INRA, CFCS Description : The Creole pig has always been part of the rural and suburban landscape of Martinique. Currently, this breed is not integrated into a research and conservation program. The Natural Park of Martinique Region (PNRM) has the objective to maintain and valorize the genetic heritage of Martinique?s Creole pig and develop a niche business. Based on PNRM knowledge, some Creole pigs live freely in the mountains in the North, in the South coast and in a few disparate traditional breeders located in the countryside. It is essential to carry out an inventory of the local pig population to propose a scheme for conservation and economic development. In order to favour the appropriation of the Creole pig niche, the PNRM, as a decision maker, acts in a systemic and holistic way by considering the whole Martinican territory and the pig sub-sector: producers involved in the COOPMAR pig farmers? cooperative, researchers of INRA (FWI), the food chain and at least (in a second phase) the consumers and the Martinican society. First of all, the pig farmers are involved (private family farms and specialised pig producers). Researchers and technicians from PNRM and INRA- URZ (Animal production research unit) and INRA-PTEA (Tropical platform in animal experimentation) are performing experimental studies both in controlled conditions and in farms, in order to: i) determine phenotypic and genetic characteristics of Martinique?s Creole pigs in comparison with other pig breeds from the Caribbean area; ii) help at designing genetic management to maintain the population and avoiding inbreeding; iii) help at defining feeding management by a) establishing, at the whole territorial food chain, an inventory of co or by-products available for pig feeding; b) implementing experimental studies in technology for conservation; c) implementing feeding and growing experiments and finally iv) help at defining eco-friendly production systems a) aiming at generate an adequate revenue and b) focusing on ecosystem services such as meat quality, socio-cultural services and circular economy. Le porc créole a toujours fait partie du paysage rural et suburbain de la Martinique. Actuellement, cette race n'est pas intégrée dans un programme de recherches et de conservation. Le parc naturel de la région de la Martinique (PNRM) a l'objectif pour maintenir et valoriser l'héritage génétique du porc créole de la Martinique et pour développer des créneaux. Basé sur la connaissance de PNRM, quelques porcs créoles vivent librement dans les montagnes dans le nord, dans la côte sud et chez quelques éleveurs traditionnels disparates situés dans la campagne. Il est essentiel d'effectuer un inventaire de la population locale de porc pour proposer un plan pour la conservation et le développement économique. Afin de favoriser l'appropriation du créneau créole de porc, le PNRM, comme décideur, agit d'une manière systémique et holistique en considérant tout le territoire de la Martinique et sous-secteur de porc : producteurs impliqués dans la coopérative d'agriculteurs de porc de COOPMAR, les chercheurs d'AICN (FWI), la chaîne alimentaire et au moins (dans une deuxième phase) les consommateurs et la société Martiniquaise. Tout d'abord, les agriculteurs de porc sont impliqués (les fermes privées de famille et les producteurs de porc spécialisés). Functional traits are posited to explain interspecific differences in performance, but these relationships are difficult to describe for long-lived organisms such as trees, which exhibit strong ontogenetic changes in demographic rates. Here, we use a size-dependent model of tree growth to test the extent to which of 17 functional traits related to leaf and stem economics, adult stature and seed size predict the ontogenetic trajectory of tree growth.[br/] 2. We used a Bayesian modelling framework to parameterize and contrast three size-dependent diameter growth models using 16 years of census data from 5524 individuals of 50 rain forest tree species: a size-dependent model, a size-dependent model with species-specific parameters and a size-dependent model based on functional traits.[br/] 3. Most species showed clear hump-shaped ontogenetic growth trajectories and, across species, maximum growth rate varied nearly tenfold, from 0.58 to 5.51 mm year(-1). Most species attained their maximum growth at 60% of their maximum size, whereas the magnitude of ontogenetic changes in growth rate varied widely among species.[br/] 4. The Trait-Model provided the best compromise between explained variance and model parsimony and needed considerably fewer parameters than the model with species terms.[br/] 5. Stem economics and adult stature largely explained interspecific differences in growth strategy. Maximum absolute diameter growth rates increased with increasing adult stature and leaf delta(13)C and decreased with increasing wood density. Species with light wood had the greatest potential to modulate their growth, resulting in hump-shaped ontogenetic growth curves. Seed size and leaf economics, generally thought to be of paramount importance for plant performance, had no significant relationships with the growth parameters.[br/] 6. Synthesis. Modèle macro-économique applicable aux petits états insulaires en développement : l’exemple de la Dominique Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : L’application de modèles macro-économiques à l’analyse et la conception de politique économique ainsi qu’à la maitrise des déséquilibres macro-économiques est encore à un stade précoce dans les petits états insulaires en développement. La présente étude tente de combler cette lacune en proposant un modèle macro-économique applicable à chacun de ces territoires et destiné à l’analyse, la prévision et l’impact de chocs sur leurs économies. La Dominique, petit État insulaire en développement de la Caraïbe, a été choisie comme étude de cas pour un tel exercice. Ce modèle s’appuie sur les techniques analytiques de la cointégration et du modèle à correction d’erreur. Les équations du modèle sont spécifiées et leur performance prévisionnelle évaluée. Une fois élaboré et estimé, ce modèle est ensuite utilisé à des simulations de chocs issues de scénarios alternatifs afin de fournir des enseignements sur la trajectoire future des principales variables économiques de ce pays. L’un des principaux scénarios de l’étude consiste à déterminer le taux de croissance économique que la Dominique devrait cibler pour atteindre l’objectif de réduction de la pauvreté de moitié d’ici à 2015 et ce, conformément aux Objectifs du millénaire pour le développement (OMD), et de déterminer la politique budgétaire et monétaire compatible avec cet objectif. Enfin, l’intérêt d’une telle étude réside dans le fait qu’elle peut servir à réaliser les cadrages macro-économiques des stratégies de réduction de la pauvreté. Sa flexibilité peut en faire un instrument de décloisonnement administratif, favorisant ainsi la discussion avec toutes les parties prenantes de l’élaboration des politiques économiques. The application of macroeconomic models to analyse and conceptualize the economic policy, as well as controlling macroeconomic imbalances, is still at an early stage in small islands developing states. This article tries to fill in this gap by proposing a macroeconomic model for analyzing, forecasting, and testing the effects of shocks to the economy, applicable for each of these territories. The case of Dominica, a small island developing state of Caribbean area, has been approched. This model draws on the analytical techniques of cointegration and error correction. The single equations are specified and their forecasting performance is assessed. Then, the model is constructed and shock simulations are performed and different scenarios are developed to give further insight in the future path of the main economic variables.One of the main scenarios of this study will determine in comparison of Millennium development goals (MDG), the economic growth rate of Dominica which would help to attain the objective of reduction poverty in half by 2015, as well as the fiscal and monetary policy compatible with this goal. Finally, it helps to make macroeconomic frameworks for strategy reduction of poverty. Its flexibility serves to aid the discussion with all parties. INRA, CFCS Description : In the Global South, improvement of agricultural outputs is eagerly awaited. While by 2050, its population will double areas devoted to agriculture will decrease exacerbating undernutrition of the poor. Unfortunately, the demand for fresh locally-produced meat products is not satisfied yet in the tropics. So, efficiency in animal productions is essential to allow coverage of protein nutritional needs of people, both in quality and quantity. In the Caribbean territories mixed farming systems are the most common farming systems (about 80%) and can constitute a solution to reach food sovereignty in such limited and isolated spaces. Lessons to be learned from these systems involve improving animal performance while respecting the natural balance with environment and maintaining the multi-functionality of plants and animals. Firstly, the natural (or selected) comfort zone of animal and plants must fit with the farm conditions, insuring thereby animal survival and welfare. Enhancement of adaptation to stresses (biotic, abiotic and socio- economic) in species or animal genotypes is a key element implying their equilibrium with the farm environment. This approach underpins for the farmer an integrated management of animal health, nutrition, genetics, reproduction, in close relationship with other compartments of the farming system. Secondly, animal adaptation may be completed by resilience ability within systems. Animals have to produce although facing stresses. Finally, the animal must be efficient that is to say must reconcile physiological functions of production, reproduction with adaptation functions. This optimization leads to decreased inputs and to overall efficiency of mixed farming systems at the end. The aim of the breeder is to choose the animal producing the best balance between output-reproduction-adaptation, at the individual or the flock scale combining genetic and physiological diversity. The underlying idea is to give to humans and animals their right place in the food chain taking into account the farmers? skills and wills. This idea is included in the agroecological approach and may give guidelines for food sovereignty worldwide. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. Developpement de la peche de grands pelagiques dans les antilles francaises et organisation du marche des produits de la mer Auteur(s) : Lantz, Frederic Résumé : The development of large pelagic fishing in the French Antilles is an integral part of a difficult economic situation of the fishing sector in Martinique where this development can seem like a solution to increasingly acute problems. Indeed, for the regulatory authorities as well as for many participants in the sector, it is imperative to find solutions to the lack of profitability of a part of the fishing ships and to confront the regular increase of the share of imports in supplying Martinique with seafood. This question about the possibilities of developing large pelagic fishing is not new since it is already mentioned in the Notice from the Economic and Social Committee of the Martinique Region in 1982. We will not show in this document a detailed analysis of small-scale fishing in Martinique. Since the latter has been abundantly studied by the team of the Caribbean Oceanological and Halieutic Research Centre (PROHC) between 1985 and 1987, we will take up these principal conclusions (with which we are in full agreement) and bring them up to date based on data collected during our mission from 11 to 24 April 1988. The first section devoted to the supply structure (local fishing and imports) will attempt to define under what conditions large pelagic fishing can be developed. The second section will address marketing and demand. Indeed, at the same time as the problems of developing large pelagic fishing, we are faced with the question of the organisation of seafood markets. This organisation is a fundamental issue for the small-scale fishing sector in the French Antilles since its long-term future depends upon it by setting different prices and amounts exchanged according to the structure it is given. We will come to a conclusion on the economic conditions of developing a large pelagic fishery and organising a market, this based on research and study work already done. We will indicate which investigations must be conducted to complete the set of factors for decision support in this area. To perform this assessment, we reconstructed from the long series 1970-1986 (sometimes with significant inadequacies): these are presented as an appendix. Celle-ci ayant été abondamment étudiée par l'équipe du Pôle de Recherche Océanologique et Halieutique Caraïbe (PROHC) entre 1985 et 1987, on reprendra ces principales conclusions (avec lesquelles nous sommes en plein accord) en les actualisant à partir des informations recueillies lors de notre mission du 11 au 24 avril 1988. On conclura sur les conditions économiques du développement d'une pêche de grands pélagiques et de l'organisation d'un marché, ceci à partir des travaux de recherche et des études déjà réalisés. Le statut politique des petits territoires insulaires à vocation touristique a-t-il une influence sur leur performance économique et sociale ? Approche comparative Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : Le paradigme du développement dans les Petites Économies Insulaires se définit par divers facteurs. Parmi ces derniers figurent entre autres, le statut politique et le niveau de développement touristique atteint par ces territoires. Cette étude, en croisant diverses analyses a pour but d’évaluer et de comparer empiriquement à l’aide de vingt-cinq indicateurs socio-économiques et démographiques, l’influence de différentes variables et plus particulièrement de celle relative au statut politique sur la performance économique et sociale de deux groupes de territoires, l’un composé de seize petits espaces insulaires de la Caraïbe et du Pacifique, politiquement dépendants et l’autre, de dix-neuf îles des mêmes régions qui ont accédé à la souveraineté. D’une part, les résultats montrent que : comme variable explicative, le statut politique associé à d’autres facteurs intervient pour les deux tiers dans la performance économique et sociale de ces îles. D’autre part, ils indiquent que les territoires insulaires politiquement dépendants sont économiquement plus prospères, socialement plus avancés, et démographiquement d’une plus grande maturité que ceux ayant acquis leur souveraineté. Toutefois, ces résultats ne doivent en aucun cas être interprétés comme des arguments contre la décolonisation, qui demeure une démarche moralement et universellement soutenable. Enfin, ils montrent également que les îles dépendantes qui bénéficient d’une large autonomie politique affichent en moyenne des résultats économiques et sociaux bien meilleurs que celles qui restent politiquement et centralement très liées à leur métropole, cas notamment de la Guadeloupe et de la Martinique pour lesquelles, en guise d’illustration nous proposons dans le cadre de leur probable évolution statutaire, un modèle de gouvernance qui, au plan politique soit le mieux adapté aux caractéristiques socio-économiques et culturelles de ces deux départements-régions. L’intérêt d’une telle étude réside dans le fait qu’elle fournit à travers données et analyse empirique, des logiques et des facteurs explicatifs nécessaires à la compréhension et à l’adoption de réformes politiques adéquates pour des territoires insulaires confrontés actuellement à des choix de gouvernance politique comme la Guadeloupe et la Martinique. The development of small island economies depends on different variables, among them, the political status and tourism development. The purpose of the present study is to empirically isolate those determinants, particularly political status variable in order to investigate its influence on development process. Its point of departure is to compare 16 dependent with 19 independent islands in the Caribbean and Pacific across 25 socio-economic and demographic indicators. First, results indicate that political status is associated with two-thirds of the variation in development across the island sample. Second, dependent islands are much more affluent, socially advanced and demographically mature than their independent counterparts. However, those results should not be interpreted as arguments against decolonization, which is considered morally and broadly speaking sustainable. Third, there is some evidence that dependent islands with a high level of political autonomy are more affluent than status quo counterparts such as Guadeloupe and Martinique. This is why we are proposing for illustrative purposes a political governance model for the future of the two French Overseas Departments. The advantage of this study is to offer by data and empirical analysis, useful explanations in order to understand and adopt political reforms for islands which would have to choose a political governance model. INRA, CFCS Description : Farmers are very inventive, but their innovations often remain confined to their farm, or to small local networks. And the interest they might have for farmers other than their inventors is seldom analyzed. Tracking on-farm innovations aims at finding technical or organizational innovations designed by farmers, to characterize their agronomic, economic and environmental performance and analyze the conditions in which this performance is expressed. The talk presents the various stages of this tracking approach, applied to innovative cropping systems, basing on a variety of recent works, in France, Argentine, Burkina Faso and China: (1) Defining what we are looking for; (2) Identifying innovative systems; (3) Describing and characterizing innovative systems; (4) Assessing innovative systems; (5) Specifying the conditions for the success of innovative systems. The results of the tracking are aimed not only at the farmers, but at their advisors and researchers too: (i) Innovative and effective cropping systems, which can be a source of inspiration for farmers; (ii) Confirmation of the interest of a principle for reasoning cropping systems; (iii) Innovative practices, analyzed within a systemic framework, which can serve as bricks for the design of new systems; (iv) Questions to be looked into more thoroughly by experimentation. Compared to traditional approaches in agronomy, tracking innovative cropping systems provides a double break: break with a top-down approach, where agricultural R & D is regarded as the only source of innovation: by mobilizing the innovative capacities of farmers, tracking increases our collective capacity to invent new practices or new cropping systems, by using not only technical and scientific knowledge, but also the empirical knowledge, that is so rich in agriculture. And break with the primacy given to experimentation, as a source for the production of knowledge and the assessment of innovations. Les agriculteurs sont très inventifs, mais leurs innovations demeurent souvent confinées à leur ferme, ou à de petits réseaux locaux. Et l'intérêt qu'elles pourraient avoir pour des agriculteurs autres que leurs inventeurs est rarement analysé. Le cheminement des innovations à la ferme vise à trouver les innovations techniques ou organisationnelles conçues par des agriculteurs, pour caractériser leur agronomique, économique et la performance environnementale et pour analyser les conditions en lesquelles ces résultats sont exprimés. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le stock de Lambi (Strombus gigas, L.) en Martinique : analyse de la situation 1986-1987, modélisation de l'exploitation, options d'aménagement Auteur(s) : Rathier, I Rathier, I Éditeur(s) : Université de Bretagne Occidentale Résumé : The stock of Lambi, Strombus gigas (gastropod: strombidae), coastal benthic resource, has been exploited artisanally since the prehistoric period in Martinique. Nowadays, three lines of work exploit the species: free diving, nets (since the middle of the century) and scuba diving since 1985. This report presents the activity of each line of work, surveyed directly from 1986 to 1987: fishing zones and resource allocation, production, effort and performance, detail of catches (by length). The socio economic characteristics of the lambi fishermen are studied. The significant production of leisure fishing is also estimated. The decrease in the production and performance, as well as the lowering of the size of the first catch for about thirty years show that the stock is overexploited. The biological phenomenon of the stock: growth of the shell (length and shell lip), growth in weight, acquiring of sexual maturity, natural mortality are studied. The factors of mortality through fishing are estimated by class of length for the current exploitation regime by pseudo-cohort analysis. If the results confirm that the stock is overexploited, the level of overexploitation of the stock cannot be specified because of the presence of a number of lipped adults not yet too exploited in water deeper than 20 metres. The analysis of the dynamic process of the exploited population indicates two ways to the production of the stock: the forcing of the recruitment and the regulation of the exploitation regime. The lack of economic profitability of the production of juveniles over 30 mm and the difficulties raised by their collection in their natural habitat lead to the rationalization of the exploitation. The production and performance (by recruits) simulations performed for different exploitation regimens indicate that the only two conceivable options are the introduction of a minimum catch size, i.e. lambi with forming lip, and the regulation of the fishing effort. The socio-economic implications of the introduction of the determined management measures show that their applicability level is very low, because of the Martinique fishermen polyactivity, their low socio-economic level and mostly because of the free access to the resource. As a consequence, it is suggested to create new professional structures with a wide jurisdiction, in order to locally manage the marine areas, their use and their resources. Trois métiers exploitent actuellement l'espèce: plongée libre, filets (depuis le milieu du siècle) et plongée en scaphandre autonome depuis 1985. Ce rapport présente l'activité de chaque métier, suivie de 1986 à 1987 par une enquête directe: zones de pêche et allocation de la ressource, productions, efforts et rendements, composition en longueur des captures. Les caractéristiques socioéconomiques des pêcheurs de lambi sont étudiées. La production d'une pêche plaisancière non négligeable est estimée. La diminution de la production, des rendements et l'abaissement de la taille de première capture depuis une trentaine d'années révèlent que le stock est surexploité. Les phénomènes biologiques du stock: croissance de la coquille (longueur et pavillon), croissance en poids, acquisition de la maturité sexuelle, mortalité naturelle sont étudiés. Les coefficients de mortalité par pêche sont estimés par classe de longueur pour le régime d'exploitation actuel par l'analyse de pseudo-cohorte. Si les résultats confirment l'état surexploité du stock, le niveau de surexploitation ne peut être précisé en raison de l'existence d'adultes pavillonnés encore peu exploités sur les fonds de plus de 20 mètres. L'analyse des processus dynamiques de la population exploitée indique deux voies pour restaurer la production du stock: le forçage du recrutement et la régulation du régime d'exploitation. Le manque de rentabilité économique de l'élevage des juvéniles au-delà de 30 mm et les difficultés pour leur collecte dans le milieu naturel conduisent à rechercher la rationalisation de l'exploitation. Les simulations de la production et du rendement par recrue réalisées pour différents régimes d'exploitation indiquent que seule la mise en place d'une taille minimale de capture, i.e le lambi au pavillon en formation, et une régulation de l'effort de pêche sont envisageables. Les implications socio-économiques de la mise en oeuvre des mesures de gestion déterminées montrent que leur niveau d'applicabilité est très faible, en raison de la polyactivité des pêcheurs martiniquais, de leur faible niveau socioéconomique et surtout, du régime de libre accès à la ressource. Aussi, il est proposé la création de nouvelles structures professionnelles aux compétences larges, qui permettraient, pour chacun des bourgs, une gestion locale de l'espace marin, des usages et des ressources. Analyse technico-économique de projets d'élevage d'ombrine (Sciaenops ocellata) en cages flottantes à la Martinique Auteur(s) : Houel, S Falguiere, Jean-claude Paquotte, Philippe Résumé : The availability in interesting sites and the zootechnical performances of tropical fish are two impo rt ant assets in favor of the development of fish farming in the Caribbean islands. This repor presents a technical and financial analysis of red drum farming projects in floating cages in Martinique(French West Indies). This project analysis makes it possible to compare the economic feasability of a small-scale production system with that of a semi-industrial one submitted to different technical constraints. The main criteria of the project analysis are the profitability of the funded capital, the financial feasability during the buildup period, the profitability at a steady state and the cost price. Production costs are hi gher in the the small-scale enterprises than in the semi-industrial ones, thanks to better capita] productivity and better labour productivity. An analysis of sensitivity to the variations ofbiological and economical parameters is also contained in the report. The results of these studies indicate that Caribbean fish farming could be profitable, due to the rapid buildup of the facilities and to the short production cycles. Nevertheless, attention should be paid to the risk of storms and hurricanes in this part of the world. Moreover, the analysis of sensitivity highlights the great influence of seed price. Ce rapport présente l'adaptation d'un outil de simulation technico- économique à l'éleva ge de l'ombrine en cages flottantes dans le contexte martiniquais. Cet outil permet de disposer d'éléments de comparaison sur la faisabilité de deux systèmes de production, Fun de type artisanal et l'autre de type semi- industriel, soumis à des contraintes techniquesdifférentes : rentabilité du capital investi, faisabilité financière au démarrage, rentabilité en année de routine, prix de revient. Une analyse de sensibilité des résultats aux variations de paramètres biologiques et économiques est également présentée. L'analyse de ces projets fait apparaître une rentabilité satisfaisante de l'activité, liée à la rapidité de mise en route des installations et à la brièveté des cycles de production. Line grande attention doit être cependant portée sur les risques d'accidents climatiques fréquents dans cette région du globe (cyclone, mais aussi tempête...). Essai d’évaluation des effets économiques de grandes manifestations sportives : le cas de la Route du rhum en Guadeloupe Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : Evaluer les retombées économiques de manifestations sportives sur les territoires d’accueil est l’une des conditions permettant de décider de la pérennisation ou non de ces évènements. Cette évaluation revêt une grande importance pour les prestataires de services, les institutionnels et les diverses entreprises qui y sont engagés, car elle leur permet d’avoir une vision plus claire du marché, et le cas échéant d’ajuster et d’affiner leur politique évènementielle pour l’avenir. Aujourd’hui, apparaît de plus en plus un besoin croissant d’évaluation de la part de praticiens et d’acteurs publics impliqués dans les activités sportives. Ces derniers comme le grand public s’interrogent quelquefois sur l’utilité ou la pertinence économique et sociale de tels évènements.Aussi, l’objectif prioritaire de cette étude est de proposer dans le cas de la Guadeloupe, à partir d’un cadre conceptuel précis et d’une méthodologie partagée et éprouvée, une évaluation territoriale de l’impact économique et social de la Route du rhum, en retenant deux approches: l’une en niveau, déterminant successivement les valeurs du multiplicateur input-output à l’aide d’un tableau entrées-sorties (TES) de l’économie guadeloupéenne, et du multiplicateur de la base qui s’appuie sur les résultats d’une méta-analyse; l’autre , dynamique, spécifie par un modèle économétrique l’influence de la Route du rhum et d’autres variables sur la croissance économique de la Guadeloupe. L’enjeu consiste à se doter collectivement de points de repère afin que les différents acteurs de ce sport puissent situer les effets de leurs actions par rapport à d’autres pratiques, d’autres territoires, et à clarifier le niveau de contribution économique de cette activité sportive sur le territoire de Guadeloupe. Les résultats obtenus convergent et montrent qu’en dépit d’un succès indéniable au plan sportif et médiatique, la Route du rhum, évènement sportif de voile de haut niveau reliant tous les quatre ans St Malo à Pointe-a-Pitre, enregistre au plan économique des résultats modestes si l’on en juge à la fois par les médiocres retombées induites en matière de fréquentation touristique, par les faibles coefficients multiplicateurs de revenu affichés, par un ratio coût-bénéfice défavorable et par les incidences mineures que provoque cet évènement sur la croissance économique régionale. This evaluation is important for enterprises that provide goods and services also for the government, because it allows them to obtain an accurate vision of the future.Today, we have a growing need of evaluation from the people involved in sport activities. Sometimes, these people ask themselves on economic and social advantages of these events.The objective of this paper is to propose for Guadeloupe a rigourous methodology that assesses the economic and social impact of Route du rhum which is a transatlantic competition between St-Malo and Pointe-a-Pitre. We use two approaches: the first of which is level-based and determines the values of both economic base multipliers and input-output multipliers by composing an input-output table of the Guadeloupe economy. The second, dynamic approach specifies from an econometric model the impact of several variables, especially those of la Route du rhum. The goal is to provide findings to stakeholders of this sport for comparison. The results of the investigation merge and show globally weak economic performance of Route du rhum, particularly a poor cost-benefit ratio, weak economic multipliers and inter-industry linkages. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Although regular follow-ups are recommended during pregnancy, not all pregnant women seek care. This pilot study wanted to assess whether the integration of data from administrative health information systems and socio-economic features allows identifying disparities in prenatal care trajectories.Methods - Prenatal care trajectories were extracted from the permanent sample of the French health insurance information system linked to the hospital discharge information system. The records of 2518 women who gave birth without complications in France in 2009 were analyzed. State sequence data analysis was performed to identify homogeneous groups of prenatal care trajectories. Socio-economic data were used to characterize their living environment.Results -We identified three groups of homogeneous prenatal care trajectories: (i) women with relatively high prenatal care consumption (~11 %), (ii) women with no prenatal care (~21 %), and (iii) women with an intermediate level of prenatal care (~66 %). Analysis of the socio-economic data demonstrated the association between disparities in prenatal care trajectories and the women’s living environment. Women with relatively high care consumption generally lived in socio-economically privileged areas (better education levels, employment status and housing conditions) compared with women with few or no prenatal care.Conclusions -Although ecological, our approach demonstrates that data from health administrative information systems could be used to describe prenatal care. However, more individual variables and an improvement of the data quality are needed to efficiently monitor the content and timing of prenatal care. Moreover, state sequence analysis, which was used in this context for the first time, proves to be an interesting approach to explore care trajectories. Finally, the integration of heterogeneous sources of data, including contextual information, might help identifying areas that require health promotion actions toward vulnerable populations, such as pregnant women. OBJECTIVE: To perform an economic evaluation of annual national benefits of reduction of the prenatal MeHg exposure in France. METHODS: We used data on hair-Hg concentrations in French women of childbearing age (18-45 years) from a national sample of 126 women and from two studies conducted in coastal regions (n = 161and n = 503). A linear dose response function with a slope of 0.465 IQ point reduction per μg/g increase in hair-Hg concentration was used, along with a log transformation of the exposure scale, where a doubling of exposure was associated with a loss of 1.5 IQ points. The costs calculations utilized an updated estimate of €2008 17,363 per IQ point decrement, with three hypothetical exposure cut-off points (hair-Hg of 0.58, 1.0, and 2.5 μg/g). RESULTS: Because of higher exposure levels of women in coastal communities, the annual economic impacts based on these data were greater than those using the national data, i.e. € 1.62 billion (national), and € 3.02 billion and € 2.51 billion (regional), respectively, with the linear model, and € 5.46 billion (national), and € 9.13 billion and € 8.17 billion (regional), with the log model, for exposures above 0.58 μg/g. CONCLUSIONS: These results emphasize that efforts to reduce MeHg exposures would have high social benefits by preventing the serious and lifelong consequences of neurodevelopmental deficits in children. We extend these tissue-specific analyses of functional strategy towards a whole-plant approach by integrating data on functional traits for 13 448 leaves and wood tissues from 4672 trees representing 668 species of Neotropical trees. Strong correlations amongst traits previously defined as the leaf economics spectrum reflect a tradeoff between investments in productive leaves with rapid turnover vs. costly physical leaf structure with a long revenue stream. A second axis of variation, the 'stem economics spectrum', defines a similar tradeoff at the stem level: dense wood vs. high wood water content and thick bark. Most importantly, these two axes are orthogonal, suggesting that tradeoffs operate independently at the leaf and at the stem levels. By simplifying the multivariate ecological strategies of tropical trees into positions along these two spectra, our results provide a basis to improve global vegetation models predicting responses of tropical forests to global change. Heat-related deaths are largely preventable, but interventions for the most vulnerable populations need improvement. Therefore, the prior identification of high risk areas at the community level is required to better inform planning and prevention. We aimed to demonstrate a simple and flexible conceptual framework relying upon satellite thermal data and other digital data with the goal of easily reproducing this framework in a variety of urban configurations. RESULTS: The study area encompasses Rennes, a medium-sized French city. A Landsat ETM + image (60 m resolution) acquired during a localized heatwave (June 2001) was used to estimate land surface temperature (LST) and derive a hazard index. A land-use regression model was performed to predict the LST. Vulnerability was assessed through census data describing four dimensions (socio-economic status, extreme age, population density and building obsolescence). Then, hazard and vulnerability indices were combined to deliver a heatwave health risk index. The LST patterns were quite heterogeneous, reflecting the land cover mosaic inside the city boundary, with hotspots of elevated temperature mainly observed in the city center. A spatial error regression model was highly predictive of the spatial variation in the LST (R2 = 0.87) and was parsimonious. Three land cover descriptors (NDVI, vegetation and water fractions) were negatively linked with the LST. A sensitivity analysis (based on an image acquired on July 2000) yielded similar results. Southern areas exhibited the most vulnerability, although some pockets of higher vulnerability were observed northeast and west of the city. The heatwave health risk map showed evidence of infra-city spatial clustering, with the highest risks observed in a north--south central band. Another sensitivity analysis gave a very high correlation between 2000 and 2001 risk indices (r = 0.98, p < 10-12). CONCLUSIONS: Building on previous work, we developed a reproducible method that can provide guidance for local planners in developing more efficient climate impact adaptations. We recommend, however, using the health risk index together with hazard and vulnerability indices to implement tailored programs because exposure to heat and vulnerability do not require the same prevention strategies. Since 2000, Ifremer has been implemented a Fisheries Information System (FIS), a multidisciplinary monitoring network allowing an integrated and comprehensive view of fishery systems including biological, technical, environmental and economical components. The FIS covers all the French fisheries, including the so-often neglected small-scale fisheries. One of the originalities of the FIS lies in the fleet monitoring procedure: a comprehensive collection of annual activity calendars aiming at characterizing the inactivity or activity of the vessels each month of the year and, in the latter case, the métiers practised (use of a gear to target one or several species) and the main fishing areas. This survey covers all the French fishing fleets and provides minimum but exhaustive information on the vessels. It is particularly instructive for the small-scale fisheries, where catches and effort data are often incomplete. Furthermore, this exhaustive data allows stratifying the fleet in fleets (typologies) and thus provides the basis (i) for the implementation of sampling schemes to estimate catches, landings, discards or economic performance of the different fleets and (ii) for the development of a fleet-métier matrix giving the possibility of identifying at the time, the structure of the whole fleet in fleets, the métier polyvalence of the vessels and the allocation of fishing effort on the different exploited fishing resources.
