Éditeur(s) : Elsevier Résumé : How users perceive the performance of Marine Protected Areas (MPAs) is fundamental for the social acceptance of these zones. Moreover, their perceptions may be relevant for monitoring the effects of MPAs on extractive activities. This study analyzes artisanal fishers' perceptions of the performance of a north-western Mediterranean coastal MPA, which encompasses two no-take zones (NTZs). Three viewpoints have been considered: the effect on the personal activity of fishers, the effect on the local fishery and the effect on the ecosystem. In order to test the hypothesis that biomass export (spillover) - which had previously been evidenced from the two NTZs - may influence fishers' perceptions of NTZ effects, fishers' perceptions were compared with both declared and observed fishing activity over an one-year period. The results show that negative perceptions of NTZs are either nil or are negligible. Most fishers are aware of the beneficial effects of NTZs on ecosystems and fisheries. However, they remain to be convinced of the beneficial effects of the NTZs on their own activity. For instance, the proximity of a NTZ appears never to be involved in the choice of a fishing spot. This partial lack of correspondence between scientific expectation and fishers' perceptions is discussed in the light of fishing habits in the zone adjacent to NTZs, and takes into account fishing grounds, targeted species and seniority (defined as the number of years the fisher has been fishing within the MPA). All three factors appear to influence fishers' perceptions. For example, having a positive perception about a NTZ and spending more time fishing in the adjacent zone are habits that can be associated with fishers with less seniority. Fishers' perceptions obviously indicate the social acceptance of the MPA and are an essential monitoring tool for MPA managers. The use of targets to provide measurable objectives and benchmarks for management, conservation, andrestoration of ecosystems is commonplace. In the marine and coastal realms, targets have been successful insetting sustainable limits to fisheries harvests, thresholds for pollutants, and recommended amounts ofrepresentative habitat included in marine protected area (MPA) networks. Quantifiable targets can dissuadegovernments from making dubious claims about investments in ocean protection that sound impressive butcannot be verified. Examples are presented where protection targets have been used successfully for marinemanagement, and instances where measurable and meaningful benchmarks serve to allow tracking of true progress.2. However, the setting of targets can also be a double-edged sword. In some cases, targets have proven useful,but in many instances, interventions made to fulfil targets not only give a false illusion of progress or even success,they present opportunity costs that impede further conservation.3. Some of these issues were raised in the 2003 article ‘Dangerous Targets?: Unresolved issues and ideologicalclashes around marine protected areas’ that appeared in Aquatic Conservation: Marine and FreshwaterEcosystems. Since its publication, the article’s warnings about how targets can sometimes be dangerous andcounter-productive have led to intense debate among scientists and policy-makers alike, and the paper has beencited in more than 500 publications. Yet today, more than a dozen years after the first ‘Dangerous Targets’publication, new targets are driving more MPA designations and conservation strategies than ever before, andthe ‘dangerous’ aspects of target setting have been largely ignored.4. This paper discusses old ‘dangers’ in the context of new developments in marine conservation, including thelingering problem of having simplistic metrics drive marine policies, and the unintended result that can often occurwhen outputs (percentage of area under MPA designation) do not align with true outcomes of effectivemanagement and conservation. Newly emerging ‘dangers’ in letting areal targets (percentage of area underMPA designation) drive MPA designations are also discussed, including how the rush to fulfil obligations toprotect a certain proportion of area is taking place in planning, separate from broader level, and potentiallymore holistic, marine spatial planning (MSP).5. Since the early eighties, an important decrease in the number of fishermen practising this activity has been recorded. In the context of high exploitation of reef resources, the beach seine presents a low selectivity, catching too many juveniles of demersal fish. The fads established in coastal areas, have been successfully used in others regions of the world for exploiting small pelagics. Thus, it could allow to favour a change of exploitation style of these resources in Martinique. In partnership, Ifremer, the Regional Council and the Fishing Committee have began an evaluation of the potentialities for this type of structures around the island. To achieve this study, several experimental coastal fads have been established in different places. Surveys by subaquatic observations are periodically carried out to compare the attractive power of different aggregation devices (colour, shape, volume) and understand the factors influencing the determinism of the aggregation (biotic and abiotic). The results presented and discussed correspond to the initial stage of this study which should be pursued in the next months.Original Abstract: La peche a la senne de plage pour la capture des petits poissons pelagiques est une activite halieutique traditionnelle et ancienne en Martinique. Depuis le debut des annees quatre-vingt, une diminution importante du nombre de pecheurs pratiquant cette activite est enregistree. Les dispositifs de concentration de poissons (DCP) implantes en zone cotiere sont abondamment utilises dans d'autres regions du monde avec succes. Ils pourraient donc permettre de redynamiser ce secteur en Martinique. L'Ifremer, le conseil regional et le comite des peches ont entrepris, en partenariat, une etude permettant d'evaluer les potentialites du developpement de ce type d'amenagement autour de l'ile. Pour realiser cette etude, plusieurs DCP cotiers experimentaux ont ete implantes dans differents sites. Ils font l'objet d'un suivi halieutique base sur les comparaisons des captures realisees par les professionnels sur et hors DCP. En parallele, des campagnes d'observations sous-marines sont effectuees de facon periodique. Elles permettent d'une part de comparer les pouvoirs attractifs de differents dispositifs d'agregation (forme, volume, couleur) et, d'autre part, de mieux comprendre les facteurs biotiques et abiotiques influencant le determinisme de l'agregation. Since then, 251 structures have been installed throughout the 5 archipelagoes of this French overseas territory. The shape and size of the devices have evolved 8 times over this period, however, a single model has not yet been adopted. Trials are currently underway using lighter structures similar to those found in the Indian Ocean. The anchoring lines have progressively been modified through better knowledge of material and product availability, as well as better understanding of environmental constraints. The programme is entirely financed by the territorial government and managed by the public sector. This ongoing technical assistance, aimed towards the local small-scale coastal fishery, is considered an important factor to maintaining this activity alive. Up until 1997, this economical support policy of outer island populations far from the metropolis central town, along with incidental fishing methods around FADs, have given mitigated results without nevertheless putting into cause this programme. The use of 'drifting handlines' retained at the surface by small indicator floats are one of the contributing factors to the degradation of the anchor lines. It is now commonly accepted that a new fishing strategy must be adopted so that professional coastal fishermen become more aware with regards to an expensive work tool due to local bathymetric conditions, so that fishing effort is increased through the development of better adapted fishing techniques, and finally so that community spirit rules over individualism.Original Abstract: Le programme d'ancrage de DCP en Polynesie francaise a vu le jour en juin 1981 avec l'implantation d'un premier dispositif au large des cotes de Tahiti. Depuis cette date, ce sont 251 structures qui ont ete installees dans les cinq archipels de ce pays d'outre-mer. La forme et la taille des bouees ont evolue huit fois sans etre definitivement arretees a un seul modele et des essais sur des structures legeres de type " Ocean Indien " sont en cours. Les lignes d'ancrage ont fait l'objet de modifications progressives en raison de meilleures connaissances des produits ainsi que des contraintes du milieu environnant. Ce programme est finance en totalite par le territoire de la Polynesie francaise et gere par le secteur public. Il s'adresse a la pecherie artisanale et cotiere qui considere depuis de nombreuses annees cette assistance technique comme un atout indispensable au maintien de son activite. La politique d'engagement de ce soutien economique jusqu'en 1997 aupres des populations d'iles et atolls tres eloignes de la capitale ainsi que l'incidence de la technique de peche la plus repandue autour des DCP ont abouti a des resultats mitiges sans pour autant remettre en cause ce programme. En effet, les lignes a main derivantes et retenues en surface par une petite bouee temoin sont un des principaux facteurs de degradation des lignes d'ancrage. Il est desormais reconnu par tous les intervenants qu'une nouvelle strategie doit etre deployee afin que les pecheurs cotiers professionnels soient mieux responsabilises face a un outil de travail onereux en raison de la bathymetrie environnante, pour que l'effort de peche soit accru par l'utilisation de techniques de peche mieux adaptees, et enfin que l'esprit communautaire prime sur l'individualisme. Government has deployed all fads between 1 to 3 nautical miles from shore at depths ranging from 800 to 1,600 metres. The fads have undergone various designs with varying degrees of success. The average fad lifespan during the early 1980s was nine months; however, it increased to 18 months, with some fads in operation in excess of 30 months. Each fad cost between nz$ 7,000 and nz$ 9,000 to build and deploy. Since their introduction, fad have been widely accepted as a very effective apparatus in coastal small-scale fishing activities, specifically for pelagic species. Judging by the progressive behaviour of local fishing communities, there is sufficient reason to believe that fads have created productive fishing zones for Cook Islands fishermen to enable them to supply the ever-increasing local market for fresh fish. fads are an integral part of local fishing communities and provide a reasonable form of income to the increasing fishing community. Cet outil a été mis en place à la Martinique (Petites Antilles) en 1999, à la demande des marins-pêcheurs confrontés à la raréfaction des stocks de poissons au sein de la bande côtière. Les autorités compétentes sur le milieu marin ont installé ce dispositif sur huit zones réparties autour de l’île (de la côte Atlantique à la côte Caraïbes). Le cantonnement de pêche reste peu documenté scientifiquement à ce jour, en dehors d’inventaires ichtyologiques réalisés par des scientifiques-biologistes. Il est donc opportun de retracer les étapes de la mise en place de cet outil et d’analyser les premiers résultats et les enjeux. Cantonment fishing is a French legal and administrative tool used to manage fisheries resources and the regulation of fishing on marine site defined. This tool was developed in Martinique (Lesser Antilles) in 1999, at the request of fishermen facing depletion of fish stocks in the coastal strip. The competent authorities on the marine environment have installed this device on eight areas spread around the island (the Atlantic coast to the Caribbean coast). Cantonment fishing is little scientifically documented to date, apart from fishery surveys conducted by scientists-biologists. It is therefore appropriate to retrace the steps of the development of this tool and analyze the first results and challenges. Ce texte aborde deux types de réserves de conservation environnementale: une « réserve extractiviste » conquise par des populations rurales riveraines au confluent des fleuves Xingu et Amazone; et une « réserve marine» de populations rurales côtières – les deux à l’État du Pará. Au Brésil comme en Europe, ces initiatives ont visé un meilleur mode de vie et le développement des populations locales et, éventuellement, par surplus, régionales ou nationales. Au Brésil, ces objectifs ont été liés au droit à l’usage collectif des forêts, des bois, des cours d’eau et des mangroves. À des degrés différents, ces territoires sont issus de luttes pour la défense des ressources qui étaient la source de la subsistance de leurs habitants, de leur mode de vie et culture, en un mot, leur patrimoine – contre la pénétration d’« étrangers » venus d’ailleurs en dépit de la loi et de la légitimité: entreprises du bois, de grands élevages et de pêche. Ce texte cherche à confronter, au niveau de l’analyse sociologique, des intérêts de groupes, des acteurs, des stratégies des uns et des autres et de leurs perspectives pour les actuelles et futures générations. This article refers to what some writers call, in Brazil, "new territories". Since the debates during the Federal Constitution elaboration, in 1988, they have been implemented, wholly or partly, within the jurisdiction of a state, a municipality, or a district. This paper addresses two types of environmental conservation reserves: an "extractive reserve" conquered by rural people at the confluence of the rivers Xingu and Amazon; and a "marine reserve" of rural populations on the northern coast of Brazil - both in the federal state of Pará. In Brazil as in Europe, these initiatives aim at better living standards and collective development of local populations. In Brazil, these have been linked to the respect of their collective rights to use the forests, wood, water streams and mangroves. To varying degrees, these territories result from struggles in defense of natural resources that were source of livelihood, lifestyle and culture of the inhabitants, in short, their heritage – against the invasion of "foreigners", timber companies, large farms and fishers. This text contrasts, through sociological analysis, the interest groups, the stakeholders, the challenges and their development prospects vis-à-vis the present and future generations. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels. L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. ![]() | Pour un suivi conjoncturel de l'environnement : à propos des ports du littoral français Auteur(s) : Ferlin, I Résumé : This study aims to integrate the problems associated with port development and related activities in an economic monitoring programme that surveys all the activities associated with the marine environment. The economic monitoring programme in this sector also includes studying coastal spatial planning. This type of study concerns the creation and remodelling of sites that involve investments. We can consider two types of coastal spatial planning: one which integrates port development, tourism, aquaculture and fisheries and one that deals with the marine environment (Abric, 1989). Economic surveys of port development on French coasts supposes that the problem of identifying information sources have been resolved and the sectors and the activities that should be accounted for have been characterised. In what follows, the limits of available information and the problems pertaining to the proposed classification of activities according to statistical nomenclature will be discussed. The absence of structured and localised data is aggravated in certain cases by the rules of confidentiality. In light of these difficulties, the first part of this report is devoted to the inventory of general information sources and to the characterisation of existing data. As information forms the basis of any economic monitoring programme, it is necessary to know where, how and by whom information is processed and the limits that one comes up against. This report does not pretend to be exhaustive given the deadlines and the duration of this study. The second part of this report constitutes a summary of the recent trends discerned in terms of port development, from a legal, as well as economic and financial, point of view. This study should be considered as the first step to establishing a basis for a more in-depth study. Cette étude a pour but d'intégrer les problèmes d'aménagement portuaire et les activités qui y sont liées dans un suivi conjoncturel de l'ensemble des activités économiques en relation avec le milieu maritime. Le suivi conjoncturel de ce secteur économique passe aussi par l'étude de l'aménagement physique du littoral. Celui-ci concerne la création et le remodelage de sites impliquant des investissements. On peut considérer deux types d'aménagements physiques -l'aménagement du littoral : portuaire, touristique, aquacole, halieutique; -l'aménagement du mineur marin (Abric, 1989). Un suivi conjoncturel de l'aménagement portuaire du littoral français, suppose en préalable la résolution du problème de l'identification des sources d'information et la caractérisation des secteurs et activités en prendre en compte. On verra par la suite les limites de l'information disponible et les problèmes afférents a la classification des activités selon les nomenclatures statistiques proposées. L'absence de données structurées et localisées est aggravée dans certains cas par des règles de confidentialité. Du fait de ces difficultés, la première partie de ce rapport est consacrée au recensement des sources d'information générale et à la caractérisation des données existantes. L'information étant à la base de tout suivi conjoncturel, il convient en effet d'être en mesure de savoir où, par qui et comment elle est traitée et les limites auxquelles on se heurte. Ce rapport ne peut prétendre à l'exhaustivité compte tenu des délais et de la période d'exécution de cette étude. Si, à court terme, les pêcheurs vont subir quelque peu les conséquences négatives de la restriction de leurs pratiques de pêche, ils vont, à moyen et long terme, en tirer des bénéfices substantiels. L’augmentation de biomasse due à l’effet réserve va en effet redynamiser la pêche dans cette zone et faire revivre les pratiques traditionnelles comme la pêche à la ligne, à la piscine ou au jig, abandonnées ces dernières années faute de rendements suffisants. The creation of regional marine reserve of Prêcheur will lead to the implementation of fisheries management measures within the perimeter of the reserve. From a short-term perspective, fishers will see limitations of their fishing practices. But, from a longer-term perspective, they should gain substantial benefits from these restrictions; the increase of biomass due to the “reserve effect” should lead to increased volumes of catches in fishing areas. It should also lead to an enhancement of traditional practices such as line fishing, jig or “piscine” fishing, which have been abandoned for several years in spite of their lesser impact on marine ecosystems. Des conditions climatiques et océanographiques homogènes permettent à l’ensemble du bassin Caraïbe de constituer une unité sur les plans floristique et faunistique. Cette unité n’exclut pas une diversité biologique exceptionnelle avec notamment des espèces endémiques à la zone ; ce qui confère aux côtes des pays caribéens un intérêt écologique, paysager et scientifique certain. La reconnaissance sur le plan international et régional de l’importance de la Mer des Caraïbes mais aussi de sa fragilité a permis au milieu marin caribéen d’acquérir son statut de patrimoine naturel.En plus des services écosystémiques qu’elle rend (ressources halieutiques, protection des littoraux…), la Mer des Caraïbes constitue un atout indéniable dans le cadre du développement touristique de la zone aussi bien par le balnéaire que, plus récemment, par l’écotourisme. Ce dernier s’appuie généralement sur des aires marines protégées et doit permettre un développement durable des îles.A partir d’une étude de cas, le parc marin de Saba, l’objectif de cette étude est d’analyser les rapports entre patrimoine naturel marin et l’écotourisme, ainsi que les impacts économiques, sociaux et environnementaux de la mise en valeur de ces ressources. The Caribbean Sea is home to a diversity of coastal habitats that support the installation of three rich and complex ecosystems - coral reefs, mangroves and seagrasses -. There are also other unique formations such as stromatolites or blue holes. Oceanographic and climatic conditions allow homogeneous throughout the Caribbean basin to form a unit in terms of flora and fauna. This unit does not exclude an exceptional biological diversity, including species endemic to the area, which give the coasts of the Caribbean countries an ecological, landscape and some science. Recognition on the international and regional importance of the Caribbean Sea but also its fragile marine environment has allowed the Caribbean to gain its status as a natural heritage.In addition to the ecosystem services it render (fisheries, coastal protection ...), the Caribbean Sea is a definite asset in the development of tourism in the area by the seaside as well as, more recently, ecotourism. The coastal zone is therefore vulnerable to chronic chemical pollution and its protection requires research, monitoring and regulation. A dual strategy can be put into place: a preventive approach to avoid placing on the market of toxic substances to humans and the environment, and a retrospective approach based on public policies for the protection and restoration of degraded aquatic environments. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. ![]() | Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Dans la perspective de diversifier la Petite Pêche réunionnaise, une campagne de prospection des stocks de poissons démersaux profonds (200 à 600 m) avait été réalisée en 2000 par le Comité Régional des Pêches Maritimes (CRPM) et l'Institut Français de Recherche pour L'Exploitation de la Mer (Ifremer) dans l'ouest de l'île de La Réunion. Elle a montré l'existence de stocks commercialement intéressants et de nombreux pêcheurs, professionnels et plaisanciers se sont équipés en moulinets électriques pour exploiter ces ressources profondes. Cependant les poissons démersaux profonds représentent une ressource fragile du fait, notamment, de leur croissance lente et de leur maturité sexuelle tardive. Aussi, face à cette augmentation rapide de la pression de pêche, Ifremer a été sollicité pour mener une nouvelle étude ; et deux nouvelles campagnes expérimentales ont été réalisées en 2011 (68 marées ayant permis la réalisation de 559 filages). La première campagne a repris les mêmes sites de pêche, le même matériel et la même méthodologie qu’en 2000. Elle montre que les rendements en espèces commerciales ont diminué de façon très nette (plus de 90%) ainsi que la taille de certaines espèces, indicateurs caractéristiques d'une surexploitation des stocks. Seules les captures de requins zépines (Squalus megalops,) non commercialisées à La Réunion, restent comparables à celles de 2000 avec la moitié des captures totales. La 2e campagne a étendu la prospection à tout le tour de l'île. La surpêche (baisse des rendements et des tailles de poisson) est confirmée dans l'ouest et à un moindre degré sur la côte nord. Les rendements sont meilleurs dans l'est et le sud. Parallèlement, 2 tailles d'hameçons ont été comparées : les petits hameçons capturent un nombre significativement plus élevé de poissons par filage, mais de tailles plus petites, ce qui se traduit par un poids global comparable. Les hameçons de taille moyenne (type 7/0) ont donc une sélectivité significative sur la taille des poissons capturés sans nuire au rendement global. Des comparaisons ont aussi porté sur les types d'appât : Les laizes de petits pélagiques locaux (pêche-cavale et bancloche) se révèlent les plus efficaces et les plus sélectives vis-à-vis des espèces commerciales. Cette étude fournit des indicateurs utiles à la gestion des stocks démersaux jusqu'ici peu étudiés et peu encadrés. Mais la grande inconnue reste l'effort de pêche total sur cette ressource et notamment celui des pêcheurs plaisanciers. The development of this fishery for larger vessels is described using data collected by observers aboard vessels of more than 363 metric tons fish-carrying capacity. Bamboo rafts, equipped with radio-transmitters that allow for semi-continuous monitoring, are typically used as FADs. Old purse seine netting is often suspended below the bamboo raft to give the FAD an enhanced underwater profile. Similar to the fishery on flotsam between 1992-1998, most sets on FADs were made before 8 am, with skipjack and bigeye being the dominant tuna species caught, and yellowfin tuna captured in lesser amounts. Discard ratios of skipjack and bigeye were comparable for the two modes of fishing; however, the success rate on FADs for bigeye was more than twice that on non-FAD floating objects ("logs"). In addition, the fishery on logs was largely a coastal hshery, while the fishery on FADs extended west to 150 W, into areas that had not been significantly utilized by the purse seine fleet. The capture of tunas per set varied most with area, season and year. Nonetheless, capture per set for at least one of the three tuna species was also found to vary with the depth of the purse seine net and the amount of the netting hanging below the FAD. The effect of net depth and FAD depth on tuna capture varied by area, season and FAD color. This transformation results in the pitching up of operational device park by the regional fishery committee. Nevertheless, this technical change in fishing practices is not implemented in a homogeneous way all around the island; some differences exist especially between the Atlantic and the Caribbean coasts. From surveys carried out during an annual cycle on two main landing sites, this study describes the pelagic fishing activity around fads and in the open sea. A comparison of fishing strategies adopted in different places as well as an analysis of the results obtained by the fishing units in terms of species (size of catches and daily yields) allow to describe the progress made in the implementation adoption of this new fishing practice. For several fishermen, fishing around fads has become an exclusive job, practised all year round. For others, fads is used in addition to traditional fishing activity on flotsam, "Miquelon" fishing and keeps a seasonal character.Original Abstract: Au cours des recentes annees, l'utilisation des DCP en Martinique est passee du stade experimental au stade operationnel. A partir d'enquetes effectuees pendant un cycle annuel, sur deux principaux points de debarquement, cette etude decrit l'activite de peche des poissons pelagiques avec ou sans DCP. Une comparaison des strategies de peche developpees dans les differents sites ainsi qu'une analyse des resultats obtenus par les unites de peche en termes d'especes, de taille des captures, de rendement journalier permettent de decrire la progression differenciee de l'adoption de cette nouvelle activite halieutique. Pour certains pecheurs, la peche sous DCP est devenue un metier exclusif, pratique tout au long de l'annee. This study aimed to assess the contamination by kepone of the two main species Panulirus argus and P. guttatus in the main fishery area laying along the eastern coast of Martinique. The objectives of the study were to describe the distribution of the spiny lobster contamination in the area, to explore possible relationships with some biological parameters such as individual size, sex and colour of tegument, as well as characterize difference of kepone concentration between the muscle and soft flesh of the head, in view of helping the definition of further fishery management measures. The analyses were done from chemical analyses of 125 samples of spiny lobsters gathered from 2008 to 2010 all around the island, and from a specific set of 200 new observations from a specific survey carried out in 2011 in the study area.
For both species, the results show a diffusion of the contamination all over the coral shoals, close to contaminated catchment basins, with a strong decrease just outside these areas. For the Caribbean spiny lobster, a strong relationship between kepone concentration and individual size was identified, and less for the Spotted spiny lobster. For the two species, the concentration of kepone found in soft flesh of the head was more than twice as in the muscle. Finally, the difference of contamination between the two species appeared strongly linked with their biology. La langouste blanche Panulirus argus et la langouste brésilienne P. guttatus représentent environ 25 % du chiffre d’affaires des pêcheurs professionnels de Martinique. Une part très importante des captures de ces espèces proviennent du platier continental de la zone centre-atlantique de l’île. L’étude réalisée en 2011 visait à approfondir les connaissances sur la distribution de la contamination par la chlordécone des langoustes dans la zone centre- atlantique de la Martinique, d’explorer d’éventuelles relations entre cette contamination et des paramètres biologiques des individus comme la taille, le sexe et leur pigmentation tégumentaire, et d’analyser la différence de contamination entre la queue et les chairs molles du céphalothorax, en vue d’aider à la définition de mesures de réglementation de la pêche dans ce secteur. L’étude s’appuie sur un ensemble de 125 échantillons rassemblés de 2008 à 2010 pour les deux espèces autour de la Martinique, complétés par 200 échantillons constitués pour la présente étude dans la zone centre-atlantique en 2011. Le rapport est précédé d’un rappel d’éléments sur la biologie et sur l’état de la pêche des langoustes en Martinique. Pour les deux espèces, l’étude met en évidence une extension de la contamination à l’ensemble du platier corallien au pied des bassins versants contaminés, puis une nette diminution au-delà. Pour la langouste blanche, cette contamination est en relation avec la taille des individus, en liaison avec leur plongée progressive vers le large. Cette relation avec la taille est moins marquée pour la langouste brésilienne, espèce beaucoup plus inféodée aux eaux littorales. Pour les deux espèces, les chairs molles du céphalothorax apparaissent plus de deux fois plus contaminées que le muscle caudal. Les différences de contamination observées entre langouste blanche et la langouste brésilienne sont cohérentes avec les connaissances sur la biologie de chaque espèce. Auteur(s) : Paquotte, Philippe Éditeur(s) : Communication at the IIFET Conference Tromso 1998 Résumé : (not controled OCR) like most other caribbean islands, martinique suffers a reduction in fisheries resources and is now a net importer of seafood products since no major expansion of aquaculture production has been done. nevertheless, this island has numerous assets for marine aquaculture development : tropical clean waters, developed infrastructures and market channels, financial support for research, training and extension due to its tight political and economic connection with france. red drum is a subtropical fish introduced in martinique in 1985 from the south of usa for aquaculture purposes. from 1987 to 1993, ifremer worked on rearing techniques in martiniquan conditions. once the farming techniques were perfected, questions raised about red drum marketing potential and of economic viability of red drum farms in order to attract investments and entrepreneurs. that is the reason why a market analysis and a financial analysis have been carried out. the results of these studies indicate that martiniquan fish farming could be profitable, due to the rapid build-up of the facilities and to the sho rt production cycles. the good quality of infrastructures in martinique, the high purchase power of the population in comparison with most caribbean islands and the frequent air links with europe are important comparative advantages. the market analysis has revealed a good potential on the domestic market thanks to the development of the supermarkets, but has underlined the price constraint. for the french market too, production costs have to be lowered in order to compete on a market dominated by salmon. Their populations are, however, characterized by large biomass fluctuations strongly affecting fisheries. The fishing gears and methods used to capture small pelagics have evolved to exploit the highly developed shoaling behavior of these species. Hence, faced to modern fishing this gregarious behavior becomes a disadvantage for fish. Fish behavior may be affected by environmental conditions and by fishing, at the same time that behavior impacts fishing. In this study, we seek to characterize the aggregative systems of small pelagic fishes inhabiting the Bay of Biscay by analyzing "acoustic images", defined as the group of echoes (planktonic layers, shoals, isolated targets) detected on a transect section of a given length. We analyzed the species composition, the spatial distribution and the evolution over time of acoustic images. We also studied the hydrological conditions of the bay, as well as the small pelagics French fishery in order to look for correlations between hydrology, commercial catch and fish aggregation patterns observed by acoustics. We observed the same species or group of species forming different types of aggregation according to habitat. Conversely, the same type of aggregation, associated with a particular habitat, can be produced by different species. The most notorious change observed during the studied period relates to small clupeoids aggregations in the vicinity of the Gironde estuary, whose structure evolved toward a greater fragmentation of shoals (a large number of small size detections) since 2000. Concerning commercial catches, pelagic trawlers fishing in pairs mainly seek for anchovy in the coastal areas, single pelagic trawlers capture mackerel and horse mackerel in deeper waters while purse seiners target mostly sardine near their fishing ports. Because of the coarse spatial resolution of commercial fishing data and the effect of the application of an international fisheries agreement limiting the fishing activity of French pelagic trawlers during spring, only small correlations between captures and types of aggregation were observed. La participation des petits poissons pélagiques dans les captures est remarquable. Leurs populations sont cependant caractérisées par des importantes fluctuations de biomasse, impactant fortement les pêcheries. Les méthodes et appareils de pêche utilisés pour capturer ces espèces ont évolué dans le sens d'exploiter le comportement grégaire très développé des petits pélagiques. Cette tendance à former de bancs devient alors désavantageuse pour le poisson face à la pêche moderne. Les conditions environnementales et la pêche peuvent affecter le comportement du poisson, en même temps que ce dernier est susceptible d'affecter l'activité halieutique. Le but de cette étude est de caractériser les systèmes agrégatifs des petits poissons pélagiques dans le golfe de Gascogne en étudiant des « images acoustiques », définies comme l'ensemble des échos (couches planctoniques, bancs, cibles isolées) détectés sur une section de radiale de longueur donnée. Nous analysons leur composition en espèces ainsi que leur distribution spatiale et leur évolution au cours du temps. Nous étudions aussi les conditions hydrologiques du golfe, ainsi que la pêcherie française de ces espèces afin de chercher des corrélations entre l'hydrologie, la capture commerciale et les types d'agrégations observés par acoustique. Nous avons observé qu'une espèce est capable de former des agrégations différentes en fonction de l'habitat, et inversement, le même type d'agrégation, associé à un habitat particulier, peut être produit par des espèces différentes. Le changement observé le plus évident concerne les agrégations de petits clupéiformes, dont la structure a évolué vers une plus grande fragmentation des détections (des petits bancs plus nombreux) depuis 2000. Par rapport à la pêche des professionnels, les chalutiers pélagiques en boeufs recherchent en priorité l'anchois dans la zone côtière, les pélagiques simples capturent le chinchard et le maquereau au large et les senneurs recherchent principalement la sardine à proximité des ports de pêche.
