In the Caribbean Basin, however, mechanisms for regional cooperation and/or integration have emerged which have sought to transcend the issues of legal status and to address common questions of socio-economic development, democratic institutions and functions. Three regional grouping fall into this category: the Caribbean Community (1937), the Organization of Eastern Caribbean States (1981) and the Association of Caribbean States (1994). This paper will do a comparative survey and analysis of the three organizations. The second part of the paper will examine the specific areas of greatest participation by the non-independent members in the activities of specific regional organizations. Between "desire costal" and "fantasy Island", its coveted spaces for both their tangible and intangible dimensions, open to tourism. Attracted by the economic opportunities they so desperately need, more or less aware of their comparative advantage and their limitations, they deliver resources preserved, the most vulnerable, which are the subject of complex relationships and issues. This local breed is used for meat production. To ensure a balanced selection outcome, the breeding objective included two production traits, live weight (BW11) and dressing percentage (DP) at 11 months (the mating or selling age), one reproduction trait, fertility (FER), and two traits to assess animal response to parasite infection: packed cell volume (PCV), a resilience trait, and faecal worm eggs count (FEC), a resistance trait. A deterministic bio-economic model was developed to calculate the economic values based on the description of the profit of a Guadeloupean goat farm. The farm income came from the sale of animals for meat or as reproducers. The main costs were feeding and treatments against gastro-intestinal parasites. The economic values were 7.69€ per kg for BW11, 1.38€ per % for FER, 3.53€ per % for DP and 3 × 10(-4)€ per % for PCV. The economic value for FEC was derived by comparing the expected profit and average FEC in a normal situation and in an extreme situation where parasites had developed resistance to anthelmintics. This method yielded a maximum weighting for FEC, which was -18.85€ per log(eggs per gram). Alternative scenarios were tested to assess the robustness of the economic values to variations in the economic and environmental context. The economic values of PCV and DP were the most stable. Issues involved in paving the way for selective breeding on resistance or resilience to parasites are discussed. Fish, fishers, seals and tourists: Economic consequences of creating a marine reserve in a multi-species, multi-activity context Auteur(s) : Boncoeur, Jean Alban, Frederique Guyader, Olivier Thebaud, Olivier Éditeur(s) : Wiley Résumé : This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Analysis is conducted with the help of a bioeconomic model combining the features of marine reserve modeling and of multispecies modeling. Following a description of the model, results of several simulation runs are presented. These show that creating a marine reserve has more complex economic implications than predicted in studies focused exclusively on one stock and/or commercial fisheries. More specifically, the model shows that the dynamics of the two interacting stocks reduces the benefits of the no-take zone for the fishing industry, while it makes the creation of this zone provide an opportunity for the development of ecotourism. Due to this dynamics, the model suggests that the optimal size of the reserve is larger when ecotourism is taken into account along with fishing activities. The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. The main political concern in the southern areas of Madagascar is poverty alleviation. To alleviate poverty in the area, the government has chosen to enforce adjustment policies of the World Bank Group. According to the World Bank Group's argument, while artisanal mining is supposed to create significant economic, social and environmental problems, large-scale mining investment results in economic and social prosperity. This paper focuses principally on a re-analysis of the debates regarding the relationship between artisanal and large-scale mining and poverty alleviation in developing countries. Further, the paper offers an alternative viewpoint on these issues based on the example of Madagascar. In the last decade, Madagascar has experienced a significant increase in mining activity. Towards the end of the 90s, informal and artisanal mining emerged as one of the most important economic activities of the area with the development of the Ilakaka frontier. At the same time, foreign investments began to benefit from adjustment policies implemented by the government, and large-scale mining operations also commenced. As the local socio-economic system was deeply affected by these developments, it is wise to monitor the effects of each type of mining operation on poverty alleviation. On the one hand, it appears that governance insufficiency has hampered possibilities for broader economic prosperity through large-scale mining investments. On the other hand, while artisanal mining is frequently condemned by scholars, the negative comments seem to be overly pessimistic, as this activity can be demonstrated to provide considerable economic opportunities for both the native and migrant populations. International tourism in the Caribbean Area: Current Status ; Le tourisme international dans la Caraïbe : état des lieux et perspectives Auteur(s) : Dehoorne, Olivier Murat, christelle Petit-Charles, Nathalie Auteurs secondaires : Lieux, Identités, eSpaces, Activités (LISA) ; Université Pascal Paoli (UPP) - Centre National de la Recherche Scientifique (CNRS) Centre de Recherche en Economie, Gestion, Modélisation et Informatique Appliquée (CEREGMIA) ; Université des Antilles et de la Guyane (UAG) Éditeur(s) : HAL CCSD Université des Antilles Résumé : International audience In the past the Caribbean was restricted to offering elitist tourist activities, but over the last three decades it has to a large extent opened its doors to international tourism. The advent of mass tourism has been accompanied by a redistribution of the tourism functions and flows within the region. The significant growth in tourism, although essential to the economies of the Caribbean islands, has given rise to a number of issues, the first being the necessity to examine the multiplier effect from tourism revenue within these externally-dependent economies. Next there is both the question of access to resources and the closing of tourist sites in a context where local communities are focusing on coastlines to develop their own numerous tourism and recreational activities. These developments will inevitably require us to consider environmental issues and the sustainability of today’s predominant tourism activities. Fishing strategies, economic performance and management of moored fishing aggregating devices in Guadeloupe Auteur(s) : Guyader, Olivier Bellanger, Manuel Reynal, Lionel Demaneche, Sebastien Berthou, Patrick Éditeur(s) : Edp Sciences S A Résumé : Moored FADs (MFADs) have been a key area for development in Guadeloupe (Lesser Antilles) since the late 1980's. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. For groundwater issues (potential leakages in waste repository, aquifer management ...), the development of modeling techniques is far ahead of the actual knowledge of aquifers. This raises two fundamental issues: 1) which and how much data are necessary to make predictions accurate enough for aquifer management issues; 2) which models remain relevant to describe the heterogeneity and complexity of geological systems. The French observatory H+ was created in 2002 with the twofold motivation of acquiring a large database for validating models of heterogeneous aquifers, and of surveying groundwater quality evolution in the context of environmental changes. H+ is a network of 4 sites (Ploemeur, Brittany, France; HES Poitiers, France; Cadarache, France; Campos, Mallorca, Spain) with different geological, climatic, and economic contexts. All of them are characterized by a highly heterogeneous structure (fractured crystalline basement for Ploemeur, karstified and fractured limestone for Poitiers, Cadarache and Mallorca), which is far to be taken into account by basic models. Ploemeur is exploited as a tap-water plant for a medium-size coastal city (15,000 inhabitants) for 20 years. Each site is developed for long term investigation and monitoring. They involves a dense network of boreholes, detailed geological and geophysical surveys, periodic campaigns and/or permanent measurements of groundwater flow, water chemistry, geophysical signals (including ground motions), climatic parameter, etc. Several large-scale flow experiments are scheduled per year to investigate the aquifer structure with combined geophysical, hydrogeological, and geochemical instruments. All this information is recorded in a database that has been developed to improve the sustainability and quality of data, and to be used as a collaborative tool for both site researchers and modelers. This project lasts now for 5 years. It is a short time to collect the amount of information necessary to apprehend the complexity of aquifers; but it is already enough to obtain a few important scientific results about the very nature of the flow heterogeneity, the origin and residence time of water elements, the kinetic of geochemical processes, etc. We have also developed new methods to investigate aquifers (in-situ flow measurements, flow experiment designs, groundwater dating, versatile in-situ probes, etc.). This experience aiming at building up long term knowledge appears extremely useful to address critical issues related to groundwater aquifers: the structure and occurrence of productive aquifer in crystalline basement, the assessment of aquifer protection area in the context of highly heterogeneous flow, the biochemical reactivity processes, the long term evolution of both water quantity and quality in the context of significant environmental changes, for instance. Designing indicators for assessing the effects of marine protected areas on coral reef ecosystems: A multidisciplinary standpoint Auteur(s) : Pelletier, Dominique Garcia Charton, Jose Ferraris, Jocelyne David, Gilbert Thebaud, Olivier Letourneur, Yves Claudet, Joachim Amand, Marion Éditeur(s) : EDP Sciences Résumé : The present paper aims at identifying and assessing indicators of the effects of Marine Protected Areas (MPAs) in coral reef regions, based on a bibliography review in ecology, economics and social sciences. First the various effects Studied within each of these domains and the variables used to measure them were censused. Potential ecological indicators were assessed through their link with the question used (here termed "relevance") and their "effectiveness" which encompasses the issues of precision, accuracy and statistical power. Relevance and effectiveness were respectively measured by the frequency of use of each indicator and the proportion of significant results in the reviewed articles. For social and economic effects, the approach was not possible due to the low number of references: we thus discussed the issue of finding appropriate indicators for those fields. Results indicate: 1- the unbalance in literature between disciplines: 2- the need for protocols and methodologies which include controls in order to assess MPA effects: 3- an important proportion of ecological indicators with low effectiveness: 4- the large number of ecological effects still not studied or not demonstrated at present.
