Is presents at the same time a high originality in biodiversity, a good state of conservation and a strong correlation to Amazonian carbon stocks. Knowledge on evolution of the forest structure of French Guiana is however still insufficient to bring an optimal management at territory scale. Availability as never seen before of remote sensing data at high spatial resolution such as LiDAR, on large coverage, offers the opportunity to assess the forest resource in French Guiana. The work done during this thesis aim mostly to study the structure and the variations of the canopy height, the factors determining its variability and the consequences of forest logging activities. The data used during this thesis come from an airborne LiDAR and field data from Office National des Forêts (ONF). This thesis manuscript is divided in three parts. The first part introduces the problem and sets the objectives of the thesis. The second part takes the so-called "article" form, that is, the different chapters that compose it are scientific articles published or in the course of publication, it is composed of three studies (I) A study on the gaps detection and environmental determinants on the gap sizes distribution in natural forest: How to characterize the gap size distribution and are there environmental determinants that influence the statistical distribution of gap size? This article has been submitted in Biogeoscience. (ii) A study of the control of the environment on the canopy height structure and variations at different spatial resolutions. Which spatial scales are relevant for analyzing the environmental determinants of canopy height changes in tropical forests from remote sensing data? How can the environment help or not map the height of the canopy in the rainforest? This article was accepted for publication in Remote Sensing. (iii) a third study where we quantified the effects of Reduced Impact Logging (RIL) on the structure and variation of canopy height. What are the effects of logging on canopy height variations and gap size distribution? This article will be submitted for publication in a Forest Ecology and Management journal. In the last part, after a synthesis of the main results, we propose a conclusion. La Guyane française est une région située sur le Plateau des Guyanes en Amérique du sud. Elle présente à la fois une grande originalité en termes de biodiversité, un bon état de conservation et une forte contribution au stock de carbone Amazonien. Les connaissances sur l’évolution de la structure forestière de la Guyane française restent cependant insuffisantes pour offrir une gestion optimale à l’échelle du territoire. La disponibilité sans précédent de données de télédétection à très haute résolution spatiale telles que le LiDAR , sur de larges couvertures nous offre l'opportunité d’évaluer la ressource forestière de la Guyane Française. The first article notably put the bases of knowledge on the history, the origins and the specificities of the geodiversity of the maritime spaces of the New Caledonian EEZ. The present article focuses on four of the major stakes which are put: 1/ the scientific ones relative to an exceptional submarine geologic context, 2 /the economic ones connected to such a favorable geologic context and to mineral resources exploitation perspectives which are no more domain of the utopia, 3/ the major environmental ones with the existence of a semi deep and deep major biodiversity and 4/ the stakes on the natural risks of a zone in the active local or regional seismicity. The conclusions of this article underline all the major challenges, in the interface of four main quoted questions, which New Caledonia must know how to raise. One hypothesis linking enemies to plant diversification posits that the evolution of novel defenses allows plants to escape their enemies and expand their ranges. When range expansion involves entering a new habitat type, this could accelerate defense evolution if habitats contain different assemblages of herbivores and/or divergent resource availabilities that affect plant defense allocation. We evaluated this hypothesis by investigating two sister habitat specialist ecotypes of Protium subserratum (Burseraceae), a common Amazonian tree that occurs in white-sand and terra firme forests. We collected insect herbivores feeding on the plants, assessed whether growth differences between habitats were genetically based using a reciprocal transplant experiment, and sampled multiple populations of both lineages for defense chemistry. Protium subserratum plants were attacked mainly by chrysomelid beetles and cicadellid hemipterans. Assemblages of insect herbivores were dissimilar between populations of ecotypes from different habitats, as well as from the same habitat 100 km distant. Populations from terra firme habitats grew significantly faster than white-sand populations; they were taller, produced more leaf area, and had more chlorophyll. White-sand populations expressed more dry mass of secondary compounds and accumulated more flavone glycosides and oxidized terpenes, whereas terra firme populations produced a coumaroylquinic acid that was absent from white-sand populations. We interpret these results as strong evidence that herbivores and resource availability select for divergent types and amounts of defense investment in white-sand and terra firme lineages of Protium subserratum, which may contribute to habitat-mediated speciation in these trees. Éditeur(s) : Natl Acad Sciences Résumé : The marine realm represents 70% of the surface of the biosphere and contains a rich variety of organisms, including more than 34 of the 36 living phyla, some of which are only found in the oceans. The number of marine species used by humans is growing at unprecedented rates, including the rapid domestication of marine species for aquaculture and the discovery of natural products and genes of medical and biotechnological interest in marine biota. The rapid growth in the human appropriation of marine genetic resources (MGRs), with over 18,000 natural products and 4,900 patents associated with genes of marine organisms, with the latter growing at 12% per year, demonstrates that the use of MGRs is no longer a vision but a growing source of biotechnological and business opportunities. The diversification of the use of marine living resources by humans calls for an urgent revision of the goals and policies of marine protected areas, to include the protection of MGRs and address emerging issues like biopiracy or benefit sharing. Specific challenges are the protection of these valuable resources in international waters, where no universally accepted legal framework exists to protect and regulate the exploitation of MGRs, and the unresolved issues on patenting components of marine life. Implementing steps toward the protection of MGRs is essential to ensure their sustainable use and to support the flow of future findings of medical and biotechnological interest. Quantitative assessments of vulnerability are rare because available frameworks are complex and lack guidance for dealing with data limitations and integrating across scales and disciplines. This paper describes a semi-quantitative method for assessing vulnerability to climate change that integrates socio-ecological factors to address management objectives and support decision-making. The method applies a framework first adopted by the Intergovernmental Panel on Climate Change and uses a structured 10-step process. The scores for each framework element are normalized and multiplied to produce a vulnerability score and then the assessed components are ranked from high to low vulnerability. Sensitivity analyses determine which indicators most influence the analysis and the resultant decision-making process so data quality for these indicators can be reviewed to increase robustness. Prioritisation of components for conservation considers other economic, social and cultural values with vulnerability rankings to target actions that reduce vulnerability to climate change by decreasing exposure or sensitivity and/or increasing adaptive capacity. This framework provides practical decision-support and has been applied to marine ecosystems and fisheries, with two case applications provided as examples: (1) food security in Pacific Island nations under climate-driven fish declines, and (2) fisheries in the Gulf of Carpentaria, northern Australia. The step-wise process outlined here is broadly applicable and can be undertaken with minimal resources using existing data, thereby having great potential to inform adaptive natural resource management in diverse locations. Traditional fisheries management has failed to avoid overexploitation of most coastal marine resources. Management measures based on an Integrated Coastal Zone Management (ICZM) are thus required. Spatial management covers various ranges of properties that may enhance usual regulatory means. If spatial considerations are explicitly integrated in fisheries management, the latter may contribute to zoning design in order to balance the economic, social and biological values of natural marine resources. While traditional fisheries management approaches protect resource based on population numbers, Marine Protected Areas (MPAs) protect ecosystem in space. Besides their ecological effects on fish assemblages within its boundaries, MPAs can enhance adjacent artisanal fisheries. MPAs can thus ensure the sustainability of fisheries and at the same time maintain non-fisheries benefits of marine ecosystems to society. Meanwhile, the importance of early life stages in dispersal and connectivity has recently experienced an increasing interest in conservation programmes for coral reef fishes. This study aims at assessing the effectiveness of DNA barcoding for the automated identification of coral reef fish larvae through large-scale ecosystemic sampling. Fish larvae were mainly collected using bongo nets and light traps around Moorea between September 2008 and August 2010 in 10 sites distributed in open waters. Fish larvae ranged from 2 to 100 mm of total length, with the most abundant individuals being <5 mm. Among the 505 individuals DNA barcoded, 373 larvae (i.e. 75%) were identified to the species level. A total of 106 species were detected, among which 11 corresponded to pelagic and bathypelagic species, while 95 corresponded to species observed at the adult stage on neighbouring reefs. This study highlights the benefits and pitfalls of using standardized molecular systems for species identification and illustrates the new possibilities enabled by DNA barcoding for future work on coral reef fish larval ecology. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. The seaside tourism plays a fundamental role in the economic development of the Mediterranean countries. If in many countries such as Spain, Morocco, Tunisia and France, etc., the tourism development is diffused over a wide area of the coast, it remains very limited phenomenon in Algeria and out of step with real request of the population. This article explores the reasons why the social, political and economic stakeholders choose to promote natural resources by means of and for ecotourism. It hypothesizes that the attractiveness of nature-based ecotourism is not revenue neutral - that is, those involved in promoting this approach do so out of self interest. Through its close relationship with biodiversity, the dimensions of which are not appreciated by all, ecotourism is a vehicle for development and consolidation of power, particularly that of "éco-power", that is say those stakeholders who have information on the state of natural resources and the solutions available to them. Towards a sustainable tourism in Menorca. Dans le même temps, les îles sont des territoires fragiles avec des ressources limitées, raison pour laquelle un développement durable de l’activité touristique est une nécessité. L'étude de la consommation des ressources naturelles par le tourisme est une étape essentielle pour détecter les menaces que cette activité cause à l'environnement et donc la mise en œuvre de mesures plus durables. Dans cet article, nous analysons la consommation des ressources naturelles dans cinq régions touristiques de Minorque. Les données ont été recueillies auprès des fournisseurs, des établissements touristiques et au travail d’enquête terrain, ainsi cela nous a permis d'estimer la consommation d'eau et d'électricité, la production et la collecte des déchets pour les études de cas. Les consommations élevées d’eau et de déchets observés indiquent la nécessité d'entreprendre des actions. D'autre part, les résultats montrent que les coûts environnementaux les plus élevés proviennent des établissements touristiques fondés sur la faible densité de ménage. Islands have become world’s leading markets for sun and sand tourism taking advantage of their natural and cultural richness. At the same time, islands are fragile territories with limited resources, reason why a sustainable development of tourism is a necessity. The study of natural resources consumption by tourism is an essential step to detect the threats that this activity is causing to the environment and thus implement measures to go towards a more sustainable direction. In this article we analyze the natural resources consumption in five tourist areas of Menorca. Data were gathered from supplier companies, tourist establishments and through fieldwork, and allowed us to estimate water and electricity consumption, generation and collection of waste for the case studies. The high observed ratios of water consumption as well as waste generation and collection ratios indicate the need to undertake actions. The results showed the higher environmental costs of tourism settlements based on low density of household. While injection approaches are increasingly used in an attempt to control COTS densities, most of them display severe drawbacks including logistical challenges, high residual environmental impacts or low cost-effectiveness. We tested a new alternative control method based upon acidic injections of cheap, 100% natural products. We investigated the lethal doses, intra-and inter-specific disease transmission and immune responses of COTS when injected with fresh lime juice (extracted from local Citrus arantifolia) and white spirit vinegar. High COTS mortality was achieved with small volumes: 10–20 ml per seastar induced death in 89%/ 97% of injected specimens after an average 34.3 h/29.8 h for lime juice and vinegar respectively. Highest efficiency was reached for both solutions with double shots of (2 × 10 ml) in two different areas on the body: 100% mortality occurred within 12–24 h, which is similar or faster compared with other current injection methods. Multiple immune measures suggested that death was very likely caused by pH stress from the acidic solutions rather than a bacterial infection. Contagion to either conspecifics or a variety of other reef species was not observed, even at COTS densities 15 times higher than the highest naturally reported. 10 to 20 l lime juice/vinegar could kill up to a thousand COTS at a cost of less than 0.05 USD per specimen; no permits or special handling procedures are required. We conclude that injections of lime juice and vinegar offer great advantages when compared to current best practises and constitute a cheap and natural option for all reefs affected by COTS. Fluctuations à long terme du thon rouge: validité, origines et conséquences Auteur(s) : Ravier, Christelle Éditeur(s) : Ecole nationale supérieure agronomique de Rennes Résumé : Describe and gain understanding on fluctuations in animal population over time and space is a central goal of population ecology. This is also crucial to ensure the sustainable management of exploited resources, particularly those with complex population dynamics such as the bluefin tuna. The goal of this work is to collect bluefin tuna catches from the ancestral Mediterranean and Atlantic trap fisheries to (i) characterise long-term fluctuations in bluefin tuna population migrating in the Mediterranean, (ii) analyse their causes et (iii) assess their implications for fisheries management. The bluefin tuna main biological and ecological characteristics are first detailed. Then, the first part presents the trap fishery, and the process of collect and validation of the historical catches. This leads to develop a data base of 54 time-series more than 20 years long, the longest ones spanning about four centuries. Mean historical catches were around 15 000 tons/year ([7 000;25 000]). Time-series are analysed in a second part. Temporal variability of trap catches may be decomposed in three components: 100-year-long periodic fluctuations, 20-year cycles and inter-annual variations. These medium- to long-term fluctuations, representing more than 50% of the variability in the time-series, were synchronous all around the western Mediterranean and adjacent North Atlantic. In contrast, short-term variability was synchronous at a local scale only. It is argued that long-term fluctuations in trap catches could be considered as a proxy for those in abundance, and a synthetic time-series is computed to depict them. Biological and ecological processes that could cause such long-term fluctuations are discussed in a third part. We tested whether long-term fluctuations in Atlantic bluefin tuna might be related to large-scale environmental changes, using long time-series of the North Atlantic Oscillation (NAO), the Length of the Day index (LOD, a proxy of the atmospheric circulation index ACI) and the temperature. Spectral analyses of trap catches, LOD and temperature displayed similar spectra with peak at low frequency, whereas those of the NAO exhibited a broad band spectrum. Regression analyses and tests of correlation did not reveal any clear relationship between trap catches on the one hand and NAO and LOD on the other hand. In contrast, long-term fluctuations in trap catches appear to be negatively and significantly related to long-term trends in temperature. Underlying processes that could explain such a relationship are discussed, with special focus on changes in migration patterns. Finally, implications of such fluctuations in term of fisheries management are discussed in a fourth part. A simulation framework, in which a simulated population dynamics model is coupled with a VPA, is built to test the pertinence of the diagnostic of stock assessment according to different scenarios on fluctuations origins and population status. In the hypothesis of fluctuations linked to variations in the recruitment, VPA appears able to reconstruct the fluctuations but the predictions may be biased if natural fluctuations are not taking into account. In the hypothesis of fluctuations linked to changes in migration pattern, VPA is not able to reconstruct the population dynamics. In a precautionary approach, quotas which follow may be unsuitable in the best case, at worst dangerous if they are defined in comparison with a reference point. The concept of cible reference points, fixe and unique over time, appears not relevant for bluefin tuna; estimate trajectory reference pertinent may prove to be more pertinent. Décrire et comprendre les fluctuations spatio-temporelles des espèces animales constituent les enjeux majeurs de l'écologie. La question est également cruciale pour réussir la gestion durable des ressources exploitées, en particulier celle du thon rouge, grand pélagique migrateur à la dynamique complexe. L'objectif de ce travail est de collecter les captures historiques de thon rouge par les madragues méditerranéennes et proche atlantiques pour (i) caractériser les fluctuations à long terme de la population migrante en Méditerranée, (ii) étudier leur déterminisme et (iii) évaluer leurs implications en terme de gestion des pêcheries. Après avoir décrit les principales caractéristiques biologiques et écologiques du thon rouge, la première partie présente la pêcherie à la madrague, puis le processus de collecte et de validation des données historiques de captures. Ce dernier conduit à la mise en place d'une base de données de 54 séries de plus de 20 ans, dont les plus longues s'étendent sur près de 4 siècles. Les productions historiques sont estimées à environ 15 000 tonnes/an ([7 000;25 000]). Les séries historiques de captures sont analysées dans la seconde partie. Leur variabilité temporelle peut être décomposée en trois composantes : de larges cycles pseudo-séculaires, des variations périodiques d'une vingtaine d'années et des fluctuations inter-annuelles. Les fluctuations à moyen et long terme, expliquant plus de la moitié de la variance des séries, sont synchrones à l'échelle du bassin méditerranéen occidental et du proche Atlantique. La variabilité inter-annuelle, en revanche, n'est synchrone qu'à une échelle locale. On montre finalement que les fluctuations à long terme des captures peuvent être considérées comme de bons indices des tendances des abondances de la population de thons rouges migrants en Méditerranée. Une série synthétique est construite pour les décrire. Les processus biologiques et écologiques susceptibles d'être à l'origine de ces fluctuations sont discutés dans la troisième partie. L'hypothèse d'un forçage environnemental à grande échelle est testée en utilisant des indices à long terme de l'Oscillation Nord Atlantique (NAO), de la longueur du jour (LOD, un indicateur de l'indice de circulation atmosphérique ACI) et de la température. Les analyses spectrales sur les séries de captures, du LOD et des températures révèlent des spectres similaires, avec un pic sur les basses fréquences, alors que celles sur le NAO conduisent à une large bande spectrale. Les régressions et les tests de corrélations ne montrent aucune relation significative entre les captures par les madragues et le NAO et le LOD. En revanche, les fluctuations à long terme des captures apparaissent significativement et négativement corrélées avec les fluctuations à long terme des températures. Les processus sous-jacents susceptibles d'expliquer une telle relation, en particulier des changements migratoires, sont discutés. Finalement, les implications des fluctuations pour la gestion de la pêcherie sont discutées dans une quatrième partie. Un cadre de simulation, couplant un modèle de dynamique de population à une VPA, est élaboré pour tester la pertinence des diagnostics d'évaluation de stock selon différents scénarios d'origine des fluctuations et d'état de la population. Dans l'hypothèse de fluctuations liées à des variations du recrutement, la VPA apparaît capable de reconstruire les fluctuations mais les prédictions sont biaisées lorsqu'il n'est pas tenu compte des fluctuations naturelles du stock. Dans l'hypothèse de fluctuations liées à des changements migratoires, la VPA est alors incapable de reproduire la dynamique de la population. At the same time increasing pressure from exploitation and other human activities has been shown to impact exploited and non-exploited species and potentially modify ecosystem structure. There has been a tendency among marine scientists to pose the question as a dichotomy, i.e., whether (1) "natural" climate variability or (2) fishery exploitation bears the primary responsibility for population declines in fish populations and the associated ecosystem changes. However, effects of both climate and exploitation are probably substantially involved in most cases. More importantly, climate and exploitation interact in their effects, such that climate may cause failure in a fishery management scheme but that fishery exploitation may also disrupt the ability of a resource population to withstand, or adjust to, climate changes. Here, we review how exploitation, by altering the structure of populations and ecosystems, can modify their ability to respond to climate. The demographic effects of fishing (removal of large-old individuals) can have substantial consequences on the capacity of populations to buffer climate variability through various pathways (direct demographic effects, effects on migration, parental effects). In a similar way, selection of population sub-units within metapopulations may also lead to a reduction in the capacity of populations to withstand climate variability and change. At the ecosystem level, reduced complexity by elimination of species, such as might occur by fishing, may be destabilizing and could lead to reduced resilience to perturbations. Differential exploitation of marine resources could also promote increased turnover rates in marine ecosystems, which would exacerbate the effects of environmental changes. Overall (and despite the specificities of local situations) reduction in marine diversity at the individual, population and ecosystem levels will likely lead to a reduction in the resilience and an increase in the response of populations and ecosystems to future climate variability and change. Future management schemes will have to consider the structure and functioning of populations and ecosystems in a wider sense in order to maximise the ability of marine fauna to adapt to future climates. However, recreational fisheries, which are increasing their impacts on coastal resources worldwide, may reduce the benefits that MPAs provide to declining artisanal fisheries. Here we used the Bonifacio Straits Natural Reserve (BSNR) Corsica as a study case to simulate the combined effects on coastal resources of artisanal and recreational fishing efforts. The BSNR ecosystem was modelled using mass-balance modelling of trophic interactions. This model was compared to another built on a non-protected area from the same region. We aggregated fishing fleets into artisanal and recreational categories, and we simulated various combinations of fishing effort over a 20 yr dynamic simulation using Ecosim. We showed that fishing activities have an additional top-down effect on the food web and that they decrease the targeted group's biomass, such as piscivorous species. We found, for some trophic groups, non-trivial patterns of biomass variation through trophic cascades. Our trophic approach revealed that some groups may suffer a biomass decrease when MPAs are set or enforced, due to the combined effect of artisanal and recreational fisheries. Overall, our results illustrate the value of modelling to manage MPAs, as a complementary tool to surveys. Models provide the opportunity to anticipate the potential consequences, at the ecosystem level, of socio-political decisions that aim to sustain coastal resources while managing artisanal and recreational fisheries. La Gestion LOcale SÉcurisée (GELOSE) : L’expérience malgache de gestion décentralisée des ressources naturelles Auteur(s) : Sarrasin, Bruno Éditeur(s) : Université des Antilles Études caribéennes Résumé : Marqué par une biodiversité exceptionnelle et une grande pauvreté humaine, la destruction rapide des ressources naturelles à Madagascar place le territoire et son appropriation au centre des enjeux de développement. Dans ce contexte, cet article s’intéresse à l’émergence et à la mise en œuvre d’une politique publique touchant la Gestion LOcale SÉcurisée (GELOSE) dont le principal objectif vise à transférer la gestion de ces ressources, de l’État vers les communautés locales, dans le but de les protéger plus efficacement. Cette lecture montre cependant que les objectifs, les ressources et les stratégies des principaux acteurs concernés sont difficilement conciliables et que le système de relation qu’il induit n’est pas nécessairement en phase avec les finalités poursuivies. Marked by exceptional biodiversity and extreme human poverty, Madagascar is experiencing a rapid destruction of its natural resources, placing territory and its appropriation at the heart of development issues. From this perspective, this article will look at the development and implementation of a public policy, the Gestion LOcale SÉcurisée (GELOSE), for the local management of natural renewable resources. This regulation seeks to transfer the management of these resources from the government to local communities in the goal of protecting them more effectively. We will see, however, that the objectives, resources and strategies of the primary actors concerned are difficult to reconcile at best and that the relational system to which the policy gives rise is not necessarily in keeping with the goals being pursued. A bio-economic analysis of long term changes in the production of French fishing fleets operating in the Bay of Biscay Auteur(s) : Steinmetz, Fabien Thebaud, Olivier Blanchard, Fabian Le Floc H, Pascal Bihel, J Éditeur(s) : EDP Sciences Résumé : Selective fishing pressure on more highly valued marine living resources is one of the key factors proposed to explain changes occurring in fish communities and associated landings of commercial fisheries. The aim of this paper is to establish the nature of changes in the landings of French fishing fleets operating in the Bay of Biscay in the period 1973-2002, and whether these changes could be related to the relative economic attractiveness of different fish species. The analysis focuses on trends observed in the landings of all commercial fish species over the last three decades. It is based on data of annual quantities landed and ex-vessel prices compiled from official French landings records, and on bio-geographical descriptors of these species derived from published data. Using simple index numbers and multivariate analysis, we examined changes in total landings in terms of their volume and value, as well as changes in their composition. We show that the composition of landings significantly changed over the study period, with an increase in the proportion of pelagic species, of lower economic value. The average ex-vessel price of production by the fleets tended to decrease from the late 1980s; partly due to a cross-species drop in prices, occurring mainly after 1993, but also to the increased proportion of low-priced species in the landings. This caused a significant drop in the total gross value of production in the second half of the study period. La pression de pêche sélective sur les ressources marines vivantes de forte valeur est un des facteurs-clés proposés pour expliquer les changements qui surviennent dans la structure des communautés de poisson et dans les débarquements des pêcheries commerciales associés. L'objectif de cet article est d'établir la nature des changements dans les débarquements des flottilles de pêche françaises opérant dans le golfe de Gascogne, et d'examiner les relations entre ces changements et l'attractivité relative des espèces de poisson d'un point de vue économique. L'analyse se concentre sur les tendances observées au cours des trois dernières décennies dans les débarquements de toutes les espèces commerciales de poissons effectués par les flottilles de pêche opérant dans le golfe. Elle s'appuie sur des données concernant les quantités annuelles débarquées, les prix compilés à partir des enregistrements officiels des débarquements français, et les données publiées concernant les caractéristiques biogéographiques des espèces étudiées. En s'appuyant sur des indices simples et une analyse multivariée, on examine les changements des débarquements totaux en volume et en valeur, ainsi que les changements dans leur composition. On montre que la composition des débarquements a fortement changé au cours de la période étudiée, avec un accroissement important de la part des espèces pélagiques, de plus faible valeur. Le prix moyen de la production a eu tendance à décroître depuis la fin des années 1980. Ceci est en partie dû à une chute des prix de l'ensemble des espèces, après 1993, et en partie lié à l'accroissement de la part des espèces de plus faible valeur dans les débarquements. Une baisse importante de la valeur de la production en a découlé sur cette deuxième moitié de la période d'étude.
