Communication and informal voices of farmers are shared by media. As part of a baseline study conducted for the sixth operational strategic plan of the Small Grants Programme in Suriname, four communities were selected: Moengo, Pokigron, Nickerie, Sipaliwini and Para. The purpose of this study was to collect data from communities regarding problems related to climate change, agricultural innovation and landscape management. This qualitative study was done through the focus group method. Eight focus group meetings were organized and consisted of 8-15 participants each. The key questions were extracted from the SEPLS method (Socio-ecological Production Landscapes and Seascapes). The data was analyzed through the SWOT method. Based on the results, the communities have a good level of awareness about management of their landscapes. Improvement of agriculture management will be possible by access to innovative and new knowledge developed in and outside the community. Climate change is an important issue that the community already is aware of, they developed their own local strategy in resilience to this issue. Beaucoup de zones rurales au Surinam manquent d'information sur la technologie des agents de vulgarisation de l'agence d'extension de gouvernement, et des instituts de recherche. La communication et les voix informelles des agriculteurs sont partagées par media. En tant qu'élément d'une étude de ligne de base entreprise pour le sixième plan stratégique opérationnel du petit programme de concessions au Surinam, les quatre communautés ont été sélectionnées : Moengo, Pokigron, Nickerie, Sipaliwini et paragraphe. Le but de cette étude était de rassembler des données de communautés concernant des problèmes liés au changement climatique, à l'innovation agricole et à la gestion de paysage. Cette étude qualitative a été faite par la méthode de groupe cible. Huit réunions de groupe cible ont été organisées et se sont composées de 8-15 participants chacun. Les questions clé ont été extraites à partir de la méthode de SEPLS (des paysages et des paysages marins Socio-écologiques de production). Les données ont été analysées par la méthode de BÛCHEUR. Basé sur les résultats, les communautés ont un bon niveau de conscience au sujet de la gestion de leurs paysages. L'amélioration de la gestion d'agriculture sera possible par l'accès aux connaissances innovatrices et nouvelles développées à l'intérieur et à l'extérieur de la communauté. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Drifting FADs used in tuna fisheries: an ecological trap? Auteur(s) : Marsac, F Fonteneau, Alain Menard, Frederic Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : This paper discusses the hypothesis that small tunas and the various species found in association with drifting fads (such as "mahi-mahi", rainbow runner, wahoo, etc.) may be biologically trapped by such a strong association. Massive seeding of drifting artificial fads was observed worldwide during recent years. In this hypothesis, we suggest that fads may alter some biological characteristics of epipelagic populations associated with them: migration, growth, condition factors, predation and natural mortality. As fads are most often used in the equatorial currents, they tend to exhibit zonal drift. Therefore, the associated populations would be artificially transferred from one part of the ocean to another, when they would show different movement patterns in the absence of fads. Natural logs were probably beneficial in terms of ecology and evolution, because they tend to accumulate in convergence areas, most often considered as rich forage areas. Now, fads are seeded in offshore areas, which are not necessarily favourable for tuna feeding. This apparently strong association between fishes and drifting fads may then produce an unexpected biological impact on tuna populations and their associated fauna. The plan is to test this hypothesis in the Atlantic, developing an ad hoc research programme based on tagging, biological and physiological studies, in association to an analysis of high resolution fishery data before and after the development of the fad fishery.Original Abstract: Cet article discute l'hypothese selon laquelle les petits thons et les differentes especes associees a des DCP derivants (comme les coryphenes, elagatis, thazards, etc.) pourraient etre pris dans un piege biologique resultant de cette forte association. Le deploiement massif de DCP artificiels derivants a ete constate a l'echelle mondiale au cours des dernieres annees. Dans cette hypothese, ces DCP, colonises en permanence par de grandes fractions de populations epipelagiques, pourraient modifier les caracteristiques biologiques des especes concernees: leur migration, leur croissance, leurs facteurs de condition, la predation et la mortalite naturelle. Les DCP etant plus frequemment utilises dans les courants equatoriaux, ils tendent a deriver zonalement. Ainsi, les populations associees seraient artificiellement transferees d'un bord a l'autre de l'ocean, alors qu'elles manifesteraient d'autres types de deplacements en l'absence de DCP. Les debris naturels etaient probablement benefiques sur le plan de l'ecologie et de l'evolution car ils s'accumulent dans des zones de convergence le plus souvent considerees comme des zones riches en nourriture. Maintenant, les DCP sont mouilles au large, dans des zones qui peuvent ou non etre favorables a l'alimentation des thons. Cette association apparemment forte entre poissons et DCP derivants pourrait alors causer un impact biologique inattendu sur les populations pelagiques (thons et faune accompagnante). L'objectif est de tester cette hypothese dans l'Atlantique au moyen d'un programme de recherche s'appuyant sur du marquage et des etudes biologiques et physiologiques, parallelement a une analyse des donnees de peche (tailles et CPUE, avant et apres le deploiement des DCP derivants). In the study area, 251 snails belonging to 12 populations were collected along different ditches of a same river network. Each snail was genotyped at six variable microsatellite loci. Our results show that all sample sites are characterized by a low level of polymorphism and a very high and significant heterozygote deficiency. Our data reveal a significant genetic differentiation, even at a small scale, and failed to delimit clear patterns of isolation by euclidian distance. Our study shows that genetic differentiation significantly increases with hydrographic distance along the streams (p < 0.002), in consistence with the hypothesis that dispersion along the stream is dependent on the direction of water flow. This study shows that relationships can exist between the organization of the hydrological network and population biology of a disease vector, which has strong potential applications to drainage network management issues. In this study, we investigated the effect of loading on estimates of tectonic velocity computed from campaign-style GNSS observations. The study region is in the Pyrenees mountain range between France and Spain (ResPyr campaigns). In this area, seismic activity is continuous and moderate and the expected amplitude of the horizontal tectonic velocity is less than 0.5 mm/yr. In order to determine the velocity, 4 sparse GNSS campaigns were carried out from 1995 to 2010. Considering this small rate of deformation, loading phenomena can contribute a non-negligible artifact to the velocity computation that could affect our geodynamical interpretation. In this investigation, we specifically considered the atmospheric, hydrological, and non-tidal ocean loading phenomena. The computed loading deformations for this region show the horizontal displacements are dominated by the non-tidal ocean loading (maximum 4 mm for the North and 3.1 mm for the East components); the main vertical contributions are due to the atmospheric and continental water storage loading (maximum 14.3 for the atmosphere and 8.1 mm for the hydrology, respectively). We have found that the dominant loading effect on the horizontal velocity is the non-tidal ocean loading (mean of 0.11 mm/yr), whereas the vertical component is dominated by the hydrological loading (mean of 0.21 mm/yr). Since the study area is in a mountainous region, we also analyzed the difference between the atmospheric and the topography dependent atmospheric loading models at our GNSS campaign sites. We did not find any significant difference between the two atmospheric loading models in terms of horizontal velocity. Finally, we performed simulations to identify the optimum timing and frequency of future GNSS campaigns in this area that would minimize the loading effects on tectonic velocity estimates. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. Issues About Retrieving Sea Surface Salinity in Coastal Areas From SMOS Data Auteur(s) : Zine, S Boutin, J Waldteufel, P Vergely, J.l. Pellarin, T Lazure, Pascal Éditeur(s) : IEEE Résumé : This paper aims at studying the quality of the sea surface salinity (SSS) retrieved from soil moisture and ocean salinity (SMOS) data in coastal areas. These areas are characterized by strong and variable SSS gradients [several practical salinity units (psu) on relatively small scales: the extent of river plumes is highly variable, typically at kilometric and daily scales. Monitoring this variability from SMOS measurements is particularly challenging because of their resolution (typically 30-100 km) and because of the contamination by the nearby land. A set of academic tests was conducted with a linear coastline and constant geophysical parameters, and more realistic tests were conducted over the Bay of Biscay. The bias of the retrieved SSS has been analyzed, as well as the root mean square (rms) of the bias, and the retrieved SSS compared to a numerical hydrodynamic model in the semirealistic case. The academic study showed that the Blackman apodization window provides the best compromise in terms of magnitude and fluctuations of the bias of the retrieved SSS. Whatever the type of vegetation cover, a strong negative bias, greater than 1 psu, was found when nearer than 36 km from the coast. Between 44 and 80 km, the type of vegetation cover has an impact of less than a factor 2 on the bias, and no influence further than 80 km from the coast. The semirealistic study conducted in the Bay of Biscay showed a bias over ten days lower than 0.2 psu for distances greater than 47 km, due to an averaging over various geometries (coastline orientation, swath orientation, etc.). The bias showed a weak dependence on the location of the grid point within the swath. Despite the noise on the retrieved SSS, contrasts due to the plume of the Loire River and the Gironde estuary remained detectable on ten-day averaged maps with an rms of 0.57 psu. Finally, imposing thresholds on the major axis of the measurements brought little improvement to the bias, whereas it increased the rms and- could lead to strong swath restriction: a 49-km threshold on the major axis resulted in an effective swath of 800-900 km instead of 1200 km. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which SSFs operate, in order to demonstrate the ecological and social sustainability of this often overlooked fisheries segment. A common approach formulated so that the case studies could be compared with the case histories of other competing users, required that for each set of criteria – technical, biological, socio-economic, and institutional – a set of relevant items and indicators was established. An analysis of characteristics common to the selected case studies is conducted and an attempt made to extend our comparisons to the whole of the European Union. Our results show that (as compared with large-scale fleets, their main competitor) small-scale fleets: (i) are composed of smaller vessels and, consequently, travel lower distances to fishing grounds, and are more reliant on coastal areas; (ii) have smaller crews (although the global employment figure is similar to that of large-scale fleets in Europe); (iii) use mostly, but not exclusively, passive gears; (iv) use multi-purpose fishing approaches, and can change the fish species they target during the year; (v) have lower extraction rates; (vi) have lower total capital investments (including fishing rights), turnover and costs; and (vii) have lower fuel consumption, making them less sensitive to changing oil prices. Dependence on subsidies is lower (viii). Involvement in fisheries management is variable, conservation and access regulation measures are largely local in origin. For the selected case studies, the most significant competitors are large-scale fleets, and recreational fisheries, but other sources of interaction (water quality, invasive species, etc.) cannot be ignored. La présente étude tente de combler cette lacune en proposant un modèle macro-économique applicable à chacun de ces territoires et destiné à l’analyse, la prévision et l’impact de chocs sur leurs économies. La Dominique, petit État insulaire en développement de la Caraïbe, a été choisie comme étude de cas pour un tel exercice. Ce modèle s’appuie sur les techniques analytiques de la cointégration et du modèle à correction d’erreur. Les équations du modèle sont spécifiées et leur performance prévisionnelle évaluée. Une fois élaboré et estimé, ce modèle est ensuite utilisé à des simulations de chocs issues de scénarios alternatifs afin de fournir des enseignements sur la trajectoire future des principales variables économiques de ce pays. L’un des principaux scénarios de l’étude consiste à déterminer le taux de croissance économique que la Dominique devrait cibler pour atteindre l’objectif de réduction de la pauvreté de moitié d’ici à 2015 et ce, conformément aux Objectifs du millénaire pour le développement (OMD), et de déterminer la politique budgétaire et monétaire compatible avec cet objectif. Enfin, l’intérêt d’une telle étude réside dans le fait qu’elle peut servir à réaliser les cadrages macro-économiques des stratégies de réduction de la pauvreté. The application of macroeconomic models to analyse and conceptualize the economic policy, as well as controlling macroeconomic imbalances, is still at an early stage in small islands developing states. This article tries to fill in this gap by proposing a macroeconomic model for analyzing, forecasting, and testing the effects of shocks to the economy, applicable for each of these territories. The case of Dominica, a small island developing state of Caribbean area, has been approched. This model draws on the analytical techniques of cointegration and error correction. The single equations are specified and their forecasting performance is assessed. Then, the model is constructed and shock simulations are performed and different scenarios are developed to give further insight in the future path of the main economic variables.One of the main scenarios of this study will determine in comparison of Millennium development goals (MDG), the economic growth rate of Dominica which would help to attain the objective of reduction poverty in half by 2015, as well as the fiscal and monetary policy compatible with this goal. Finally, it helps to make macroeconomic frameworks for strategy reduction of poverty. Its flexibility serves to aid the discussion with all parties. Developpement de la peche de grands pelagiques dans les antilles francaises et organisation du marche des produits de la mer Auteur(s) : Lantz, Frederic Résumé : The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. The vacuum dried sample has a very heterogeneous dislocation distribution varying from almost no dislocations to very high densities. Dislocation nucleation occurs by cross-slip mechanisms, such as Frank-Read sources and Orowan loops around hard inclusions. Shear bands develop in the basal plane composed of two closely spaced shear planes. Dislocations have straight segments and they are aligned along directions of dense packing, suggesting strong Peierls stress control due to the crystal structure. No voids, bubbles or dislocation walls where observed in the vacuum dried sample. The sodium-doped sample had a homogeneous high dislocation density. The water-added sample has a significantly lower, relatively uniform dislocation density. Bubbles associated with dislocations are seen in every grain. Dislocations were either present in loops around bubbles or as straight dislocations with small bubbles spaced along the dislocation line. Some of the long straight dislocations are aligned parallel to the c-axis. Sub-grains where very frequent, sometimes form cells of about 2 p,m in diameter with straight edges. Analysis of dislocations show 1/3 < a > and [c] dislocations in sub-grain walls and free 1/3 < a > dislocations on prism planes. There is clear evidence for dislocation climb with sub-grain walls, dislocation cells, dislocation junctions and dislocation debris of small loops. The major difference between vacuum dried and water-added samples are the homogeneity of the microstructure and evidence for climb in the water-added sample. Glide is clearly difficult, with a high Peierls stress in the vacuum dried sample as shown by areas of very low and very high dislocation density and the crystallographic control of dislocation line direction. The sodium-doped sample indicates that nucleation was easy by the high homogenous dislocation density, but no climb recovery has taken place. The density is high and the dislocations are strongly interacting causing tangles; no evidence for crystallographic control can be observed at these levels of strain. The activation energy for creep in Heavitree quartzite decreases with inferred water content of the specimens form 185 kJ mol(-1) for vacuum dried to 151 for 0.4 wt% water-added samples. Analysis of diffusion data for oxygen under hydrothermal conditions and inferred diffusion data for the hydrogarnet defect and dislocation velocity suggests activation energies for these processes are similar to the activation energy for the dislocation creep of Heavitree quartzite and other quartz aggregates. For data from the previously published experiments with the highest stress resolution there is a correlation between the A pre-factor in the power law creep equation and the activation energy for creep. It is speculated that the correlation may be due to variable hydrogarnet defect concentrations. Évolution de l'écosystème pélagique du Golfe de Gascogne pendant la période 1990-2003. Their populations are, however, characterized by large biomass fluctuations strongly affecting fisheries. The fishing gears and methods used to capture small pelagics have evolved to exploit the highly developed shoaling behavior of these species. Hence, faced to modern fishing this gregarious behavior becomes a disadvantage for fish. Fish behavior may be affected by environmental conditions and by fishing, at the same time that behavior impacts fishing. In this study, we seek to characterize the aggregative systems of small pelagic fishes inhabiting the Bay of Biscay by analyzing "acoustic images", defined as the group of echoes (planktonic layers, shoals, isolated targets) detected on a transect section of a given length. We analyzed the species composition, the spatial distribution and the evolution over time of acoustic images. We also studied the hydrological conditions of the bay, as well as the small pelagics French fishery in order to look for correlations between hydrology, commercial catch and fish aggregation patterns observed by acoustics. We observed the same species or group of species forming different types of aggregation according to habitat. Conversely, the same type of aggregation, associated with a particular habitat, can be produced by different species. The most notorious change observed during the studied period relates to small clupeoids aggregations in the vicinity of the Gironde estuary, whose structure evolved toward a greater fragmentation of shoals (a large number of small size detections) since 2000. Concerning commercial catches, pelagic trawlers fishing in pairs mainly seek for anchovy in the coastal areas, single pelagic trawlers capture mackerel and horse mackerel in deeper waters while purse seiners target mostly sardine near their fishing ports. Because of the coarse spatial resolution of commercial fishing data and the effect of the application of an international fisheries agreement limiting the fishing activity of French pelagic trawlers during spring, only small correlations between captures and types of aggregation were observed. La participation des petits poissons pélagiques dans les captures est remarquable. Leurs populations sont cependant caractérisées par des importantes fluctuations de biomasse, impactant fortement les pêcheries. Les méthodes et appareils de pêche utilisés pour capturer ces espèces ont évolué dans le sens d'exploiter le comportement grégaire très développé des petits pélagiques. Cette tendance à former de bancs devient alors désavantageuse pour le poisson face à la pêche moderne. Les conditions environnementales et la pêche peuvent affecter le comportement du poisson, en même temps que ce dernier est susceptible d'affecter l'activité halieutique. Le but de cette étude est de caractériser les systèmes agrégatifs des petits poissons pélagiques dans le golfe de Gascogne en étudiant des « images acoustiques », définies comme l'ensemble des échos (couches planctoniques, bancs, cibles isolées) détectés sur une section de radiale de longueur donnée. Nous analysons leur composition en espèces ainsi que leur distribution spatiale et leur évolution au cours du temps. Nous étudions aussi les conditions hydrologiques du golfe, ainsi que la pêcherie française de ces espèces afin de chercher des corrélations entre l'hydrologie, la capture commerciale et les types d'agrégations observés par acoustique. Nous avons observé qu'une espèce est capable de former des agrégations différentes en fonction de l'habitat, et inversement, le même type d'agrégation, associé à un habitat particulier, peut être produit par des espèces différentes. Le changement observé le plus évident concerne les agrégations de petits clupéiformes, dont la structure a évolué vers une plus grande fragmentation des détections (des petits bancs plus nombreux) depuis 2000. Par rapport à la pêche des professionnels, les chalutiers pélagiques en boeufs recherchent en priorité l'anchois dans la zone côtière, les pélagiques simples capturent le chinchard et le maquereau au large et les senneurs recherchent principalement la sardine à proximité des ports de pêche. À cause de la résolution spatiale trop sommaire des données de pêche et l'effet de l'application des accords internationaux limitant l'activité des chalutiers pélagiques au printemps, nous n'avons observé que peu des corrélations entre les captures et les types d'agrégation établis à partir de données issues des campagnes scientifiques. Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. Our goal was to identify spatial clusters of MS incident cases at the small-area level to provide clues to local environmental risk factors that might cause or trigger the disease. Methods: A population-based and multi-stage study was performed in the French Brittany region to accurately ascertain the clinical onset of disease during the 2000-2004 period. The municipality of residence at the time of clinical onset was geocoded. To test for the presence of MS incidence clusters and to identify their approximate locations, we used a spatial scan statistic. We adjusted for socioeconomic deprivation, known to be strongly associated with increased MS incident rates, and scanned simultaneously for areas with either high or low rates. Sensitivity analyses (focusing on relapsing-remitting forms and/or places of residence available within the year following clinical onset) were performed. Results: A total of 848 incident cases of MS were registered in Brittany, corresponding to a crude annual incidence rate of 5.8 per 100,000 inhabitants. The spatial scan statistic did not find a significant cluster of MS incidence in either the primary analysis (p value >= 0.56) or in the sensitivity analyses (p value >= 0.16). Conclusion: The findings of this study indicate that MS incidence is not markedly affected across space, suggesting that in the years preceding the first clinical expression of the disease, no environmental trigger is operative at the small-area population level in the French Brittany region. Intriguing diversity among diazotrophic picoplankton along a Mediterranean transect: a dominance of rhizobia Auteur(s) : Le Moal, Marc Collin, H. Biegala, Isabelle C. Éditeur(s) : Copernicus Gesellschaft Mbh Résumé : The Mediterranean Sea is one of the most oligotrophic marine areas on earth where nitrogen fixation has formally believed to play an important role in carbon and nitrogen fluxes. Although this view is under debate, the diazotrophs responsible for this activity have still not been investigated in the open sea. In this study, we characterised the surface distribution and species richness of unicellular and filamentous diazotrophs across the Mediterranean Sea by combining microscopic counts with size fractionated in situ hybridization (TSA-FISH), and 16S rDNA and nifH genes phylogenies. These genetic analyses were possible owing to the development of a new PCR protocol adapted to scarce microorganisms that can detect as few as 1 cell ml(-1) in cultures. Low concentrations of diazotrophic cyanobacteria were detected and this community was dominated at 99.9% by picoplankton hybridized to the Nitro821 probe, specific for unicellular diazotrophic cyanobacteria (UCYN). Among filamentous cyanobacteria only 0.02 filament ml(-1) of Richelia were detected in the eastern basin, while small (0.7-1.5 mu m) and large (2.5-3.2 mu m) Nitro821-targeted cells were recovered at all stations with a mean concentration of 3.5 cell ml(-1). The affiliation of the small Nitro821-targeted cells to UCYN-A was confirmed by 16S and nifH phylogenies in the western Mediterranean Sea. In the central and the eastern Mediterranean Sea no 16S rDNA and nifH sequence from UCYN was obtained as cells concentration were close to, or below PCR detection limit. Bradyrhizobium sequences dominated nifH clone libraries from picoplanktonic size fractions. A few sequences of gamma-proteobacteria were also detected in the central Mediterranean Sea. While low phosphate and iron concentrations could explain the absence of Trichodesmium sp., the factors that prevent the development of UCYN-B and C remain unknown. We also propose that the dominating picoplankters probably developed specific strategies, such as associations with protists or particles, and/or photosynthetic activity, to acquire carbon for sustaining diazotrophy. Éditeur(s) : HAL CCSD Oxford University Press (OUP) Résumé : International audience Upper-mantle flow beneath the South Pacific is investigated by analysing shear wave splitting parameters at eight permanent long-period and broad-band seismic stations and 10 broad-band stations deployed in French Polynesia from 2001 to 2005 in the framework of the Polynesian Lithosphere and Upper Mantle Experiment (PLUME). Despite the small number of eventsand the rather poor backazimuthal coverage due to the geographical distribution of the natural seismicity, upper-mantle seismic anisotropy has been detected at all stations except at Tahiti where two permanent stations with 15 yr of data show an apparent isotropy. The median value of fast polarization azimuths (N67.5°W) is parallel to the present Pacific absolute platemotion direction in French Polynesia (APM: N67°W). This suggests that the observed SKS fast polarization directions result mainly from olivine crystal preferred orientations produced by deformation in the sublithospheric mantle due to viscous entrainment by the moving Pacific Plate and preserved in the lithosphere as the plate cools. However, analysis of individualmeasurements highlights variations of splitting parameters with event backazimuth that imply an actual upper-mantle structure more complex than a single anisotropic layer with horizontal fast axis. A forward approach shows that a two-layer structure of anisotropy beneath French Polynesia better explains the splitting observations than a single anisotropic layer. Second ordervariations in the measurements may also indicate the presence of small-scale lateral heterogeneities. The influence of plumes or fracture zones within the studied area does not appear to dominate the large-scale anisotropy pattern but may explain these second-order splitting variations across the network. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan including the following of small-scale fleets, data collection by field survey is based on a single questionnaire for all the fleets, whatever the size of the vessel, the gear used, the fishing area or the species targeted. It provides a large data set including earnings and costs but also capital, employment, fishing activity figures. Statistical analysis through a revenue model gives the basis for a re-assessing of the small-scale fisheries contribution to national production. Economic indicators such as gross added value, revenues, and direct employment are derived from the data set. The significant role of small scale fisheries in the French fishing sector is established and the impact of the rising fuel costs in fisheries is discussed. This study investigates the association between infant mortality and social deprivation categories at a small area level in the Lille metropolitan area, in the north of France, to identify census blocks where public authorities should prioritize appropriate preventive actions. We used census data to establish a neighbourhood deprivation index whose multiple dimensions encompass socioeconomic characteristics. Infant mortality data were obtained from the Lille metropolitan area municipalities to estimate a death rate at the census tract level. We used Bayesian hierarchical models in order to reduce the extra variability when computing relative risks (RR) and to assess the associations between infant mortality and deprivation. Between 2000 and 2009, 668 cases of infant death occurred in the Lille metropolitan area (4.2 per 1,000 live births). The socioeconomic status is associated with infant mortality, with a clear gradient of risk from the most privileged census blocks to the most deprived ones (RR = 2.62, 95 % confidence interval [1.87; 3.70]). The latter have 24.6 % of families who were single parents and 29.9 % of unemployed people in the labor force versus 8.5 % and 7.7 % in the former. Our study reveals socio-spatial disparities in infant mortality in the Lille metropolitan area and highlights the census blocks most affected by the inequalities. Fine spatial analysis may help inform the design of preventive policies tailored to the characteristics of the local communities. The Lesser Antilles Arc includes small tropical islands (width lower than 50 km) where a total of one-and-a-half million people live. Air quality over this region is affected by anthropogenic and volcanic emissions, or saharan dust. To reduce risks for the population health, the atmospheric dispersion of emitted pollutants must be predicted. In this study, the dispersion of anthropogenic nitrogen oxides (NOx) is numerically modelled over the densely populated area of the Guadeloupe archipelago under weak trade winds, during a typical case of severe pollution. The main goal is to analyze how microscale resolutions affect air pollution in a small tropical island. Three resolutions of domain grid are selected: 1 km, 333 m and 111 m. The Weather Research and Forecasting model (WRF) is used to produce real nested microscale meteorological fields. Then the weather outputs initialize the Lagrangian Particle Dispersion Model (FLEXPART). The forward simulations of a power plant plume showed good ability to reproduce nocturnal peaks recorded by an urban air quality station. The increase in resolution resulted in an improvement of model sensitivity. The nesting to subkilometer grids helped to reduce an overestimation bias mainly because the LES domains better simulate the turbulent motions governing nocturnal flows. For peaks observed at two air quality stations, the backward sensitivity outputs identified realistic sources of NOx in the area. The increase in resolution produced a sharper inverse plume with a more accurate source area. This study showed the first application of the FLEXPART-WRF model to microscale resolutions. Overall, the coupling model WRF-LES-FLEXPART is useful to simulate the pollutant dispersion during a real case of calm wind regime over a complex terrain area. The forward and backward simulation results showed clearly that the subkilometer resolution of 333 m is necessary to reproduce realistic air pollution patterns in this case of short-range transport over a complex terrain area. Globally, this work contributes to enrich the sparsely documented domain of real nested microscale air pollution modelling. This study dealing with the determination of the proper resolution grid and proper turbulence scheme, is of significant interest to the near-source and complex terrain air quality research community. Morphological changes and sedimentary processes induced by the December 2003 flood event at the present mouth of the Grand Rhone River (southern France) Auteur(s) : Maillet, Grégoire M. Normand, Alain Éditeur(s) : Elsevier Résumé : The study, which is based on repetitive bathymetric surveys, assesses changes and effects of one of the most important floods recorded in the Rhone Delta area: bottom morphology and sediment distribution in the Rhone outlet after the December 2003 flood are discussed by comparison between Digital Terrain maps (DTMs) of November 2003 and January 2004. The post-flood morphology shows that the whole of the system is active, mainly in the east. The channel of the Rhbne has been hollowed out on the left bank by more than 5 m, the eastern coast of the mouth has retreated 400 m, the mouth-bar has prograded 200 m and the slope of the delta front has increased by 0.19. The overlay of pre- and post-flood DTMs makes it possible to estimate the total volume deposited in the [0 to -20 m] zone as +7.8 X 10(6) m(3) (i.e. 0.88 m(3) m(-2)), which corresponds to 4 X 10(6) t of sediment. These values are compared with the average annual volume of 0.47 X 10(6) m(3) yr(-1) of sediment deposited in this zone between 1995 and 2003, as well as the average sediment load estimated at the Arles station (50 km upstream) for this flood event (3.1 x 10(6) t to 5.3 x 10(6) t). The acquisition of bathymetric measurements immediately before and after a major flood allows more than a simple morphological description; in addition, an analysis of the solid load transfer processes towards the prodelta is achievable. Three mechanisms are highlighted. Most of the material eroded in the channel and supplied to the delta front corresponds to fine sediment that drape homogeneously over the pre-flood morphology of the delta front. The transit of the coarsest sediment (primarily sand) is slowed down in the channel of the Rh6ne: this sediment builds up in relatively small areas, leading to the formation of gullies on the prodelta slope. The gullies have fixed positions and disappear gradually towards the west, following the progressive migration of the active band towards the east. These old features are not reactivated by floods occurring after their formation. During the flood, only a small volume of coarse sediment bypasses through the gullies, and the fine deposits are remobilised rapidly or compacted. Flood input concerns essentially the delta front, which traps 90% of the fluvial solid discharge between 0 and 20 m depth. The coarse prodelta supply is then due mainly to mass movements of unconsolidated material deposited beforehand on the top of the delta front. Consequently, the main nourishment of the prodelta does not occur directly during and/or immediately after a flood event, but is delayed by sediment being temporarily trapped on the delta front.
