The data collected made it possible to make suggestions for adapting the photovoltaic systems to their environment by taking into account social, cultural, and geoclimatic specificities. Analysis of on-site productivity provides valuable information on energy profiles and types of use. Field surveys made it possible to associate users’ perception of the energy production equipment and their degree of satisfaction with operating efficiency and on-site maintenance. This aspect is essential for analyzing the actual rate of use of the energy that is theoretically available.Parallel to these surveys, the results of the study carried out on the performance of the solar home systems made it possible to learn the quantitative aspects of the energy produced and consumed as well as the qualitative aspects of the parameters that condition the performance of the photovoltaic systems.After keyboarding, the subjective, qualitative as well as the quantitative variables were processed using a statistical analysis program in order to determine the correlations between them and to prepare the final conclusions. High enthalpy hydro-geothermal reservoirs: insights from basalt petrophysical properties. ; Réservoirs hydro-géothermaux haute enthalpie: apport des propriétés pétrophysiques des basaltes. Currently, the yield of geothermal power plants is limited to temperatures of the operating fluid which 350 °C. From tectonic and volcanic activity at mid-ocean ridges, Iceland is a location where supercritical fluid extraction (T> 375 °C) can considered for the near future. Exploiting such fluids could theoretically multiply by a factor of ten the electrical power delivered by geothermal wells. Can such fluids circulate at the base of brittle oceanic crust? This work investigates the petrophysical properties of basalts in order to constrain geophysical observations in Iceland and predict the behavior of very high temperature geo-hydrothermal reservoirs. The first approach consisted in studying the physical properties of rocks that have hosted deep hydrothermal circulations at oceanic ridges. The study of these rocks at ODP Site 1256 shows that the porosity measured both in the field and in the lab is associated with amphibolite facies alteration minerals (T> 500 ° C). The second approach was to recreate in the laboratory the conditions of pressure, temperature and pore fluid pressure of high temperature to supercritical hydrothermal systems to predict the mechanical and electrical properties of basalts under these conditions. The mechanical results indicate that the brittle/ductile transition occurs at a temperature of about 550° C, where a strong permeability decrease is expected. The implementation and calibration of a new cell for measuring electrical conductivity at high temperature provide the first results for the interpretation of geophysical data. When applied to basaltic crustal conditions in Iceland, these results indicate that hydrothermal fluids could circulate, at least temporarily, in a supercritical state up to 5 km depth. La géothermie est considérée comme une source d'énergie propre et inépuisable à échelle humaine. Actuellement, le rendement des centrales géothermiques est limité à l'exploitation de fluides de températures inférieures à 350 °C. L'association de l'activité tectonique et volcanique aux dorsales océaniques fait de l'Islande un lieu où l'extraction de fluides supercritiques (T> 375 °C) peut être envisagée. Cette exploitation pourrait multiplier par dix la puissance électrique délivrée par le système géothermal. Ces fluides peuvent-ils circuler dans la croûte océanique ? Ce travail propose de contraindre les observations géophysiques et de prédire le fonctionnement des réservoirs géo-hydrothermaux de très haute température par l'étude des propriétés physiques des basaltes. La première approche est focalisée sur l'étude de roches ayant accueilli une circulation hydrothermale par le passé. L'étude de ces roches au site ODP 1256, montre que leur porosité est associée à la présence de minéraux d'altération hydrothermale du facies amphibolite (T> 500 °C). La seconde approche a consisté à recréer, en laboratoire, les conditions des systèmes hydrothermaux, à très haute température, afin de prédire les propriétés mécaniques et électriques des basaltes dans ces conditions. Les résultats mécaniques indiquent que la transition fragile/ductile, souvent associée à une forte décroissance de perméabilité, intervient à une température d'environ 550 °C. La mise en place d'une cellule de mesure de la conductivité électrique de haute température a fourni les premiers résultats utiles à l'analyse des données géophysiques. Coral garden economies: international tourism and the magic of tropical nature Auteur(s) : Picard, David Éditeur(s) : Université des Antilles Études caribéennes Résumé : This paper aims to explore the complex relationships between international tourism and the production and exchange of 'nature' in tropical countries. It is based on data gathered through an ethnographic case study approach on the changing aesthetic, economic and symbolic values attached to the coral reef in the tropical island of La Réunion, Indian Ocean. The analysis of this data shows that, from the point where the collective imaginaries in the Western world associate a 'magic' value with corals, an international institutionalisation process takes place in order to protect and preserve coral reefs and make them touristically accessible. This raises important issues related to the challenges the new value of tropical nature represents for the communication and exchange systems of communities in tropical countries. The paper first explores the meanings of the spiritual and religious value Western societies attribute to coral reefs. It then discusses the institutionalisation of tropical nature by international organisations and the problem of parallel land and natural space ownership systems in La Réunion. After that, it deconstructs the mystification policy of the coral reef operated by local institutions in La Réunion and examines the meaning of protecting the coral reef as a socially embedded 'communicative action' in La Réunion. L’objectif de cette étude est d’explorer les relations complexes entre d'une part le tourisme international et d'autre part la production et l'échange de 'nature' dans des pays tropicaux. L'étude est basée sur des données recueillies à travers une approche ethnographique des valeurs esthétiques, économiques et symboliques attachées au récif corallien de l'île de La Réunion, dans l'océan Indien. L'analyse de ces données montre qu'à partir du moment où les imaginaires collectifs de l'Occident associent les coraux à une valeur 'magique', un processus d'institutionnalisation internationale s’engage dans le but de protéger, préserver et rendre accessibles au tourisme les récifs coralliens. Ceci implique des problématiques importantes liées à la mise à l'épreuve des systèmes de communication et d'échange des sociétés dans les pays tropicaux. The study begins with a review and assessment of the evaluation criteria proposed in the economic literature. This review of the literature is done to find an approach for analysing licensing systems. The study then recounts the main stages of the implementation of the licensing system for trawling in the Mediterranean as well as the context of fishing. After a description of the licensing system and a reminder of the objectives and arguments defended by the various participating groups, the study examines its operation as well as some of its consequences. These latter are captured as much by comparing the criteria from the theory as the objectives pursued. In conclusion, the study brings out the lessons and perspectives of the licensing system. The reader wishing to have a detailed analysis of the economic evolution of trawling in the French Mediterranean can refer specifically to the work of MEURIOT and DREMIERE (1986) meant to round out this study. L'objet de cette étude est d'examiner le fonctionnement et les implications du système de licences au chalutage de fond mis en place en Méditerranée française, ceci en regard du contexte de la pêche dans cette zone au cours des vingt dernières années. L'étude commence par une revue et appréciation des critères d'évaluation proposés dans la littérature économique. Cette revue de la littérature est destinée à dégager une approche permettant d'analyser un système de licences. L'étude retrace ensuite les principales étapes de la mise en place du système de licences au chalut en Méditérranée ainsi que le contexte des pêches. Présent à la table d’opération, il ne voit ni ne touche plus directement avec ses mains l’organe à réparer mais agit avec des systèmes intermédiaires souvent miniaturisés, tels des cathéters et des instruments robotisés, réduisant aussi les durées d’intervention et de récupération pour le patient. Une des questions qui se pose est celle de l’information utile et indispensable qu’utilise le chirurgien ou qu’il devrait utiliser ? Quelles sont ses sources, comment traitetil l’information, lesquelles sont indispensables, lesquelles doivent être médiatisées ou transformées et comment ? Cette communication porte sur la méthodologie conduisant à la conception d’un système de commande et d’information d’un device chirurgical en grande partie automatisé. Le tourisme scientifique, un après-tourisme en Patagonie ? Dans certains territoires touristiques du fait de conflits dans l’usage des ressources naturelles, des pratiques récréatives alternatives émergent qui combinent une logique économique avec des préoccupations socio-environnementales.Notre article analyse l’apparition du tourisme scientifique dans la région « non-touristique » de Aysén, en Patagonie chilienne. Des acteurs d’un territoire se mobilisent selon des pôles culturels et des axes thématiques autour de projets pilotes, de recherche expérientielle et de médiations scientifiques innovantes. Sur ce front pionnier, un réseau informel d’acteurs coordonne ses actions pour aborder les problématiques sociales et environnementales de leur territoire. Opérateurs et prestataires pour le tourisme scientifique créent de manière participative une offre originale. Un système touristique alternatif, axé sur la protection de l’environnement, de la culture et des dynamiques sociales de la communauté d’accueil, favorise l’acquisition et le partage de savoirs entre scientifiques, acteurs locaux et visiteurs.Le tourisme scientifique s’inscrit-il dans une évolution globale des pratiques touristiques ? En proposant de dépasser les frontières, entre activités récréatives et le travail, de lieux de vie et de loisir, il apparaît comme l’expression d’un « après-tourisme ». L’hybridation des pratiques, une approche scientifique associée à l’esprit de la découverte inhérent au voyage, semble pouvoir relever des défis sociétaux liés à l’essor d’un tourisme globalisé. In the context of a tourism crisis in the north, a globalized economy and an increase of mobility, a change in the forms of tourism development seems to occur in peripheral areas. In some tourism areas and due to conflicts over the use of natural resources, alternative recreational practices arise that combine economic needs and socio-environmental concerns.Our article analyzes the appearance of scientific tourism in the "non-tourist" region of Aysén, in Chilean Patagonia. Actors of a territory unite according to specific cultural poles and thematic axes through experiential research and innovative scientific mediation pilot projects. On this pioneer front, an informal network of stakeholders coordinates its actions to address the social and environmental issues of their territory. Operators and service providers for scientific tourism create an innovative offer in a participatory process. An alternative tourism system, focused on protecting the environment, the culture and social dynamics of the host community, promotes the acquisition and sharing of knowledge between scientists, local actors and visitors.Is scientific tourism part of a global evolution of tourism practices? By proposing to go beyond established boundaries, of recreational activities and work, everyday places and leisure areas, it appears as the expression of an “After-Tourism”. The hybridization of practices, a scientific approach associated with the spirit of the discovery inherent of the travel experience, seems to respond to the challenges of the community confronted to the rise of a globalized tourism. While tourism has always been thought of in terms of transfer of skills, models and engineering from the North to the South, a periphery offers new frameworks of thought, action and participation that renew the meaning of travel. En un escenario de crisis del turismo en los países desarrollados, de la globalización de la economía y del incremento de las movilidades, una evolución de las formas de desarrollo del turismo parece estar en marcha en los confines geográficos. En ciertos territorios turísticos, debido a los conflictos de uso de los recursos naturales, prácticas recreativas alternativas surgen que combinan una lógica económica con preocupaciones socio-ambientales.El presente artículo analiza el surgimiento del turismo científico en la región “no-turística” de Aysén en la Patagonia chilena. Actores del territorio se unen según polos y temáticas científicas, a través de proyectos pilotos, de investigación experiencial y mediaciones científicas innovadoras. En este frente pionero, una red informal se organiza para abordar las problemáticas sociales y ambientales de su territorio. Operadores y proveedores de servicios para el turismo científico crean de manera participativa una oferta novedosa. Conservation challenges are intensified in insular systems due to higher ecosystem vulnerability, limited spatial options, low data availability, rapid land-use change and, globally, short-term vision planning. Our operational planning protocol integrates ecological and socio-economic factors to identify the best spatial options for conserving and restoring biodiversity, inside and outside extant reserves, while minimising future land-use conflicts. Conservation and restoration targets are formulated for species, habitats and ecological processes that support biodiversity. An optimal network of priority sites is selected to achieve those targets across the landscape. The prioritisation process integrates a Conservation Costs Index to optimise conservation and restoration investments. We discuss the outcomes of the planning protocol in terms of site prioritisation, stakeholders' participation and general implications for spatial planning in insular systems. As with many islands, the study area of Réunion Island has experienced rapid urban and agricultural expansion, which threatens its unique biodiversity. Forty three per cent of the island is currently protected in a National Park but only half of this reserve network contributes to the achievement of targets. An additional 21% of land should be conserved mainly to ensure the persistence of ecological connections between the marine, terrestrial and freshwater realms. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. Radiometers onboard the Defense Meteorological Satellite Program satellite series, WindSat and Tropical Rainfall Measuring Mission satellites, scatterometers onboard the ERS, ADEOS, and QuikScat satellites offer unprecedented synoptic observations of surface wind and atmospheric liquid water content, revealing the storm structures with good accuracy. However, satellite estimates do not provide direct measurements of geophysical parameters and can suffer from limitations linked to the sensors characteristics, such as the signal wavelength and polarization or the measurement incidence angle. For example, measurements at Ku band are strongly affected by rain. Still, each observing system can offer specific information that can be combined with the others. In particular, we highlight the capabilities of dual-frequency altimeter to provide very high resolution measurements of rain rate, surface wind speed, and wave characteristics. A method is proposed to obtain continuous along-track 5 km resolution measurements of these parameters in the tropical cyclone Isabel. The results shows that dual-frequency altimeters can provide useful information to complement and validate the operational fields provided by the atmospheric numerical models and by NOAA observing systems. A decision support system for drinking water production integrating health risks assessment. Additionally, concerns are being expressed over the implementation of the DWD with respect to possible impacts on water quality from forecast changes in European climate with global warming and further anticipated reductions in north European acid emissions. Consequently, we have developed a decision support system (DSS) named ARTEM-WQ (AwaReness Tool for the Evaluation and Mitigation of drinking Water Quality issues resulting from environmental changes) to support decision making by small and medium plant operators and other water stakeholders. ARTEM-WQ is based on a sequential risk analysis approach that includes consideration of catchment characteristics, climatic conditions and treatment operations. It provides a holistic evaluation of the water system, while also assessing human health risks of organic contaminants potentially present in treated waters (steroids, pharmaceuticals, pesticides, bisphenol-a, polychlorobiphenyls, polycyclic aromatic hydrocarbons, petrochemical hydrocarbons and disinfection by-products; n = 109). Moreover, the system provides recommendations for improvement while supporting decision making in its widest context. The tool has been tested on various European catchments and shows a promising potential to inform water managers of risks and appropriate mitigative actions. Further improvements should include toxicological knowledge advancement, environmental background pollutant concentrations and the assessment of the impact of distribution systems on water quality variation. In the framework of the international COPS field experiment, which took place from June to August 2007, a dense GPS network was deployed in the Vosges mountain region in eastern France and in the Black Forest region in southwestern Germany. GPS ZTD observations collected during the COPS field campaign, in addition to the European operational GPS data, are assimilated into the AROME/3D-Var system. We investigate the impact of assimilating these GPS ZTD observations on the forecast of convective systems that travelled over eastern France during the three days of COPS IOP 9 (18-20 July 2007). The results show a clear positive impact on short-range quantitative precipitation forecasts when GPS ZTD observations are assimilated. The impact is most important on 19 July 2007 (IOP 9b). The present study benefits from additional validation measurements collected during the COPS campaign. In particular we find that the assimilation of ZTD data induces changes in the low-to-middle tropospheric water vapour vertical structure that are consistent with water vapour measurements from radiosonde and airborne lidar. Their structure and functioning are complex and not well known because of the high heterogeneity created and organised by groundwater flow. Water storage entities and water storage changes within remain difficult to assess by direct measurement and modelling. Geodetic monitoring is here used to constrain and bring original insights on karst system functioning. The Durzon karst system (Larzac plateau, Southern France) is monitored by several geodetic techniques: - Monthly absolute gravity measurements at three sites - Time-lapse surface to depth gravity measurements - Time-lapse microgravity surveying - Continuous long base hydrostatic tiltmeter monitoring at two sites Absolute gravity monitoring complemented with relative gravity surveys allows quantification of water storage changes on the studied karst system. Interannual water storage changes as detected by gravity are ~400 mm in amplitude. These storage changes are shown to occur in the epikarst and infiltration zone in certain areas. Water storage variations spatial heterogeneity is also demonstrated on the karst system. Tilt measurements monitor fast and slow infiltration processes within the karst fractured media. Karst system geodetic monitoring brings both quantitative and integrated hydrologic knowledge. Such methods could be applied to other karst aquifer studies. Les aquifères karstiques constituent l'essentiel des ressources en eau souterraine sur le pourtour de la Méditerranée. Leur structure et leur fonctionnement sont complexes et mal connus à cause du processus de karstification qui hiérarchise la circulation hydrodynamique en leur sein. La localisation du stockage de l'eau et de ses variations au sein de tels aquifères est difficile à mesurer et à modéliser. Nous utilisons les outils de la géodésie pour apporter de nouvelles contraintes sur le fonctionnement hydrologique et les variations de stock d'eau en milieu karstique. Ainsi, le système karstique du Durzon, (Causse du Larzac, France) fait l'objet d'un suivi par plusieurs méthodes géodésiques incluant: - Des mesures de gravimétrie absolue en trois sites répétées de manière mensuelle ; - Des mesures répétées de gravimétrie relative entre la surface et la profondeur du karst ; - Des mesures répétées de microgravimétrie ; - Des mesures inclinométriques longue base en deux sites. Nous démontrons que le couplage entre la gravimétrie absolue et relative permet d'appréhender les variations de stock d'eau sur le bassin d'alimentation étudié. Les variations inter-anuelles observées sont de l'ordre de 400 mm, et nous montrons que celles-ci s'opèrent dans certaines zones au sein des horizons supérieurs du karst : épikarst et zone d'infiltration. Une forte hétérogénéité spatiale des variations de stockage est aussi mise en évidence à l'échelle du bassin d'alimentation. Les mesures inclinométriques permettent de suivre les phénomènes d'infiltration rapide et lente dans la masse karstique fracturée. A reminder is given onto the geologic history of the region, based upon the dislocation of the Gondwana Continent, the opening of the Tasman Sea, the presence of submarine volcanism, the setting up of heavy peridotitic rocks, the building up of the Fairway and Lord Howe Ridges and of sedimentary basins, the formation of volcanic domes and sea-mounts or guyots, the subduction along the Vanuatu Trench, the uplift of the Loyalty Islands, the development of carbonated ptatforms around the islands etc.... Of this complex history ensues an exceptional submarine geo-diversity. After this presentation the article clarifies the methods and the tools used in marine geosciences to map, explore, observe, analyze, sample, that they are embarked or are autonomous, teleoperated or inhabited systems. A chapter describes the programs which were set up since about forty years and the results obtained as well as the scientific teams concerned with. In conclusion, based on the unpublished character of this geo-diversity, the article introduces the second text to come in a next issue of theTai Kona magazine, text which will focus on the scientific, economic (mineral resources), environmental (deep biodiversity) and risks (seismicity) challenges that are worn by one of the most original submarine geologic context in the world. Un rappel est donné sur l’histoire géologique de la région basée sur la dislocation du continent Gondwana, l’ouverture de la Mer de Tasman, la présence de volcanisme sous-marin, la mise en place des péridotites, la formation des rides de Fairway et Lord Howe et de bassins sédimentaires, la formation de dômes et monts sous-marins ou guyots, la subduction le long de la fosse de Vanuatu, la surrection des Loyautés, la mise en place de plateformes carbonatées etc... De cette histoire complexe découle une géo-diversité sous-marine exceptionnelle. Après cette présentation l’article explicite les méthodes et les outils utilisés en géosciences marines pour cartographier, explorer, observer, analyser, prélever, qu’ils soient embarqués ou soient des systèmes autonomes, télé-opérés ou habités. Un chapitre décrit les programmes qui ont été mis en place depuis une quarantaine d’années et les résultats obtenus ainsi que les équipes scientifiques en place. During these upscalfing operation, the results obtained allow us to compare costs related to each fingemng production method. Closed system combined with early weaning with an efficient micropellet saves at least 69 % of direct production costs by comparison with an open system with Arternia during larval phase. However if closed systems are commonly used by private hatcheries, larval micropellets are always at experimental step. Cet article fait le point sue les coûts de production directs relatifs à différentes méthodes d'élevage intensif du loup (Dicentrarchus labrax). Il s'appuie sur des résultats zootechniques obtenus dans l'unité de démonstration à grande échelle de notre laboratoire. Par rapport à un système de production en circuit ouvert, le recyclage de l'eau permet de diviser par 2.2 les charges directes de production. Si les proies vivantes sont précédemment remplacées par une microparticule efficace, ces charges sont alors divisées par 3.2. Les techniques de recyclage de l'eau ont franchi les portes du laboratoire pour être couramment utilisées par les professionnels, alors que les aliments articifiels convenant au stade larvaire sont toujours au stade expérimental. L’exploitation du Raphia dans la forêt marécageuse Hlanzoun : entre contribution au développement socio-économique et dégradation des ressources naturelles Auteur(s) : Alladatin, Judicaël Éditeur(s) : Université des Antilles Études caribéennes Résumé : L’exploitation commerciale des produits forestiers non ligneux a animé et anime encore au plan international les débats sur la gestion durable des forêts, notamment par son apport en matière de conservation, d’amélioration des conditions d’existence des populations locales et de gestion participative. Cependant, l’exploitation commerciale des PFNL soulève la problématique de la durabilité tant au plan écologique, économique que sociopolitique. La présente recherche traite de cette problématique en prenant comme PFNL d’illustration le raphia dans la forêt marécageuse Hlanzoun. Elle vise à analyser la durabilité socio-économique et environnementale de l’exploitation du raphia dans la forêt marécageuse « Hlanzoun ». La méthodologie utilisée est une combinaison d’approches quantitatives et qualitatives. Les outils d’analyse de données utilisés sont entre autre, la statistique descriptive, l’analyse filière des revenus d’exploitation et des valeurs ajoutées et l’analyse du système socio-écologique. Nos résultats montrent que le raphia est une plante à usages multiples. Que ce soit les feuilles, les fibres, la sève ou le tronc, tout ou presque peut être valorisé sur le raphia. Au niveau des villages riverains du Hlanzoun l’exploitation de la sève du raphia et sa transformation en alcool alimentaire est de loin le type d’usage qui procure le plus de revenu malgré le fait que les autres types d’usages mobilisent un nombre plus important d’acteurs. L’exploitation commerciale de ce PFNL se déploie suivant une organisation relativement simple et avec des caractéristiques propres à la plupart des activités de la petite production marchande des économies sous-développées en crise. Cette exploitation est essentiellement articulée autour des coupeurs/collecteurs, des intermédiaires commerciaux, des agents de transformation/conditionnement et des consommateurs des produits finis. La contribution annuelle totale de la filière raphia au développement a été estimée à 192 429 633 Fr. CFA (environ 385 000 dollar) et les revenus d’exploitation de tous les acteurs ont un signe positif malgré le faible niveau de technologie et de formation. Le raphia apporte donc des revenus relativement importants aux divers acteurs en dépit des handicaps de la filière et du déficit d’équité dans la répartition des richesses produites. Au plan de la gouvernance, on note un déficit d’instances, de règles et de procédures, dont l’effectivité et la légitimité sont clairement établies. Cet état de chose laisse le parc à raphia dans un régime d’accès « libre » mais seulement pour les riverains ; nous nous retrouvons donc en présence d’un système de cueillette, caractérisé par l’exploitation de plants immatures et la surexploitation, mettant en péril la capacité de renouvellement de la ressource et même l’avenir de la filière. On note cependant un effort de contrôle de l’accès des non riverains et des tentatives d’adaptation des riverains. En effet, le nombre d’exploitants est passé de 148 à 92 entre 2008 et 2010 et le nombre de pieds de raphia saignés est passé de 15 452 à 8 832 durant la même période. Au total, l’exploitation du raphia dans le Hlanzoun s’inscrit dans un environnement défavorable par rapport aux exigences de développement durable d’une filière de PFNL. Mais les divers acteurs sont à présent conscients de la nécessité d’agir pour une meilleure réglementation de l’accès et de l’exploitation. The commercial use of non woody forest products is a crucial issue in the international debate on the sustainable management of forests. These products are supposed to contribute to conservation by improving local populations’ livelihood and their involvement in forest management. This study lies within the scope of two South-South Cooperation projects (PSC 22P07 and PSC 03T08) implemented by the CEBEDES NGO with the financial support of the Kingdom of the Netherlands. It aims at analyzing the socioeconomic and environmental sustainability of the raffia stands management in the swamp forest "Hlanzoun ". This small forest is located in one of Benin southern Wetlands in the municipality of Zogbodomey.The methodology to assess raffia socioeconomic performances relies on the estimation of the values added within the raffia value chains. Stakeholders at every segment of the value chains have been surveyed on the incomes obtained out of raffia. The methodology to assess the sustainability of the management relies on a simple indicator measuring the ratio of younger to elder palms. Palms in stands have been counted according to their age group. The survey confirms that raffia is a multi-purpose plant used for its leaves, fibers, sap and trunk. In villages at the borders of the Hlanzoun forest, harvesting the raffia sap on standing palms and processing it into alcohol are a major income generating activity. Alcohol is then marketed through a network of collectors, wholesalers and petty traders up to the consumers. The contribution of raffia to local and regional development was estimated by the total incomes generated at 192.429.633 F CFA. All stakeholders earn positive and significant incomes in spite of the low level of technology and skills, but traders receive a large share of the wealth produced. As regard to governance, "free" access only concerns residents and efforts are made to control the access of non-residents. One notes a deficit of legitimated authorities, rules and procedures for a sustainable use: Restrictions on the harvest of immature palms are not anymore enforced and it endangers the renewal capacity of the resource. But at the same time, the number of operators seems to be decreasing (from 148 to 92 between 2008 and 2010, whereas the number of harvested raffia palms decreased from 15,452 to 8,832 during the same period). A self-regulation might occur, due to the fact that a livelihood of local people relies on a diversity of income generating activities. In total, the operation of Raffia in Hlazoun is in an unfavorable environment with the requirements of sustainable development in a sector of NTFF. But the various actors are now aware of the need for action to better regulate access and operation. The FIS aims at building an operational and multidisciplinary monitoring network for scientific purposes, allowing a comprehensive view of fishery systems including their biological, technical, environmental and economical components. The objectives of the FIS are (i) to provide the specifications and methodologies for the collection, storage and processing of fisheries data, with the constant concern to harmonise all these procedures on a national scale, (ii) to improve data management system and access to data for a wide-spread public, and (iii) to produce and distribute relevant datasets, indicators and synthesis, for understanding and evaluation, including bio-economic diagnostics of the fisheries, and assessment of the short and long-term impacts of fisheries management scenario and measures. The FIS covers all the French fisheries, including overseas territories and small-scale fisheries, for which data are often hardly available or missing, whereas two thirds of the French vessels are less than 12 meters long. The challenge was to establish a statistical and an integrated approach supporting bio-ecological and economic issues. To further an integrated analysis of the fishery systems, the wide range kinds of data - including acoustic surveys, biological in-situ observations, environmental observations, as well as fishing statistics (landings and efforts) or economic data - are managed in a single data management system, based on an integrated relational data base with geographical facilities. Elle permet d’étudier la pénalisation de la vie internationale. Elle semble pouvoir rendre compte de la réponse judiciaire à la rancœur internationale au regard des grands faits criminels ; quel qu’en fut le territoire de commission.Cette thèse porte sur la notion de recevabilité devant la Cour pénale internationale. Avec la création de la CPI, la justice pénale internationale prend une dimension nouvelle. La pratique de la Cour est encore récente. L’étude est le prétexte pour examiner le fonctionnement de la Cour pénale internationale. Les Etats ont tenté de limiter la capacité de recevoir de la Cour. Ils l’ont ainsi fondée sur le principe de la complémentarité. Elle supplée l’inaction ou l’action défaillante des Etats, qui ont le devoir de poursuivre les auteurs de crimes internationaux. L’article 17 du Statut de Rome énonce les exceptions permettant de déclarer une affaire recevable devant la CPI. Ainsi, la recevabilité d’une affaire ayant fait l’objet d’une enquête ne sera retenue que s’il est prouvé que les Etats n’ont pas l’intention de mener véritablement à bien les poursuites. Et, que par ailleurs, le seuil de gravité de l’affaire est atteint. Le caractère universel de la compétence de la CPI est battu en brèche par les conditions de recevabilité. On analyse la recevabilité comme une condition de compétence à juste titre, car c’est bien le manquement de l’Etat à assurer l’effectivité des poursuites qui justifie que l’affaire soit déclarée, par la Cour elle-même, recevable. Les conditions requises pour que la Cour puisse agir, force est de constater l’implication du système de recevabilité tant sur l’organisation de la Cour que sur ses rapports avec les Etats. Celles-ci ne sont pas négligeables. De fait, le système de recevabilité est amené à évoluer. Il se caractérise par sa capacité à influencer le droit interne. Ainsi, la décision de recevoir doit amener les Etats à adapter leur droit interne. La viabilité de la Cour, à long terme, dépend du maintien d’une synergie de coopération avec les juridictions nationales, des États parties et d'autres Etats. Le système de recevabilité tend à mettre en évidence des indicateurs émergents dans la pratique de la Cour pénale internationale. C’est notamment le réalignement frappant des rôles des acteurs internationaux et la relation nouvelle qui s’instaure entre les Etats et la Cour. Le système de recevabilité de la Cour tend à éroder le principe de la souveraineté de l'Etat, sans être elle-même balayée par l'opposition catégorique des Etats souverains. Admissibility is the heart of the judicial process. It studies the criminalization of international life. It seems to account for the judicial response to the international resentment against the great criminal acts, whatever was the territory of commission.This thesis deals with the notion of admissibility before the ICC. With the creation of the ICC, International Criminal Justice is a new dimension. The practice of the Court is still new. The study is an excuse to investigate the operation of the ICC. States have tried to limit the ability to receive from the Court. They did so based on the principle of complementarity. It compensates the action or inaction of failing states, which have a duty to prosecute international crimes. Article 17 RS sets out exceptions to declare a case admissible before the ICC. Thus, the admissibility of a case which is the subject of an investigation will be accepted only, if it is shown that States did not intend genuinely to carry out prosecutions. And that furthermore, the threshold of gravity of a case is reached. The universal nature of the jurisdiction of the ICC is undermined by the conditions of admissibility. Analyzing the admissibility of competence as a condition rightly, for it is the failure of the state to ensure effective prosecution to justify that the case will be declared by the Court itself, admissible. The requirements for the Court to act, it is clear involvement of the system of admissibility as on the organization of the Court that its relationship with the United States. These are not insignificant. In fact, the system will evolve admissibility. It is characterized by its ability to influence the law. Thus, the decision to receive should encourage States to adapt their domestic law. The viability of the Court, in the long run depends on maintaining a synergy of cooperation with national courts of States Parties and other States. The system of admissibility tends to highlight indicators emerging in the practice of the International Criminal Court. This is especially striking realignment of the roles of international actors and the new relationship established between the States and the Court. The segmentation gives groups of pixels, and we propose to use merging operators to address the most relevant groups in order to improve the recognitions systems performance. In particular, we use an operator called Pi fully reinforced. The experiments carried out show that the use of Pi improves outcomes for structuring groups of pixels.
