L'impact d'une politique de limitation de l'effort de peche : Les chalutiers méditerranéens et le système des licences Auteur(s) : Meuriot, Eric Dremiere, Pierre-yves Résumé : Many theoretical studies since after the war have been devoted to the biological and economic aspects of exploiting halieutic resources. They often lead to, indeed focus directly on, the interest of limiting the fishing effort. In the simplest case, the one in which production automatically finds an outlet, the idea of limiting the fishing effort comes from an argument that can be presented schematically in three points:
a) halieutic resources and their renewal are limited;
b) an increase in overall fishing effort cannot therefore be done while maintaining the same level of catches per unit of effort; the latter inevitably decrease. Additionally, beyond a certain level of fishing intensity, a supplementary increase of the overall fishing effort brings about a decrease in overall catches.
c) without limitations, any expectation of profits from exploiting the resources elicits an increase of effort (increase in the number of ships or their fishing power); the latter leads to a decrease in catches per unit of effort, which makes it impossible to obtain the anticipated individual profits. The fishing effort will eventually have a tendency to grow up to the time when average net profits per boat and of the fleet become zero. This tendency is in part masked by technological improvements that make it possible, for the same level of overall effort, to increase production per ship; the decrease in number of ships is a corollary to that. For some species, a pronounced rise in the landing price can compensate for the drop in intake. Producers can benefit from that, not consumers.
The conclusion to which the theoretical analyses lead is that there is, in the absence of limitations on fishing efforts, a squandering of not only natural resources, but also of human and material means...
La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
Métiers, effort and catches of a Mediterranean small-scale coastal fishery: The case of the Côte Bleue Marine Park Auteur(s) : Leleu, Kevin Pelletier, Dominique Charbonnel, Eric Letourneur, Yves Alban, Frederique Bachet, Frederic Boudouresque, Charles F. Éditeur(s) : Elsevier Science Bv Résumé : The overexploitation of fishery resources has led to a major fisheries crisis. In this context, artisanal fisheries, and in particular small-scale coastal fisheries, appear as relevant alternatives for a sustainable use of coastal resources. Marine Protected Areas (MPA) are more and more used as management tools for these fisheries, as protection effects and targeted access regulations may benefit to commercial fishers. Managers and scientists need then quantitative information not only to adapt their management to the fishing activity present on their territory, but also to estimate the effects of MPA management on it. This study provides catch and effort estimates that are essential for appraising and managing the artisanal fishery in the Côte Bleue Marine Park (CBMP), a French Mediterranean MPA including two No-Take Zones of different age and size. A field protocol was defined and implemented between July 2009 and June 2010 within the CBMP. Seven métiers were identified and characterized by target species, gear type, fishing grounds and fishing periods. During the one-year studied period, 3512 fishing trips and 4645 fishing operations were performed by 30 active boats in the Côte Bleue fishing territory, amounting to 9500 km of immersed nets. In total, approximately 130 tons of catch were landed in the six CBMP harbors, out of which 58% depend on the three main species caught on the Côte Bleue: hake (Merluccius merluccius), gilthead seabream (Sparus aurata) and common sole (Solea solea). The presented methodology could be part of a long term monitoring requiring close collaboration with local fishers. It enables adaptive management with respect to changes in fishing pressure (from inside and outside the MPA) that may impact the environment and its resources. The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
Changement climatique, conséquences potentielles pour la biodiversité ichthyologique et pour la pêche côtière en Guyane française entre 1970 et 2005 Auteur(s) : Bernard, Caroline Résumé : Preliminary analysis of the impact of an environmental change on ichtyologic fauna marinates and fishing in Guyanese water enter within the framework of the program CHALOUPE (dynamic Change of the exploited marine biodiversity and the viability of the Fisheries) coordinated by Ifremer Cayenne and financed by the ANR (National Agency of Research). The study focuses on:
-analysis temporal variations of various environmental parameters (sea surface temperature and salinity, the phenomenon El Niño)
-fish physical characteristics (tolerances of temperature and salinity, maximum height, distribution…)
- analysis of the unloadings per unit of effort of the inshore fishing and an economic analysis of the selling price of fish
Data are found on data bases and are given by scientists. The statistical studies and the cartographic representations show that there is an increase in temperature of water in Guiana since the end of the Nineties. The model AquaMaps® simulates the potential consequences of this reheating on the fish distribution. Certain stocks of fishing are weakened. For the moment, if the composition of the captures of inshore fishing changes, that seems more due to a change of fishing strategy than due to an impact of the climatic change. In addition, the average value of the capture increased for reason commercial. To address this knowledge gap, a holistic study of the ciguatera issue was conducted on Moorea. First, ciguatera risk was analysed in terms of incidence rate, fish species most commonly involved and risk stratification in Moorea lagoon based on 2007–2013 epidemiological data. A mean incidence rate of 8 cases per 10,000 inhabitants for the study period and an average under-reporting rate of 54% were found. Taking into account hospitalization and medication fees, and loss of productive days, the health-related costs due to CFP were estimated to be USD $1613 and $749 for each reported and unreported case, respectively, with an overall cost of USD $241,847 for the study period. Comparison of the present status of CFP on Moorea with a risk map established in the late 1970’s showed that the spatial distribution of the risk has stayed relatively stable in time, with the north shore of the island remaining the most prone to ciguatera. Evaluation of the current knowledge on CFP among different populations groups, i.e. fishermen, residents and visitors, was also conducted through direct and indirect interviews. About half of the fishermen interviewed were actually able to identify risky fishing areas. While, overall, the CFP risk perception in the fishing community of Moorea seemed accurate, although not scientifically complete, it was sufficient for the safe practice of their fishing activities. This may be due in part to adaptive responses adopted by 36% of the fishermen interviewed, such as the avoidance of either high-risk fishing sites or toxic species. At the residents and visitors’ level, the study points out a striking lack of awareness of the CFP issue among visitors, as compared to local residents. Indeed, less than 25% of Moorea visitors vs. an average of 98% in residents were aware of CFP or of its presence on the island. Interestingly, evaluation of the fish consumption preferences showed that 70% of visitors do not consume lagoon fish during their stay, not for fear of CFP, but mainly due to the lack of availability of these species in recreational facilities or because they have nutritional preference for pelagic fish. This lack of awareness, along with the report by several CFP patients of the consumption of fish species yet banned for sale, stress the need for improved communication efforts on this critical issue among both residents and visitors on Moorea. The implementation of a public outreach strategy is proposed, based on both existing information networks and low-cost communication actions through information displays at various strategic locations, e.g. Tahiti-Faa’a international airport, the ferry boat station, recreational facilities, as well as the major trading points on Moorea Island. Tome 3 Auteur(s) : Charuau, Anatole Biseau, Alain Charuau, Anatole Biseau, Alain Résumé : All the biological elements obtained in the two first phases of the study and the basical economical data are synthetized in a bio-economical model. From a typology of French fleets fishing in Celtic Sea, the carried out "métiers" (target-species + areas) are pointed out, which allows to define spatio-temporal "boxes". In each compartment, at a given time, the interactive components between fleets and stocks are known. The principle of the model consists to distribute, for each time interval, the fleets in each box. The allocation of fishing effort is assigned by two coefficients : "adherence" and "preference", expressing the abilities of fleets to seize the opportunities. Thus, it is possible to assess the consequences of usual management measures : quotas, mesh size, limitation of fishing effort, etc ... The target species is the swordfish (Xiphias gladius), fished mainly in the tropical waters surrounding the island between longitudes 45 degree E and 60 degree E, and latitudes 17 degree S and 27 degree S. From 1998 to 2000, a finalised research programme enabled the collection of precise data concerning the lines' positions and the parameters of the fishing efforts: 3,602 nettings were thus informed by the catches (in numbers of individuals caught) and 12 descriptive variables of the effort. In parallel with this collection effort, satellite maps that described the ocean's landscape of this region of the Indian Ocean exploited by La Réunion's fisheries were made available to sailors and scientists. Extractions from these environmental variables were made at the fishing lines' positions, which allowed us to propose 20 variables describing the environmental conditions of swordfish catches applied to the nettings. In an early part of this study, after a descriptive analysis and a first selection of the variables, we used several GAM (Generalised Additive Models) to model the respective effects of effort and environmental variables on the variability of swordfish catches. We thus highlighted the predominance of factors linked to fishermen (fishing effort) on oceanographic factors in the explanation of this variability. Following these results, a summary on the biology and ecology of the swordfish was proposed in order to draw up hypotheses on the characteristics of this species' population in the Indian Ocean. The aspects linked to the individual behaviour and movements of the population were particularly highlighted. In a latter part of this study and in order to complete the empirical approach by an exploratory constructivist approach, we proposed a modelling tool in order to simulate the possible movements of individuals within the oceanic landscape described by the available satellite maps. After reading in the literature about the various forms of modelling the movements of the large pelagics, we developed an original computer modelling architecture of the multi-agent type that made it possible to manipulate in a dynamic way the satellite maps (and derived products), the individual movements of "animats" whose behaviours were based on this environmental information, and agents that clarify the process of long-line fishing in a geographical way. The computer model that was implemented (MUFINS, for MUlti-Fish INdian ocean Simulator) was next used by calibrating the behaviour of the animats on the real data originally from the analysis of commercial catches proposed in the first part, using robust techniques based on fuzzy logic. The results of the simulations were compared, on the one hand, with the large-scale hypotheses of movement proposed in the first part, and, on the other hand, to swordfish catches both real and corrected for the effect of the fishing effort modelled by the GAM models. Even if the results of these simulations in this study do not allow for proposing convincing interpretations of the underlying processes, the MUFINS tool showed its ability to address questions associated with the swordfish's behaviour in the tropical oceanic landscape and to the effects of scale transfers between the individual level and the collective level. We now envisage its use in a more operational framework, as an interface for dialogue between fishermen and scientists with a goal of sustainable management of the resource. Tome 1. Concepts et modèles Auteur(s) : Laurec, Alain Le Guen, Jean-claude Laurec, Alain Le Guen, Jean-claude Éditeur(s) : CNEXO Résumé : This book constitutes the first of a series of three volumes, the purpose of which is to cover the principal methods used in fish population dynamics. It is devoted to the definition of the main concepts, ami the presentation of the usual mathematical models. The second volume will deal with the fitting of the models, and the estimation of parameters. The third will be devoted to sampling problems. These volumes will be recollections of communications presented during ad hoc seminars, hold in Brest (GSG/COB) in 1980 and 1981. The first part deals with the basic concepts related to the two components whose relationship is being described by the population dynamics, namely the fish stock, to its relations with biological populations, and to the partition of catchabtiity into its components (vulnerability, availability...). The second chapter of this part is devoted to the quantification of exploitation. This leads to a discussion of nominal and effective fishing effort and fishing intensity. A brief review of the use of catch per unit of effort as an index of abundance is followed by a discussion of the concept of fishing power. The second part starts with some general remarks on mathematical modelling (chapter III), then comes to the two classical categories of models : global (surplus production) models (chapter IV), and structural models (chapter V). Chapter IV is mainly a review, based upon the SCHAEFER and PELLATOMLINSON models. Some less classical formulas from the recent literature are also introduced. Attention is paid to the underlying hypotheses and to the limitation of such models. The reader is finally referred to papers presenting the developments that could make it possible to overcome some of these limitations. Chapter V is based upon the classical BEVERTON and HOLT and RlCKER models, and the yield per recruit concepts. This field is however inlarged. Other commonly used variants of structural models are presented with an effort being made to clarify the real differences between all these variants. Special attention is also paid to so-called regenerative models and to the use of spawing-biomass or fecundity per recruit, which are likely to become commonly used in the coming years. In all cases, special attention is paid to the presentation of the basic formulas, that the reader might have to use if faced with a practical problem. Finally, a discussion of the underlying hypotheses takes place, before a brief review of the main developments, where the reader is referred to the appropriate literature. Fish, fishers, seals and tourists: Economic consequences of creating a marine reserve in a multi-species, multi-activity context Auteur(s) : Boncoeur, Jean Alban, Frederique Guyader, Olivier Thebaud, Olivier Éditeur(s) : Wiley Résumé : This paper investigates some economic consequences of creating a marine reserve on both fishing and ecotourism, when the range of controllability of fishing effort is limited and the impact of the reserve on ecosystem is considered. The issue is illustrated by the example of creating a no-take zone in part of a region where fishing is managed through a limited entry license system, and which is inhabited by two interacting stocks: a stock of prey (fish) and a stock of predators (seals). While the former is targeted by commercial fishing, the latter is not subject to harvest but is a potential basis for a commercial non-extractive activity (seal watching). Analysis is conducted with the help of a bioeconomic model combining the features of marine reserve modeling and of multispecies modeling. Following a description of the model, results of several simulation runs are presented. These show that creating a marine reserve has more complex economic implications than predicted in studies focused exclusively on one stock and/or commercial fisheries. More specifically, the model shows that the dynamics of the two interacting stocks reduces the benefits of the no-take zone for the fishing industry, while it makes the creation of this zone provide an opportunity for the development of ecotourism. Due to this dynamics, the model suggests that the optimal size of the reserve is larger when ecotourism is taken into account along with fishing activities. Transitioning economies, human development, and environmental stress can harm this livelihood. Here we focus on a transitioning social-ecological system as a case study (Moorea, French Polynesia). We review fishing practices and three decades of effort and landing estimates with the broader goal of informing management. Fishery activities in Moorea are quite challenging to quantify because of the diversity of gears used, the lack of centralized access points or markets, the high participation rates of the population in the fishery, and the overlapping cultural and economic motivations to catch fish. Compounding this challenging diversity, we lack a basic understanding of the complex interplay between the cultural, subsistence, and commercial use of Moorea's reefs. In Moorea, we found an order of magnitude gap between estimates of fishery yield produced by catch monitoring methods (2 t km −2 ∼ year −1) and estimates produced using consumption or participatory socioeconomic consumer surveys (∼24 t km −2 year −1). Several lines of evidence suggest reef resources may be overexploited and stakeholders have a diversity of opinions as to whether trends in the stocks are a cause for concern. The reefs, however, remain ecologically resilient. The relative health of the reef is striking given the socioeconomic context. Moorea has a relatively high population density, a modern economic system linked into global flows of trade and travel, and the fishery has little remaining traditional or customary management. Other islands in the Pacific in similar contexts in Polynesia such as Hawaii, that continue to develop economically, may have small-scale fisheries that increasingly resemble Moorea. Therefore, understanding Moorea's reef fisheries may provide insight into their future. La pecherie de langouste rouge en Corse Auteur(s) : Marin, Jean Résumé : The european red spiny lobster, Palinurus elephas, is the main target species of the small-scale fishery in Corsica. The fishery is described fleet, fishing areas, fishing strategy and fishing gear ; fishing effort, yield, c.p.u.e, and complementary.catches ; resource condition. Its specific problem, the economic overfishing, is analysed. Finally, it has been tried to assess the fishing regulation impact (minimum market size, fishing seasonal close, fishing sanctuaries). Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve Auteur(s) : Rocklin, Delphine Santoni, Marie-catherine Culioli, Jean-michel Tomasini, Jean-antoine Pelletier, Dominique Mouillot, David Éditeur(s) : Oxford university press Résumé : There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more represented and reef-associated fish less represented. Our results suggest that (i) dolphins are attracted by high fish densities in the fishing area and/or nets, and (ii) their attacks induce specific fish-avoidance behaviour, according to the fish position in the water column. Although dolphins depredate a small part of the catch, damage to nets, not yet assessed in this area, could weaken the benefits that reserves can provide to artisanal fisheries. The impact of FAD innovation on the performance of US tuna purse seine operations in the Pacific Ocean Auteur(s) : Sakagawa, G Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : It is generally accepted that innovations in tuna purse seine technology have affected fishing operations and the traditional measurement of fishing effort, days fished including searching time. Not much is known, however, about the actual effects of the innovations on fishing performance. Data from the us tuna purse seine fishery in the Western Pacific Ocean were used to determine the impact of drifting Fish Aggregating Devices (fads) on the performance of the us fleet. The results indicate, inter alia, a high rate of success (96%) in catching tuna and high yield rate (37 t/successful set) for fad sets. Log sets were comparable in success rate (94%) and catch rate (36 t/successful set). Unassociated sets, on the other hand, had a higher catch rate (42 t/successful set) than fad sets, but a low success rate, 53 per cent. fad sets significantly improved the fleet's performance. This paper describes the fishing activity in Martinique, French West Indies. It draws up the balance sheet of acquirements about marine resources of the island. The difficulties of fisheries management are discussed with reference to biologists and economists works in the last ten years. We also show how management efforts to decrease fishing pressure on reef resources has induced the implantation of a new technology: the Fish Aggregating Deviee. The differing histories of development of FADs in the French West Indies are compared. The positive results from the introduction of the FADs and the estimated risks due to the transferance of fishing pressure on the continental shelf is presented.
EU purse seine fishery interaction with marine turtles in the Atlantic and Indian Oceans: a 15 years analyses Auteur(s) : Clermont, Sandra Chavance, Pierre Delgado De Molina, Alicia Murua, Hilario Ruiz, Jon Ciccione, Stephane Bourjea, Jerome Résumé : Bycatch of marine turtles, vulnerable or endangered species, is a growing issue of all fisheries, including Oceanic purse-seine fishery. The present paper seeks to assess marine turtle bycatch at a spatial and temporal level in the European purse seine fishery operating in the Atlantic and Indian Oceans. The study was based on data collected through French and Spanish observer programs from 1995 to 2011, a period where more than 230 000 fishing sets were realized by the UE fleets in both Oceans. A total of 15 913 fishing sets were observed, including 6 515 on drifting Fish Aggregate Devices (FAD) and 9 398 on Free Swimming Schools (FSC). Over the study period, 597 turtles were caught, 86% being released alive at sea. At the same time, from 2003 to 2011, 14 124 specific observations were carried out on floating objects whether they ended in a set or not. 354 marine turtles were observed upon which 80% were already free or entangled alive and therefore released alive. At the temporal and spatial level, data were organized and analysed by Ocean, fishing mode (FAD vs. FSC) as well as by year, quarter and statistical square of 1°. In order to evaluate the impact if this fishery in both Oceans, bycatch distribution was compared to the total fishing effort of the UE fleet, as well as to the known marine turtle post nesting migration routes, nesting population abundances and known feeding areas. The species composition, the size and sex structure of bycatch are also discussed here. At last, an attempt to raise the data to the total fishing effort was carried out. Based on observation of marine turtle by-catches on sets, we estimated that, globally, 3500 marine turtles were accidentally captured by the EU-PS fleet in the Atlantic Ocean from 1995 to 2010, and around 2000 in the Indian Ocean from 2003 to 2010, with a corresponding annual bycatch rate of 218 (SD=150; survival rate =91%) and 250 (SD=157; survival rate =77%) respectively in the Atlantic and Indian Ocean. However, because of important uncertainties mainly due to the low observation coverage and the scarcity of marine turtle bycatch events, it was impossible to produce solid and reliable global estimates of marine turtle bycatch and mortality due to PS activity. Problématique de suivi de la pêche insulaire Auteur(s) : Reynal, Lionel Maguer, Cedric Taquet, Marc Éditeur(s) : University of Miami Résumé : Insular fisheries statistics are often insufficient to allow a good management of halieutics resources. The reasons of this insufficiency, in large part, is due to inadequate methods for recording catch data and analyzing fishing effort. This presentation proposes the use of a software pro gram (<< S.P.1. ») which helps to elaborate statistics from sampling, making easier the work of personnel who are charged with producing encoded informations on insular fisheries Les statistiques des pêches insulaires sont souvent insuffisantes pour permettre une bonne gestion des ressources halieutiques. A model-based evaluation of Marine Protected Areas: the example of eastern Baltic cod (Gadus morhua callarias L.) Auteur(s) : Kraus, Gerd Pelletier, Dominique Dubreuil, Julien Moellmann, Christian Hinrichsen, Hans-harald Bastardie, Francois Vermard, Youen Mahevas, Stephanie Éditeur(s) : Oxford university press Résumé : The eastern Baltic cod stock collapsed as a consequence of climate-driven adverse hydrographic conditions and over fishing and has remained at historically low levels. Spatio-temporal fishing closures [Marine Protected Areas (MPAs)] have been implemented since 1995, to protect and restore the spawning stock. However, no signs of recovery have been observed yet, either suggesting that MPAs are an inappropriate management measure or pointing towards suboptimal closure design. We used the spatially explicit fishery simulation model ISIS-Fish to evaluate proposed and implemented fishery closures, combining an age-structured population module with a multifleet exploitation module and a management module in a single model environment. The model is parameterized based on (i) the large amount of biological knowledge available for cod and (ii) an analysis of existing spatially disaggregated fishery data. As the population dynamics of eastern Baltic cod depend strongly on the climate-driven hydrographic regime, we considered two production regimes of the stock. MPAs were only effective for stock recovery when they reduced overall fishing effort. The performance of MPAs needs to be evaluated relative to environmental regimes, especially for stocks facing strong environmental variability. Evolution technologique des DCP en Polynesie francaise Auteur(s) : Leproux, E Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : French Polynesia started it's Fish Aggregating Device programme in June 1981 with the positioning of the first buoy offshore of the main island of Tahiti. Since then, 251 structures have been installed throughout the 5 archipelagoes of this French overseas territory. The shape and size of the devices have evolved 8 times over this period, however, a single model has not yet been adopted. Trials are currently underway using lighter structures similar to those found in the Indian Ocean. The anchoring lines have progressively been modified through better knowledge of material and product availability, as well as better understanding of environmental constraints. The programme is entirely financed by the territorial government and managed by the public sector. This ongoing technical assistance, aimed towards the local small-scale coastal fishery, is considered an important factor to maintaining this activity alive. Up until 1997, this economical support policy of outer island populations far from the metropolis central town, along with incidental fishing methods around FADs, have given mitigated results without nevertheless putting into cause this programme. The use of 'drifting handlines' retained at the surface by small indicator floats are one of the contributing factors to the degradation of the anchor lines. It is now commonly accepted that a new fishing strategy must be adopted so that professional coastal fishermen become more aware with regards to an expensive work tool due to local bathymetric conditions, so that fishing effort is increased through the development of better adapted fishing techniques, and finally so that community spirit rules over individualism.
