In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Habitat and resources monitoring programs can provide such information, but are difficult to implement as they involve a range of technical, financial and human resources. Regarding these problems, the involvement of the local population in monitoring programs, called participatory monitoring, seems to offer solutions. Indeed, participatory monitoring has the potential of increasing the number of data collected at low cost, while taking advantage of the traditional ecological knowledge available locally. Some questions need clarifying, however: which methods can bring relevant information for the monitoring of reef fisheries while being appropriate to the motivations and skills of the local population? Is the degree of participation of the local population sufficient to make the monitoring program work, particularly over the long term? To answer these questions, participatory monitoring methods commonly used for coral reef ecosystems have been implemented to assess reef fisheries at three different sites: Moorea island and Tikehau atoll in French Polynesia, and the Bay of Tulear in Madagascar. While highlighting the relevance of some participatory monitoring programs for snapshot and large-scale surveys, the results of this study also show their lesser interest for regular data gathering on long-time scales. In any case, strong coordination and supervision by scientists are considered essential. La gestion durable des écosystèmes coralliens nécessite de disposer d’informations régulières concernant l’impact des pêcheries sur les ressources récifales et sur les écosystèmes dont elles dépendent. Les suivis intégrés des ressources, des habitats et des espèces associées qui visent à fournir ce type d’informations sont difficiles à mettre en œuvre, car ils impliquent de nombreuses ressources humaines, techniques et financières. Face à ces problèmes, la participation de la société civile dans les programmes de suivi semble en mesure d’apporter des solutions. Dans le but de tester cette hypothèse, des méthodes de suivi participatif ont été mises en œuvre afin de caractériser des pêcheries récifales sur trois socio-écosystèmes contrastés : l’île de Moorea et l’atoll de Tikehau en Polynésie française, et le littoral de Tuléar à Madagascar. Étude préparatoire a une reconquête des niveaux de ressource en langouste royale (Palinurus elephas) en mer d'Iroise Auteur(s) : Latrouite, Daniel Lazure, Pascal Résumé : The study conducted in the framework of an agreement between Ifremer and the Local fisheries committee at Audierne is part of a project to restore spiny lobster Palinurus elephas stock levels in the Iroise Sea. It is supported by professional fishermen from Finistère and by the Regional fisheries committee of Brittany.
After a brief review of the way lobster stocks are managed worldwide, followed by the major biological and ecological features of red lobster and the state of fisheries in Europe and North Africa, the very poor state of the resource along French coast is borne out by the statistics of landings.
Various scenarios (not alternatives) to promote the rebuilding of the biomass are suggested: minimum landing size increase, seasonal closure of the fishery, berried females protection, no fishing zones.
The drift of phyllosoma larvae during their long larval stage is addressed using a 3-D hydrodynamic simulation model.
L'étude réalisée dans le cadre d'une convention entre Ifremer et le Comité local des Pêches d'Audierne s'inscrit dans un projet de reconquête des niveaux de ressource en langouste rouge Palinurus elephas en mer d'Iroise soutenu par les pêcheurs professionnels de la pointe du Finistère et par le Comité régional des Pêches de Bretagne. Après avoir rappelé brièvement les modalités de gestion des stocks de langoustes dans le monde puis les grands traits biologiques et écologiques de la langouste rouge et l'état des pêcheries en Europe et dans le nord de l'Afrique, le très mauvais état de cette ressource sur les côtes françaises est confirmé au travers des statistiques de débarquement. Divers scénarios (non alternatifs) visant à favoriser la reconstitution d'une biomasse sont proposés : augmentation de la taille minimale au débarquement, fermeture saisonnière de la pêche, protection des femelles ovigères et création de zones protégées. La dérive des larves phyllosomes au cours de leur longue phase larvaire est abordée par un modèle de simulation hydrodynamique en trois dimensions. It draws up the balance sheet of acquirements about marine resources of the island. The difficulties of fisheries management are discussed with reference to biologists and economists works in the last ten years. We also show how management efforts to decrease fishing pressure on reef resources has induced the implantation of a new technology: the Fish Aggregating Deviee. The differing histories of development of FADs in the French West Indies are compared. The positive results from the introduction of the FADs and the estimated risks due to the transferance of fishing pressure on the continental shelf is presented. The use of FADs to enhance the exploitation of marine resources is a concept that justifies.a cooperative plan throughout the Caribbean region A partir d'une présentation synthétique de l'activité de pêche en Martinique, cette note dresse le bilan des connaissances actuelles sur l'état des ressources halieutiques de l'île. Les difficultés de la gestion des pêches sont discutées en référence aux travaux réalisés par les halieutes et les économistes des pêches au cours des dix dernières années. On montre comment un objectif de gestion, l'allégement de la pression de pêche sur les ressources démersales, a pu conduire à l'implantation d'une nouvelle technologie: le dispositif de concentration de poissons. Les différents contextes de développement des DCP observés dans les deux départements français des Antilles sont comparés. Les retombées positives de l'introduction des dispositifs sont évaluées mais le risque d'aboutir à un report d'une partie de la puissance de pêche sur le plateau est également évoqué. Twenty-nine semi-directive interviews were carried out in June 2006 among fishers and shellfish farmers. Cognitive maps proved useful to formalise their experience and knowledge. Most interviewees mentioned a decrease of the resource in recent years and pointed out the presence of several problems, such as pollution, degradation of the ocean floor and harmful impacts of human activities, including fishing. The indicators used by the fishers as the basis to form their opinion were similar to those generally used by scientists for assessing the state of exploited marine populations and communities (average fish length, CPUE, fished biomass...); additional indicators were the timing and duration of fishing seasons. Since 2000, Ifremer has been implemented a Fisheries Information System (FIS), a multidisciplinary monitoring network allowing an integrated and comprehensive view of fishery systems including biological, technical, environmental and economical components. The FIS covers all the French fisheries, including the so-often neglected small-scale fisheries. One of the originalities of the FIS lies in the fleet monitoring procedure: a comprehensive collection of annual activity calendars aiming at characterizing the inactivity or activity of the vessels each month of the year and, in the latter case, the métiers practised (use of a gear to target one or several species) and the main fishing areas. This survey covers all the French fishing fleets and provides minimum but exhaustive information on the vessels. It is particularly instructive for the small-scale fisheries, where catches and effort data are often incomplete. Furthermore, this exhaustive data allows stratifying the fleet in fleets (typologies) and thus provides the basis (i) for the implementation of sampling schemes to estimate catches, landings, discards or economic performance of the different fleets and (ii) for the development of a fleet-métier matrix giving the possibility of identifying at the time, the structure of the whole fleet in fleets, the métier polyvalence of the vessels and the allocation of fishing effort on the different exploited fishing resources. The FIS aims at building an operational and multidisciplinary monitoring network for scientific purposes, allowing a comprehensive view of fishery systems including their biological, technical, environmental and economical components. The objectives of the FIS are (i) to provide the specifications and methodologies for the collection, storage and processing of fisheries data, with the constant concern to harmonise all these procedures on a national scale, (ii) to improve data management system and access to data for a wide-spread public, and (iii) to produce and distribute relevant datasets, indicators and synthesis, for understanding and evaluation, including bio-economic diagnostics of the fisheries, and assessment of the short and long-term impacts of fisheries management scenario and measures. The FIS covers all the French fisheries, including overseas territories and small-scale fisheries, for which data are often hardly available or missing, whereas two thirds of the French vessels are less than 12 meters long. The challenge was to establish a statistical and an integrated approach supporting bio-ecological and economic issues. To further an integrated analysis of the fishery systems, the wide range kinds of data - including acoustic surveys, biological in-situ observations, environmental observations, as well as fishing statistics (landings and efforts) or economic data - are managed in a single data management system, based on an integrated relational data base with geographical facilities. Rapport sur l'exercice de la pêche dans la zone côtière de la France Auteur(s) : Bolopion, Jacques Forest, Andre Sourd, Louis-julien Bolopion, Jacques Forest, Andre Sourd, Louis-julien Résumé : The maritime fisheries and mariculture guidance law passed in 1997 specifies that with the perspective of renegotiation of the common fisheries policy in 2002, a report on the special conditions of inshore fisheries be drawn up by the Government. To do so, the Minister of Agriculture and Fisheries entrusted this task to three experts, who are the authors of this report. In accordance with their remit, the situation of fisheries in territorial waters and estuaries of metropolitan France and the four DOM overseas departments ( counties) was examined, in the framework of meetings with professional fishermen, administrations, elected officials and scientific organisations. The first part situates fishing activities in coastal areas within the overall context of French fisheries. The second part provides a detailed report for each seafront (Channel, Atlantic, Mediterranean, West Indies, French Guyana and Reunion Island) on the regulatory framework, fleets, stocks, uses of resources and vulnerable areas of interest for fisheries. The report then analyses the competition within fisheries and with other activities (recreational fishing, extraction of aggregates, tourism, etc.). After these observations, the authors make ten proposals to improve the conditions under which coastal or inshore fisheries are practiced.
La loi d'orientation sur la pêche maritime et les cultures marines votée en 1997 précise que dans la perspective de la renégociation de la politique commune des pêches en 2002, un rapport sur les conditions particulières de l'exercice de la pêche dans la bande côtière sera établi par le Gouvernement. Pour y satisfaire, le Ministre de l'Agriculture et de la Pêche en a confié l'élaboration à trois experts, les auteurs du présent rapport. Conformément à la lettre de mission, la situation de la pêche dans les eaux territoriales et estuaires du territoire métropolitain et des quatre départements d'Outre-Mer a été examinée dans le cadre de rencontres avec les professionnels, les administrations, les élus, les organismes scientifiques. Une première partie permet de situer les activités halieutiques en zone côtière dans le contexte global de la pêche française. La seconde partie est un bilan détaillé par façade (Manche, Atlantique, Méditerranée, Antilles, Guyane, Réunion) du cadre réglementaire, des flottilles, des ressources, des usages de la ressource et des zones sensibles d'intérêt halieutiques. Le rapport analyse ensuite les compétitions au sein de la pêche et avec d'autres activités (pêche récréative, extractions de granulats, tourisme,...). A l'issue de ces différents constats, les auteurs font dix propositions pour améliorer les conditions d'exercice de la pêche en zone côtière. Révision des paramètres de croissance de la crevette Penaeus subtilis et étude de la faisabilité d'un modèle ECOPATH de l'écosystème littoral guyanais Auteur(s) : Doquin, Olivier Résumé : The brown shrimp Penaeus subtilis growth parameters has been studied by a lot of biologist since the fisheries of the three Guyana and Brazil has been created. The following through of the French Guyana’s fisheries had hallowed us to have an important database about shrimp boat lending. This atabase had permit us to fine the values used for predictive models helped by software like FISAT 2 in this case. This database had permit us to follow the evolution of the growth parameters along the fifteen last years.
This study had given us different results which are interesting. First, the L∞ values used by the COPACO workshop (Isaac et al, 1992) are under evaluated and the K values aren’t. in a second time, the K values of the female brown shrimp are decreasing in a significant way since 1989, this case is not the male’s one. At last, we haven’t fond a link between meteorological variation in French Guyana (rainfall, river’s flow, sunshine) or biological data (biomass, density) and the K variations.
A ecosystemic model feasibility study had been done for the French Guyana littoral. The data that are existing in the literature aren’t sufficient to build a model of this ecosystem. Future studies will perhaps provide the data that are missing to realize a first model Les paramètres de croissance de la crevette Penaeus subtilis ont été étudiés par de nombreux auteurs depuis la création de la pêcherie sur le bouclier des Guyanes. Cependant le suivi permanent de cette pêcherie a permis d’avoir une base de données importante sur les débarquements des crevettiers et ainsi de chercher à affiner les estimations utilisées dans les modèles d’évaluation avec l’aide de logiciel prévus à cet effet comme FISAT 2 utilisé ici. Ces données peuvent permettre aussi de suivre l’évolution de ces paramètres au fil des années.Il ressort de cette étude plusieurs résultats intéressants. En premier lieu, les valeurs de L∞utilisées par le groupe de travail de la COPACO (Isaac et al, 1992) sont sous-évaluées et les valeurs de K ne le sont pas forcément. En second lieu, le K des femelles présente une tendance à la diminution sur les quinze dernières années (1989 – 2003), ce qui ne semble pas être le cas des mâles. Enfin, nous ne pouvons rattacher facilement les variations de K enregistrées à aucune donnée météorologique ne concernant que la Guyane (pluviosité, débit des fleuves, insolation), ni à certaines données biologiques (biomasse, densité). La faisabilité d’un modèle écosystémique du littoral a aussi été étudiée. Il en ressort que dans l’état actuel des connaissances sur l’écosystème du littoral guyanais la réalisation d’un modèle n’est pas possible. Mais des campagnes d’études à venir pourraient permettre de recueillir suffisamment de données pour pouvoir dresser un premier modèle. The traditional ways of fishing, based on benthic fish exploitation, have seen the decreasing of their profitability due to the over-fishing of the narrow continental shelf offering few resources. The pelagic fishery had become the professional main source of income. This fishery equally encounter difficulties: denied rights of access in the EEZ of Caribbean islands, expensive costs of exploitation. The disposal of FADs offers new ways to the Martinique fishermen. In 1999, it was decided the disposal of a onetworko of 30 permanent FADs around Martinique. The mooring of these FADs must be followed by legal and economic adapted measures to reach the desired aim: the development of local fishery economy through a sustainable fishing practice. Therefore, the French authorities have decided to make the regional fishermen committee responsible for the management of FADs.This committee is the only one to be entitled to moor and to deliver licences to FADs. This committee, gathering all the fishing industry representatives, has regarding the french law the right of mooring and delivering licences to the FADs access, collecting fishery statistics. These data should fund research to improve the management of the fishery, care and replace FADs. This programas realisation, as well as durability, need adequate financial planning. It has been included in the European commission financing program. This plans success will ensure the increase of the fishermen income, maintain and develop employment.Original Abstract: Apres une periode d'experimentation lancee localement au debut des annees quatre-vingt, les premiers resultats ont ete suffisamment probants pour conduire les professionnels a souhaiter l'implantation de dispositifs de concentration de poissons (dcp) en Martinique ou a les implanter eux-memes pour la capture des dorades coryphenes, des thons noirs, de l'albacore ou du listao. Autochthonous production of organic matter is limited in these flowing rivers and is mainly represented by scarce filamentous green algae and an abundant epilithic biofilm growing on wet stones in the river bed. Stable isotope analysis was used to quantify the relative importance of biofilm and other riverine allochthonous and autochthonous food sources in the diet of tropical shrimps (Palaemonidae, Atyidae and Xiphocarididae) and fishes (Gobiidae and Eleotridae) consumed by the local people. The epilithic biofilm was exploited by most species, constituted an important source of autochthonous carbon and was an important source of organic matter production at the base of freshwater food webs in Caribbean rivers. Biofilm percentages in the diet reached 32% for molluscs, 85% for atyid shrimps, 29% for xiphocaridid shrimps, 14% for palaemonid shrimps and 13% for fish. Assessment of biofilm in nine rivers showed that blue and red cyanobacteria were quantitatively dominant with a moderately rich diatom flora. These results address the interactions between river biofilm and Caribbean freshwater fauna where trophic links between consumers and their potential resources have poorly been documented. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan including the following of small-scale fleets, data collection by field survey is based on a single questionnaire for all the fleets, whatever the size of the vessel, the gear used, the fishing area or the species targeted. It provides a large data set including earnings and costs but also capital, employment, fishing activity figures. Statistical analysis through a revenue model gives the basis for a re-assessing of the small-scale fisheries contribution to national production. Economic indicators such as gross added value, revenues, and direct employment are derived from the data set. The significant role of small scale fisheries in the French fishing sector is established and the impact of the rising fuel costs in fisheries is discussed. A prerequisite for integrated analysis is the improvement in the knowledge of fleets structure, fleet evolution and allocation of fishing effort in the different fisheries. However, small scale fisheries are often characterized by a lack of knowledge on the vessel fishing activity. This paper first presents a data collection methodology recently applied in the French West (Guadeloupe and Martinique) for the follow up of the whole vessel population. Based on a statistical analysis of these data sets, the paper develops a fleet-metier matrix giving the possibility to identify the structure of the fleet, the metier polyvalence of the vessels but also the origin of fishing mortality on the different exploited fishing resources. We then discuss the interest of this methodology for fisheries analysis and the perspective in terms of fisheries management at regional levels. Le développement de l’approche écosystémique des pêches suppose de renforcer les analyses couplant les dimensions biologiques et socio-économiques de l’exploitation. Cela passe en particulier par une meilleure connaissance des flottilles de pêche, de leur évolution et l’allocation de l’effort de pêche dans les différentes pêcheries. Dans un contexte de connaissance souvent très limitée sur l’activité de navires de petite pêche, ce papier présente la méthodologie de collecte de données utilisée, dans le cas des îles des Antilles françaises (Guadeloupe et Martinique). Sur la base d’une collecte de données minimale mais exhaustive de l’activité des navires, le papier propose le développement une analyse matricielle (flottilles-métiers) permettant de caractériser la structure des flottilles de pêche, d’identifier leur polyvalence en termes de métiers pratiqués et l’origine de la mortalité par pêche. On discute enfin l’intérêt de ce type d’approche pour l’analyse de pêcheries ainsi que les perspectives pour la gestion des pêches. El desarollo del estudio del ecosistema de las pescas supone que hay que intensificar los análisis considerando a la vez las dimensiones biológicas y socio-económicas de la explotación. Esto supone un mejor conocimiento de las flotillas de pesca, de su evolucíon y de la atribución del esfuerzo de pesca en las diferentes pesquerías. Sabiendo que los conocimientos sobre la actividad de los buques de pequeña pesca son muchas veces limitados, este documento presenta la metodología de recolección de informaciones estadísticas dada en el caso de las islas de las antillas francesas (Guadeloupe y Martinique). Basándose en una recoleccíon de informaciones estadísticas mínima pero eschaustiva de la actividad de los buques, este documento propone el desarollo de un análisis de las matrices (flotillas-metiers) que permite caracterizar la estructura de las flotillas de pesca y de identificar su caracter polivalente en términos de metiers practicados. No solo permite discutir sobre el impacto de las políticas que tienden a reorientar el esfuerzo de pesca de las especies de los bancos insulares hacia las especies pelágicas, sino también permite discutir sobre el interés de generalizar este tipo de recolección de informaciones estadísticas en los sistemas de observación de las pesquerías a escala de las pequeñas Antillas o de otros espacios pertinentes para la gestión de las pescas. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Dans la pêcherie crevettière australienne, l’analyse montre que les stratégies de diversification permettent de limiter le risque économique contrairement aux stratégies plus spécialisées. Evolution technologique des DCP en Polynesie francaise Auteur(s) : Leproux, E Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : French Polynesia started it's Fish Aggregating Device programme in June 1981 with the positioning of the first buoy offshore of the main island of Tahiti. Since then, 251 structures have been installed throughout the 5 archipelagoes of this French overseas territory. The shape and size of the devices have evolved 8 times over this period, however, a single model has not yet been adopted. Trials are currently underway using lighter structures similar to those found in the Indian Ocean. The anchoring lines have progressively been modified through better knowledge of material and product availability, as well as better understanding of environmental constraints. The programme is entirely financed by the territorial government and managed by the public sector. This ongoing technical assistance, aimed towards the local small-scale coastal fishery, is considered an important factor to maintaining this activity alive. Up until 1997, this economical support policy of outer island populations far from the metropolis central town, along with incidental fishing methods around FADs, have given mitigated results without nevertheless putting into cause this programme. The use of 'drifting handlines' retained at the surface by small indicator floats are one of the contributing factors to the degradation of the anchor lines. It is now commonly accepted that a new fishing strategy must be adopted so that professional coastal fishermen become more aware with regards to an expensive work tool due to local bathymetric conditions, so that fishing effort is increased through the development of better adapted fishing techniques, and finally so that community spirit rules over individualism.Original Abstract: Le programme d'ancrage de DCP en Polynesie francaise a vu le jour en juin 1981 avec l'implantation d'un premier dispositif au large des cotes de Tahiti. Depuis cette date, ce sont 251 structures qui ont ete installees dans les cinq archipels de ce pays d'outre-mer. La forme et la taille des bouees ont evolue huit fois sans etre definitivement arretees a un seul modele et des essais sur des structures legeres de type " Ocean Indien " sont en cours. Les lignes d'ancrage ont fait l'objet de modifications progressives en raison de meilleures connaissances des produits ainsi que des contraintes du milieu environnant. Ce programme est finance en totalite par le territoire de la Polynesie francaise et gere par le secteur public. Il s'adresse a la pecherie artisanale et cotiere qui considere depuis de nombreuses annees cette assistance technique comme un atout indispensable au maintien de son activite. La politique d'engagement de ce soutien economique jusqu'en 1997 aupres des populations d'iles et atolls tres eloignes de la capitale ainsi que l'incidence de la technique de peche la plus repandue autour des DCP ont abouti a des resultats mitiges sans pour autant remettre en cause ce programme. En effet, les lignes a main derivantes et retenues en surface par une petite bouee temoin sont un des principaux facteurs de degradation des lignes d'ancrage. Il est desormais reconnu par tous les intervenants qu'une nouvelle strategie doit etre deployee afin que les pecheurs cotiers professionnels soient mieux responsabilises face a un outil de travail onereux en raison de la bathymetrie environnante, pour que l'effort de peche soit accru par l'utilisation de techniques de peche mieux adaptees, et enfin que l'esprit communautaire prime sur l'individualisme.
