Abiotic and biotic variables of coastal lagoons are highly heterogeneous in both space and time, and this heterogeneity complicates the assessment of their ecological status. These variables are essential to the monitoring and preservation of these fragile ecotones and the resources and services they sustain. 2. An integrative approach for evaluating the ecological status of coastal lagoons, based on field investigations of the key parameters driving their functioning and a set of selected ecological indicators matching lagoon management information needs for societal benefits, is investigated. Consistency in lagoon status evaluation from multiple and different variables was estimated, through a case study comparing three adjacent yet contrasting French Mediterranean shallow water lagoons. 3. French Mediterranean shallow water lagoons are used to demonstrate the potential of such an approach and to underline the need for a multi-faceted framework, for correctly evaluating lagoon status, and underlining the need for high-frequency lagoon monitoring to avoid errors in status assessment and resulting management plans. 4. Based on the results, a continuous monitoring system is proposed that would record high frequency biotic and abiotic data in the lagoons. The use of such an ad hoc observatory system, based on appropriate diagnostic indicators and risk estimators would simplify interactions between scientists and managers and would improve the efficiency of their analyses. 5. A lagoon management plan based on a holistic approach is proposed to help scientists and local managers to reach a consensus about the set of ecological indicators to monitor in the lagoons needed to assess their global health status in accordance with both conservation and/or societal needs. Well-designed and effectively managed marine reserve networks can reduce local threats, and contribute to achieving multiple objectives regarding fisheries management, biodiversity conservation and adaptation to changes in climate and ocean chemistry. Previous studies provided advice regarding ecological guidelines for designing marine reserves to achieve one or two of these objectives. While there are many similarities in these guidelines, there are key differences that provide conflicting advice. Thus, there is a need to provide integrated guidelines for practitioners who wish to design marine reserves to achieve all three objectives simultaneously. Scientific advances regarding fish connectivity and recovery rates, and climate and ocean change vulnerability, also necessitate refining advice for marine reserve design. Here we review ecological considerations for marine reserve design, and provide guidelines to achieve all three objectives simultaneously regarding: habitat representation; risk spreading; protecting critical, special and unique areas; reserve size, spacing, location, and duration; protecting climate resilient areas; and minimizing and avoiding threats. In addition to applying ecological guidelines, reserves must be designed to address social and governance considerations, and be integrated within broader fisheries and coastal management regimes. ![]() | Les cultures marines en France et le droit Résumé : The current legal regime governing marine farms reflects what French shellfish culture used to be: an artisanal, traditional and family activity. Even if this profession is of social importance, it has never really been taken into account in coastal management decisions. This is the reason why, if aquaculture must expand, the whole related legal regime has to be adapted to the new needs of a profession which is still trying to find itself. New links will develop with the responsible authorities. Conflicts of a new type will rise between the different coastal and marine space users. A rethinking of the standard public property regulations seems necessary. Le régime juridique actuel des élevages marins est le reflet de ce qu'a été la conchyliculture en France : une activité artisanale, traditionnelle et familiale. Socialement importante, cette profession n'a cependant pas pesé lourd dans les choix d'aménagement du littoral. C'est pourquoi, si l'aquaculture doit prendre désormais de l'extension, c'est l'ensemble du régime juridique qui lui est applicable qu'il convient d'adapter aux besoins nouveaux d'une profession qui se cherche. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic performance of fleets operating on MFADs, understand why the MFAD fishing activity has not developed more than it has, and suggest how better MFAD management could improve the situation. Socio-economic information on a trip and fleet level basis were collected and stored on a fisheries information system to analyse the relative attractiveness of MFAD fishing and assess the overall economic performance of MFAD fleets as compared to other non-MFAD fleets. Non-monetary variables were also tested to explain the degree of dependence on MFADs. In 2008, economic returns from FADs were relatively low, both in terms of wages for the crews and in terms of profit for vessel owners. Earnings were higher than coastal fishing activities, but seem to have been very sensitive to the indicators used in our analysis. MFADs are expected to become much more attractive as a result of MFAD regulation, especially through the establishment of collective MFADs. ![]() | Open atlantic coast of Europe - a century of introduced species into french waters Auteur(s) : Goulletquer, Philippe Bachelet, G Sauriau, Pierre-guy Noel, P Résumé : This paper aims to establish a comprehensive Iist of exotic species introduced into Atlantic French waters over the last century as well as their origin, and the vectors involved in the process. At least 104 non indigenous species have been recorded in the Atlantic and Channel coastal wa ters. Among those species, only a few (Bonamia ostreae, Crepidula fornicata) have resulted in highly significant negative impacts and side-effects on the coastal activity. In contrast, the introduction of the Japanese oyster Crassostrea gigas can be considered to be successful, sustaining a large industry counting more than 4,000 companies and 150,000 tons of yearly production. Over the last decade, French and European laws have strenghtened the controls over exotic species introductions, limiting their impacts. These new regulations and increased awareness from the scientific community with regard to coastal industry and biodiversity have reduced significantly the cases of deliberate introduction, while the risk analysis requirement has improved the overall management. However, in spite of these improvements, cases remain significant, mostly by accidental and/or increased vectors of introduction such as the ballast waters and sediment. Moreover, global changes should now be considered as a major issue, Iikely inducing future geographic distribution changes over a large European coastal range. ![]() | Le merlu du golfe de Gascogne et de la mer Celtique : Croissance, Répartition spatiale et bathymétrique, Ecologie alimentaire et Assemblages Auteur(s) : Kacher, Mohamed Éditeur(s) : Université du Littoral Côte d'Opale (Dunkerque) Résumé : In the Bay of Biscay and Celtic Sea waters, hake is considered as genetically homogeneous and form a unique stock with identical meristic characteristics. The vertebral mean vary from 50,68 (vertebrae) during the first year of life to 51,11 (vertebrae) for adults. 0-group Merluccius display a rapid growth with significant interannual variability (0.71 mm.day-1 in 2001 versus 0.74 mm.day-1 in 2002). The spawning period occurs in April and the average length on the firth January following the hatching is of 17.3 cm (first seasonal check / increment on the sagittal otolith is located about 0.143 cm from the nucleus). At the end of the first year of life the average length is about 24 cm. The longevity of the species is important and growth parameters (L = 138,24 cm ; K = 0,132) explain natural mortality coefficient of M = 0.21. No difference for growth between male and female has been observed for this stock. The ratio total weight / eviscerated weight is equal to Fc = 1,086. Both male and female have same spatial and bathymetric distribution. Juveniles are found in deep waters (< 17 cm length) and move to coastal waters where they display an average length of (33 cm length). Longer individuals are found in nursery areas where they feed and grow then move to deeper areas to spawn. Nursery areas are numerous and located in the Celtic Sea and in the bay of Biscay. In the bay of Biscay, disturbances resulted from hydrondynamics affect the settlement on the nursery grounds particularly in the southern part of the bay. Diet composition varies with age. Juveniles feed mainly on crustaceans (Euphausia kroni). At the length of 23 cm, individuals feed strictly on fishes. Sizes of preys are proportional with sizes of predators and preys are composed mainly of species that feed and reproduce close to the bottom. Cannibalism has been observed for this specie, and increases with age notably in the northern part of the bay of Biscay and in the Celtic Sea. Main preys are 0-group juveniles. This specie is assumed to be a passive predator catching its preys when they come to feed in the bottom. Although they are punctual, these results have been obtained after studies on the evolution of sizes during the first year of life (daily increments measurements) and on the spawning period parameters (back-calculating). Average length on the firth January following hatching and the position of the first seasonal check on the otolith are based on observations of the sizes on the firth January following hatching (obtained with growth rates and spawning period parameters). The results are similar to those described in previous studies, nevertheless they have to be confirmed with growth and diet composition analyses. A long term study appear essential to determine biological and ecological parameters of this species for sustainable management of the stock. Les alertes quant à la surexploitation du stock de merlu européen sont nombreuses et récurrentes. Seulement l'estimation du niveau réel de l'état du stock a toujours posé des problèmes du fait de certaines lacunes dans la connaissance de la biologie et de l'écologie de cette espèce. Dans les eaux du golfe de Gascogne et de la mer Celtique, le merlu européen fait partie de la même population génétique et possède les mêmes caractéristiques meristiques. Sa moyenne vertébrale est de 50,68 durant sa première année de vie et évolue pour se stabiliser à 51,11 chez l'adulte. La croissance du merlu durant sa première année de vie et très rapide mais présente une variabilité interannuelle significative (0,71 mm .J-1 en 2001 et 0,74 mm .J-1 en 2002). Sa période de ponte maximale se déroule au mois d'avril et sa longueur au premier janvier suivant sa naissance est de 17,3 cm (la première marque hivernale est positionnée à 0,143 cm du nucléus de la sagittae). Au terme de sa première année de vie le merlu atteint une longueur de 24 cm. Sa longévité est assez longue (23 ans environ) et ses paramètres de croissance (L = 138,24 cm ; K = 0,132) permettent d'estimer son coefficient de mortalité naturelle à M = 0,21. Il n'a pas été établi de croissance différentielle entre sexe chez le merlu dans ces eaux. Le rapport poids total / poids éviscéré a été estimé à Fc = 1,086. Mâles ou femelles, les merlus ont une même répartition spatiale et bathymétrique. En général, ils sont très profonds à leurs stades juvéniles (< 17 cm) et ils se dirigent vers les eaux côtières pour les atteindre à 33 cm de longueur environ. Au-delà de cette taille, les merlus se concentrent au niveau des zones de nourricerie pour s'y alimenter avant de rejoindre les eaux plus profondes pour y pondre. Les zones de nourricerie du merlu sont très nombreuses et sont localisées en mer Celtique et dans le golfe de Gascogne aussi bien dans sa partie sud que dans sa partie nord. Les perturbations importantes dans l'hydrodynamisme du golfe de Gascogne (upwelling) semble influencer les niveaux de colonisation des zones de nourricerie notamment celles situées dans la partie sud du golfe. Le régime alimentaire du merlu évolue avec l'âge. Juvénile, il se nourrit principalement de crustacés (Euphausia krohni) et devient ichtyophage exclusif dès 23 cm de longueur. Le cannibalisme est une réalité chez le merlu et les merlus-proies sont les juvéniles du groupe d'âge G-0. Il s'intensifie avec l'âge notamment dans la partie nord du golfe de Gascogne et en mer Celtique ; Il est très faible dans le sud du golfe de Gascogne. La taille des proies évolue avec la taille du merlu et les poissons proies sont en général des espèces qui vont se nourrir ou se reproduire sur le fond. Ce comportement alimentaire fait que le merlu est un prédateur peu actif et qui attaque ses proies lorsqu'elles viennent sur le fond. Ces résultats, bien qu'ils ne soient que ponctuels, ont été obtenus après avoir déterminé le schéma d'évolution de la longueur du merlu durant sa première année de vie (dénombrement des accroissement journaliers) et des paramètres de sa période de ponte (rétro-calcul).La taille au premier hiver et la position de la première marque hivernale ont été déterminées en relativisant nos observations à l'estimation de la longueur du merlu au premier janvier suivant sa naissance : celle-ci étant obtenue en utilisant le taux de croissance et les paramètres de la période de ponte. Bien que l'ensemble des résultats obtenus, en ce qui concerne la répartition spatiale et les données sur la période de ponte, soient généralement conformes à ceux décrits dans la littérature, il est nécessaire de confirmer ceux concernant la croissance et le régime alimentaire. Pour cela, une étude à plus long terme semble indispensable pour parvenir à bien maîtriser l'ensemble des paramètres de biologie et d'écologie du merlu permettant ainsi une meilleure gestion de son stock. We report geochemical and isotopic vertical variability in this aquifer using groundwater sampled with a Westbay System® at two coastal monitoring sites: Barcarès and Canet. The Westbay sampling allows pointing out and explaining the variation of water quality along vertical profiles, both in productive layers and in the less permeable ones where most of the chemical processes are susceptible to take place.The aquifer layers are not equally impacted by salinization, with electrical conductivity ranging from 460 to 43,000 μS·cm− 1. The δ2H–δ18O signatures show mixing between seawater and freshwater components with long water residence time as evidenced by the lack of contribution from modern water using 3H, 14C and CFCs/SF6. S(SO4) isotopes also evidence seawater contribution but some signatures can be related to oxidation of pyrite and/or organically bounded S. In the upper layers 87Sr/86Sr ratios are close to that of seawater and then increase with depth, reflecting water–rock interaction with argillaceous formations while punctual low values reflect interaction with carbonate. Boron isotopes highlight secondary processes such as adsorption/desorption onto clays in addition to mixings. At the Barcarès site (120 m deep), the high salinity in some layers appear to be related neither to present day seawater intrusion, nor to Salses-Leucate lagoonwater intrusion. Groundwater chemical composition thus highlights binary mixing between fresh groundwater and inherited salty water together with cation exchange processes, water–rock interactions and, locally, sedimentary organic matter mineralisation probably enhanced by pyrite oxidation.Finally, combining the results of this study and those of Caballero and Ladouche (2015), we discuss the possible future evolution of this aquifer system under global change, as well as the potential management strategies needed to preserve quantitatively and qualitatively this water resource. Acoustic surveys conducted on coral ecosystems have so far been restricted to barrier reefs and to shallow depths (10–30 m). Since they may provide refuge for coral reef organisms, the monitoring of outer reef slopes and describing of the soundscapes of deeper environment could provide insights into the characteristics of different biotopes of coral ecosystems. In this study, the acoustic features of four different habitats, with different topographies and substrates, located at different depths from 10 to 100 m, were recorded during daytime on the outer reef slope of the north Coast of Moorea Island (French Polynesia). Barrier reefs appeared to be the noisiest habitats whereas the average sound levels at other habitats decreased with their distance from the reef and with increasing depth. However, sound levels were higher than expected by propagation models, supporting that these habitats possess their own sound sources. While reef sounds are known to attract marine larvae, sounds from deeper habitats may then also have a non-negligible attractive potential, coming into play before the reef itself. The use of targets to provide measurable objectives and benchmarks for management, conservation, andrestoration of ecosystems is commonplace. In the marine and coastal realms, targets have been successful insetting sustainable limits to fisheries harvests, thresholds for pollutants, and recommended amounts ofrepresentative habitat included in marine protected area (MPA) networks. Quantifiable targets can dissuadegovernments from making dubious claims about investments in ocean protection that sound impressive butcannot be verified. Examples are presented where protection targets have been used successfully for marinemanagement, and instances where measurable and meaningful benchmarks serve to allow tracking of true progress.2. However, the setting of targets can also be a double-edged sword. In some cases, targets have proven useful,but in many instances, interventions made to fulfil targets not only give a false illusion of progress or even success,they present opportunity costs that impede further conservation.3. Some of these issues were raised in the 2003 article ‘Dangerous Targets?: Unresolved issues and ideologicalclashes around marine protected areas’ that appeared in Aquatic Conservation: Marine and FreshwaterEcosystems. Since its publication, the article’s warnings about how targets can sometimes be dangerous andcounter-productive have led to intense debate among scientists and policy-makers alike, and the paper has beencited in more than 500 publications. Yet today, more than a dozen years after the first ‘Dangerous Targets’publication, new targets are driving more MPA designations and conservation strategies than ever before, andthe ‘dangerous’ aspects of target setting have been largely ignored.4. This paper discusses old ‘dangers’ in the context of new developments in marine conservation, including thelingering problem of having simplistic metrics drive marine policies, and the unintended result that can often occurwhen outputs (percentage of area under MPA designation) do not align with true outcomes of effectivemanagement and conservation. Éditeur(s) : Elsevier Science Bv Résumé : Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which SSFs operate, in order to demonstrate the ecological and social sustainability of this often overlooked fisheries segment. A common approach formulated so that the case studies could be compared with the case histories of other competing users, required that for each set of criteria – technical, biological, socio-economic, and institutional – a set of relevant items and indicators was established. An analysis of characteristics common to the selected case studies is conducted and an attempt made to extend our comparisons to the whole of the European Union. Our results show that (as compared with large-scale fleets, their main competitor) small-scale fleets: (i) are composed of smaller vessels and, consequently, travel lower distances to fishing grounds, and are more reliant on coastal areas; (ii) have smaller crews (although the global employment figure is similar to that of large-scale fleets in Europe); (iii) use mostly, but not exclusively, passive gears; (iv) use multi-purpose fishing approaches, and can change the fish species they target during the year; (v) have lower extraction rates; (vi) have lower total capital investments (including fishing rights), turnover and costs; and (vii) have lower fuel consumption, making them less sensitive to changing oil prices. Dependence on subsidies is lower (viii). Involvement in fisheries management is variable, conservation and access regulation measures are largely local in origin. For the selected case studies, the most significant competitors are large-scale fleets, and recreational fisheries, but other sources of interaction (water quality, invasive species, etc.) cannot be ignored. The fishing ships taken to account are represented by annual profiles of landing specific compositions. Five fishing strategies have been identified. A segmentation method using symbolic objects allows a formaI characterisation of the different strategies. These strategies are studied according to several general characteristics usually used for management rules elaboration (power, length, ship age). The typological analysis allows to characterise two main exploitation ways, one directed to the catch of a few species (Engraulis encrasicolus, Sardina pilchardus), the other characterised by the exploitation of a great diversity of species. By this way, it is possible to estimate how the catch of low represented species can significantly contribute to the exploitation of a resource. Cette étude s'appuie sur l'utilisation successive de plusieurs méthodes d'analyses multivariées pour réaliser une typologie de la flottille chalutière du port de Sète, principal port de pêche français de la Méditerranée. Les unités de pêche étudiées sont représentées à l'aide d'un profil annuel de la composition spécifique de leurs débarquements. Cinq stratégies de pêche ont ainsi pu être identifiées. La mise en oeuvre d'une méthode de segmentation permet une caractérisation formelle de ces différentes stratégies à l'aide d'objets symboliques. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d'une part, par le manque de données rendant difficile leur gestion dans le cadre d'une approche écosystémique, d'autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques.Cette thèse contribue à la mise au point d'outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d'une gestion durable des pêches fondée sur l'approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d'étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie.Dans un premier temps l'analyse statistique multi-variée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu'à long terme le niveau d'exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu'une perte de biodiversité peut avoir lieu. Un scénario dit de « co-viabilité » conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d'étude, la méthode utilisée s'avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l'approche de « co-viabilité » permet de trouver les modalités d'exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions.This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. To do so, the Minister of Agriculture and Fisheries entrusted this task to three experts, who are the authors of this report. In accordance with their remit, the situation of fisheries in territorial waters and estuaries of metropolitan France and the four DOM overseas departments ( counties) was examined, in the framework of meetings with professional fishermen, administrations, elected officials and scientific organisations. The first part situates fishing activities in coastal areas within the overall context of French fisheries. The second part provides a detailed report for each seafront (Channel, Atlantic, Mediterranean, West Indies, French Guyana and Reunion Island) on the regulatory framework, fleets, stocks, uses of resources and vulnerable areas of interest for fisheries. The report then analyses the competition within fisheries and with other activities (recreational fishing, extraction of aggregates, tourism, etc.). After these observations, the authors make ten proposals to improve the conditions under which coastal or inshore fisheries are practiced.
La loi d'orientation sur la pêche maritime et les cultures marines votée en 1997 précise que dans la perspective de la renégociation de la politique commune des pêches en 2002, un rapport sur les conditions particulières de l'exercice de la pêche dans la bande côtière sera établi par le Gouvernement. Pour y satisfaire, le Ministre de l'Agriculture et de la Pêche en a confié l'élaboration à trois experts, les auteurs du présent rapport. Conformément à la lettre de mission, la situation de la pêche dans les eaux territoriales et estuaires du territoire métropolitain et des quatre départements d'Outre-Mer a été examinée dans le cadre de rencontres avec les professionnels, les administrations, les élus, les organismes scientifiques. Une première partie permet de situer les activités halieutiques en zone côtière dans le contexte global de la pêche française. La seconde partie est un bilan détaillé par façade (Manche, Atlantique, Méditerranée, Antilles, Guyane, Réunion) du cadre réglementaire, des flottilles, des ressources, des usages de la ressource et des zones sensibles d'intérêt halieutiques. Le rapport analyse ensuite les compétitions au sein de la pêche et avec d'autres activités (pêche récréative, extractions de granulats, tourisme,...). In some European rivers, eel recruitment is now < 1% of levels in the 1980s. A better understanding of the effects of anthropogenic pressures and environmental fluctuations on eel larvae and subsequent recruitment is a prerequisite to build efficient management plans. The present paper provides insight into the critical oceanic phase of the eel life cycle with a focus on the duration of the larval migration whose estimates varies between 7 months and more than 2 years in both species. Does this range correspond to a natural variability in larval duration or does it stem from methodological artefacts? We first review the different methods used to estimate the duration of larval migration and critically describe their possible sources of misinterpretation. We then evaluate the consistency of these methods with the current knowledge about the ecology and physiology of eel larvae and the physical oceanography. While a moderate discrepancy in migration duration was found between methods for the American eel, the discrepancy was large in the European eel. In this species, otolith microstructure studies indicated migration durations between 7 and 9 months, while other methods pointed to durations of about 2 years. We show that estimates in favour of a long migration duration seem more robust to methodological caveats than methods estimating short durations of migration. Of heavy consequences on both the human life and the economic development these impacts are critical in most of the Caribbean islands in general and specifically in Haiti. Thus, there is an urgent need to implement strategies aiming at reducing risk for lessening losses. By implementing well designed risk management strategies vulnerability can be reduced, and as a consequence, investment and employment can be protected. Even so preparedness to sustainable development is at the global Agenda, with regards to the specific case of Haiti, we assume that, at present, the country is not at all involved in such a long run strategy. Government attention is focused on immediate urgencies to be solved. By questioning the particular case of tourism, we show the positive impact of risk management strategies on growth using a Cost-Benefit Analysis (CBA). Les catastrophes naturelles ont sans conteste des impacts sur le développement. Ces derniers, qui occasionnent de lourdes conséquences à la fois sur la vie humaine et le développement économique, sont préjudiciables dans la plupart des îles des Caraïbes et plus particulièrement en Haïti. Ainsi, il devient urgent de mettre en œuvre des stratégies visant à réduire les risques afin de minimiser les pertes occasionnées. En établissant des stratégies de gestion des risques bien conçues, la vulnérabilité des pays peut être réduite, et, par conséquent, l'investissement et l'emploi protégés. Même si le développement durable est à l'ordre du jour à l’échelle mondiale, il semble que ce ne soit pas le cas d'Haïti à l’heure actuelle, le pays n'étant pas du tout impliqué dans une telle stratégie à long terme. Nowadays, three lines of work exploit the species: free diving, nets (since the middle of the century) and scuba diving since 1985. This report presents the activity of each line of work, surveyed directly from 1986 to 1987: fishing zones and resource allocation, production, effort and performance, detail of catches (by length). The socio economic characteristics of the lambi fishermen are studied. The significant production of leisure fishing is also estimated. The decrease in the production and performance, as well as the lowering of the size of the first catch for about thirty years show that the stock is overexploited. The biological phenomenon of the stock: growth of the shell (length and shell lip), growth in weight, acquiring of sexual maturity, natural mortality are studied. The factors of mortality through fishing are estimated by class of length for the current exploitation regime by pseudo-cohort analysis. If the results confirm that the stock is overexploited, the level of overexploitation of the stock cannot be specified because of the presence of a number of lipped adults not yet too exploited in water deeper than 20 metres. The analysis of the dynamic process of the exploited population indicates two ways to the production of the stock: the forcing of the recruitment and the regulation of the exploitation regime. The lack of economic profitability of the production of juveniles over 30 mm and the difficulties raised by their collection in their natural habitat lead to the rationalization of the exploitation. The production and performance (by recruits) simulations performed for different exploitation regimens indicate that the only two conceivable options are the introduction of a minimum catch size, i.e. lambi with forming lip, and the regulation of the fishing effort. The socio-economic implications of the introduction of the determined management measures show that their applicability level is very low, because of the Martinique fishermen polyactivity, their low socio-economic level and mostly because of the free access to the resource. As a consequence, it is suggested to create new professional structures with a wide jurisdiction, in order to locally manage the marine areas, their use and their resources. (unverified OCR) Le stock de lambi, Strombus gigas (gastéropode: strombidae), ressource benthique côtière, est exploitée artisanalement depuis l'époque préhistorique en Martinique. Trois métiers exploitent actuellement l'espèce: plongée libre, filets (depuis le milieu du siècle) et plongée en scaphandre autonome depuis 1985. Ce rapport présente l'activité de chaque métier, suivie de 1986 à 1987 par une enquête directe: zones de pêche et allocation de la ressource, productions, efforts et rendements, composition en longueur des captures. Les caractéristiques socioéconomiques des pêcheurs de lambi sont étudiées. La production d'une pêche plaisancière non négligeable est estimée. La diminution de la production, des rendements et l'abaissement de la taille de première capture depuis une trentaine d'années révèlent que le stock est surexploité. Les phénomènes biologiques du stock: croissance de la coquille (longueur et pavillon), croissance en poids, acquisition de la maturité sexuelle, mortalité naturelle sont étudiés. Les coefficients de mortalité par pêche sont estimés par classe de longueur pour le régime d'exploitation actuel par l'analyse de pseudo-cohorte. Si les résultats confirment l'état surexploité du stock, le niveau de surexploitation ne peut être précisé en raison de l'existence d'adultes pavillonnés encore peu exploités sur les fonds de plus de 20 mètres. L'analyse des processus dynamiques de la population exploitée indique deux voies pour restaurer la production du stock: le forçage du recrutement et la régulation du régime d'exploitation. Le manque de rentabilité économique de l'élevage des juvéniles au-delà de 30 mm et les difficultés pour leur collecte dans le milieu naturel conduisent à rechercher la rationalisation de l'exploitation. Les simulations de la production et du rendement par recrue réalisées pour différents régimes d'exploitation indiquent que seule la mise en place d'une taille minimale de capture, i.e le lambi au pavillon en formation, et une régulation de l'effort de pêche sont envisageables. Les implications socio-économiques de la mise en oeuvre des mesures de gestion déterminées montrent que leur niveau d'applicabilité est très faible, en raison de la polyactivité des pêcheurs martiniquais, de leur faible niveau socioéconomique et surtout, du régime de libre accès à la ressource. Aussi, il est proposé la création de nouvelles structures professionnelles aux compétences larges, qui permettraient, pour chacun des bourgs, une gestion locale de l'espace marin, des usages et des ressources. First the various effects Studied within each of these domains and the variables used to measure them were censused. Potential ecological indicators were assessed through their link with the question used (here termed "relevance") and their "effectiveness" which encompasses the issues of precision, accuracy and statistical power. Relevance and effectiveness were respectively measured by the frequency of use of each indicator and the proportion of significant results in the reviewed articles. For social and economic effects, the approach was not possible due to the low number of references: we thus discussed the issue of finding appropriate indicators for those fields. Results indicate: 1- the unbalance in literature between disciplines: 2- the need for protocols and methodologies which include controls in order to assess MPA effects: 3- an important proportion of ecological indicators with low effectiveness: 4- the large number of ecological effects still not studied or not demonstrated at present. Cet article vise à identifier des indicateurs de l'effet des aires marines protégées (AMP) en milieu corallien, sur la base d'une synthèse bibliographique dans les domaines écologiques, économiques et sociaux, et principalement en milieu corallien. Nous recensons d'abord les différents effets attendus des AMP pour chacun des domaines, et les variables retenues pour les étudier. Les indicateurs écologiques potentiels sont évalués au travers de leur lien avec l'effet étudié (ici appelé "pertinence") et de leur "efficacité" qui regroupe les notions de précision, justesse et puissance statistique. Pertinence et efficacité sont respectivement mesurées par la fréquence d'utilisation et la proportion de résultats significatifs trouvés dans les articles recensés. Pour les aspects économiques et sociaux, le faible nombre de références ne permet pas une approche comparable à celle utilisée pour les indicateurs écologiques, et nous discutons donc de la question de l'identification d'indicateurs, et suggérons quelques pistes de recherche. ![]() | Synthèse de l'étude et des campagnes à la mer 2011 sur l'exploitation aux vire-lignes des espèces démersales profondes autour de La Réunion Auteur(s) : Fleury, Pierre-gildas Evano, Hugues Le Ru, Loic Aureche, Vincent Résumé : In an effort to implement new fishing activities for the small scale fisheries of Reunion Island, a prospecting cruise targeting deep demersal fish (200 to 600 m) was set up on the west coast of Reunion Island in 2000. This project was carried out by the Regional Fishery Committee and the French Institute for the Exploration of the Sea (Ifremer). Large commercial stocks were identified, and numerous professional or recreational fishermen started employing electric winches to exploit these deep resources.
However, the deep demersal species are a fragile resource due mainly to low growth rates and late sexual maturation. Due to the rapid increase in fishing pressure, Ifremer was asked to set up a new study and two scientific campaigns were carried out in 2011 (68 fishing trips being conducted with 559 dropline operations).
The first cruise was conducted at the same sites, using the same types of fishing gear and methods used in 2000. A marked drop of greater than 90% was observed in the catches of commercial species, together with a decrease of most fish sizes, attesting the overexploitation of these stocks. Only, catches of the small non-commercial shark (Squalus megalops) remained important (50% in number and weight of total catches).
The second cruise extended the prospection area to all waters surrounding Reunion Island . The overexploitation was confirmed in the west of Reunion Island, and in to a lesser degree in the north. Yields were better along the east and the south coasts. Concurrently, the efficiency of 2 hook sizes was compared : small hooks caught significantly more fish but of significantly smaller body sizes, resulting in comparable total weight of fish. We conclude that medium size hooks (i.e. type 7/0) have a significant selectivity on the fish size without loss in the global catch yield.
Various types of baits were also tested with the flesh of small local pelagic fish species (Selar crumenophtalmus and Decapterus macarellus) appearing to be the most efficient.
This study provides helpful indicators for the management of demersal fish stocks in Reunion island, which have been poorly surveyed and poorly regulated until now. However, the total fishing effort, especially from recreational fishermen, remains the most important factor to be quantified. Dans la perspective de diversifier la Petite Pêche réunionnaise, une campagne de prospection des stocks de poissons démersaux profonds (200 à 600 m) avait été réalisée en 2000 par le Comité Régional des Pêches Maritimes (CRPM) et l'Institut Français de Recherche pour L'Exploitation de la Mer (Ifremer) dans l'ouest de l'île de La Réunion. Elle a montré l'existence de stocks commercialement intéressants et de nombreux pêcheurs, professionnels et plaisanciers se sont équipés en moulinets électriques pour exploiter ces ressources profondes. Cependant les poissons démersaux profonds représentent une ressource fragile du fait, notamment, de leur croissance lente et de leur maturité sexuelle tardive. Aussi, face à cette augmentation rapide de la pression de pêche, Ifremer a été sollicité pour mener une nouvelle étude ; et deux nouvelles campagnes expérimentales ont été réalisées en 2011 (68 marées ayant permis la réalisation de 559 filages). La première campagne a repris les mêmes sites de pêche, le même matériel et la même méthodologie qu’en 2000. Elle montre que les rendements en espèces commerciales ont diminué de façon très nette (plus de 90%) ainsi que la taille de certaines espèces, indicateurs caractéristiques d'une surexploitation des stocks. Seules les captures de requins zépines (Squalus megalops,) non commercialisées à La Réunion, restent comparables à celles de 2000 avec la moitié des captures totales. La 2e campagne a étendu la prospection à tout le tour de l'île. La surpêche (baisse des rendements et des tailles de poisson) est confirmée dans l'ouest et à un moindre degré sur la côte nord. Les rendements sont meilleurs dans l'est et le sud. Parallèlement, 2 tailles d'hameçons ont été comparées : les petits hameçons capturent un nombre significativement plus élevé de poissons par filage, mais de tailles plus petites, ce qui se traduit par un poids global comparable. Les hameçons de taille moyenne (type 7/0) ont donc une sélectivité significative sur la taille des poissons capturés sans nuire au rendement global. Des comparaisons ont aussi porté sur les types d'appât : Les laizes de petits pélagiques locaux (pêche-cavale et bancloche) se révèlent les plus efficaces et les plus sélectives vis-à-vis des espèces commerciales. Cette étude fournit des indicateurs utiles à la gestion des stocks démersaux jusqu'ici peu étudiés et peu encadrés. Mais la grande inconnue reste l'effort de pêche total sur cette ressource et notamment celui des pêcheurs plaisanciers. Il s’appuie sur les résultats des études menées à l’échelle de la Martinique en 2010 dans le cadre de l’évaluation de la valeur économique et sociale des récifs coralliens et écosystèmes associés et à celle de la commune du Prêcheur en 2011 dans le cadre de la mise en place de la réserve marine régionale. Il met en exergue les éléments qui composent les disparités de perception et de souhaits quant aux mesures de gestion des espaces littoraux. Il montre toutefois que la création d’une aire marine protégée dans la commune du Prêcheur emporte l’adhésion de tous. The article presents the differences in perception between the tourists and residents regarding the protection of the marine and coastal environment. It is based on the results of studies conducted across Martinique in 2010, in the framework of the evaluation of the economic and social value of coral reefs and associated ecosystems, and at the level of the rural community of le Prêcheur in 2011, in the context of the implementation of the regional marine reserve. It highlights the elements that compose the disparities of perception and wishes with respect to coastal areas management measures. It shows, however, that the creation of a marine protected area in the commune of le Prêcheur has the unanimous support of all. En effet, les écosystèmes marins sont essentiels, d’autant plus, qu’ils présentent en Nouvelle-Calédonie une grande richesse, notamment en termes de patrimoine culturel. Ce sont majoritairement les Kanak qui habitent sur la Côte Est de la Province Nord, où la Collectivité et le WWF collaborent à la mise en place de plusieurs aires marines protégées (AMP). Jusqu’à présent, la gestion coutumière Kanak a permis une relative préservation de ces écosystèmes dans un secteur littoral non soumis aux pressions de l’urbanisation, du tourisme ou de la navigation. L’étude s’attache à souligner les enjeux autour de la mise en place des AMP et des perspectives de développement local, sur le milieu marin et les populations locales. Il s’agit de voir comment cette expérimentation est envisagée par les différents acteurs (État, Province Nord, associations, coutumiers etc.) et de s’interroger sur les mécanismes de gouvernance. This study allows a distinct approach to thinking about the marine resources in a protected area. Indeed, marine ecosystems are essential, especially as they are in New Caledonia, particularly in terms of cultural heritage. It is mainly Kanak who live on the East Coast of the North Province, where the Community and WWF collaborate on the installation of several marine protected areas (MPAs). So far, the Kanak customary management allowed a relative preservation of these ecosystems in a coastal area not subject to the pressures of urbanization, tourism and navigation. The study aims to highlight the issues surrounding the establishment of MPAs and opportunities for local development on the marine environment and local populations. This is to see how this experiment is considered by the various actors (State, Northern Province, associations, etc. customary.)
