociales renouvelées. Pour autant, il importe de réfléchir aux interactions entre des filières qui partagent les mêmes lieux, les mêmes ressources et impliquent les mêmes personnes. À l’évidence, la qualité du lien social augmente la résilience du système territorial même si cela passe par une redéfinition des règles collectives qui visent à inventer des solidarités durables passant davantage par des savoir-être ensemble que par des savoir-faire purement techniques.
As a concept of territorial management, sustainable development can be analysed in the systemic vision allowed by complex territorial systems. This article wonders about the representations associated to rural areas and insularity. Largely encouraged by our modern societies, the critical vision of island development – not environmentally friendly models – promotes an integrated vision of development aiming at combining economical and sociocultural considerations. The great movement of cultural heritage, sort of reinvention of mythic islands symbolising a past equilibrium is then progressively supported. Different examples dealt with in this article (The Greek island of Skopelos, Corsica, Martinique) show that resources and specific know-how, not easily transferable out of the insular context, can be considered as strong advantages for development. They reinforce communities’ identity and favour new social dynamics. Obviously, quality ties increase the resilience of the territorial system even though it necessitates to redefine collective rules that aim at inventing sustainable solidarity relying mainly on knowing how to behave instead of pure technical know-how.

Abstract Indoor fungal contamination has been associated with a wide range of adverse health effects, including infectious diseases, toxic effects and allergies. The diversity of fungi contributes to the complex role that they play in indoor environments and human diseases. Molds have a major impact on public health, and can cause different consequences in hospitals, homes and workplaces. This review presents the methods used to assess fungal contamination in these various environments, and discusses advantages and disadvantages for each method in consideration with different health risks. Air, dust and surface sampling strategies are compared, as well as the limits of various methods are used to detect and quantify fungal particles and fungal compounds. In addition to conventional microscopic and culture approaches, more recent chemical, immunoassay and polymerase chain reaction (PCR)-based methods are described. This article also identifies common needs for future multidisciplinary research and development projects in this field, with specific interests on viable fungi and fungal fragment detections. The determination of fungal load and the detection of species in environmental samples greatly depend on the strategy of sampling and analysis. Quantitative PCR was found useful to identify associations between specific fungi and common diseases. The next-generation sequencing methods may afford new perspectives in this area.

Résumé : SODACAL prawn farm which was set up as a pilot farm for the development of a prawn industry in New Caledonia, saw its production exponentially rise from 1984 to 1992 (to 400 t/year, then experienced a sharp drop in 1993 (250 t/year) which carried on until 1997, and finally rose back to a stabilizing level around 400 t/year until 1999. The study analyses the difficulties observed before and during the drop of production. Among them, mortality outbreaks, other biological perturbations (benthic mat clearing and crab and fish mortality) and focus on the noxious state of the bottom (reduced and smelling sulfide hydrogen). It particularly shows that Syndrome 93 outbreaks could be observed on this farm from 1990. The analysis highlights the particular climatic conditions in New Caledonia from 1990 to 1995 (drought) and their potential impact on the production. The development of this very particular process of physical and topographic differential evolution of the pond bottom under wind action (accumulation and digging) and its consequences on pond preparation is explained. This work takes a close look at the grow-out management : age and quality of post larvae, pond stocking with pre-grown animals, feed characteristics and management, water exchange management and pumping capacity, strategy on density and size of harvested animals. The results have been assessed using a distinctive tool, the "survival differential", allowing inter-pond comparisons within a site, inter-farms comparisons over pluri-annual periods of time. >From the commented farm results over a 20 year period, we could distinguish the principal factors responsible for the drop of grow-out capacity of some ponds. We have outlined a conceptual description of the different parameters leading to the decrease of survival, an epidemiological scenario and a synoptic table of the history of events and their relative severity. The study draws the hypothesis of a cumulative effect of positive factors, which could have led back to satisfying production results: a physical and biochemical restoration of pond bottoms, a modified and standardized grow-out management, an appropriate pumping capacity and the come back of adequate climatic conditions. This case study illustrates the concept of « flexibility » of the farming capacity and the sustainability of prawn farming in New Caledonia. The clear objective of this 20 year historic investigation was to get relevant information, in order to improve the understanding on the "summer syndrome" which hits two farms at the moment, and to participate in the hypothesis under study by the DAC (2005). We also tried to make the new farmers aware of the fragility of the pond ecosystem, and give some common-sense advices in the hope that such problems will not happen again in other places.
La ferme de SODACAL, conçue à l'origine comme une ferme de démonstration pour le développement d'une filière d'aquaculture exportatrice de crevettes en Nouvelle-Calédonie a connu une phase de croissance exponentielle de sa production de 1984 à 1992 (jusqu'à 400 t/an), puis une chute brutale en 1993 (250 t/an) qui s'est prolongée jusqu'en 1997 et enfin une reprise à partir de 1998 pour arriver à une stabilisation autour de 420 t/an depuis 1999. L'étude inventorie les dysfonctionnements observés avant et pendant la crise de production. Parmi ceux-ci sont évoqués les épisodes de mortalité de crevettes, d'autres désordres biologiques (décollements de tapis benthique et « hécatombes » de crabes et de poissons), l'état délétère des fonds (sédiments réduits et odeur d'hydrogène sulfuré). Elle permet notamment de montrer que des épisodes de mortalité typiques du Syndrome 93 pouvaient être observés sur cette ferme dès 1990. L'étude met en évidence les conditions climatiques remarquables qui ont sévi en Nouvelle-Calédonie de 1990 à 1995 (sécheresse) et leur impact probable sur les élevages. La genèse du phénomène très particulier d'évolution physique et topographique des fonds des bassins par l'effet du vent (accumulation et creusement) et des conséquences sur la préparation des bassins est explicitée. Ce travail aborde la gestion zootechnique : l'âge et la « qualité » des post larves, la pratique des ensemencements à partir d'animaux pré grossis, la gestion de l'alimentation et la nature de la provende, le contrôle du renouvellement d'eau et la capacité de pompage, le choix des densités et du calibre des animaux récoltés. Les résultats ont pu être évalués à travers un outil original «le différentiel de survie », permettant des comparaisons inter-bassins au sein du site, inter-fermes à des périodes pluri annuelles distinctes. A partir des résultats commentés de la ferme obtenus sur 20 années, on a pu distinguer les principaux facteurs qui ont provoqué cette chute d'aptitude culturale de certains bassins. Un schéma conceptuel des différents paramètres ayant conduit à la baisse des survies, un scénario épidémiologique ainsi qu'un tableau synoptique de la chronologie des évènements et de leur relative sévérité sont esquissés. Le rapport ébauche l'hypothèse d'un cumul de causes favorables qui ont permis le retour à des résultats zootechniques satisfaisants : une réhabilitation physique et biochimique des fonds de bassins, une zootechnie modifiée et standardisée, une capacité de pompage adéquate et une climatologie de nouveau favorable. Cette étude de cas permet ainsi d'illustrer les notions d « élasticité » de l'aptitude culturale et de durabilité de la crevetticulture en Nouvelle-Calédonie. Le but de cette enquête historique sur 20 ans est l'acquisition d'informations pertinentes permettant d'améliorer la compréhension du « Syndrome d'été » qui affecte actuellement deux fermes de production et ainsi aider à compléter le scénario hypothétique avancé par le Dac (2005). Enfin, au travers de cet historique, on a cherché également à sensibiliser les nouveaux opérateurs de la filière sur la fragilité de l'écosystème-bassin et présenter quelques conseils de bon sens pour éviter que de tels phénomènes ne se reproduisent ailleurs.

The organogenesis, histogenesis and growth of larvae of the fighting conch Strombus pugilis (Linne, 1758) were studied over a period of 30 d after hatching in laboratory culture. Early development of S. pugilis was examined by light and scanning electron microscopy. Rearing was conducted at 27 +/- 1 degrees C. Veligers were reared at 200 larvae l(-1) in 4-l containers. Larvae were fed with the microalgae Isochrysis galbana and Nanochloropsis oculata at a concentration of 1,000 cell l(-1). The protoconch at hatching measured 212 +/- 12.14 mu m in length and the shell reached 1,100 +/- 29.11 mu m 29 d after hatching. Development characteristics are described from hatching to settlement. Newly hatched veligers possess two velar lobes, a larval shell consisting of 1.5 whorls, eyespots and a single right tentacle. Late veligers (5-d old larvae) have four velar lobes and two shell whorls and the left tentacle appears. Pediveligers show a functional adult heart at 11 d. Crawling behaviour and settlement were observed from 27 to 31 d. Plantigrades were observed after 29 d, when a functioning proboscis is observed and the velar lobes are lost. This study will facilitate the identification of gastropod larval shells in the plankton and of juveniles in the meiobenthos and will aid aquaculture of Strombus species.

Résumé : Tourism economic development and traditional culture preservation has been a topic of concern and discussion in academic fields. Based on the development of the tourism economy in Xijiang Miao Village of China, the paper focuses on the analysis of the preservation methods and effects of traditional culture in Chinese ethnic communities. Finally, it points out that the preservation of traditional cultures and tourism development in ethnic communities are not always contradictory. Including the community’s participation can help achieve a “win-win” situation for all actors.
Le développement économique du tourisme et la préservation de la culture traditionnelle est un sujet de préoccupation et de discussion dans les milieux universitaires. Basé sur le développement de l'économie du tourisme du village Miao Xijiang en Chine, cet article se concentre sur l'analyse des méthodes de préservation et leurs conséquences sur la culture traditionnelle des communautés ethniques chinoises. Enfin, l’étude souligne que la préservation des cultures traditionnelles et le développement du tourisme dans les communautés ethniques ne sont pas toujours contradictoires ; la participation de la communauté peut aider à atteindre une situation "gagnant-gagnant" pour tous les acteurs.

BACKGROUND: Hepatocellular carcinoma (HCC) is a particularly severe disease characterized by a high rate of recurrence and death even after surgical resection. Molecular characterization of HCC helps refine prognosis and may facilitate the development of improved therapy. Phosphatidylinositol 4-kinases have recently been identified as cellular factors associated with cancer. Also, phosphatidylinositol 4-kinase type IIIα (PI4KA) is necessary for the propagation of the hepatitis C virus, a major etiological factor for HCC. METHODS: Reverse transcription, quantitative real-time PCR was used to assay PI4KA mRNA. The expression levels were investigated both in a collection of molecularly and clinically characterized hepatic tissues from 344 patients with diverse liver diseases and in human hepatocyte cell lines whose proliferative and differentiation status was controlled by specific culture conditions. Analytical microarray data for 60 HCC and six normal liver tissue samples were exploited to study correlations between PI4KA mRNA levels and cell proliferation markers in vivo. Postoperative disease-specific survival and time to recurrence in a set of 214 patients with HCC were studied by univariate and multivariate analyses. RESULTS: PI4KA mRNA was more abundant in HCC than normal healthy tissues. This upregulation correlated significantly with both poor differentiation and the active proliferation rate in HCC. These associations were confirmed with in vitro models. Moreover, patients with HCC who had been treated by surgical resection and had higher PI4KA mRNA concentrations in their tumor tissue exhibited a higher risk of tumor recurrence (median time: 20 months versus 49 months, P = 0.0012) and shorter disease-specific survival (first quartile time: 16 months versus 48 months, P = 0.0004). Finally, the abundance of PI4KA mRNA proved to be an independent prognostic marker of survival for cases of HCC (hazard ratio = 2.36, P = 0.0064). CONCLUSIONS: PI4KA mRNA could be used as a new molecular marker to improve established prognostic models for HCC. These findings also indicate possible new lines of research for the development of innovative therapeutic approaches targeting PI4KA.

Résumé : Cet article analyse les interactions socioculturelles d’acteurs multiples ayant des intérêts divergents en regard de la reconnaissance d’un espace naturel à titre d’aire protégée, plus particulièrement le Parc marin du Saguenay–Saint-Laurent (PMSSL), situé au Québec à l’embouchure de la rivière Saguenay. Compris dans le sens d’espace socialisé et investi de valeurs parfois contradictoires, ce territoire constitue le cas empirique sur lequel repose l’analyse des logiques d’acteurs. La perspective ici mise de l’avant repose à la fois sur une décision de l’État de créer et de mettre en valeur une aire marine ainsi que sur la participation active des collectivités territoriales dans la gestion du patrimoine environnemental et culturel lié à leur identité propre. Si la participation des communautés locales apparaît comme un élément essentiel et démocratique dans la reconnaissance d’un espace naturel protégé, il apparaît tout aussi capital de bien saisir la logique qui sous-tend les actions de l’État et du milieu. Les résultats empiriques montrent deux logiques d’action distinctes à l’œuvre, une logique classique de planification et implantation stratégiques de l’état réservant une espace de participation programmée pour la communauté et une logique stratégique communautaire à caractère émergent, de portée moins englobante, mais adaptable aux nouvelles réalités et contraintes gouvernementales. Les résultats peuvent être représentés sous forme d’un processus de gouvernance à l’œuvre, un caractérisé par une participation de base, mais un qui suggère qu’un processus plus hautement démocratique nécessiterait un plus haut degré de vigilance dans la perspective communautaire, suffisante pour produire une meilleure symétrie de pouvoir démocratique entre l’État.
This paper analyzes the socio-cultural dynamic between multiple stakeholders with divergent interests concerning the formalization of the status of a natural area into a protected area. The empirical case under analysis is the creation of the Saguenay Marine Park located at the confluence of the St-lawrence and Saguenay rivers in Québec, a rural region represented by different localities showing some contradictions in socio-economic values and agendas. The dual perspective put forth is, first, the governmental decision one to create and promote a marine protected area, and second, the regional community one to participate in the process and adapt the management of their cultural and environmental heritage to their own perception of their socio-economic identity. The objective of analysis is to identify the logics of action underlying both processes. The empirical results show two distinct logics at work, a government logic of classic managerial planning and implementation into which the community has a programmed role and a community logic of emergent planning, less comprehensive in scope, but adaptable to the emerging realities and limitations of the governmnent one. They can be seen in tandem as representing a governance process at work, one with a basic participative character, but one which suggests that an enhanced democratic process entails a higher vigilance level from a community perspective, such as to produce a more even democratic symmetry of powers between the State and the regional community.

Résumé : La présente étude a été menée dans les cantons de la préfecture de Doufelgou au Nord Togo. Sur la base de la beauté du paysage, des richesses naturelles et des enquêtes semi-structurées, le potentiel écotouristique de cette préfecture a été évalué. Le traitement des données spatiales collectées a permis de réaliser la carte écotouristique et de proposer un circuit touristique. Trois catégories de potentialités ont été répertoriées : les potentialités naturelles, les potentialités culturelles et les potentialités anthropiques. Ces potentialités peu valorisées subissent à des degrés variables diverses pressions susceptibles de les mettre en péril. Cet article présente ces diverses potentialités et analyse les opportunités socio-économique et environnementale d’un développement écotouristique dans cette zone.
This study was conducted in the cantons of Doufelgou prefecture in Northern Togo. On the basis of the beauty of the landscape, natural resources and semi-structured surveys, the potential ecotourism in this prefecture was evaluated. The treatment of spatial data collected helped make ecotourism map and to propose a tourist circuit. Three categories of potential have been identified: the natural potential, cultural potential and human potential. These potentialities are little valued and suffer to varying degrees various pressures which may put them at risk. This paper presents various potential and carries an analysis on socio-economic and environmental benefits of ecotourism development in this area.

Résumé : For centuries, several species of prawns and crabs have been raised from wild-caught juveniles in coastal brackish-water fish ponds in various countries of south east Asia. The Indonesian "tambaks" are well known examples of such traditional practices. In western countries, since the turn of the century, advances of marine biology and fast increase of marine fisheries enabled the development of large-scale production and release of larval stages of American and European lobsters in a fruitless attempt to restock natural populations. After the Second World War, the increasing demand for crustaceans in United States and Japan was satisfied by opening new prawn fisheries all over the world. A major breakthrough was achieved with the development of hatchery technologies for the penaeid prawn Penaeus japonicus (Hudinaga, 1942 in Japan) and the caridean prawn Macrobrachium rosenbergii (Ling, 1969 in Malaysia), which occurred during the first decades of the second half of this century. Together with the increasing market demand in developed countries for sea food, this led to a considerable interest of both public agencies and private investors in marine shrimp and prawn culture. In western countries, a large number of pioneering commercial ventures, often based on assumptions not scientifically founded, failed. Nevertheless, the aquaculture production of prawns mainly based on wild-caught juveniles increased in South-East Asia and Central America during the 1980s. This overall positive trend should not hide important failures which occurred at a local scale, such as the Taiwanese crisis of 1988 due principally to environmental degradation, resulting in severe disease problems and a near collapse of the farming activity. Following the early period of hatchery technology development, the major scientific achievements were related to food requirements and formulation of compound diets for larvae, juveniles and adults and to a better knowledge of diseases caused by bacteria and several viruses which have been identified from hatcheries and intensive farming ponds. Additional new technological advances have emerged from recent research in the fields of physiology (endocrinology) and genetics. By far, the major part of the world production of marine crustaceans relies on penaeid prawns and, to a lesser extent, on Macrobrachium species. However, some other species of marine crustaceans have potential for aquaculture. The economic aspects of marine crustacean aquaculture should be considered together with those of the fishing industry: market prices are rather similar, depending on the quality of the product. The balance between market demand and production is an important constraint which, in turn, establishes the success of prawn farming. Since the early 1980s, crustacean aquaculture has increased tremendously in both Asia and America: the world production for 1991 approximated 700,000 tons, with more than 600,000 tons from penaeid prawn culture.
Pendant des siècles, quelques espèces de crevettes et de crabes ont été élevées à partir d'individus juvéniles capturés dans le milieu naturel, dans des bassins à poissons d'eau saumâtre de différents pays d'Asie du Sud-Est. Les « tambaks » indonésiens sont des exemples bien connus de ces pratiques traditionnelles. Dans les pays occidentaux, depuis le début du siècle, les progrès réalisés en biologie marine et la croissance rapide des pêches maritimes ont permis le développement de la production à grande échelle de stades larvaires des homards européen et américain, dans une vaine tentative de reconstitution des stocks naturels. Après la Seconde Guerre mondiale, la demande croissante des Etats-Unis et du Japon a été satisfaite par l'ouverture de nouvelles pêcheries de crevettes dans l'océan mondial. Un progrès décisif a été réalisé avec la mise au point des techniques d'écloserie pour la crevette Pénaeidé Penaeus juponicus (Hudinaga, 1942 au Japon) et la crevette Caridé Macrobrachium rosenbergii (Ling, 1969 en Malaisie), qui sont apparues au cours des premières décennies de la seconde moitié de ce siècle. Parallèlement à la demande croissante du marché des pays développés pour les produits de la mer, ce résultat s'est traduit par un intérêt considérable porté à l'élevage des crevettes marines de la part des institutions de recherche et des investisseurs. Dans les pays occidentaux, un grand nombre de tentatives d'élevage commerciales, fondées sur des considérations non scientifiquement établies, ont échoué. Néanmoins, la production aquacole de crevettes reposant sur la capture d'animaux juvéniles dans la nature, s'est développée en Asie du Sud-Est et en Amérique Centrale au cours des années 1980. Cette tendance globalement positive ne doit pas dissimuler les faillites importantes qui se sont produites à l'échelle locale, comme la crise des élevages de Taiwan en 1988, causée principalement par une dégradation de l'environnement, entraînant l'apparition de problèmes pathologiques sévères et une disparition presque totale de l'activité d'élevage. Après la période pionnière du développement de la technologie d'écloserie, les principaux acquis scientifiques concernent les besoins alimentaires et la formulation d'aliments composés pour les larves, les jeunes et les adultes, et une meilleure connaissance des maladies bactériennes et virales qui interviennent dans les écloseries et les fermes d'élevage intensif. De nouveaux progrès techniques complémentaires ont vu le jour à la suite de recherches dans les domaines de la physiologie (endocrinologie) et de la génétique. De loin, la majeure partie de la production mondiale de Crustacés marins repose sur les crevettes Pénaeidés et, dans une moindre mesure, sur des espèces de Macrobrachium. Cependant, quelques autres espèces de Crustacés marins intéressent potentiellement l'aquaculture. Les aspects économiques de l'aquaculture de crustacés marins doivent être considérés avec ceux de l'industrie des pêches maritimes : les prix du marché sont à peu près les mêmes, et dépendent de la qualité du produit. Le rapport entre la demande du marché et la production est une contrainte importante qui à son tour, détermine les conditions du succès de l'élevage de crevettes. Depuis le début des années 1980, l'aquaculture de crustacés a augmenté considérablement en Asie et en Amérique : la production mondiale pour 1991 avoisine 700 000 tonnes, avec plus de 600 000 tonnes provenant des élevages de crevettes Pénaeidés.

The island of Moorea in French Polynesia is representative of a relatively well preserved small tropical oceanic island but both its terrestrial and marine ecosystems are currently under strong anthropogenic pressures. The terrestrial ecosystems are facing an increasing urbanization, and the destruction and modification of their natural habitats by cultivation and forestry plantations, accidental or intentional fires, and particularly by the invasion of alien plant and animal species. Coastal areas and reef ecosystems are threatened by shoreline artificialization, sedimentation due to soil erosion, increasing uses of marine and lagoon resources and frequency of coral bleaching events. A significant erosion of terrestrial and marine biodiversity is observed on the island since the last decades. In the context of the Land Management Plan (PGA) and Marine Area Management Plan (PGEM) recently set up in the island by local authorities, scientific surveys and inventories were made in 2006 in order to assess the status of terrestrial biodiversity (vascular plants) and marine biodiversity (reef fishes) and compare areas with different anthropogenic pressures. Studies conducted on the flora and the vegetation at low and middle elevation along altitudinal transects show that the plant invasion process is related to climatic and topographic factors, and species autoecology. The marine study aims to compare the protected areas with control areas in order to test the effectiveness of protection measures and to propose a streamlined monitoring protocol. A methodological study in both terrestrial and marine ecosystems was conducted in order to propose biodiversity indicators which are crucial for decision making in conservation and sustainable development of island biodiversity. We used Geographic Information System (GIS) as a fast and intuitive tool for mapping indicators and their variability. This methodological approach developed on the island of Moorea could be used as a model for other tropical islands
Moorea est une petite île océanique tropicale de la Polynésie française relativement bien préservée, mais dont les écosystèmes terrestres et marins sont actuellement soumis à de fortes pressions anthropiques. Le milieu terrestre est confronté à une urbanisation croissante, à la destruction ou à la modification des habitats naturels pour l’extension des cultures ou des plantations forestières, aux incendies volontaires ou accidentels, et particulièrement à l’invasion d’espèces végétales et animales introduites. Les zones côtières et les récifs coralliens sont menacés par de multiples perturbations telles que l’artificialisation des lignes de rivage, l’apport de sédiments dus à l’érosion des sols, l’augmentation des usages des ressources marines et lagonaires et de la fréquence des phénomènes de blanchissement du corail. Une érosion sensible de la biodiversité terrestre et marine de l’île est observée depuis les dernières décennies. Dans le cadre du Plan Général d’Aménagement (PGA) et du Plan de Gestion de l’Espace Maritime (PGEM) mis en place par les autorités locales, des inventaires scientifiques ont été réalisés en 2006 dans le but d’évaluer l’état de la biodiversité terrestre (plantes vasculaires) et marine (poissons récifaux) et de comparer des zones soumises à différentes perturbations. Les études réalisées sur la flore et la végétation de basse et moyenne altitude le long de transects altitudinaux montrent des processus d’invasion végétale différents en relation avec les facteurs climatiques, topographiques et autoécologiques des espèces. Les études en milieu marin visent à comparer des aires protégées à des aires témoins afin de suivre l’efficacité des mesures de gestion. La réflexion méthodologique menée parallèlement sur les deux écosystèmes a pour but d’illustrer différents indices de biodiversité nécessaires à la prise de décision en matière de conservation ou de développement durable de la biodiversité insulaire et de réaliser un état de référence pour établir un diagnostic sur l’état de la biodiversité. La représentation cartographique des indices à l’aide d’un SIG, illustrée dans cette étude avec la richesse spécifique terrestre et marine, permet une lecture intuitive et rapide de la variabilité de cet indice dont la restitution est basée sur une standardisation du nombre d’espèces. Cette approche méthodologique développée sur l’île de Moorea pourrait servir de modèle pour d’autres îles tropicales

Endocrine disrupting chemicals and especially oestrogen receptor (ER) agonists have been extensively studied over the years due to their potential effects on sexual development and reproduction in vertebrates, notably fish. As ER agonists can exist as complex mixtures in the aquatic environment, evaluating the impact of combined exposure on oestrogenic effects has become increasingly important. Use of predictive models such as concentration addition (CA) and independent action (IA) has allowed assessment of combined estrogenic effects of complex multi-compound mixtures of ER agonists in various fish in vitro and in vivo experimental models. The present work makes use of a transgenic zebrafish strain, tg(cyp19a1b-GFP), which expresses the green fluorescent protein (GFP) under the control of the cyp19a1b (brain aromatase or aromatase B) gene to determine the oestrogenic potency of ER agonists alone or in mixtures. In these studies, tg(cyp19a1b-GFP) zebrafish embryos were exposed for four days (from one to five days post fertilization) to five different oestrogenic chemicals; 17α-ethinylestradiol (EE2), 17β-estradiol (E2), estrone (E1), bisphenol A (BPA) and 4-tert-octylphenol (OP), and three mixtures of up to four of these compounds. The mixture of BPA, OP and E2 was also tested with primary cultures of rainbow trout hepatocytes by analysing the ER-mediated induction of the oestrogenic biomarker vitellogenin in order to compare the performance of the two methods for assessing oestrogenic effects of complex mixtures. The three tested mixtures were predominantly acting in an additive manner on the expression of GFP. Additivity was indicated by the overlap of the 95% confidence interval of the concentration response curves for the observed data with the CA and IA prediction models, and model deviation ratios within a factor of two for a majority of the mixture concentrations. However, minor deviations determined as more than additive effects for the mixture of EE2, E1 and E2 and less than additive effects for the mixture of BPA, OP, EE2 and E1 were observed at the higher mixture concentrations tested. The successful prediction of additivity by CA and IA in tg(cyp19a1b-GFP) zebrafish embryos and deviations at high mixture concentrations seemed to correspond well to results obtained in the rainbow trout hepatocyte assay. The present results clearly show the usefulness of combining predictive modelling and use of in vitro bioassays for rapid screening of oestrogenic effects of complex mixtures and environmental samples.

Formaldehyde (FA) is a volatile organic compound (VOC), considered as a major indoor air pollutant and suspected to favor the development of inflammatory lung diseases. The present study was aimed at identifying cytokines/chemokines targeted by FA in human lung cells. This VOC was demonstrated to up-regulate interleukin-11 (IL-11) mRNA and secretion levels in a dose-dependent manner in cultured lung epithelial BEAS-2B cells. It concomitantly induced mRNA expression of transforming growth factor (TGF)-β1, a fibrogenic marker regulated by IL-11. FA was also found to trigger an early phosphorylation of p38 and extracellular signal-regulated kinase (ERK)1/2 mitogen-activated protein kinases (MAPKs) in BEAS-2B cells, whose inhibition by ERK and p38 MAPK chemical inhibitors (U0126 and SB203580, respectively) counteracted FA-mediated induction of IL-11. In addition, FA increased phosphorylation of cAMP response element binding protein (CREB) and the use of small-interfering RNA targeting CREB demonstrated that this transcription factor was required for the up-regulation of IL-11 by FA. Implication of protein kinase C (PKC) in FA-induced IL-11 expression was moreover demonstrated by using RO-31-8220, a PKC inhibitor. We finally showed using SB203580 and RO-31-8220 that phosphorylation of CREB and CREB-promoter activity induced by FA are under the control of both p38 MAPK and PKC. Taken together, the results showed that FA uses different pathways to induce IL-11 expression in lung BEAS-2B cells. IL-11, well-known to contribute to lung inflammatory diseases, appears thus as a molecular target of FA, which could be involved in putative deleterious inflammatory and fibrogenic pulmonary effects of this VOC.

Résumé : Sea fish farms with production of more than 20 tons per year in France must obtain two operating licences: (i) one for Sea Farming (AECM), with the aim of ensuring that the granted site and use of the maritime public domain for exploitation will respect all restrictions of general interest; (ii) one for regulating Facilities Classified for the Protection of the Environment (ICPE). Although the first one requires a relatively simple licence request file, the second one demands a very complete file, which includes, beyond the notice of exploitation information, a complete impact study, as well as a hazards study and a health and safety notice. In this context, petitioners in Corsica (adjustment of status or new exploitation) are faced with the same difficulties, which highlighted the need for a methodological guide adapted to each region's specific situation, assembling in particular the necessary baseline data (legal, zootechnical, geographical, climatic, socio-economic, ecological...) as well as recognised methods for evaluating the potential effects of the farm on the environment. Development of this guide was supported by ADEC and supervised by a steering committee composed of representatives from the administrations concerned, fish farmers and scientific bodies. The significant aspects dealt with the effects of fish farming on Posidonie herbarium, a protected species very present in Corsica and with coordinating the two AECM and ICPE procedures. For each part of the ICPE file, the guide introduces the technical or scientific context and, depending upon the case, the state of the art, sources of available data, acquisition and methods of acquiring measurements and of assessing the potential effects, as well as practical editing recommendations. Finally, the guide is made complete by a model schedule of conditions designed to help petitioners to have a specialist research department incorporate all or part of the file. This guide primarily concerns first-time marine facilities for exploitation in Corsica, conceived of as in the open sea rather than in confined spaces. Nonetheless, any fish farmer or future fish farmer needing to process a request for an exploitation licence may find it useful.
Les piscicultures marines de plus de 20 t/an de production sont soumises en France à l'obtention de deux autorisations d'exploiter : (i) celle au titre des Cultures Marines (AECM), visant à s'assurer que le site concédé et l'usage du domaine public maritime pour l'exploitation permettent de respecter l'ensemble des contraintes d'intérêt général ; (ii) celle au titre de la réglementation des Installations Classées pour la Protection de l'Environnement (ICPE). Si la première nécessite un dossier de demande d'autorisation relativement simple, la seconde requiert un dossier très complet, qui comprend, outre une notice de renseignements sur l'exploitation, une étude d'impact complète, ainsi qu'une étude des dangers et une notice d'hygiène et de sécurité. Dans ce contexte, les demandeurs en Corse (régularisation ou exploitation nouvelle) sont confrontés aux mêmes difficultés, ce qui a mis en évidence le besoin d'un guide méthodologique adapté aux spécificités régionales, rassemblant en particulier les données de base nécessaires (juridiques, zootechniques, géographiques, climatiques, socio-économiques, écologiques...) ainsi que les méthodes reconnues de l'évaluation des effets potentiels de la ferme sur l'environnement. L'élaboration de ce guide a été soutenue par l'ADEC et suivie par un comité de pilotage composé de représentants des administrations concernées, des pisciculteurs et d'organismes scientifiques. Les aspects importants ont porté sur les effets de la pisciculture sur l'herbier de Posidonie, espèce protégée très présente en Corse et sur la coordination entre les deux procédures AECM et ICPE. Pour chaque partie du dossier ICPE, le guide présente le contexte technique ou scientifique et selon le cas, l'état de l'art, les sources de données disponibles, les méthodes d'acquisition des mesures et d'évaluation des effets potentiels, ainsi que des recommandations pratiques de rédaction. Enfin, le guide est complété par un cahier des charges type destiné à aider les demandeurs à confier à un bureau d'étude spécialisé la réalisation de tout ou partie de la constitution du dossier. Ce guide concerne prioritairement les installations marines de nouvelles exploitations en Corse, envisagées en mer ouverte plutôt que dans des espaces confinés. Résumé : La préservation et l’exploitation durable du patrimoine culturel, en particulier du patrimoine historique (et, accessoirement, scientifique), et sa mise en tourisme au service d’activités de loisirs et de découverte, suscitent de nouvelles formes et alimentent de nouvelles offres de tourismes, dites « alternatives », sur lesquelles elle s’appuie en retour.Le patrimoine historique de la Guadeloupe, tant agricole qu’industriel, longtemps délaissé et aujourd’hui redécouvert et remis en valeur, en constitue un exemple significatif, comme il en va dans d’autres territoires et pays de la Caraïbe. Il en illustre les potentialités tout en justifiant les attentes qui s’y attachent en matière de développement local tant touristique que plus général.La reconnaissance de la valeur patrimoniale et de l’intérêt culturel des sites concernés constitue toutefois un phénomène relativement récent, à travers leur sauvegarde et leur réhabilitation. Leur valorisation et leur ouverture au public vont de pair avec leur exploitation au profit d’un tourisme de mémoire marqué par une forte connotation pédagogique.
The preservation and sustainable use of cultural heritage, especially historical (and, incidentally, scientific) heritage, and its introduction into tourism for the benefit of leisure and discovery activities, give rise to new forms and fuel new offers of tourism, called “alternatives”, on which they rely in return.The historical heritage of Guadeloupe, both agricultural and industrial, which has long been untouched and now being rediscovered and restored, is a significant example of this, as it is in other Caribbean territories and countries. It illustrates their potentialities while justifying the expectations that are attached to them in terms of local development both tourism and more general.Recognition of the heritage value and cultural interest of the sites concerned, however, is a relatively recent phenomenon, through their safeguarding and rehabilitation. Their valorisation and their opening to the public go hand in hand with their exploitation in favor of a tourism of memory marked by a strong pedagogical connotation.
La conservación y el uso sostenible del patrimonio cultural, especialmente del patrimonio histórico (y, de paso, científico), y su asignacion al turismo en el servicio de la recreación y del descubrimiento, dan lugar a nuevas formas y nuevos acuerdos de suministro turismo "alternativo", en los que se basa en el rendimiento.El patrimonio histórico de Guadalupe, tanto agrícolas como industriales, y hoy a largo redescuidado y redescubierto, constituye un ejemplo significativo, como es el caso en otros territorios y países del Caribe. Esto ilustra sus potencialidades y justifica las expectativas para uno desarrollo local turistico como mas general.El reconocimiento de la valor patrimonial y de la importancia cultural de los sitios considerados, sin embargo, es un fenómeno relativamente reciente, a través de su protección y rehabilitación. Su desarrollo y su apertura al público van mano a mano con su explotación en beneficio de un turismo de memoria marcada por una fuerte connotación educativa.
