Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan including the following of small-scale fleets, data collection by field survey is based on a single questionnaire for all the fleets, whatever the size of the vessel, the gear used, the fishing area or the species targeted. It provides a large data set including earnings and costs but also capital, employment, fishing activity figures. Statistical analysis through a revenue model gives the basis for a re-assessing of the small-scale fisheries contribution to national production. Economic indicators such as gross added value, revenues, and direct employment are derived from the data set. The significant role of small scale fisheries in the French fishing sector is established and the impact of the rising fuel costs in fisheries is discussed. A multi-species and multi-fleet integrating Lotka-Volterra trophic dynamics as well as production and profit assessments is developed and applied to the coastal fishery of French Guiana. This small-scale fishery constitutes a challenging example with high fish biodiversity, several non-selective fleets and a potentially increasing local food demand due to demographic growth. The dynamic model is calibrated with 13 species and four fleets using monthly catch and effort data from 2006 to 2009. Several contrasted fishing scenarios including status quo, total closure, economic and viable strategies are then simulated. They are compared from the viewpoints of both biodiversity preservation and socioeconomic performance, assuming fixed landing prices and fixed costs. We show that fishing outputs, including food supply and fleet profitability, can be sustained on average but a loss of species cannot be avoided. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. We investigate this issue via a tripartite mutualism involving an ant plant, two competing ant species and a fungus the ants cultivate to build galleries under the stems of their host plant to capture insect prey. The use of the galleries represents an innovative prey capture strategy compared with the more typical strategy of foraging on leaves. However, because of a limited worker force in their colonies, the prey capture behaviour of the ants results in a trade-off between plant protection (i.e. the ants patrol the foliage and attack intruders including herbivores) and ambushing prey in the galleries, which has a cascading effect on the fitness of all of the partners. The quantification of partners' traits and effects showed that the two ant species differed in their mutualistic investment. Less investment in the galleries (i.e. in fungal cultivation) translated into more benefits for the plant in terms of less herbivory and higher growth rates and vice versa. However, the greater vegetative growth of the plants did not produce a positive fitness effect for the better mutualistic ant species in terms of colony size and production of sexuals nor was the mutualist compensated by the wider dispersal of its queens. As a consequence, although the better ant mutualist is the one that provides more benefits to its host plant, its lower host–plant exploitation does not give this ant species a competitive advantage. The local coexistence of the ant species is thus fleeting and should eventually lead to the exclusion of the less competitive species. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. By being an aspect of globalization, this phenomenon has been growing up for 30 years, and is nowadays widespread, or even universal. Because each State fixes the conditions for implementation of its right to register ships, the phenomenon is a legal one. But it has strong economic implications too. Indeed, the laws of the State of registration – namely “flag state” – determine certain costs or some advantages for the company that adopts it, and can be attractive or repellent as for them.This work proposes an economic reading of the open registers of ships as a recent object of economics and tries to highlight the contribution of this activity to small islands’ economies, especially through some Caribbean examples (the Caribbean is by the way the historical cradle of this activity and offshore financial centres).Based on data concerning the last 30 years and 7 open-registry countries of the Caribbean (Gross Domestic Products and some items of the balances of payments), the research conducted here shows that, except perhaps Antigua, no significant correlation exists in host countries between the fleets registered and the economic gains : the “open registration” is not, by itself, a gain for small island economies surveyed. Certains Etats pratiquent la libre immatriculation, également connue sous le terme péjoratif de « pavillons de complaisance » : ils enregistrent des navires chez eux sans considération de la nationalité ou de la résidence effective des propriétaires, et leur permettent ainsi d’échapper au cadre légal de leur pays d’origine. Aspect de la mondialisation, le phénomène qui a pris de l’ampleur dans les 30 dernières années est aujourd’hui largement répandu, voire universel.Au-delà des aspects juridiques (chaque Etat organise son droit à immatriculer les navires), la libre immatriculation a des conséquences économiques fortes car la législation de l’Etat d’immatriculation – dit « Etat du pavillon » – détermine certains coûts ou certaines facilités pour l’entreprise qui l’adopte.Le présent travail propose une lecture de la libre immatriculation des navires en tant qu’objet récent de la science économique et tente, à ce titre, de lever le voile sur la portée de cette activité sur les pays d’accueil, en prenant le cadre restreint de petites économies insulaires de la Caraïbe, berceau historique de cette activité et des centres financiers offshore.Sur la base de données économiques sur 30 ans concernant 7 pays de libre immatriculation de la Caraïbe (produits intérieurs bruts et éléments des balances des paiements), la recherche menée montre qu’hormis peut-être le cas à approfondir d’Antigua, aucune corrélation significative n’existe entre le nombre de navires immatriculés et les gains économiques dans les pays d’accueil. A bio-economic analysis of long term changes in the production of French fishing fleets operating in the Bay of Biscay Auteur(s) : Steinmetz, Fabien Thebaud, Olivier Blanchard, Fabian Le Floc H, Pascal Bihel, J Éditeur(s) : EDP Sciences Résumé : Selective fishing pressure on more highly valued marine living resources is one of the key factors proposed to explain changes occurring in fish communities and associated landings of commercial fisheries. The aim of this paper is to establish the nature of changes in the landings of French fishing fleets operating in the Bay of Biscay in the period 1973-2002, and whether these changes could be related to the relative economic attractiveness of different fish species. The analysis focuses on trends observed in the landings of all commercial fish species over the last three decades. It is based on data of annual quantities landed and ex-vessel prices compiled from official French landings records, and on bio-geographical descriptors of these species derived from published data. Using simple index numbers and multivariate analysis, we examined changes in total landings in terms of their volume and value, as well as changes in their composition. We show that the composition of landings significantly changed over the study period, with an increase in the proportion of pelagic species, of lower economic value. The average ex-vessel price of production by the fleets tended to decrease from the late 1980s; partly due to a cross-species drop in prices, occurring mainly after 1993, but also to the increased proportion of low-priced species in the landings. This caused a significant drop in the total gross value of production in the second half of the study period. La pression de pêche sélective sur les ressources marines vivantes de forte valeur est un des facteurs-clés proposés pour expliquer les changements qui surviennent dans la structure des communautés de poisson et dans les débarquements des pêcheries commerciales associés. L'objectif de cet article est d'établir la nature des changements dans les débarquements des flottilles de pêche françaises opérant dans le golfe de Gascogne, et d'examiner les relations entre ces changements et l'attractivité relative des espèces de poisson d'un point de vue économique. L'analyse se concentre sur les tendances observées au cours des trois dernières décennies dans les débarquements de toutes les espèces commerciales de poissons effectués par les flottilles de pêche opérant dans le golfe. Elle s'appuie sur des données concernant les quantités annuelles débarquées, les prix compilés à partir des enregistrements officiels des débarquements français, et les données publiées concernant les caractéristiques biogéographiques des espèces étudiées. En s'appuyant sur des indices simples et une analyse multivariée, on examine les changements des débarquements totaux en volume et en valeur, ainsi que les changements dans leur composition. On montre que la composition des débarquements a fortement changé au cours de la période étudiée, avec un accroissement important de la part des espèces pélagiques, de plus faible valeur. Le prix moyen de la production a eu tendance à décroître depuis la fin des années 1980. Ceci est en partie dû à une chute des prix de l'ensemble des espèces, après 1993, et en partie lié à l'accroissement de la part des espèces de plus faible valeur dans les débarquements. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay Auteur(s) : Macher, Claire Guyader, Olivier Talidec, Catherine Bertignac, Michel Éditeur(s) : Elsevier Résumé : The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. The fishing ships taken to account are represented by annual profiles of landing specific compositions. Five fishing strategies have been identified. A segmentation method using symbolic objects allows a formaI characterisation of the different strategies. These strategies are studied according to several general characteristics usually used for management rules elaboration (power, length, ship age). The typological analysis allows to characterise two main exploitation ways, one directed to the catch of a few species (Engraulis encrasicolus, Sardina pilchardus), the other characterised by the exploitation of a great diversity of species. By this way, it is possible to estimate how the catch of low represented species can significantly contribute to the exploitation of a resource. Cette étude s'appuie sur l'utilisation successive de plusieurs méthodes d'analyses multivariées pour réaliser une typologie de la flottille chalutière du port de Sète, principal port de pêche français de la Méditerranée. Les unités de pêche étudiées sont représentées à l'aide d'un profil annuel de la composition spécifique de leurs débarquements. Cinq stratégies de pêche ont ainsi pu être identifiées. La mise en oeuvre d'une méthode de segmentation permet une caractérisation formelle de ces différentes stratégies à l'aide d'objets symboliques. Les stratégies sont étudiées en référence à plusieurs caractéristiques générales couramment utilisées en gestion des flottilles de pêche (puissance, longueur, âge du bateau, etc.). In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. The fads ( arrow right m2) are made of different cheap floating materials, and are moored in fixed places, ranging from shore waters to areas 60 miles off the coast (1 500 m depth). Each boat deploys an average of 20 to 100 fads. The gears used are special surrounding nets without purse line, and traditional purse seine nets. The fishery exploits young-of-the-year dolphinfish (<6 months old), originated by a pre-spawning migration of adults from Atlantic waters. Their catches show high annual and monthly variability, depending on the recruitment and the accessibility of recruits to the fishery. Pilotfish (Naucrates ductor) and greater amberjack (Seriola dumerili) are also exploited in this fishery as by-catch. A total of about 1 000 metric tons of dolphinfish are yearly caught mainly in September-October. The fads are historically laid in August. Recently, the fads fishing period has increased in Sicily, and the fads are laid in July, so as to catch pilotfish and greater amberjak juveniles. In recent years, the interest for this fishing method and the study of these fisheries has increased in the Mediterranean. Though the market and its seasonality limit this exploitation, this fishery is economically profitable with good revenue. What is the added value of including fleet dynamics processes in fisheries models? Auteur(s) : Marchal, Paul De Oliveira, Jose A. A. The model has been applied to the large French trawlers harvesting a medium-depth demersal stock, North Sea saithe (i.e., pollock, Pollachius virens), and a mix of deepwater species over a 10-year period (1999-2008), and the predictions have been contrasted with observations. The best overall fit was achieved where effort allocation was determined to be 80% by traditions and 20% by economic opportunism and where harvest efficiency increased by 8% a year. With this fleet dynamics parameterization, annual trends in fishing effort and profit were well reproduced by the model over the whole time period. Time series of the observed fishing effort by metier were generally well fitted by the model over the period 1999-2003, but less so over 2004-2008. The model also reasonably reproduced the catches by species over most of the time series, except for black scabbardfish (Aphanopus carbo). Nous développons un modèle bio-économique spatial et saisonnier dans lequel trois processus caractérisant la dynamique des flottilles sont décrits de manière explicite. Ce modèle a été appliqué aux grands chalutiers français exploitant le lieu noir de mer du Nord (Pollachius virens) et une variété d'espèces profondes au cours d'une période de 10 ans (1999–2008), et les prévisions ont été contrastées avec les observations. Le meilleur ajustement est obtenu lorsque l'allocation de l'effort de pêche est déterminée a` hauteur de 80% par les traditions et 20% par l'opportunisme économique, et lorsque l'augmentation de l'efficacité de pêche est d'environ 8% par an. En paramétrant ainsi le module de dynamique des flottilles, les tendances annuelles de l'effort de pêche et du profit sont bien reproduites par le modèle sur l'ensemble de la période. Les variations temporelles de l'effort de pêche par métier sont généralement bien prises en compte sur la période 1999–2003, mais non sur la période 2004–2008. L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
(OCR non controlé) De nombreuses études théoriques ont été consacrées depuis l'après-guerre aux aspects biologiques et économiques de l'exploitation des ressources halieutiques. Elles débouchent souvent, voire portent directement, sur l'intérêt d'une limitation de l'effort de pêche. Dans le cas le plus simple, celui où la production trouve automatiquement un débouché, l'idée d'une limitation de l'effort de pêche découle d'un raisonnement que l'on peut présenter, de manière schématique, en trois points : a) les ressources halieutiques et leur renouvellement sont limités ; b) un accroissement de l'effort total de pêche ne peut donc s'effectuer tout en maintenant un même niveau de captures par unités d'effort ; celles-ci diminuent nécessairement. De plus, audelà d'un certain niveau d'intensité de pêche, une augmentation supplémentaire de l'effort total de pêche entraîne une diminution des captures totales c) en l'absence de limitation, toute anticipation de bénéfices tirés de l'exploitation des ressources suscite un accroissement de l'effort (accroissement du nombre de navires ou de leur puissance de pêche) ; celui-ci entraîne une diminution des captures par unité d'effort qui ne permet pas d'obtenir les bénéfices individuels escomptés. L'effort de pêche aura finalement tendance à se développer jusqu'au moment où les bénéfices moyens nets par bateau et de la flottille deviennent nuls. Cette tendance est en partie masquée par les améliorations technologiques qui permettent, pour un mème niveau d'effort total, d'accroître la production par navire ; la diminution du nombre de navire en est un corollaire. Pour certaines espèces, une hausse prononcée du prix au débarquement permet de compenser la baisse des apports. Les producteurs peuvent en bénéficier, non les consommateurs. La conclusion à laquelle les analyses théoriques aboutissent est qu'il existe, en l'absence de limitation de l'effort de pêche, un gaspillage non seulement des ressources naturelles, mais aussi des moyens humains et matériels... It describes the nature of such a typology as well as the method developed in relation to the topic of the study. Types are identified based on two main explanatory variables: capital and work. They enable us to set the internal dynamics of the production system straight. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. Analyzing the market position of fish species subject to the impact of long-term changes: a case study of French fisheries in the Bay of Biscay Auteur(s) : Le Floc' H, P Poulard, Jean-charles Thebaud, Olivier Blanchard, Fabian Bihel, J Steinmetz, Fabien Éditeur(s) : EDP Sciences Résumé : Market position and its evolution were analysed in nine key fish and cephalopod species subject to long-term changes, using the Bay of Biscay fisheries as a case study. Although such long term changes have already been documented, and in some cases shown to be related to the impacts of fishing, changes in the physical environment, or both, relatively little work has been devoted to their potential consequences in economic terms. The nature and extent of these consequences was determined in the present study by looking at the composition of the affected fish production, and the status of different fish products on the markets. We propose a methodology to characterize market position for this set of nine species. The selected species represent a significant part of the gross turnover of French fishing fleets operating in the bay. These species were characterized in terms of their potential sensitivity to fishing and changes in environmental conditions due to global warming. We separated species potentially positively (Engraulis encrasicolus and Lophius budegassa) and negatively affected (Pollachius pollachius and Lophius piscatorius) by warming. Evolution of the value of production of the nine species was then depicted using analysis of macro-economic index (production and potential consumption) and price indices. This revealed the relatively high sensitivity of domestic production to the market crisis that occurred in France in the early 1990s, compared to imported and exported products. The relative position of individual species, with respect to the market and its evolution between 1990 and 2005, was analyzed by multi-factorial analysis. Results derived from the analysis clearly distinguish two groups of species, the first characterized by higher prices (monkfish, Nephrops, sole, seabass) and the second by larger volumes available on the French market (pollack, hake, anchovy, sardine, cuttlefish). We conclude that a major part (69 to 87%) of the gross turnover associated with catches of these fish species in the Bay of Biscay remains potentially unaffected by long-term changes related to climate. The development of the purse seine fishery on drifting Fish Aggregating devices in the Eastern Pacific Ocean: 1992-1998 Auteur(s) : Lennert-cody, Ce Hall, Melanie Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 15-19 octobre 1999 Résumé : Since the early 1990s, drifting Fish Aggregating Devices, or FADs, have rapidly become the dominant type of floating object used by the purse seine fishery in the Eastern Pacific Ocean to capture tunas. The development of this fishery for larger vessels is described using data collected by observers aboard vessels of more than 363 metric tons fish-carrying capacity. Bamboo rafts, equipped with radio-transmitters that allow for semi-continuous monitoring, are typically used as FADs. Old purse seine netting is often suspended below the bamboo raft to give the FAD an enhanced underwater profile. Similar to the fishery on flotsam between 1992-1998, most sets on FADs were made before 8 am, with skipjack and bigeye being the dominant tuna species caught, and yellowfin tuna captured in lesser amounts. Discard ratios of skipjack and bigeye were comparable for the two modes of fishing; however, the success rate on FADs for bigeye was more than twice that on non-FAD floating objects ("logs"). In addition, the fishery on logs was largely a coastal hshery, while the fishery on FADs extended west to 150 W, into areas that had not been significantly utilized by the purse seine fleet. The capture of tunas per set varied most with area, season and year. Nonetheless, capture per set for at least one of the three tuna species was also found to vary with the depth of the purse seine net and the amount of the netting hanging below the FAD. The effect of net depth and FAD depth on tuna capture varied by area, season and FAD color. Éditeur(s) : Public Library Science Résumé : The European Union and other states are moving towards Ecosystem Based Fisheries Management to balance food production and security with wider ecosystem concerns. Fishing is only one of several sectors operating within the ocean environment, competing for renewable and non-renewable resources that overlap in a limited space. Other sectors include marine mining, energy generation, recreation, transport and conservation. Trade-offs of these competing sectors are already part of the process but attempts to detail how the seas are being utilised have been primarily based on compilations of data on human activity at large spatial scales. Advances including satellite and shipping automatic tracking enable investigation of factors influencing fishers' choice of fishing grounds at spatial scales relevant to decision-making, including the presence or avoidance of activities by other sectors. We analyse the determinants of English and Welsh scallop-dredging fleet behaviour, including competing sectors, operating in the eastern English Channel. Results indicate aggregate mining activity, maritime traffic, increased fishing costs, and the English inshore 6 and French 12 nautical mile limits negatively impact fishers' likelihood of fishing in otherwise suitable areas. Past success, net-benefits and fishing within the 12 NM predispose fishers to use areas. Systematic conservation planning has yet to be widely applied in marine systems, and the dynamics of spatial overlap of fishing with other activities have not been studied at scales relevant to fisher decision-making. This study demonstrates fisher decision-making is indeed affected by the real-time presence of other sectors in an area, and therefore trade-offs which need to be accounted for in marine planning. As marine resource extraction demands intensify, governments will need to take a more proactive approach to resolving these trade-offs, and studies such as this will be required as the evidential foundation for future seascape planning.
