It has become one of the most important developments in pelagic fishing that significantly contributed to increased tuna production and expansion of purse seine and other fishing gears. The introduction of the payao in tuna fishing in 1975 triggered the rapid development of the tuna and small pelagic fishery. With limited management schemes and strategies, however, unstable tuna and tuna-like species production was experienced in the 1980s and 1990s. In this paper, the evolution and development of the payao with emphasis on the technological aspect are reviewed. The present practices and techniques of payao in various parts of the country, including its structure, ownership, distribution, and fishing operations are discussed. Monitoring results of purse seine/ringnet operations including handline using payao in Celebes Sea and Western Luzon are presented to compare fishing styles and techniques, payao designs and species caught. The fishing gears in various regions of the country for harvesting payao are enumerated and discussed. The inshore and offshore payaos in terms of sea depth, location, designs, fishing methods and catch composition are also compared. Fishing companies and fisherfolk associations involved in payao operation are presented to determine extent of utilization and involvement in the municipal and commercial sectors of the fishing industry. The issues and problems concerning the use of payao, and its biological, economic impact as well as management aspect are presented. Recommendations are given for future research and actions. Approximately 300 pelagic fish species naturally aggregate around floating objects (FOBs) at the surface of the oceans. Currently, more than 50% of the world catch of tropical tuna comes from the industrial tuna fisheries around drifting FOBs. Greater understanding of the complex decision-making processes leading to this aggregation pattern and the impact of the massive release of artificial FOBs by fishermen on the spatial distribution and management of tuna is needed. 2. We analyse how the interplay between social (relationships between individuals) and non-social (responses to the environment) behaviours may affect the spatial distribution of a population in a multi-FOB environment. Taking the example of tropical tunas associating with FOBs and using differential equations and stochastic simulations, we examine how, when increasing the number of FOBs, fish aggregation dynamics and the distribution of the population among patches are affected by the population size, level of sociality and the natural retentive and/or attractive forces of FOBs on individual tuna. 3. Our model predicts that, depending on the species' level of sociality, fish will be scattered among FOBs or aggregated around a single FOB based on the number of FOBs deployed in a homogeneous oceanic region. 4. For social species, we demonstrated that the total fish catch is reduced with increasing FOBs number. Indeed, for each size of population, there are a number of FOBs minimizing the total population of fish associated with FOBs and another number of FOBs maximizing the total population of associated fish. 5. Synthesis and applications. In terms of fisheries management, the total catch volume is directly linked to the total number of floating objects (FOBs) for non-social species, and any limit on the number of sets would then result in a limit on the total catch. For social species (e.g. tuna), however, increasing the number of FOBs does not necessarily lead to an increase in the total catch, which is a non-intuitive result. Indeed, our model shows that, for specific values of the parameters, deploying a greater number of FOBs in the water (all other parameters being constant) does not necessarily help fishermen to catch more tuna, but does increase the level of fishing effort and bycatch. Twenty-nine semi-directive interviews were carried out in June 2006 among fishers and shellfish farmers. Cognitive maps proved useful to formalise their experience and knowledge. Most interviewees mentioned a decrease of the resource in recent years and pointed out the presence of several problems, such as pollution, degradation of the ocean floor and harmful impacts of human activities, including fishing. The indicators used by the fishers as the basis to form their opinion were similar to those generally used by scientists for assessing the state of exploited marine populations and communities (average fish length, CPUE, fished biomass...); additional indicators were the timing and duration of fishing seasons. Fluctuations à long terme du thon rouge: validité, origines et conséquences Auteur(s) : Ravier, Christelle Éditeur(s) : Ecole nationale supérieure agronomique de Rennes Résumé : Describe and gain understanding on fluctuations in animal population over time and space is a central goal of population ecology. This is also crucial to ensure the sustainable management of exploited resources, particularly those with complex population dynamics such as the bluefin tuna. The goal of this work is to collect bluefin tuna catches from the ancestral Mediterranean and Atlantic trap fisheries to (i) characterise long-term fluctuations in bluefin tuna population migrating in the Mediterranean, (ii) analyse their causes et (iii) assess their implications for fisheries management. The bluefin tuna main biological and ecological characteristics are first detailed. Then, the first part presents the trap fishery, and the process of collect and validation of the historical catches. This leads to develop a data base of 54 time-series more than 20 years long, the longest ones spanning about four centuries. Mean historical catches were around 15 000 tons/year ([7 000;25 000]). Time-series are analysed in a second part. Temporal variability of trap catches may be decomposed in three components: 100-year-long periodic fluctuations, 20-year cycles and inter-annual variations. These medium- to long-term fluctuations, representing more than 50% of the variability in the time-series, were synchronous all around the western Mediterranean and adjacent North Atlantic. In contrast, short-term variability was synchronous at a local scale only. It is argued that long-term fluctuations in trap catches could be considered as a proxy for those in abundance, and a synthetic time-series is computed to depict them. Biological and ecological processes that could cause such long-term fluctuations are discussed in a third part. We tested whether long-term fluctuations in Atlantic bluefin tuna might be related to large-scale environmental changes, using long time-series of the North Atlantic Oscillation (NAO), the Length of the Day index (LOD, a proxy of the atmospheric circulation index ACI) and the temperature. Spectral analyses of trap catches, LOD and temperature displayed similar spectra with peak at low frequency, whereas those of the NAO exhibited a broad band spectrum. Regression analyses and tests of correlation did not reveal any clear relationship between trap catches on the one hand and NAO and LOD on the other hand. In contrast, long-term fluctuations in trap catches appear to be negatively and significantly related to long-term trends in temperature. Underlying processes that could explain such a relationship are discussed, with special focus on changes in migration patterns. Finally, implications of such fluctuations in term of fisheries management are discussed in a fourth part. A simulation framework, in which a simulated population dynamics model is coupled with a VPA, is built to test the pertinence of the diagnostic of stock assessment according to different scenarios on fluctuations origins and population status. In the hypothesis of fluctuations linked to variations in the recruitment, VPA appears able to reconstruct the fluctuations but the predictions may be biased if natural fluctuations are not taking into account. In the hypothesis of fluctuations linked to changes in migration pattern, VPA is not able to reconstruct the population dynamics. In a precautionary approach, quotas which follow may be unsuitable in the best case, at worst dangerous if they are defined in comparison with a reference point. The concept of cible reference points, fixe and unique over time, appears not relevant for bluefin tuna; estimate trajectory reference pertinent may prove to be more pertinent. Décrire et comprendre les fluctuations spatio-temporelles des espèces animales constituent les enjeux majeurs de l'écologie. La question est également cruciale pour réussir la gestion durable des ressources exploitées, en particulier celle du thon rouge, grand pélagique migrateur à la dynamique complexe. L'objectif de ce travail est de collecter les captures historiques de thon rouge par les madragues méditerranéennes et proche atlantiques pour (i) caractériser les fluctuations à long terme de la population migrante en Méditerranée, (ii) étudier leur déterminisme et (iii) évaluer leurs implications en terme de gestion des pêcheries. Après avoir décrit les principales caractéristiques biologiques et écologiques du thon rouge, la première partie présente la pêcherie à la madrague, puis le processus de collecte et de validation des données historiques de captures. Ce dernier conduit à la mise en place d'une base de données de 54 séries de plus de 20 ans, dont les plus longues s'étendent sur près de 4 siècles. Les productions historiques sont estimées à environ 15 000 tonnes/an ([7 000;25 000]). Les séries historiques de captures sont analysées dans la seconde partie. Leur variabilité temporelle peut être décomposée en trois composantes : de larges cycles pseudo-séculaires, des variations périodiques d'une vingtaine d'années et des fluctuations inter-annuelles. Les fluctuations à moyen et long terme, expliquant plus de la moitié de la variance des séries, sont synchrones à l'échelle du bassin méditerranéen occidental et du proche Atlantique. La variabilité inter-annuelle, en revanche, n'est synchrone qu'à une échelle locale. On montre finalement que les fluctuations à long terme des captures peuvent être considérées comme de bons indices des tendances des abondances de la population de thons rouges migrants en Méditerranée. Une série synthétique est construite pour les décrire. Les processus biologiques et écologiques susceptibles d'être à l'origine de ces fluctuations sont discutés dans la troisième partie. L'hypothèse d'un forçage environnemental à grande échelle est testée en utilisant des indices à long terme de l'Oscillation Nord Atlantique (NAO), de la longueur du jour (LOD, un indicateur de l'indice de circulation atmosphérique ACI) et de la température. Les analyses spectrales sur les séries de captures, du LOD et des températures révèlent des spectres similaires, avec un pic sur les basses fréquences, alors que celles sur le NAO conduisent à une large bande spectrale. Les régressions et les tests de corrélations ne montrent aucune relation significative entre les captures par les madragues et le NAO et le LOD. En revanche, les fluctuations à long terme des captures apparaissent significativement et négativement corrélées avec les fluctuations à long terme des températures. Les processus sous-jacents susceptibles d'expliquer une telle relation, en particulier des changements migratoires, sont discutés. Finalement, les implications des fluctuations pour la gestion de la pêcherie sont discutées dans une quatrième partie. Un cadre de simulation, couplant un modèle de dynamique de population à une VPA, est élaboré pour tester la pertinence des diagnostics d'évaluation de stock selon différents scénarios d'origine des fluctuations et d'état de la population. Étude préparatoire a une reconquête des niveaux de ressource en langouste royale (Palinurus elephas) en mer d'Iroise Auteur(s) : Latrouite, Daniel Lazure, Pascal Résumé : The study conducted in the framework of an agreement between Ifremer and the Local fisheries committee at Audierne is part of a project to restore spiny lobster Palinurus elephas stock levels in the Iroise Sea. It is supported by professional fishermen from Finistère and by the Regional fisheries committee of Brittany.
After a brief review of the way lobster stocks are managed worldwide, followed by the major biological and ecological features of red lobster and the state of fisheries in Europe and North Africa, the very poor state of the resource along French coast is borne out by the statistics of landings.
Various scenarios (not alternatives) to promote the rebuilding of the biomass are suggested: minimum landing size increase, seasonal closure of the fishery, berried females protection, no fishing zones.
The drift of phyllosoma larvae during their long larval stage is addressed using a 3-D hydrodynamic simulation model.
L'étude réalisée dans le cadre d'une convention entre Ifremer et le Comité local des Pêches d'Audierne s'inscrit dans un projet de reconquête des niveaux de ressource en langouste rouge Palinurus elephas en mer d'Iroise soutenu par les pêcheurs professionnels de la pointe du Finistère et par le Comité régional des Pêches de Bretagne. Après avoir rappelé brièvement les modalités de gestion des stocks de langoustes dans le monde puis les grands traits biologiques et écologiques de la langouste rouge et l'état des pêcheries en Europe et dans le nord de l'Afrique, le très mauvais état de cette ressource sur les côtes françaises est confirmé au travers des statistiques de débarquement. Divers scénarios (non alternatifs) visant à favoriser la reconstitution d'une biomasse sont proposés : augmentation de la taille minimale au débarquement, fermeture saisonnière de la pêche, protection des femelles ovigères et création de zones protégées. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. The fisheries have well developed becoming one of the main fisheries in Okinawa where 210 fads are approved to deploy in 1999. The annual catch by roughly 1 000 boats (most of them are small) is 2500-4000 mt; average catch from one fad is about 20 mt; average catch by one boat on one day is 73 kilogrammes. fads are also important for easing the fishing pressures on bottom fish stocks. Most of the fads were deployed and managed by local fishermen's groups that have improved the structures of the system to withstand typhoons. The catches are strongly depending on the sites, usually the farther offshore, the better the catches. A variety of fishing methods are devised targeting each species and the size of the fish. Being most abundant and having relatively higher prices, yellowfin tuna is the most important and consists 68% of the total production. There have been conflicts among fishermen on the use of fads since the early stage of the fisheries development. Now, the number of fads is regulated by a management committee. Conflicts between fishermen and sport fishermen have become problems; on the other hand, the sport fishing could lead to further development of the fisheries. Degraded fish meat caused by high meat temperature and occasional oversupply have been major marketing problems since prices are strongly related to the meat quality and the fish supply. In this context, this communication is intended: - to evaluate the halieutic, economic and social conditions of the artisanal fishery in this archipelago, notably in terms of assets and constraints. Although these conditions are very heterogeneous depending on islands, the fads seem to be able to help the stabilization and the development of the fishing activities, disadvantaged by a low productivity, limited operating ranges of boats, and very irregular outings at sea. But the narrowness of the domestic market is likely to cause drops in the fish prices if the production increases, while the absence of institutional framework may be a handicap at the level of the management (of the programme itself, and/or of some possible conflicts of uses); - to carry out an assessment of the former experiments. It emphasized the insufficiency of the follow-up and the maintenance of the structures, of which the lifespan varied at the most between four and six months, as well as the positive effects of the concentration, and the interest of the fishermen already sensitized with these structures. Ian Kifani, Souad Éditeur(s) : Elsevier Résumé : Evidence has accumulated that climate variability influences the state and functioning of marine ecosystems. At the same time increasing pressure from exploitation and other human activities has been shown to impact exploited and non-exploited species and potentially modify ecosystem structure. There has been a tendency among marine scientists to pose the question as a dichotomy, i.e., whether (1) "natural" climate variability or (2) fishery exploitation bears the primary responsibility for population declines in fish populations and the associated ecosystem changes. However, effects of both climate and exploitation are probably substantially involved in most cases. More importantly, climate and exploitation interact in their effects, such that climate may cause failure in a fishery management scheme but that fishery exploitation may also disrupt the ability of a resource population to withstand, or adjust to, climate changes. Here, we review how exploitation, by altering the structure of populations and ecosystems, can modify their ability to respond to climate. The demographic effects of fishing (removal of large-old individuals) can have substantial consequences on the capacity of populations to buffer climate variability through various pathways (direct demographic effects, effects on migration, parental effects). In a similar way, selection of population sub-units within metapopulations may also lead to a reduction in the capacity of populations to withstand climate variability and change. At the ecosystem level, reduced complexity by elimination of species, such as might occur by fishing, may be destabilizing and could lead to reduced resilience to perturbations. Differential exploitation of marine resources could also promote increased turnover rates in marine ecosystems, which would exacerbate the effects of environmental changes. Overall (and despite the specificities of local situations) reduction in marine diversity at the individual, population and ecosystem levels will likely lead to a reduction in the resilience and an increase in the response of populations and ecosystems to future climate variability and change. Future management schemes will have to consider the structure and functioning of populations and ecosystems in a wider sense in order to maximise the ability of marine fauna to adapt to future climates. In contrast to its predominant role in the spatial distribution of species composition, described worldwide, it seems depth has only a limited effect on the distribution patterns of the total abundance and diversity of demersal fishes. In addition, evidence is provided for the division of the whole study area into 3 geographical fish assemblages. The influence of Atlantic inputs and the semi-permanent Almena-Oran hydrographic front play a key role in defining the Alboran Sea as a specific fish fauna area. Moreover, the clear differentiation between 2 distinct assemblages in the Gulf of Lions and the Catalan Sea could be partly linked to the North Balearic front. These results contribute to the current debate on the definition of spatial units for the purpose of demersal fisheries management. They also stress the complexity of developing an ecosystem approach which deals simultaneously with species composition and biodiversity aspects of ecosystems management. Traditional fisheries management has failed to avoid overexploitation of most coastal marine resources. Management measures based on an Integrated Coastal Zone Management (ICZM) are thus required. Spatial management covers various ranges of properties that may enhance usual regulatory means. If spatial considerations are explicitly integrated in fisheries management, the latter may contribute to zoning design in order to balance the economic, social and biological values of natural marine resources. While traditional fisheries management approaches protect resource based on population numbers, Marine Protected Areas (MPAs) protect ecosystem in space. Besides their ecological effects on fish assemblages within its boundaries, MPAs can enhance adjacent artisanal fisheries. MPAs can thus ensure the sustainability of fisheries and at the same time maintain non-fisheries benefits of marine ecosystems to society. Approche empirique de la pecherie d'espadon (Xiphias gladius) dans l'ocean Indien et modelisation des deplacements des poissons dans le paysage oceanique tropical Auteur(s) : Guyomard, David Éditeur(s) : Ecole Nationale Supérieure Agronomique de Rennes Résumé : Long-line fishing has been growing on the island of La Réunion since the beginning of the 1990s. The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. La peche palangriere s'est developpee a l'ile de La Reunion depuis le debut des annees 1990. L'espece cible est l'espadon (Xiphias gladius), principalement exploite dans les eaux tropicales autour de l'ile entre les longitudes 45 degree E et 60 degree E, et les latitudes 17 degree S et 27 degree S. De 1998 a 2000, un programme de recherche finalisee a permis de collecter des informations precises concernant les positions des lignes et les parametres de l'effort de peche : 3602 filages sont ainsi renseignes par les captures (en nombre d'individus captures) et 12 variables descriptives de l'effort. En parallele de cet effort de collecte, des cartes satellitales ont pu etre mises a la disposition des marins et des scientifiques, decrivant le paysage oceanique de cette region de l'ocean Indien exploitee par la pecherie reunionnaise. Des extractions de ces variables environnementales ont ete effectuees aux positions des lignes de peche, nous permettant de proposer 20 variables descriptives des conditions environnementales de captures d'espadon appliquees aux filages. Dans une premiere partie de ce travail, apres une analyse descriptive et une premiere selection des variables, on a modelise par plusieurs modeles GAM (Generalized Additive Models) les effets respectifs des variables d'effort et des variables environnementales sur la variabilite des captures d'espadon. On a ainsi mis en evidence la predominance des facteurs lies aux pecheurs (effort de peche) sur les facteurs oceanographiques dans le caractere explicatif de cette variabilite. A la suite de ces resultats, une synthese sur la biologie et l'ecologie de l'espadon a ete proposee afin de degager des hypotheses sur les caracteristiques de la population de cette espece dans l'ocean Indien. Les aspects lies au comportement individuel et aux deplacements de la population ont ete particulierement mis en evidence. Dans une deuxieme partie de ce travail et afin de completer l'approche empirique par une approche constructiviste exploratoire, nous avons propose un outil de modelisation afin de simuler les deplacements possibles d'individus au sein du paysage oceanique decrit par les cartes satellitales disponibles. Apres avoir passe en revue dans la litterature les differentes formes de modelisation des deplacements des grands, pelagiques, nous avons developpe une architecture originale de modelisation informatique de type multi-agents permettant de manipuler de maniere dynamique les cartes satellitales (et les produits derives), les mouvements individuels < d'animats >, dont les comportements sont bases sur cette information environnementale, et des agents qui explicitent le processus de capture palangriere de maniere geographique. Le modele informatique ainsi implemente (MUFINS, pour MUlti-Fish INdian ocean Simulator) a ensuite ete utilise en calibrant les comportements des animats sur les donnees reelles issues de l'analyse des captures commerciales proposee en premiere partie, a partir de techniques robustes basee sur la logique floue. Les resultats des simulations ont ete confrontes d'une part aux hypotheses de deplacement a grande echelle proposees en premiere partie, et d'autre part aux captures d'espadon reelles et corrigees de l'effet de l'effort de peche modelise par les modeles GAM. Meme si les resultats de simulations presentes dans ce travail ne permettent pas de proposer d'interpretations convaincantes des processus sous-jacents, l'outil MUFINS a demontre son aptitude a aborder les questions liees au comportement de l'espadon dans le paysage oceanique tropical et aux effets des transferts d'echelle entre le niveau individuel et le niveau collectif. On envisage desormais son utilisation dans un cadre plus operationnel, comme interface de dialogue entre les pecheurs et les scientifiques a des fins de gestion durable de la ressource. They are settled mainly on the continental shelf as benthic and sedentary animals due to their heavy protective shell. They can stand a wide range of environmental conditions. They are found in the whole trophic chain and are particle feeders, herbivorous, carnivorous, and predators.
Exploited mollusc species are numerous. The main groups of gastropods are the whelks, conchs, abalones, tops, and turbans; and those of bivalve species are oysters, mussels, scallops, and clams. They are mainly used for food, but also for ornamental purposes, in shellcraft industries and jewelery. Consumed species are produced by fisheries and aquaculture, the latter representing 75% of the total 11.4 millions metric tons landed worldwide in 1996. Aquaculture, which mainly concerns bivalves (oysters, scallops, and mussels) relies on the simple techniques of producing juveniles, natural spat collection, and hatchery, and the fact that many species are planktivores. Existing policy-screening modelling tools are not fully suitable in this purpose due to either an over-simplified description of population dynamics, or due to the lack of consideration of economic aspects. In this paper, we present a package that enables quantitative bioeconomic assessment of management scenarios. Population dynamics is described through spatially- and seasonally-explicit models. Exploitation dynamics is characterized by several fishing activities with specific spatial and seasonal features, and practiced by several kinds of vessels with specific technical characteristics. Exploitation costs and revenues are considered at several levels: the fishing trip, the fishing unit (vessel and crew), and the vessel owner. The model is generic and can be used for different types of fisheries. A database is attached to the software for the storage and updating of information for each fishery. This includes the specification of model dimensions and of the parameters describing populations and exploitation. Several model assumptions regarding either population or exploitation may be adapted to suit a specific fishery. Both policies and corresponding fishers' response may be interactively specified through JAVA (TM) scripts. This version of ISIS-Fish allows for the calculation of biological and economic consequences of a range of policies, including conventional ones like catch and effort controls, and alternative policies such as marine protected areas. Typologie de la flottille chalutière du port de Sète par une méthode de segmentation Auteur(s) : Taquet, Marc Gaertner, Jean-claude Bertrand, Jacques Éditeur(s) : Edp Sciences S A Résumé : This work aims to define a typology of trawler f1eet in Sète, the main fishing harbour along the French Mediterranean coast, using several multivariate analysis methods. The fishing ships taken to account are represented by annual profiles of landing specific compositions. Five fishing strategies have been identified. A segmentation method using symbolic objects allows a formaI characterisation of the different strategies. These strategies are studied according to several general characteristics usually used for management rules elaboration (power, length, ship age). The typological analysis allows to characterise two main exploitation ways, one directed to the catch of a few species (Engraulis encrasicolus, Sardina pilchardus), the other characterised by the exploitation of a great diversity of species. By this way, it is possible to estimate how the catch of low represented species can significantly contribute to the exploitation of a resource. Cette étude s'appuie sur l'utilisation successive de plusieurs méthodes d'analyses multivariées pour réaliser une typologie de la flottille chalutière du port de Sète, principal port de pêche français de la Méditerranée. Les unités de pêche étudiées sont représentées à l'aide d'un profil annuel de la composition spécifique de leurs débarquements. Cinq stratégies de pêche ont ainsi pu être identifiées. La mise en oeuvre d'une méthode de segmentation permet une caractérisation formelle de ces différentes stratégies à l'aide d'objets symboliques. Les stratégies sont étudiées en référence à plusieurs caractéristiques générales couramment utilisées en gestion des flottilles de pêche (puissance, longueur, âge du bateau, etc.). L'analyse typologique mise en oeuvre au cours de l'étude permet de caractériser nettement deux grandes logiques d'exploitation, l'une orientée vers la recherche d'un très petit nombre d'espèces (Engraulis encrasicolus, Sardina pilchardus), l'autre déterminée par une grande diversité des captures. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning. Spatially explicit fisheries simulation models for policy evaluation Auteur(s) : Pelletier, Dominique Mahevas, Stephanie Éditeur(s) : Blackwell science Résumé : This paper deals with the design of modelling tools suitable for investigating the consequences of alternative policies on the dynamics of resources and fisheries, such as the evaluation of marine protected areas (MPA). We first review the numerous models that have been developed for this purpose, and compare them from several standpoints: population modelling, exploitation modelling and management measure modelling. We then present a generic fisheries simulation model, Integration of Spatial Information for FISHeries simulation (ISIS-Fish). This spatially explicit model allows quantitative policy screening for fisheries with mixed-species harvests. It may be used to investigate the effects of combined management scenarios including a variety of policies: total allowable catch (TAC), licenses, gear restrictions, MPA, etc. Fisher's response to management may be accounted for by means of decision rules conditioned on population and exploitation parameters. An application to a simple example illustrates the relevance of this kind of tool for policy screening, particularly in the case of mixed fisheries. Finally, the reviewed models and ISIS-Fish are discussed and confronted in the light of the underlying assumptions and model objectives. In the light of this discussion, we identify desirable features for fisheries simulation models aimed at policy evaluation, and particularly MPA evaluation. Effets du plan de protection des thonides de l'Atlantique 1998-1999 d'apres les observations faites sur les thoniers senneurs geres par les armements francais Auteur(s) : Goujon, Michel Labaisse-bodilis, C Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : In 1998, the French and Spanish tuna-boat owners associations have volentarily reconducted the Atlantic tuna protection plan (also called moratorium) initiated the previous year. This plan which has become an iccat recommendation for 1999, consists mainly in preventing fishing on floating objects (logs) and in having observers on board tuna purse seiners. Data collected by these observers and landing statistics allow to draw preliminary conclusions on some effects of the protection plan, on the fleets and on the Atlantic tuna stocks. Largely respected, the moratorium has led to a spatial redistribution of the fishing effort, an important reduction of the proportion of sets on logs and a decrease of the landings by one third compared to those realised the years before during the same months, particularily for the skipjack and the bigeye tunas. Moreover, data collected allow to calculate catch rates for a number of by-catch species in the purse seine fishery.
