This 2004-2006 project was funded by the Liteau program (http://www.liteau.ecologie.gouv.fr) of the French Ministry of Ecology and Sustainable Development. The workshop was organized on 30th November and 1st December at the EPHE (University of Perpignan, France). It was aimed at gathering a number of scientists and managers involved in MPA in France and in overseas French territories, in order to discuss the issue of interactions between managers and scientists in the context of MPAs.
After this fruitful workshop, we felt it was useful to produce a synthesis about interactions between scientists and managers for the MPA or MPA projects present at the workshop. The topics discussed include how to interact, the degree of involvement of both sides in interactions, research versus monitoring, gaps and expectations. Préambule : Cette synthèse s'inscrit dans le projet « Développement d'Outils Diagnostics et Exploratoires d'Aide à la Décision pour Evaluer la Performance d'Aires Marines Protégées », projet financé par le programme Lit'eau II du Ministère de l'Ecologie et du Développement Durable. L'objet de la réunion des 30 novembre et 1er décembre 2004 à l'EPHE de Perpignan était de rassembler un certain nombre de personnes impliquées dans la gestion d'Aires Marines Protégées en France et outremer, ainsi que des scientifiques concernés par la problématique des Aires Marines Protégées afin de discuter des relations et interactions entre scientifiques et gestionnaires dans ce domaine. A l'issue de cette réunion, il s'agissait d'établir un document synthétique qui ferait le point sur les interactions entre scientifiques et gestionnaires en ce qui concerne les AMP ou projets d'AMP représentés : mode de fonctionnement, degré d'implication, études plus recherche versus suivis périodiques, besoins couverts, non couverts, anticipation des évolutions en la matière. Ce document constitue une synthèse des différents éléments qui ont pu émerger des discussions de ces deux jours et des contributions -avant et après la réunion- de différents participants. ![]() | L'élevage de la crevette tropicale d'eau douce Auteur(s) : Griessinger, Jean-michel Lacroix, Denis Gondouin, Philippe Résumé : This book represents a two year study by a team of French biologists to collect, summarise and present the experience and knowledge gained in the rearing of the giant freshwater prawn, not only in the French overseas territories but also in the main countries which are developing this culture. This document comprises four parts :
- The first describes the world market. The prawn rearing is already an economic reality in the tropical world, the United States and in Europe.
- The second on shows that, although the culture techniques are quite complex, production systems can be adapted to local conditions and markets.
- The third part is a practical guide, both for investors and farmers, giving all necessary data to start-up and monitor a project in the best conditions.
- The final part summarises the main elements of the biology of this species, in order that people interested in its development may have a better understanding of its life history.
The authors were based at the aquaculture laboratory of the Ifremer station of French Guiana from 1989 to 1990 and had 15 years previous experience of this culture in Tahiti and the Caribbean. Regarding this initial complete French synthesis on this species in a special care has been given to balance accurate scientific reporting with the objective of reaching a wider audience.

The FIS aims at building an operational and multidisciplinary monitoring network for scientific purposes, allowing a comprehensive view of fishery systems including their biological, technical, environmental and economical components. The objectives of the FIS are (i) to provide the specifications and methodologies for the collection, storage and processing of fisheries data, with the constant concern to harmonise all these procedures on a national scale, (ii) to improve data management system and access to data for a wide-spread public, and (iii) to produce and distribute relevant datasets, indicators and synthesis, for understanding and evaluation, including bio-economic diagnostics of the fisheries, and assessment of the short and long-term impacts of fisheries management scenario and measures. The FIS covers all the French fisheries, including overseas territories and small-scale fisheries, for which data are often hardly available or missing, whereas two thirds of the French vessels are less than 12 meters long. The challenge was to establish a statistical and an integrated approach supporting bio-ecological and economic issues. To further an integrated analysis of the fishery systems, the wide range kinds of data - including acoustic surveys, biological in-situ observations, environmental observations, as well as fishing statistics (landings and efforts) or economic data - are managed in a single data management system, based on an integrated relational data base with geographical facilities. Since 2005, notified malaria cases are decreasing. However, new data show that malaria affects many Brazilian gold miners working illegally in French Guiana, the majority of whom are not counted in official data. In addition, one major concern is the usual practice of improper self-treatment in this mining population, raising fear of the development of antimalarial resistance. This prospective study, conducted in 2015, aimed to estimate the prevalence of Plasmodium spp. in illegal gold miners working in French Guiana. MethodsThe recruitment of gold miners was carried out in resting sites along the French Guiana-Suriname border, where they go for supplies, medical care or leisure. After recording agreement, three malaria diagnostic methods were performed: rapid diagnostic test, microscopy and PCR,ResultsAmong 421 persons recruited in the study, malaria prevalence, detected by nested-PCR, was 22.3% (CI=[18.3-26.3], n=94/421) of which 84% were asymptomatic. ConclusionThis significant malaria reservoir in a mobile and illegal population with difficult access to a health care system raises the threat of artemisinin resistance and puts the population of the Guiana Shield at risk of new transmission foci while countries of the region aim at malaria elimination. Even though French legislation may hamper dealing with this population, France must face the reality of malaria in illegal gold miners in order to meet its commitment to malaria elimination. General practitioners and medical microbiologists were invited to report all clinically suspectedcases of Zika, laboratory investigations were systematically conducted (RT-PCR). On 18 December, the first autochthonous case of Zika virus infection was confirmed by RT-PCR on French Guiana and Martinique, indicating introduction of Zika virus inFTA. The viral circulation of Zika virus was then also confirmed on Guadeloupe and Saint-Martin. We report here early findings on 203 confirmed cases of Zika virus infection identified by RT-PCR or seroneutralisation on Martinique Island between 24 November 2015 and 20 January 2016. All cases were investigated. Common clinical signs were observed (maculopapularrash, arthralgia, fever, myalgia and conjunctival hyperaemia) among these patients, but the rash, the foundation of our case definition, may be absent in a significant proportion of patients (16%). These results are important for the implementation of a suspected case definition, the main tool for epidemiological surveillance, in territories that may be affected by ZIKV emergence, including Europe. To do so, the Minister of Agriculture and Fisheries entrusted this task to three experts, who are the authors of this report. In accordance with their remit, the situation of fisheries in territorial waters and estuaries of metropolitan France and the four DOM overseas departments ( counties) was examined, in the framework of meetings with professional fishermen, administrations, elected officials and scientific organisations. The first part situates fishing activities in coastal areas within the overall context of French fisheries. The second part provides a detailed report for each seafront (Channel, Atlantic, Mediterranean, West Indies, French Guyana and Reunion Island) on the regulatory framework, fleets, stocks, uses of resources and vulnerable areas of interest for fisheries. The report then analyses the competition within fisheries and with other activities (recreational fishing, extraction of aggregates, tourism, etc.). After these observations, the authors make ten proposals to improve the conditions under which coastal or inshore fisheries are practiced.
La loi d'orientation sur la pêche maritime et les cultures marines votée en 1997 précise que dans la perspective de la renégociation de la politique commune des pêches en 2002, un rapport sur les conditions particulières de l'exercice de la pêche dans la bande côtière sera établi par le Gouvernement. Pour y satisfaire, le Ministre de l'Agriculture et de la Pêche en a confié l'élaboration à trois experts, les auteurs du présent rapport. Conformément à la lettre de mission, la situation de la pêche dans les eaux territoriales et estuaires du territoire métropolitain et des quatre départements d'Outre-Mer a été examinée dans le cadre de rencontres avec les professionnels, les administrations, les élus, les organismes scientifiques. Une première partie permet de situer les activités halieutiques en zone côtière dans le contexte global de la pêche française. La seconde partie est un bilan détaillé par façade (Manche, Atlantique, Méditerranée, Antilles, Guyane, Réunion) du cadre réglementaire, des flottilles, des ressources, des usages de la ressource et des zones sensibles d'intérêt halieutiques. Le rapport analyse ensuite les compétitions au sein de la pêche et avec d'autres activités (pêche récréative, extractions de granulats, tourisme,...). Cette particularité trouve sa traduction dans les différentes réformes constitutionnelles depuis leur inscription dans les constitutions de 1946 et 1958. Avec la révision constitutionnelle de 28 mars 2003 sur l'organisation décentralisée de la République, une nouvelle donne institutionnelle s'ouvre pour ces collectivités d'Outre-Mer. Les consultations référendaires sur le statut de la Martinique organisées le 7 décembre 2003, puis les 10 et 24 janvier 2010 s'inscrivaient dans cette logique là.C’est dans ce contexte de mise en place d’une collectivité unique dotée d’une assemblée unique qu’il convient d'aborder les problématiques d’aménagement du territoire. Une telle approche passe par l’analyse des principaux textes relatifs à l’aménagement du territoire ainsi que des évolutions législatives dans ce domaine. Il est important de souligner la volonté sans cesse exprimée par les élus locaux pour l’exercice de plus de responsabilité notamment au regard des politiques d’aménagement du territoire. Pourtant, à ce niveau, le rôle de l’État demeure toujours aussi prépondérant et ce, en dépit des lois de décentralisation. D’où la nécessité d'approfondir l'étude des rapports entre collectivités territoriales et l’État. L’approche comparative des statuts juridiques de Martinique, Guadeloupe, Guyane, Saint-Martin, Polynésie française, s’impose dès lors comme une étape incontournable dans une telle analyse. Integral part of the French Republic, communities overseas range from corporate identity with the city and looking for some form of self-identity . This feature is its translation into the various constitutional reforms since their inscription in the constitutions of 1946 and 1958. With the constitutional revision of 28 March 2003 on the decentralized organization of the Republic, a new institutional opens for these overseas communities. The referendums on the status of Martinique held December 7, 2003 , then on 10 and 24 January 2010 were part of this logic is in this context of establishing a unique community with a meeting only appropriate to address land issues. Such an approach requires an analysis of key texts relating to planning and legislative developments in this area. It is important to note the willingness constantly expressed by local elected officials to exercise more responsibility especially with regard to land use policies. However, at this level, the role of the state remains as dominant and , despite the decentralization laws. Hence the need for further study of the relationship between local authorities and the state. Elle avait pour but de répondre à la crise du logement et de réhabiliter des quartiers de cases insalubres qui s'étaient étendus de façon non maîtrisée sur des marécages situés autour de la ville. Cette rénovation urbaine ne fut pas simplement une opération d'aménagement car elle servit de front pionnier et de laboratoire aux acteurs de la composition urbaine en outre-mer par la mise en place d'organismes publics à qui l'État confia une compétence fonctionnelle pour aménager le territoire. A cette occasion furent introduits en Guadeloupe, une nouvelle architecture et un nouvel urbanisme retlet de la modernité. ![]() | La consommation des ménages dans la France d’outre-mer : quelles disparités avec la métropole ? Auteur(s) : Martin, Henri Éditeur(s) : Université des Antilles Études caribéennes Résumé : La dernière édition de l’enquête Budget de Famille (2010-2011) de l’Insee comporte un suréchantillonnage de logements dans les départements d’outre-mer (Guadeloupe, Martinique, Guyane, Réunion et Mayotte devenue département français en 2011). Ces données permettent de dresser un panorama de la consommation des ménages résidant sur ces territoires. Des disparités peuvent alors être mises en évidence avec la France métropolitaine. En neutralisant des effets de structure des deux populations, il ressort que les ménages ultra-marins (à l’exception des Antilles) ont des dépenses de consommation plus faibles que les ménages métropolitains notamment pour les postes de l’alimentation, des loisirs et de la santé. Ils sont également un peu moins bien équipés en biens durables (véhicule, lave-linge, lave-vaisselle…). En revanche, quand on les interroge sur leur niveau de vie, les ménages ultra-marins ont — toutes choses égales par ailleurs — une perception plus positive de celui-ci que les métropolitains. Le département de Mayotte se singularise à la fois par les caractéristiques sociodémographiques de sa population, mais aussi par le faible niveau de consommation et d’équipement de ses ménages, corollaires d’un niveau de vie bien plus faible que dans les autres départements ultra-marins. The last INSEE Family Budget Survey (2010–2011) oversamples housings in overseas departments (Guadeloupe, Martinique, Guyana, Réunion and Mayotte). Those data allow us to draw up an overview of household consumption on those territories. Disparities can be highlighted with metropolitan France. Neutralizing structural heterogeneity of populations, it emerges that ultramarine households (with the exception of Caribbean France) have lower spending than metropolitan households, notably for food, leisure and health. They are also less equipped with durable goods (vehicle, washing machine, dishwasher…). When they are questioned about their standard of living, ultramarine households have – ceteris paribus – a more positive perception than metropolitan households. Mayotte stands out both by socio-demographic characteristics of its population but also by the low level of consumption and equipment of its households. This is the result of very low standard of living of the local population. First introduced from the Philippines, via Hawaii, they were quickly adopted by both industrial and artisanal fisheries sectors : in 1984 more than 600 anchored FADs had been deployed in the region. Since these early days, the development of the technique by the industrial and the artisanal sectors have followed parallel paths with little interaction. In the industrial private sector, companies are funding, deploying and monitoring their own FADs. For some fishing companies, using purse seiners and pole-and-line vessels, from the Solomon Islands or Papua-New-Guinea, these FADs have become a necessity. FAD programmes for small-scale fisheries have been almost exclusively run by the public sector, with technical support from regional and international development agencies and financial assistance from overseas funding agencies. These programmes have had mixed successes : becoming an on-going and essential tool in some places like French Polynesia or Guam; or being momentarily suspended, like in Vanuatu or Tonga, because of the lack of funds, partly due to the scarcity of proven economic return to the fishing communities. This document is an attempt to synthesise the current information on these very diverse situations, including technical, economical and social considerations. Ils ont expérimenté diverses initiatives visant à valoriser la conservation des patrimoines naturel et culturel de leur territoire, notamment une politique de marquage de produits et de services territorialement ancrés. Dans cet article, nous nous interrogeons sur la pertinence de ces instruments de développement local pour les territoires insulaires à partir de l’exemple de la politique de marquage mise en œuvre par le PNR de la Martinique. Nous intéressant plus particulièrement aux impacts des démarches de marquage en termes de dynamique d’action collective, nous centrons notre analyse sur la dimension « sociale » de la durabilité. French Regional Nature Parks (RNP), created in 1967, can be considered as precursory sustainable development laboratories. Different initiatives dedicated to promote local development and draw benefits from the improved status of sustainably managed areas have been implemented in the RNP and among them a labelling policy through the development of RNP collective trademarks. In this article, we wonder about the consistency of this RNP labelling policy for the French overseas department of Martinique. According to our analytical references (local governance and collective action), we focus on the social dimension of sustainable development. Et, surtout qu’entendons-nous exactement par « site patrimonial » ? This article questions the registration process in the inventory of natural sites and monuments protected under the environment. Auteur(s) : Gotin, Jacques Auteurs secondaires : Antilles-Guyane Groux, Dominique Raherison-Semjen, Chantal Résumé : Cette étude a pour missions essentielles de comprendre et d’expliquer comment le passage d’une langue à une autre voire le mélange des deux codes langagiers qui se côtoient au sein de la population de la Guadeloupe, département français d’outre-mer, le français et le créole, peuvent, dans le cadre des échanges médicaux éducatifs, influencer la compréhension des mécanismes de la maladie par le patient, son acceptation et sa gestion.La justification de cette étude tient du constat que la prévalence de cette maladie chronique en Guadeloupe, l’asthme bronchique, est relativement importante, que la prise en charge reste perfectible malgré les recommandations de bonnes pratiques édictées par les sociétés savantes, et que certains patients ont du mal à comprendre les termes utilisés en français par leur médecin lors de l’annonce du diagnostic, ainsi que par les éducateurs chargés de leur apporter les outils de bonne gestion de cette maladie, ce qui n’est pas sans incidents en termes de morbidité et de mortalité.L’auteur décompose sa recherche autour de cinq grands thèmes :- La description du territoire d’étude, sur le plan géographico-climatique, historico-économique, sanitaire et social, la naissance d’une ère culturelle nouvelle générant une langue partagée par plus de 95% de la population et transmise au sein des familles et dans la communauté.- La présentation de l’éducation thérapeutique, démarche considérée par la communauté scientifique comme essentielle pour améliorer la prise en charge du patient et l’autogestion de la maladie, les plans gouvernementaux successifs traitant de cette matière.- L’état des connaissances sur l’asthme bronchique en France, dans le monde et en Guadeloupe plus particulièrement.- L’impact de la langue créole dans le processus de compréhension de la maladie à travers la relation soignant-soigné, et ses conséquences chez les natifs bilingues en termes d’acquisitions des outils d’autogestion en comparaison à l’utilisation du français.- La formulation de propositions de contextualisation didactique, tant en termes de formation des professionnels de santé par la préconisation de l’utilisation de la langue créole, par l’adaptation des outils psychopédagogiques au contexte local, que d’encouragement du patient à utiliser sa langue maternelle dans l’expression de ses ressentis.La recherche montre que la langue créole, utilisée autant au cours de la consultation par le médecin traitant et par le malade que pendant les séances d’éducation thérapeutique par les éducateurs et le public, influence les indicateurs de gestion de cette maladie.En conclusion, l’auteur défend l’hypothèse selon laquelle l’utilisation de la langue créole dans les échanges médicaux éducatifs chez les adolescents asthmatiques bilingues français-créole favoriserait la compréhension des mécanismes de la maladie asthmatique, la prise de conscience de sa gravité et la nécessité de se soigner pour éviter les complications, corollaire d’une bonne qualité de vie. In Guadeloupe, a French Overseas Territory, the population uses French and Creole linguistic codes. The main goals of this thesis are to understand and to explain how a better use of French and Creole, within the framework of educational medical exchanges, can improve the understanding of the mechanisms of the disease by the patient, its acceptance and its management.The bronchial asthma is a chronic disease, which affects an important part of the Guadeloupian population. In spite of the recommendations promulgated by the medical scholars, the care of the patients can be improved in Guadeloupe. Certain patients have difficulty understanding the terms used in French by their doctor during the announcement of the diagnosis, as well as by the educators in charge of bringing them the tools of good management of this disease what is not without incidents in terms of morbidity and mortality.The author elaborates his research around five main themes:- The thorough description of the space studied in this thesis; the geography of the land, the history of the population, the impact of the economic; the presentation of the social and health care infrastructures; and furthermore the birth of a new cultural era generating a language shared by more than 95 % of the population and passed on within families and communities.- The presentation of the therapeutic education, the approach considered by the scientific community as essential to improve the management of the patient and the self-management of the disease, the successive governmental plans dealing with this subject.- The state of the knowledge on the bronchial asthma in France, in the world and in Guadeloupe more particularly.- The impact of the Creole language in the process of understanding of the disease within the healthcare relationships and its consequences at the bilingual natives in terms of acquisitions of the tools of self-management in comparison to the use of French.- The formulation of proposals of didactic contextualization regarding the training of the healthcare professionals; the recommendation to the healthcare workers to use the Creole language; the adaptation of the psycho-pedagogical tools to the local context; the encouragement to the patients to use their native language in the expression of their feelings.- Researches show that the Creole language used during the consultation by the regular doctor, but also during the educational sessions therapeutics by the educators influence the indicators of management of this disease. In conclusion, the author defends the hypothesis according to which, the use of the Creole language in the educational medical exchanges at the bilingual asthmatic teenagers French-Creole would favor the understanding of the mechanisms of the asthmatic disease, the awareness of its gravity and the necessity of looking after oneself to avoid the complications, corollary of a good quality of life. http://www.theses.fr/2015AGUY0827/document | Partager |
