The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. From several decades, alarming trends have been reported worldwide for both biodiversity and ecosystem services. Therefore the sustainable management of biodiversity requires a double viewpoint balancing ecological conservation with the welfare of human societies. Understanding the underlying trade-offs, synergies and interactions imposes the development of interdisciplinary researches and methods. In that respect, bio-economic or ecological economic modeling is likely to play a major role. The present paper intends to elicit the key features, strengths and challenges of bio-economic approaches especially in mathematical and computational terms. It first recall the main bio-economic methods, models and decisional instruments used in these types of analyses. Then the paper shows to what extent bio-economic sustainability lies between equilibrium, viability and optimality mathematical frameworks. It ends up by identifying new major challenges among which the operationalization of ecosystem based management, the precautionary principle and the implementation of governance are especially important. METHODS: All infant deaths (n = 715) occurring between 2000 and 2009 were geocoded at census block level. Each census block was assigned multi-component socio-economic characteristics and Lden levels, which measure exposure to noise. Using a spatial-scan statistic, we examined whether there were significant clusters of high risk of infant mortality according to neighbourhood characteristics. RESULTS: Our results highlight the fact that infant mortality is non-randomly distributed spatially, with clusters of high risk in the south-east of the Lyon metropolitan area (RR = 1.44; p = 0.09). After adjustments for socio-economic characteristics and noise levels, this cluster disappears or shifts according to in line with different scenarios, suggesting that noise and socio-economic characteristics can partially explain the spatial distribution of infant mortality. CONCLUSION: Our findings show that noise does have an impact on the spatial distribution of mortality after adjustments for socio-economic characteristics. A link between noise and infant mortality seems plausible in view of the three hypothetical, non-exclusive, pathways we propose in our conceptual framework: (i) a psychological pathway, (ii) a physiological disruption process and (iii) an unhealthy behaviours pathway. The lack of studies makes it is difficult to compare our findings with others. They require further research for confirmation and interpretation. To alleviate poverty in the area, the government has chosen to enforce adjustment policies of the World Bank Group. According to the World Bank Group's argument, while artisanal mining is supposed to create significant economic, social and environmental problems, large-scale mining investment results in economic and social prosperity. This paper focuses principally on a re-analysis of the debates regarding the relationship between artisanal and large-scale mining and poverty alleviation in developing countries. Further, the paper offers an alternative viewpoint on these issues based on the example of Madagascar. In the last decade, Madagascar has experienced a significant increase in mining activity. Towards the end of the 90s, informal and artisanal mining emerged as one of the most important economic activities of the area with the development of the Ilakaka frontier. At the same time, foreign investments began to benefit from adjustment policies implemented by the government, and large-scale mining operations also commenced. As the local socio-economic system was deeply affected by these developments, it is wise to monitor the effects of each type of mining operation on poverty alleviation. On the one hand, it appears that governance insufficiency has hampered possibilities for broader economic prosperity through large-scale mining investments. On the other hand, while artisanal mining is frequently condemned by scholars, the negative comments seem to be overly pessimistic, as this activity can be demonstrated to provide considerable economic opportunities for both the native and migrant populations. INRA, CFCS Description : Farmers are very inventive, but their innovations often remain confined to their farm, or to small local networks. And the interest they might have for farmers other than their inventors is seldom analyzed. Tracking on-farm innovations aims at finding technical or organizational innovations designed by farmers, to characterize their agronomic, economic and environmental performance and analyze the conditions in which this performance is expressed. The talk presents the various stages of this tracking approach, applied to innovative cropping systems, basing on a variety of recent works, in France, Argentine, Burkina Faso and China: (1) Defining what we are looking for; (2) Identifying innovative systems; (3) Describing and characterizing innovative systems; (4) Assessing innovative systems; (5) Specifying the conditions for the success of innovative systems. The results of the tracking are aimed not only at the farmers, but at their advisors and researchers too: (i) Innovative and effective cropping systems, which can be a source of inspiration for farmers; (ii) Confirmation of the interest of a principle for reasoning cropping systems; (iii) Innovative practices, analyzed within a systemic framework, which can serve as bricks for the design of new systems; (iv) Questions to be looked into more thoroughly by experimentation. Compared to traditional approaches in agronomy, tracking innovative cropping systems provides a double break: break with a top-down approach, where agricultural R & D is regarded as the only source of innovation: by mobilizing the innovative capacities of farmers, tracking increases our collective capacity to invent new practices or new cropping systems, by using not only technical and scientific knowledge, but also the empirical knowledge, that is so rich in agriculture. And break with the primacy given to experimentation, as a source for the production of knowledge and the assessment of innovations. Les agriculteurs sont très inventifs, mais leurs innovations demeurent souvent confinées à leur ferme, ou à de petits réseaux locaux. Et l'intérêt qu'elles pourraient avoir pour des agriculteurs autres que leurs inventeurs est rarement analysé. Le cheminement des innovations à la ferme vise à trouver les innovations techniques ou organisationnelles conçues par des agriculteurs, pour caractériser leur agronomique, économique et la performance environnementale et pour analyser les conditions en lesquelles ces résultats sont exprimés. Fish, fishers, seals and tourists: Economic consequences of creating a marine reserve in a multi-species, multi-activity context Auteur(s) : Boncoeur, Jean Alban, Frederique Guyader, Olivier Thebaud, Olivier Éditeur(s) : Wiley Résumé : This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Analysis is conducted with the help of a bioeconomic model combining the features of marine reserve modeling and of multispecies modeling. Following a description of the model, results of several simulation runs are presented. These show that creating a marine reserve has more complex economic implications than predicted in studies focused exclusively on one stock and/or commercial fisheries. More specifically, the model shows that the dynamics of the two interacting stocks reduces the benefits of the no-take zone for the fishing industry, while it makes the creation of this zone provide an opportunity for the development of ecotourism. Due to this dynamics, the model suggests that the optimal size of the reserve is larger when ecotourism is taken into account along with fishing activities. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. On the neighborhood scale on the Paris, Marseille, Lyon and Lille metropolitan areas, the health event studied is infant mortality. We try to explain its risk with socio-economic data retrieved from the national census and environmental exposures such as air pollution, noise, proximity to traffic, green spaces and industries. The thesis is composed of two parts. The data mining part details the development of a procedure of creation of multidimensional socio-economic indices and of an R package that implements it, followed by the creation of a cumulative exposure index. In this part, data mining techniques are used to synthesize information and provide composite indicators amenable for direct usage by stakeholders or in the framework of epidemiological studies. The second part is about Bayesian models. It explains the "BYM" model. This model allows to take into account the spatial dimension of the data when estimating mortality risks. In both cases, the methods are exposed and several results of their usage in the above-mentioned context are presented. We also show the value of the socio-economic index procedure, as well as the existence of social inequalities of infant mortality in the studied metropolitan areas. Cette thèse a pour but d'améliorer les connaissances concernant les techniques d'analyse de données et certains modèles bayésiens dans le domaine de l'étude des inégalités sociales et environnementales de santé. À l'échelle géographique de l'IRIS sur les agglomérations de Paris, Marseille, Lyon et Lille, l'événement sanitaire étudié est la mortalité infantile dont on cherchera à expliquer le risque avec des données socio-économiques issues du recensement et des expositions environnementales comme la pollution de l'air, les niveaux de bruit et la proximité aux industries polluantes, au trafic automobile ou aux espaces verts. Deux volets principaux composent cette thèse. Le volet analyse de données détaille la mise au point d'une procédure de création d'indices socio-économiques multidimensionnels et la conception d'un package R l'implémentant, puis la création d'un indice de multi-expositions environnementales. Pour cela, on utilise des techniques d'analyse de données pour synthétiser l'information et fournir des indicateurs composites utilisables directement par les décideurs publics ou dans le cadre d'études épidémiologiques. Le second volet concerne les modèles bayésiens et explique le modèle " BYM ". Celui-ci permet de prendre en compte les aspects spatiaux des données et est mis en œuvre pour estimer le risque de mortalité infantile. Analyzing the market position of fish species subject to the impact of long-term changes: a case study of French fisheries in the Bay of Biscay Auteur(s) : Le Floc' H, P Poulard, Jean-charles Thebaud, Olivier Blanchard, Fabian Bihel, J Steinmetz, Fabien Éditeur(s) : EDP Sciences Résumé : Market position and its evolution were analysed in nine key fish and cephalopod species subject to long-term changes, using the Bay of Biscay fisheries as a case study. Although such long term changes have already been documented, and in some cases shown to be related to the impacts of fishing, changes in the physical environment, or both, relatively little work has been devoted to their potential consequences in economic terms. The nature and extent of these consequences was determined in the present study by looking at the composition of the affected fish production, and the status of different fish products on the markets. We propose a methodology to characterize market position for this set of nine species. The selected species represent a significant part of the gross turnover of French fishing fleets operating in the bay. These species were characterized in terms of their potential sensitivity to fishing and changes in environmental conditions due to global warming. We separated species potentially positively (Engraulis encrasicolus and Lophius budegassa) and negatively affected (Pollachius pollachius and Lophius piscatorius) by warming. Evolution of the value of production of the nine species was then depicted using analysis of macro-economic index (production and potential consumption) and price indices. This revealed the relatively high sensitivity of domestic production to the market crisis that occurred in France in the early 1990s, compared to imported and exported products. The relative position of individual species, with respect to the market and its evolution between 1990 and 2005, was analyzed by multi-factorial analysis. Results derived from the analysis clearly distinguish two groups of species, the first characterized by higher prices (monkfish, Nephrops, sole, seabass) and the second by larger volumes available on the French market (pollack, hake, anchovy, sardine, cuttlefish). We conclude that a major part (69 to 87%) of the gross turnover associated with catches of these fish species in the Bay of Biscay remains potentially unaffected by long-term changes related to climate. Although regular follow-ups are recommended during pregnancy, not all pregnant women seek care. This pilot study wanted to assess whether the integration of data from administrative health information systems and socio-economic features allows identifying disparities in prenatal care trajectories.Methods - Prenatal care trajectories were extracted from the permanent sample of the French health insurance information system linked to the hospital discharge information system. The records of 2518 women who gave birth without complications in France in 2009 were analyzed. State sequence data analysis was performed to identify homogeneous groups of prenatal care trajectories. Socio-economic data were used to characterize their living environment.Results -We identified three groups of homogeneous prenatal care trajectories: (i) women with relatively high prenatal care consumption (~11 %), (ii) women with no prenatal care (~21 %), and (iii) women with an intermediate level of prenatal care (~66 %). Analysis of the socio-economic data demonstrated the association between disparities in prenatal care trajectories and the women’s living environment. Women with relatively high care consumption generally lived in socio-economically privileged areas (better education levels, employment status and housing conditions) compared with women with few or no prenatal care.Conclusions -Although ecological, our approach demonstrates that data from health administrative information systems could be used to describe prenatal care. However, more individual variables and an improvement of the data quality are needed to efficiently monitor the content and timing of prenatal care. Moreover, state sequence analysis, which was used in this context for the first time, proves to be an interesting approach to explore care trajectories. Finally, the integration of heterogeneous sources of data, including contextual information, might help identifying areas that require health promotion actions toward vulnerable populations, such as pregnant women. Huge economic losses and population exodus have followed. This major crisis has been relayed with other crises due to rainfed lahars which have been supplied with eruption deposits. These lahars have occurred every year since 1991 during the rainy season. They will probably last until 2005. After a brief presentation of the Philippine official response system to disasters, this paper draws up a critical analysis of the different kinds of institutional and social responses deployed to manage the different crisis and post-crisis phases of this event. Based on three viewpoints: from population, media and other actors, this analysis attempts to point out the strengths and weaknesses of the official management system, especially by studying the efficiency and the range of the solutions taken. So, it appears that the management of the June 1991 main crisis (eruption) was a success. On the other hand, difficulties have occurred with lahars risk management. Indeed, these lahars have obliged the authorities to protect and relocate thousands of people. In spite of persistent problems, the management system (monitoring/warning/evacuation) of lahar crises improves year after year. Failures appear especially within the rehabilitation program (protection/rehousing). Many direct (lack of means, preparedness, coordination, dialog, etc.) and indirect (politico-administrative, socio-economic, cultural contexts) factors come together to lock the wheels of the institutional response system. They defer the socio-economic start of this vital northern Philippines area. Retour sur deux projets de développement en aquaculture outre-mer : leçons pour l’avenir Auteur(s) : Lacroix, Denis Éditeur(s) : EDP Sciences Résumé : Lessons for the future from two development projects in aquaculture in the French overseas territories. Numerous research and development projects have been launched since the seventies in the French overseas territories. Their aim was to foster new activities in agriculture based on local productions for local markets, notably in the French West Indies (FWI). In this paper we analyze two development projects on the rearing of giant freshwater prawn, one in the FWI and the other in French Guyana, over twenty years after their launching. The purpose of these compared studies is twofold: first to try to understand why a set of relevant technical innovations ended in failure 15 years later; second to identify recommendations in terms of methodology in order to diminish risks of mistakes or failure for future projects. To reach this goal we followed two approaches. A first analysis is based on a set of three criteria: social acceptability, legitimacy and time planning. The second analysis, justified by the subjective need for an explanatory tool, is based on the actor-network theory. The results show that beyond the levels of political support and financial investment and support the three key criteria for success are: (i) reactivity of the decision-makers, notably when markets change, (ii) quality of leadership transfer between the launching phase and the stabilized phase, and (iii) capacity of the decision-makers to take into account the concrete consequences of the various scenarios. Regarding this third criterion, our analysis suggests that the scenario of full technical success needs to be explored, notably in terms of economic sustainability. The integration of these two types of analyses into an ex-ante frame should contribute to reducing risks of failure in similar development projects. De nombreux projets d’aquaculture ont été menés depuis les années 1970 dans les territoires et départements français d’outre-mer. L’objectif était de diversifier l’agriculture avec des productions destinées au marché local comme aux Antilles, ou à l’exportation comme en Guyane. L’étude s’intéresse au bilan de deux projets d’élevage de la crevette tropicale d’eau douce aux Antilles et en Guyane, plus de vingt ans après leur lancement. L’objectif est de comprendre comment des innovations technologiques pertinentes ont conduit à deux échecs sur le moyen terme et de tirer des recommandations de méthode afin de réduire les risques d’erreurs ultérieures. Pour cela, deux cadres d’analyse sont mobilisés : le premier s’appuie sur les concepts de temporalité, légitimité et acceptabilité ; le second, motivé par la recherche subjective de cadres explicatifs, emprunte la vision de la théorie de l’acteur-réseau. Les trois déterminants majeurs du succès ou de l’échec se révèlent être la réactivité des responsables face aux problèmes d’adaptation à l’évolution des marchés, la qualité du transfert du leadership lors du passage de la phase de lancement à la phase de croisière et enfin la capacité de prendre en compte dès le départ les conséquences des scénarios d’évolution du projet, y compris la réussite technique. Analyses of the distributions of functional traits can provide insight into the community structure generated by these processes. We predicted the trait distributions expected under the ecological processes of niche differentiation and environmental filtering, then tested these predictions with a dataset of 4672 trees located in nine 1-ha plots of tropical rain forest in French Guiana. Five traits related to leaf function (foliar N concentration, chlorophyll content, toughness, tissue density and specific leaf area), and three traits related to stem function (trunk sapwood density, branch sapwood density, and trunk bark thickness), as well as laminar surface area, were measured on every individual tree. There was far more evidence for environmental filtering than for niche differentiation in these forests. Furthermore, we contrasted results from species-mean and individual-level trait values. Analyses that took within-species trait variation into account were far more sensitive indicators of niche differentiation and ecological filtering. Species-mean analyses, by contrast, may underestimate the effects of ecological processes on community assembly. Environmental filtering appeared somewhat more intense on leaf traits than on stem traits, whereas niche differentiation affected neither strongly. By accounting for within-species trait variation, we were able to more properly consider the ecological interactions among individual trees and between individual trees and their environment. In so doing, our results suggest that the ecological processes of niche differentiation and environmental filtering may be more pervasive than previously believed. Fishery externalities and biodiversity: Trade-offs between the viability of shrimp trawling and the conservation of Frigatebirds in French Guiana Auteur(s) : Martinet, Vincent Blanchard, Fabian Éditeur(s) : Elsevier Science Bv Résumé : Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability, objectives. Les pêcheries mixtes de langoustine et de merlu du golfe de Gascogne. Description, préparation à une modélisation et à une simulation des procédures de gestion Auteur(s) : Charuau, Anatole Ifremer Résumé : 1 - Study's goals review The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
1 - Rappel des buts de l'étude La gestion des pêcheries de merlu et de langoustine peut être considérée comme le problème le plus important du Golfe de Gascogne. Les méthodes de calcul employées pour évaluer les variations de la production sous diverses contraintes d'effort et de maillage mettent toutes l'accent sur le rôle capital des pêcheries à petits maillages sur l'état du stock nord de merlu. Le niveau de responsabilité des pêcheries de langoustine du Golfe de Gascogne dans la surexploitation du merlu semble démesuré eu égard aux dimensions respectives des deux stocks. Le stock de merlu s'étend du Nord des Iles Britanniques au Nord de l'Espagne alors que le stock de langoustine est localisé aux vasièrés du Golfe de Gascogne. La solution biologique du problème est connue et tient à une augmentation généralisée des maillages à 80 mm qui amènerait le rendement du stock de merlu à son maximum. Il serait illusoire de prétendre que tous les acteurs opérant sur le stock de merlu arriveront jamais à l'utiliser. Pour le moment, le problème se pose essentiellement en termes économiques car beaucoup de navires poursuivent un schéma d'exploitation hérité des années 1960 et pèchent sur des vasièrés côtières qui sont les zones les plus exploitées et où ils effectuent leurs captures au détriment des jeunes classes d'âge de merlu et de langoustine. En raison des délais impartis, cette étude constitue la préparation à une modélisation bioéconomique. On y trouvera donc une description des pêcheries et un bilan de l'exploitation sur les données disponibles en 1986. 2 - Travaux effectués 2 . 1 Description de la pêcherie Il s'agissait avant tout de poser les problèmes et de préparer les analyses ultérieures. Les langoustiniers sont présumés, d'après les modèles d'évaluation employés, effectuer sur les immatures de merlu des prélèvements tels qu'ils mettent en danger toute l'exploitation du stock. La distribution de la langoustine est très liée à la nature du fond car elle ne peut construire son terrier que sur des fonds de vase fine. Celle du merlu est beaucoup plus large et inféodée à la recherche de nourriture, crevettes euphausiacées en particulier, on le trouve donc sur les fonds sableux à sablo-vaseux. La langoustine est recherchée par une flottille de 400 à 450 bateaux dont les caractéristiques sont très variables suivant leur appartenance géographique. Au nord, la pêcherie est proche des ports exploitants et les rendements en langoustine et en prise accessoire sont suffisants pour faire vivre une flottille ancienne. Vers le sud, la structure est très diversifiée et la flexibilité est généralement la règle et les navires de construction récente peuvent changer de cible aisément de façon saisonnière ou au cours de la même journée de pêche. Globalement, les débarquements de merlu du stock nord sont en légère hausse. Ce redressement est dû probablement aux augmentations de maillage, même légères, généralisées et à une baisse de l'effort sur les pêcheries où s'effectuent des captures d'immatures. Les débarquements de langoustine sont stables ou en légère baisse et les rendements, au moins sur la pêcherie du nord, varient avec des oscillations de ±15 à ±20 % autour d'une moyenne de 100 kg/jour. Les paramètres biologiques utilisés pour chaque espèce dans les évaluations sont ceux en usage dans les groupes de travail du CIEM et de la CEE. Parmi ces paramètres, ceux décrivant la croissance sont les plus importants. Pour le merlu une équation de croissance intermédiaire entre mâles et femelles a été utilisée. Pour la langoustine les deux sexes sont traitées séparément. Les simulations ont porté sur trois types de données : Variations de l'effort des langoustiniers Augmentation du maillage des langoustiniers La diminution de l'effort des langoustiniers ou L'augmentation de maillage agisse très exactement dans le même sens sur la production des stocks de merlu et de langoustine. Enfin une étude succincte de la sensibilité des résultats des évaluations a été effectuée pour des modifications : - de la composition en taille des rejets de merlu par les langoustiniers. L'étendue des tailles reste la même mais le nombre dans chaque classe varie selon le même pourcentage. des paramètres de croissance de la langoustine, le couple de valeurs utilisées (L» = 76 mm et k = 0.11 pour les mâles, L°° = 56 mm et k = 0.14 pour les femelles) constituant l'hypothèse "haute" Dans le premier cas, une erreur de 20 % sur l'évaluation des rejets pour un cnaillage de 60 mm n'apporterait qu'une modification de 3 % dans la production globale du stock. Ces premiers résultats sont en contradiction avec les conclusions habituelles des évaluations et il sera nécessaire de reprendre les calculs en modifiant le pas des classes de taille. Dans le deuxième cas, pour une diminution de L» et une augmentation de la vitesse de croissance, les variations de la production à terme restent à l'intérieur des fluctuations interannuelles habituelles. Dans tous les cas de figure, les calculs confirmant l'augmentation de la production à terme dans l'hypothèse d'une augmentation de maillage à 60 mm sont d'une robustesse à toute épreuve. The first part presents the evolution of perceptions and uses of coastal areas, linked to the socio-economic transformations of the island. Completing this presentation, based on the analysis of management plans from different periods, an overview of the recent state of occupation of coastal areas in Martinique is also given. The second part presents four case studies of conflictual situations concerning access to coastal areas, on l and and at sea, considering differents types of activities and decision-making processes. For each case study, an investigation has been conducted to identify implied actors, their motivations and strategies, as well as the mechanisms by which conflict appears and evolves. Le rapport présente, en deux parties, les résultats d'une étude menée sur le littoral de Martinique en 1993. La première partie présente l'évolution des perceptions et des modes d'usage de la zone côtière, liée aux transformations socio-économiques ayant marqué l'île. Cette présentation, s'appuyant sur l'analyse de documents d'aménagement de différentes époques, est complétée par un état des lieux récent de l'occupation de la bande côtière de l'île. La seconde partie présente quatre études de situations conflictuelles pour l'accès à l'espace littoral, terrestre et marin, considérant des types d'usage et des processus décisionnels différents. Strong correlations amongst traits previously defined as the leaf economics spectrum reflect a tradeoff between investments in productive leaves with rapid turnover vs. costly physical leaf structure with a long revenue stream. A second axis of variation, the 'stem economics spectrum', defines a similar tradeoff at the stem level: dense wood vs. high wood water content and thick bark. Most importantly, these two axes are orthogonal, suggesting that tradeoffs operate independently at the leaf and at the stem levels. By simplifying the multivariate ecological strategies of tropical trees into positions along these two spectra, our results provide a basis to improve global vegetation models predicting responses of tropical forests to global change. A systematic review of socio-economic assessments in support of coastal zone management (1992-2011) Auteur(s) : Le Gentil, Eric Mongruel, Remi Éditeur(s) : Academic Press Ltd- Elsevier Science Ltd Résumé : Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. A corpus of 1682 articles published between 1992 and 2011 was identified by means of the representative coverage approach, from which 170 were selected by applying inclusion/exclusion criteria and then classified using a content analysis methodology. The percentage of articles that mention the use of socio-economic assessment in support of coastal zone management initiatives is increasing but remains relatively low. The review examines the links between the issues addressed by integrated assessments and the chosen analytical frameworks as well as the various economic assessment methods which are used in the successive steps of the coastal zone management process. The results show that i) analytical frameworks such as 'risk and vulnerability', 'DPSIR', 'valuation', 'ecosystem services' and 'preferences' are likely to lead to effective integration of social sciences in coastal zone management research while 'integration', 'sustainability' and 'participation' remain difficult to operationalize, ii) risk assessments are insufficiently implemented in developing countries, and iii) indicator systems in support of multi-criteria analyses could be used during more stages of the coastal zone management process. Finally, it is suggested that improved collaboration between science and management would require that scientists currently involved in coastal zone management processes further educate themselves in integrated assessment approaches and participatory methodologies. - Exploitation of seascapes (tourism, leisure, boating),
- Resource processing (of living resources and oil & gas)
- Manufacturing and service industries supplying the above exploitation activities: shipbuilding, ship repair and boat building and their suppliers, oil and gas services, financial services,
- Public services: defence; State intervention at sea and public services to maritime activities and to seafarers; public and private activities contributing to the protection of marine and coastal environment; and public research.
Since 1997, the French Marine Economic Data report, published by Ifremer, includes a set of key sectoral indicators used to value the economic significance of the French marine-related activities in terms of production and jobs, their role in the national economy, their weight in international competition and the importance of non-market public services. The analysis of the marine sectors is carried out mainly at national scale but regional indicators are also presented when they are available. The European dimension of the activities is also taken into account. Création d’une aire protégée et logiques d’action de l’état et du milieu : analyse d’une irréconciabilité constructive à l’œuvre Auteur(s) : Lequin, Marie Éditeur(s) : Université des Antilles Études caribéennes Résumé : Cet article analyse les interactions socioculturelles d’acteurs multiples ayant des intérêts divergents en regard de la reconnaissance d’un espace naturel à titre d’aire protégée, plus particulièrement le Parc marin du Saguenay–Saint-Laurent (PMSSL), situé au Québec à l’embouchure de la rivière Saguenay. Compris dans le sens d’espace socialisé et investi de valeurs parfois contradictoires, ce territoire constitue le cas empirique sur lequel repose l’analyse des logiques d’acteurs. La perspective ici mise de l’avant repose à la fois sur une décision de l’État de créer et de mettre en valeur une aire marine ainsi que sur la participation active des collectivités territoriales dans la gestion du patrimoine environnemental et culturel lié à leur identité propre. Si la participation des communautés locales apparaît comme un élément essentiel et démocratique dans la reconnaissance d’un espace naturel protégé, il apparaît tout aussi capital de bien saisir la logique qui sous-tend les actions de l’État et du milieu. Les résultats empiriques montrent deux logiques d’action distinctes à l’œuvre, une logique classique de planification et implantation stratégiques de l’état réservant une espace de participation programmée pour la communauté et une logique stratégique communautaire à caractère émergent, de portée moins englobante, mais adaptable aux nouvelles réalités et contraintes gouvernementales. Les résultats peuvent être représentés sous forme d’un processus de gouvernance à l’œuvre, un caractérisé par une participation de base, mais un qui suggère qu’un processus plus hautement démocratique nécessiterait un plus haut degré de vigilance dans la perspective communautaire, suffisante pour produire une meilleure symétrie de pouvoir démocratique entre l’État. This paper analyzes the socio-cultural dynamic between multiple stakeholders with divergent interests concerning the formalization of the status of a natural area into a protected area. The empirical case under analysis is the creation of the Saguenay Marine Park located at the confluence of the St-lawrence and Saguenay rivers in Québec, a rural region represented by different localities showing some contradictions in socio-economic values and agendas. The dual perspective put forth is, first, the governmental decision one to create and promote a marine protected area, and second, the regional community one to participate in the process and adapt the management of their cultural and environmental heritage to their own perception of their socio-economic identity. The objective of analysis is to identify the logics of action underlying both processes. The empirical results show two distinct logics at work, a government logic of classic managerial planning and implementation into which the community has a programmed role and a community logic of emergent planning, less comprehensive in scope, but adaptable to the emerging realities and limitations of the governmnent one. They can be seen in tandem as representing a governance process at work, one with a basic participative character, but one which suggests that an enhanced democratic process entails a higher vigilance level from a community perspective, such as to produce a more even democratic symmetry of powers between the State and the regional community.
