From a typology of French fleets fishing in Celtic Sea, the carried out "métiers" (target-species + areas) are pointed out, which allows to define spatio-temporal "boxes". In each compartment, at a given time, the interactive components between fleets and stocks are known. The principle of the model consists to distribute, for each time interval, the fleets in each box. The allocation of fishing effort is assigned by two coefficients : "adherence" and "preference", expressing the abilities of fleets to seize the opportunities. Thus, it is possible to assess the consequences of usual management measures : quotas, mesh size, limitation of fishing effort, etc ... Une synthèse de tous les éléments biologiques acquis précédemment et des données économiques de base est effectuée dans un modèle bio-économique. A partir d'une typologie des flottilles françaises péchant en Mer Celtique, on met en évidence les métiers (espèces + secteurs) pratiqués, ce qui permet de définir des compartiments spatio-temporels dans lesquels on connaît à un moment donné les éléments interactifs entre flottilles et stocks. Le principe du modèle consiste à distribuer, à chaque intervalle de temps les flottilles dans ces compartiments. L'allocation de l'effort est gérée par deux coefficients, adhérence et préférence, qui traduisent les capacités des flottilles à saisir les opportunités. Functional traits are posited to explain interspecific differences in performance, but these relationships are difficult to describe for long-lived organisms such as trees, which exhibit strong ontogenetic changes in demographic rates. Here, we use a size-dependent model of tree growth to test the extent to which of 17 functional traits related to leaf and stem economics, adult stature and seed size predict the ontogenetic trajectory of tree growth.[br/] 2. We used a Bayesian modelling framework to parameterize and contrast three size-dependent diameter growth models using 16 years of census data from 5524 individuals of 50 rain forest tree species: a size-dependent model, a size-dependent model with species-specific parameters and a size-dependent model based on functional traits.[br/] 3. Most species showed clear hump-shaped ontogenetic growth trajectories and, across species, maximum growth rate varied nearly tenfold, from 0.58 to 5.51 mm year(-1). Most species attained their maximum growth at 60% of their maximum size, whereas the magnitude of ontogenetic changes in growth rate varied widely among species.[br/] 4. The Trait-Model provided the best compromise between explained variance and model parsimony and needed considerably fewer parameters than the model with species terms.[br/] 5. Stem economics and adult stature largely explained interspecific differences in growth strategy. Maximum absolute diameter growth rates increased with increasing adult stature and leaf delta(13)C and decreased with increasing wood density. Species with light wood had the greatest potential to modulate their growth, resulting in hump-shaped ontogenetic growth curves. Seed size and leaf economics, generally thought to be of paramount importance for plant performance, had no significant relationships with the growth parameters.[br/] 6. Synthesis. Our modelling approach offers a promising way to link demographic parameters to their functional determinants and hence to predict growth trajectories in species-rich communities with little parameter inflation, bridging the gap between functional ecology and population demography. From several decades, alarming trends have been reported worldwide for both biodiversity and ecosystem services. Therefore the sustainable management of biodiversity requires a double viewpoint balancing ecological conservation with the welfare of human societies. Understanding the underlying trade-offs, synergies and interactions imposes the development of interdisciplinary researches and methods. In that respect, bio-economic or ecological economic modeling is likely to play a major role. The present paper intends to elicit the key features, strengths and challenges of bio-economic approaches especially in mathematical and computational terms. It first recall the main bio-economic methods, models and decisional instruments used in these types of analyses. Then the paper shows to what extent bio-economic sustainability lies between equilibrium, viability and optimality mathematical frameworks. It ends up by identifying new major challenges among which the operationalization of ecosystem based management, the precautionary principle and the implementation of governance are especially important. Dengue fever spatio-temporal patterns result from complex interactions between the virus, the host, and the vector. These interactions can be influenced by environmental conditions. Our objectives were to analyse dengue fever spatial distribution over New Caledonia during epidemic years, to identify some of the main underlying factors, and to predict the spatial evolution of dengue fever under changing climatic conditions, at the 2100 horizon. We used principal component analysis and support vector machines to analyse and model the influence of climate and socio-economic variables on the mean spatial distribution of 24,272 dengue cases reported from 1995 to 2012 in thirty-three communes of New Caledonia. We then modelled and estimated the future evolution of dengue incidence rates using a regional downscaling of future climate projections. The spatial distribution of dengue fever cases is highly heterogeneous. The variables most associated with this observed heterogeneity are the mean temperature, the mean number of people per premise, and the mean percentage of unemployed people, a variable highly correlated with people's way of life. Rainfall does not seem to play an important role in the spatial distribution of dengue cases during epidemics. By the end of the 21st century, if temperature increases by approximately 3°C, mean incidence rates during epidemics could double. In New Caledonia, a subtropical insular environment, both temperature and socio-economic conditions are influencing the spatial spread of dengue fever. Extension of this study to other countries worldwide should improve the knowledge about climate influence on dengue burden and about the complex interplay between different factors. This study presents a methodology that can be used as a step by step guide to model dengue spatial heterogeneity in other countries. Les pêcheries mixtes de langoustine et de merlu du golfe de Gascogne. Description, préparation à une modélisation et à une simulation des procédures de gestion Auteur(s) : Charuau, Anatole Ifremer Résumé : 1 - Study's goals review The management of Norway Lobster and Hake fisheries can be considered as the most important issue in the Gascogne gulf. Calculation methods used to evaluate prediction variations under various efforts and mesh constraints all pinpoint to the crucial role narrow mesh fishing plays in Hakes' Northern stock status. The involvement of Gascogne gulf Norway Lobster fisheries regarding Hakes over exploitation seems over dimensioned when comparing the size of both of these stocks. Hake stocks spread from Northern Great Britain to Northern Spain, while Norway Lobster stocks are located in the Gascogne gulf's mud flats. The biological solution is well known and consists in globally increasing mesh nets to 80mm which would bring up Hakes yield to its most. It would be unreal to pretend all parties involved in Hake stocks will come to use them. For now, it is mostly an economical issue since many vessels continue on with an exploitation scheme dating from the 60's and fish on coastal mud flats which are the most exploited zones and where their catch is detrimental to juvenile class Hakes and Norway Lobsters. Considering our limited time, this study will cover bio- economical modelisation preparation. You will therefore find a description of fisheries and an exploitation assessment based on 1986's available data.
2 - Accomplished work
2. 1 Fishery description
Presenting the problems and preparing ulterior analyses was first and foremost. Norway Lobster vessels supposedly, according to evaluation models used, test immature Hakes in such a manner that all stock exploitation is jeopardized. Norway Lobster distribution is closely linked to the nature of the ocean floor since it can only build its habitat on fine sediment. Hakes' habitat is not as restrictive and is linked to food supply, especially euphausiid shrimps, so they can be found on sandy and sandy-sedimental floors. Norway Lobsters are sought by a fleet of 400 to 450 ships which characteristics widely vary according to their home port. On the northern part, fisheries are close to exploitation ports where Norway Lobsters and miscellaneous catch yield is sufficient to support an older fleet. On the southern part, the structure is diversified and flexibility usually rules, more modern vessels can easily switch their target on a seasonal or daily basis. Globally, Hakes' northern stocks are slightly on the rise. This rise is probably due to global mesh size increase, even if slight and a decrease on fishing effort where immature species are caught. Norway Lobster stocks unloading is stable or slightly lower and yields, as far as northern fishery are concerned, vary and oscillate between ±15 to ±20 % at about an average of 100 kg/day. Biological parameters used in the evaluations for each species are those used in CIEM and CEE work cells. Among those parameters, those describing growth are the greatest. For Hakes, an intermediary growth equation between males and females has been used. For Norway Lobsters, both sexes are treated separately. Simulations were carried out according to 3 types of data: Norway Lobster vessels fishing effort variations. Norway Lobster vessels mesh increase. Norway Lobster vessels fishing effort decrease or mesh increasing go along in the same direction for Hake and Norway Lobster stock production (chart A and B). Lastly, a brief study on results evaluation significance was done to modify: - the size of Hake rejects by Norway Lobster vessels. The range of sizes stays the same but the amount in each class varies according to the same percentage. - Norway Lobsters growth parameters, both values used (L» = 76 mm and k = 0.11 for males, L°° = 56 mm and k = 0.14 for females) representing the "high" hypothesis. In the first case, a 20% error rate for rejects evaluation with 60 mm mesh would only bring a 3% modification rate on global stock production. Those first results are contradicting usual evaluation conclusions and it will be necessary to recalculate by modifying the size class step. In the second case, to decrease L» and increase growth speed, in time production variations remain within usual inter annual fluctuations. In all figure cases, calculations confirming greater yield for in time production through hypothetical mesh size increase to 60 mm, are definitely well founded.
1 - Rappel des buts de l'étude La gestion des pêcheries de merlu et de langoustine peut être considérée comme le problème le plus important du Golfe de Gascogne. Les méthodes de calcul employées pour évaluer les variations de la production sous diverses contraintes d'effort et de maillage mettent toutes l'accent sur le rôle capital des pêcheries à petits maillages sur l'état du stock nord de merlu. Le niveau de responsabilité des pêcheries de langoustine du Golfe de Gascogne dans la surexploitation du merlu semble démesuré eu égard aux dimensions respectives des deux stocks. Le stock de merlu s'étend du Nord des Iles Britanniques au Nord de l'Espagne alors que le stock de langoustine est localisé aux vasièrés du Golfe de Gascogne. La solution biologique du problème est connue et tient à une augmentation généralisée des maillages à 80 mm qui amènerait le rendement du stock de merlu à son maximum. Il serait illusoire de prétendre que tous les acteurs opérant sur le stock de merlu arriveront jamais à l'utiliser. Pour le moment, le problème se pose essentiellement en termes économiques car beaucoup de navires poursuivent un schéma d'exploitation hérité des années 1960 et pèchent sur des vasièrés côtières qui sont les zones les plus exploitées et où ils effectuent leurs captures au détriment des jeunes classes d'âge de merlu et de langoustine. En raison des délais impartis, cette étude constitue la préparation à une modélisation bioéconomique. On y trouvera donc une description des pêcheries et un bilan de l'exploitation sur les données disponibles en 1986. 2 - Travaux effectués 2 . 1 Description de la pêcherie Il s'agissait avant tout de poser les problèmes et de préparer les analyses ultérieures. Les langoustiniers sont présumés, d'après les modèles d'évaluation employés, effectuer sur les immatures de merlu des prélèvements tels qu'ils mettent en danger toute l'exploitation du stock. La distribution de la langoustine est très liée à la nature du fond car elle ne peut construire son terrier que sur des fonds de vase fine. Celle du merlu est beaucoup plus large et inféodée à la recherche de nourriture, crevettes euphausiacées en particulier, on le trouve donc sur les fonds sableux à sablo-vaseux. La langoustine est recherchée par une flottille de 400 à 450 bateaux dont les caractéristiques sont très variables suivant leur appartenance géographique. Au nord, la pêcherie est proche des ports exploitants et les rendements en langoustine et en prise accessoire sont suffisants pour faire vivre une flottille ancienne. Vers le sud, la structure est très diversifiée et la flexibilité est généralement la règle et les navires de construction récente peuvent changer de cible aisément de façon saisonnière ou au cours de la même journée de pêche. Globalement, les débarquements de merlu du stock nord sont en légère hausse. Ce redressement est dû probablement aux augmentations de maillage, même légères, généralisées et à une baisse de l'effort sur les pêcheries où s'effectuent des captures d'immatures. Les débarquements de langoustine sont stables ou en légère baisse et les rendements, au moins sur la pêcherie du nord, varient avec des oscillations de ±15 à ±20 % autour d'une moyenne de 100 kg/jour. Les paramètres biologiques utilisés pour chaque espèce dans les évaluations sont ceux en usage dans les groupes de travail du CIEM et de la CEE. Parmi ces paramètres, ceux décrivant la croissance sont les plus importants. Pour le merlu une équation de croissance intermédiaire entre mâles et femelles a été utilisée. Pour la langoustine les deux sexes sont traitées séparément. Les simulations ont porté sur trois types de données : Variations de l'effort des langoustiniers Augmentation du maillage des langoustiniers La diminution de l'effort des langoustiniers ou L'augmentation de maillage agisse très exactement dans le même sens sur la production des stocks de merlu et de langoustine. Enfin une étude succincte de la sensibilité des résultats des évaluations a été effectuée pour des modifications : - de la composition en taille des rejets de merlu par les langoustiniers. L'étendue des tailles reste la même mais le nombre dans chaque classe varie selon le même pourcentage. des paramètres de croissance de la langoustine, le couple de valeurs utilisées (L» = 76 mm et k = 0.11 pour les mâles, L°° = 56 mm et k = 0.14 pour les femelles) constituant l'hypothèse "haute" Dans le premier cas, une erreur de 20 % sur l'évaluation des rejets pour un cnaillage de 60 mm n'apporterait qu'une modification de 3 % dans la production globale du stock. Ces premiers résultats sont en contradiction avec les conclusions habituelles des évaluations et il sera nécessaire de reprendre les calculs en modifiant le pas des classes de taille. Dans le deuxième cas, pour une diminution de L» et une augmentation de la vitesse de croissance, les variations de la production à terme restent à l'intérieur des fluctuations interannuelles habituelles. Dans tous les cas de figure, les calculs confirmant l'augmentation de la production à terme dans l'hypothèse d'une augmentation de maillage à 60 mm sont d'une robustesse à toute épreuve. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay Auteur(s) : Macher, Claire Guyader, Olivier Talidec, Catherine Bertignac, Michel Éditeur(s) : Elsevier Résumé : The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the consequences of several scenarios of improving Nephrops selectivity. The potential impacts of these scenarios on Nephrops biomass, landings, discards and economic indicators (e.g. rent) are examined and a cost-benefit analysis of each scenario is carried out. We show that a better exploitation pattern would benefit fisheries that have high level of discards. Reducing non-commercial Nephrops discards leads to positive net present values of rent with better value realized from the production potential and limited short-term losses for the fishing units. By taking account of the economic dynamics of increasing effort however, we show that selectivity measures are insufficient. Regulating access to the fishery is also required to ensure the sustainability of the fishery and a better exploitation of the production potential. (C) 2008 Elsevier B.V. All rights reserved. Éditeur(s) : Springer Résumé : We present the global general circulation model IPSL-CM5 developed to study the long-term response of the climate system to natural and anthropogenic forcings as part of the 5th Phase of the Coupled Model Intercomparison Project (CMIP5). This model includes an interactive carbon cycle, a representation of tropospheric and stratospheric chemistry, and a comprehensive representation of aerosols. As it represents the principal dynamical, physical, and bio-geochemical processes relevant to the climate system, it may be referred to as an Earth System Model. However, the IPSL-CM5 model may be used in a multitude of configurations associated with different boundary conditions and with a range of complexities in terms of processes and interactions. This paper presents an overview of the different model components and explains how they were coupled and used to simulate historical climate changes over the past 150 years and different scenarios of future climate change. A single version of the IPSL-CM5 model (IPSL-CM5A-LR) was used to provide climate projections associated with different socio-economic scenarios, including the different Representative Concentration Pathways considered by CMIP5 and several scenarios from the Special Report on Emission Scenarios considered by CMIP3. Results suggest that the magnitude of global warming projections primarily depends on the socio-economic scenario considered, that there is potential for an aggressive mitigation policy to limit global warming to about two degrees, and that the behavior of some components of the climate system such as the Arctic sea ice and the Atlantic Meridional Overturning Circulation may change drastically by the end of the twenty-first century in the case of a no climate policy scenario. Although the magnitude of regional temperature and precipitation changes depends fairly linearly on the magnitude of the projected global warming (and thus on the scenario considered), the geographical pattern of these changes is strikingly similar for the different scenarios. The representation of atmospheric physical processes in the model is shown to strongly influence the simulated climate variability and both the magnitude and pattern of the projected climate changes. Trade-offs among functional traits reveal major plant strategies that can give insight into species distributions and ecosystem processes. However, current identification of plant strategies lacks the integration of root structural traits together with leaf and stem traits. 2. We examined correlations among 14 traits representing leaf, stem and woody root tissues. Traits were measured on 1084 individuals representing 758 Neotropical tree species, across 13 sites representative of the environmental variation encompassed by three widespread habitats (seasonally flooded, clay terra firme and white-sand forests) at opposite ends of Amazonia (French Guiana and Peru). 3. Woody root traits were closely aligned with stem traits, but not with leaf traits. Altogether leaf, stem and woody root traits delineated two orthogonal axes of functional trade-offs: a first axis defined by leaf traits, corresponding to a leaf economics spectrum, and a second axis defined by covarying stem and woody root traits, corresponding to a wood economics spectrum. These axes remained consistent when accounting for species evolutionary history with phylogenetically independent contrasts. 4. Despite the strong species turnover across sites, the covariation among root and stem structural traits as well as their orthogonality to leaf traits were strongly consistent across habitats and regions. 5. We conclude that root structural traits mirrored stem traits rather than leaf traits in Neotropical trees. Leaf and wood traits define an integrated whole-plant strategy in lowland South American forests that may contribute to a more complete understanding of plant responses to global changes in both correlative and modelling approaches. We suggest further meta-analyses in expanded environmental and geographic zones to determine the generality of this pattern. Ecological and economic viability for the sustainable management of mixed fisheries Auteur(s) : Gourguet, Sophie Éditeur(s) : University of Tasmania, Université de Bretagne Occidentale Résumé : Empirical evidence and the theoretical literature both point to stock sustainability and the protection of marine biodiversity as important fisheries management issues. Decision-support tools are increasingly required to operationalize the ecosystem-based approach to fisheries management. These tools need to integrate (i) ecological and socio-economic drivers of changes in fisheries and ecosystems; (ii) complex dynamics; (iii) deal with various sources of uncertainty; and (iv) incorporate multiple, rather than single objectives. The stochastic co-viability approach addresses the trade-offs associated with balancing ecological, economic and social objectives throughout time, and takes into account the complexity and uncertainty of the dynamic interactions which characterize exploited ecosystems and biodiversity. This thesis proposes an application of this co-viability approach to the sustainable management of mixed fisheries, using two contrasting case studies: the French Bay of Biscay (BoB) demersal mixed fishery and the Australian Northern Prawn Fishery (NPF). Both fisheries entail direct and indirect impacts on mixed species communities while also generating large economic returns. Their sustainability is therefore a major societal concern. A dynamic bio-economic modelling approach is used to capture the key biological and economic processes governing these fisheries, combining age- (BoB) or size- (NPF) structured models of multiple species with recruitment uncertainty, and multiple fleets (BoB) or fishing strategies (NPF). Economic uncertainties relating to input and output prices are also considered. The bioeconomic models are used to investigate how the fisheries can operate within a set of constraints relating to the preservation of Spawning Stock Biomasses (BoB) or Spawning Stock Size Indices (NPF) of a set of key target species, maintenance of the economic profitability of various fleets (BoB) or the fishery as a whole (NPF), and limitation of fishing impacts on the broader biodiversity (NPF), under a range of alternative scenarios and management strategies. Results suggest that under a status quo strategy both fisheries can be considered as biologically sustainable, while socio-economically (and ecologically in the NPF case) at risk. Despite very different management contexts and objectives, viable management strategies suggest a reduction in the number of vessels in both cases. The BoB simulations allow comparison of the trade-offs associated with different allocations of this decrease across fleets. Notably, co-viability management strategies entail a more equitable allocation of effort reductions compared to strategies aiming at maximizing economic yield. In the NPF, species catch diversification strategies are shown to perform well in controlling the levels of economic risk, by contrast with more specialized fishing strategies. Furthermore analyses emphasize the importance to the fishing industry of balancing global economic performance with inter-annual economic variability. Promising future developments based on this research involve the incorporation of a broader set of objectives including social dimensions, as well as the integration of ecological interactions, to better address the needs of ecosystem-based approaches to the sustainable harvesting of marine biodiversity. L’objectif général de la thèse est de modéliser les principaux processus biologiques et économiques régissant des pêcheries multi-espèces et multi-flottilles afin de proposer des stratégies viables pour la gestion durable de ces pêcheries mixtes, dans un contexte stochastique et multiobjectif. Plus spécifiquement, cette thèse utilise des analyses de co-viabilité stochastique pour étudier les arbitrages entre des objectifs contradictoires de gestion (conservation, et viabilité économique et sociale) des pêcheries mixtes. Deux pêcheries mixtes sont analysées dans cette thèse: la pêcherie française mixte démersale du golfe de Gascogne et la pêcherie crevettière australienne du Nord (NPF). Ces deux pêcheries sont multi-espèces, et utilisent des stratégies multiples de pêche, induisant des impacts directs et indirects sur les écosystèmes. Cette thèse propose une application de la co-viabilité stochastique à ces deux cas, en prenant en compte leur histoire, leur contexte socio-politique et les différences dans les stratégies et objectifs de gestion. Les résultats suggèrent que le status quo peut être considéré comme une stratégie biologiquement durable mais socio économiquement à risque dans les deux pêcheries (ainsi qu’à risque écologique dans le cas de la pêcherie australienne). Les simulations réalisées pour le golfe de Gascogne permettent de comparer les arbitrages associés à différentes réductions de capacités par flottille et de montrer qu’il existe des solutions de gestion permettant la co-viabilité du système (viabilité biologique des différentes espèces considérées et viabilité socio-économique des flottilles) contrairement à des stratégies de gestion mono-spécifiques ou basées sur la maximisation de la rente. Dans la pêcherie crevettière australienne, l’analyse montre que les stratégies de diversification permettent de limiter le risque économique contrairement aux stratégies plus spécialisées. This local breed is used for meat production. To ensure a balanced selection outcome, the breeding objective included two production traits, live weight (BW11) and dressing percentage (DP) at 11 months (the mating or selling age), one reproduction trait, fertility (FER), and two traits to assess animal response to parasite infection: packed cell volume (PCV), a resilience trait, and faecal worm eggs count (FEC), a resistance trait. A deterministic bio-economic model was developed to calculate the economic values based on the description of the profit of a Guadeloupean goat farm. The farm income came from the sale of animals for meat or as reproducers. The main costs were feeding and treatments against gastro-intestinal parasites. The economic values were 7.69€ per kg for BW11, 1.38€ per % for FER, 3.53€ per % for DP and 3 × 10(-4)€ per % for PCV. The economic value for FEC was derived by comparing the expected profit and average FEC in a normal situation and in an extreme situation where parasites had developed resistance to anthelmintics. This method yielded a maximum weighting for FEC, which was -18.85€ per log(eggs per gram). Alternative scenarios were tested to assess the robustness of the economic values to variations in the economic and environmental context. The economic values of PCV and DP were the most stable. Issues involved in paving the way for selective breeding on resistance or resilience to parasites are discussed. Evaluation, scénarios et viabilité écologique et économique des pêcheries côtières tropicales : application au cas de la Guyane Française Auteur(s) : Cisse, Abdoul Éditeur(s) : Université des Antilles et de la Guyane Résumé : The need for an integrated approach to fisheries is now widely affirmed, including the FAO, in particular in the context of tropical artisanal fisheries. These small-scale fisheries, often multispecies are very important in terms of production, employment and food security. However these fisheries and the exploited resources are often characterized by a lack of data making difficult their management within an ecosystem approach, and by the ecological and economic system complexities including trophic and technological interactions. This thesis aims to contribute to the development of bioeconomic tools for small tropical fisheries in a sustainable management perspective based on the ecosystem approach. In this perspective, the French Guiana coastal fishery constitutes an interesting case study. The thesis proposes multi-criteria evaluations, complex bioeconomic models and viable management scenarios for this fishery. At first, multivariate statistical analysis suggests a satisfactory overall status of the fishery in terms of sustainability. However, some performance differences are noted within the fishery, particularly at border areas. Also, management improvements are proposed. Then, through bioeconomic modeling, projections of different fishing scenarios show that, in the long-term, the current exploitation level may not be consistent with the future increase of local demand and a loss of biodiversity may occur. A scenario called "co-viability" reconciling ecological, economic and social objectives, with a high probability of achievement is exhibited. Finally, the comparison of optimal behavior in cooperative and non-cooperative conditions, confirms that harvest levels are greater when actors do not cooperate. Furthermore, it is shown that the state of the ecosystem depends on the fishing strategies and the type of interaction between species. Beyond the diagnosis made for the case study, the method is promising in the context of small tropical fisheries, while the co-viability approach allows finding the exploitation conditions under which ecological and socio-economic sustainability are meet, what the conventional fisheries management generally do not allow. La nécessité d’une approche intégrée des pêches est actuellement largement affirmée, notamment par la FAO, en particulier dans le contexte des pêcheries artisanales tropicales. Ces pêcheries à petites échelles, souvent multi-spécifiques sont très importantes en termes d’emploi et de production, y compris pour la sécurité alimentaire. Néanmoins ces pêcheries et la biodiversité exploitées sont souvent marquées, d’une part, par le manque de données rendant difficile leur gestion dans le cadre d’une approche écosystémique, d’autre part, par la complexité des systèmes écologiques et économiques sous-jacents incluant interactions trophiques et techniques. Cette thèse contribue à la mise au point d’outils bioéconomiques adaptés aux petites pêcheries tropicales dans la perspective d’une gestion durable des pêches fondée sur l’approche écosystémique. Dans cette perspective, la pêcherie côtière en Guyane Française constitue un cas d’étude particulièrement fécond. La thèse propose ainsi des évaluations multi-critères, des modèles bioéconomiques complexes et des scénarios de gestion viable pour cette pêcherie. Dans un premier temps l’analyse statistique multivariée suggère un statut global satisfaisant de la pêcherie en termes de durabilité. Cependant des différences de performance sont notées au sein de la pêcherie, notamment au niveau des zones frontalières. Aussi des améliorations dans le mode de gestion sont proposées. Ensuite, à travers la modélisation bioéconomique, les projections des différents scénarios de pêche montrent qu’à long terme le niveau d’exploitation actuel peut ne pas être en adéquation avec la future augmentation de la demande locale et qu’une perte de biodiversité peut avoir lieu. Un scenario dit de "co-viabilité" conciliant des objectifs à la fois écologique, économique et social, avec une probabilité de réalisation satisfaisante, est mis en exergue. Enfin, la comparaison des comportements optimaux en situation coopératif et non coopératif, montre dans quelle mesure la viabilité est favorisée quand les acteurs coopèrent. Au-delà du diagnostic apporté pour le cas d’étude, la méthode utilisée s’avère prometteuse dans le contexte des petites pêcheries tropicales, tandis que l’approche de co-viabilité permet de trouver les modalités d’exploitation dans le cadre de compromis entre durabilité écologique et socio-économique, ce que les principes de gestion halieutiques traditionnels ne permettent généralement pas. Fishery externalities and biodiversity: Trade-offs between the viability of shrimp trawling and the conservation of Frigatebirds in French Guiana Auteur(s) : Martinet, Vincent Blanchard, Fabian Éditeur(s) : Elsevier Science Bv Résumé : Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability, objectives. In particular, such tools could be used as a quantitative basis for cost-benefit analysis taking into account environmental externalities. (C) 2009 Elsevier B.V. All rights reserved. On the neighborhood scale on the Paris, Marseille, Lyon and Lille metropolitan areas, the health event studied is infant mortality. We try to explain its risk with socio-economic data retrieved from the national census and environmental exposures such as air pollution, noise, proximity to traffic, green spaces and industries. The thesis is composed of two parts. The data mining part details the development of a procedure of creation of multidimensional socio-economic indices and of an R package that implements it, followed by the creation of a cumulative exposure index. In this part, data mining techniques are used to synthesize information and provide composite indicators amenable for direct usage by stakeholders or in the framework of epidemiological studies. The second part is about Bayesian models. It explains the "BYM" model. This model allows to take into account the spatial dimension of the data when estimating mortality risks. In both cases, the methods are exposed and several results of their usage in the above-mentioned context are presented. We also show the value of the socio-economic index procedure, as well as the existence of social inequalities of infant mortality in the studied metropolitan areas. Cette thèse a pour but d'améliorer les connaissances concernant les techniques d'analyse de données et certains modèles bayésiens dans le domaine de l'étude des inégalités sociales et environnementales de santé. À l'échelle géographique de l'IRIS sur les agglomérations de Paris, Marseille, Lyon et Lille, l'événement sanitaire étudié est la mortalité infantile dont on cherchera à expliquer le risque avec des données socio-économiques issues du recensement et des expositions environnementales comme la pollution de l'air, les niveaux de bruit et la proximité aux industries polluantes, au trafic automobile ou aux espaces verts. Deux volets principaux composent cette thèse. Le volet analyse de données détaille la mise au point d'une procédure de création d'indices socio-économiques multidimensionnels et la conception d'un package R l'implémentant, puis la création d'un indice de multi-expositions environnementales. Pour cela, on utilise des techniques d'analyse de données pour synthétiser l'information et fournir des indicateurs composites utilisables directement par les décideurs publics ou dans le cadre d'études épidémiologiques. Le second volet concerne les modèles bayésiens et explique le modèle " BYM ". Celui-ci permet de prendre en compte les aspects spatiaux des données et est mis en œuvre pour estimer le risque de mortalité infantile. Dans les deux cas, les méthodes sont présentées et différents résultats de leur utilisation dans le contexte ci-dessus exposés. Les pêcheries mixtes de langoustine et merlu du Golfe de Gascogne, modélisation bio-économique et simulation des procédures de gestion Auteur(s) : Charuau, Anatole Résumé : Fishing crayfish on the gulf's mudflats is a traditional business practised by 450 boats of 12 to 18 metres in length and employs 2,500 sailors. In the north of the gulf, this activity is exclusive, in the south, immature hake are also caught, because the crayfish areas coincide, in part, with the nurseries of the northern stock of this species.
Management of these fisheries, called mixed, of crayfish and hake is one of the greatest problems of the Gulf of Gascony. All assessments tend to show the responsibility of the crayfish boats in the future of the hake stock. The solution is likely to pass through a generalised increase of the 80 mm meshing that would lead, eventually, the hake stock yield to its maximum, but would eliminate a great many trades that are only practicable for the moment by using small meshing: crayfish boats, shrimp boats, etc.
It was shown moreover that the times of maximum abundance of hake and crayfish do not necessarily coincide. Indeed, hake does not swim along the bottom but rather moves in the channel of water. There are therefore definitely crayfish areas and hake areas, but overlapping such that a ship passing from one to the other during a single pass cannot judge in advance the immediate composition of its catch.
The method used for describing these mixed fisheries and providing a solution to their problems of management relies on simulations aided by a bio-economic model known as "compartmental". This structure was adopted to be able to take into account all possible scenarios of the fleets' strategies. The fishery is first divided into geographic elements corresponding to the specific sedimentary structures where the stocks of exploited species are concentrated, the major constraint being the limits of these elements corresponding to those usually employed in fishing statistics, since it is based on these statistics that we can determine the fleets' profiles and their target species. The ratios between the fleet and the species are measured by calculating the fishing power.
La pêche de la langoustine sur les vasières du golfe est une activité traditionnelle pratiquée par 450 bateaux de 12 à 18 mètres et occupe 2500 marins . Dans le nord du golfe, cette activité est exclusive, vers le sud, elle s'accompagne de la capture de merlus immatures, car les zones à langoustine coïncident, pour partie, avec les nourriceries du stock nord de cette espèce. La gestion de ces pêcheries, dites mixtes, de langoustine et de merlu est un des problèmes les plus importants du golfe de Gascogne. Toutes les évaluations tendent à montrer la responsabilité des langoustiniers dans le devenir du stock de merlu. La solution passerait par une augmentation généralisée du maillage à 80 mm qui conduirait, à terme, le rendement du stock de merlu à son maximum, mais ferait disparaître quantité de métiers qui ne sont praticables pour le moment que par l'emploi de petits maillages : langoustiniers, crevettiers etc.. Il a été montré par ailleurs que les abondances maximales de merlu et de langoustine ne coïncident pas obligatoirement. En effet, le merlu n'est pas posé sur le fond mais se déplace dans la tranche d'eau. Il existe donc bien des zones à langoustine et des zones à merlu, mais imbriquées de telle sorte qu'un navire passant de l'une à l'autre au cours d'un même trait ne peut préjuger de la composition immédiate de sa capture. La méthode retenue pour décrire ces pêcheries mixtes et fournir une solution à leurs problèmes de gestion repose sur des simulations à l'aide d'un modèle bio-économique dit " à compartiments". Cette structure a été adoptée pour permettre la prise en compte de tous les cas de figures possibles de stratégies des flottilles. La pêcherie est d'abord divisée en éléments géographiques correspondant à des structures sédimentaires particulières où se concentrent les stocks d'espèces exploitées, la contrainte majeure étant les limites de ces éléments correspondant à celles habituellement employées dans les statistiques de pêche, puisque c'est à partir de ces statistiques que l'on peut déterminer le profil des flottilles et de leurs espèces cîbles. Les rapports entre la flottille et l'espèce sont mesurés par le calcul des puissances de pêche. Chaque compartiment est, sur une base trimestrielle, le résultat de la superposition d'un élément géographique, d'une flottille, d'une espèce ou d'un groupe d'espèces-cibles. L'association espèce-flottille définit le métier. Les stocks sont dits mobiles quand ils recouvrent par le biais des migrations la totalité de la pêcherie, immobiles quand il n'existe pas d'échanges entre éléments géographiques. Dans le deuxième cas, la mortalité par pêche est ventilée au prorata des captures sur chaque stock élémentaire. A l'intérieur de chaque composante un navire a le choix entre poissons démersaux, poissons de fond ou langoustine. L'inflexion de comportement dans les simulations est gouvernée par deux paramètres qui leur permettent d'orienter leur effort vers d'autres cibles pour optimiser leurs bénéfices. On connaît pour chaque flottille les éléments de coûts de production dérivés des comptes d'exploitation de l'année en cours. Pour chaque espèce, le chiffre d'affaire est le produit du prix prédit par l'équation des prix et des quantités débarquées. Les bénéfices escomptés sont déduits de ces deux valeurs. Les simulations ont porté sur diverses hypothèses : - maillage de 50 mm pour la langoustine et 65 mm pour le poisson ; - l'augmentation de l'effort ; - stratégies visant au profit maximal avec ou sans quota sur le merlu. Dans tous les cas, à terme, les schémas classiques des conséquences des procédures de gestion sont vérifiés : les brusques augmentations de maillage créent des situations transitoires catastrophiques mais permettent d'espérer au bout de 15 ans des soldes tout à fait attirants. Les conséquences d'une augmentation de l'effort agissent dans le sens inverse : augmentation immédiate du solde global, pertes à long terme. Enfin quand on laisse les flottilles suivre une stratégie "libre" orientée vers des bénéfices optimaux, les soldes sont importants car il existe toujours un report très marqué vers le merlu, dans les limites d'un quota quand on l'impose. Les phénomènes biologiques sont aisément prévisibles et théoriquement contrôlables. La stratégie des flottilles l'est beaucoup moins et dépend du contexte politico-économique. Le modèle présenté ici peut donner des réponses au gestionnaire et à l'économiste. Cette lecture « inversée » s’appuie sur deux éléments : le tourisme impose nécessairement un choix aux résidents : quelle est la part du produit local à laisser aux visiteurs ? la richesse donc la pauvreté influe sur la volonté de réception des résidents, quand le flux touristique est contraint. Based on a stylized model of a two-sector economy frequented by tourists, this paper argues that the tourism-poverty link may be understood in a reverse causality; from poverty to tourism. This "reverse" understanding is based on two elements: Tourism necessarily presents a choice for residents: what part(s) of the local product should tourists be allowed access to? When the flow of tourism is constrained, the willingness of local residents to accommodate tourists is more heavily influenced by quality of life. La diversidad y riqueza de este marco insular ya fue elogiada por grandes científicos como Alexander von Humboldt o Charles Darwin. Sin embargo, actualmente la presión ejercida sobre el medio por parte del desarrollo urbanístico y la industria turística, motor económico del archipiélago, pone en peligro estos frágiles ecosistemas; lo que ha generado un profundo debate entre crecimiento económico y turístico, y desarrollo sostenible y conservación. El presente artículo trata, desde una óptica divulgativa, de acercar al lector al medio que caracteriza las Islas Canarias e introducirlo en el marco donde se desarrolla parte importante de la actividad turística en España, uno de los países que más turistas recibe año a año. Les îles Canaries, situées dans la région de la ‘Macaronésica’ (l’Est de l’Océan Atlantique), abritent des écosystèmes marins et terrestres très précieux, tant du point de vue écologique que paysager. Ils sont représentatifs de les zones biogéographiques de sa région et comptent trois Réserves da Biosphère reconnues par l’UNESCO. De grands scientifiques comme Alexander Von Humboldt et Charles Darwin ont fait l’éloge de la richesse de la biodiversité de cet archipel. Cependant, actuellement, la pression anthropique, notamment en liaison avec le développement touristique et tous les enjeux économiques qui l’accompagnent, mettent en danger les écosystèmes des Canaries ; ce constat a ouvert un large débat sur les enjeux autour des développements économique et touristiques et leurs dérives. Notre article propose de mettre l’accent sur les caractéristiques des îles Canaries et de replacer les processus de développements touristiques dans leur contexte pour ouvrir la réflexion sur les conditions nécessaires pour d’un développement durable. The Canary Islands, located in the region of 'Macaronésica' (Este of Atlantic Ocean), are home to marine and terrestrial ecosystems very valuable, both ecological and landscape. They are representative of the bio-geographic zones of the region and there are three Biosphere Reserves da recognized by UNESCO. Great scientists such as Alexander Von Humboldt and Charles Darwin have praised the richness of the biodiversity of this archipelago. However, at present, anthropogenic pressure, including in relation to tourism development and all economic issues that accompany it, endanger ecosystems Canary Islands. This has opened a broad debate on the issues surrounding economic development and tourism and their excesses. Our article proposes to focus on the characteristics of the Canary Islands and put the process of tourist developments in their context to open reflection on the necessary conditions for sustainable development. Analyse empirique de la relation entre tourisme et compétitivité : l’exemple des Antilles françaises Auteur(s) : Dupont, Louis Éditeur(s) : Université des Antilles Études caribéennes Résumé : La compétitivité touristique est un concept dont l’importance est aujourd’hui largement reconnue. La plupart des travaux consacrés à ce thème l’ont abordé jusqu’ici sous différents aspects, mais sans qu’aucun modèle théorique n’ait réussi à notre connaissance à établir les liens empiriques qui existent entre tourisme et compétitivité. Cette étude tente de combler cette lacune, en proposant d’explorer, à l’aide de la technique de cointégration et du modèle à correction d’erreur, dans un contexte bivarié, la relation empirique qui existe entre tourisme et compétitivité, comme condition préalable à l’application du test de causalité de Granger. Cette procédure est adoptée et appliquée au cas des Antilles françaises (Guadeloupe et Martinique) sur la période 1990-2010. Les résultats révèlent l’existence d’une relation de cointégration entre compétitivité et activité touristique. Cependant, les tests de causalité de Granger, basés sur un modèle à correction d’erreurs indiquent qu’il n’existe pas de causalité ou d’impact unidirectionnel ou bidirectionnel entre variation de la recette touristique/PIB (proxy du développement touristique) et variation du PIB réel par habitant (proxy de la compétitivité). Par conséquent, l’hypothèse de la croissance tirée par le tourisme ne peut être inférée pour la Guadeloupe et la Martinique. Il s’agit d’enseignements majeurs dont devraient tenir compte les autorités responsables de cette activité. The tourism competitiveness is an important concept today. The most studies investigate this theme from different ways. However, there are few studies about empirical link between tourism and competitiveness. This paper, thus attempts to examine the empirical relationship between these two variables. It uses the cointegration and error correction model (ECM) in a bivariate context as a precondition to apply Granger causality tests. This procedure was carried out in the case of French West Indies’s tourism industry during 1990-2010. The results show that there is a long-term relationship between tourism and competitiveness. In addition, Granger causality tests reveal no one-directional or bi-directional impact in the case of tourism receipts and GDP. Therefore, tourism-led growth hypothesis (TLG) cannot be inferred for French West Indies’s economy as a major concern of destination managers. This area has been chosen because it is frequented by EEC vessels with, for the time being, a large majority of French vessels. Activities there are easier to monitor than anywhere else as coastal fisheries are little developed in the area. The final product will consist of a certain number of hypotheses about the planning strategies that could be implemented in the Celtic Sea. The main idea is, firstly, to conduct analytical studies, stock by stock, in order then, to synthesize them into a model integrating the interactions between fleets in relation to their target species. A bio-economical model, deriving from the latter, will enable the simulation of the consequences of the current planning procedures on the management of stocks and vessels. L'étude générale, programmée de 1984 à 1986, vise à fournir un avis sur les pêcheries de Mer Celtique. Cette zone a été choisie car elle est fréquentée par les flottilles de la CEE avec cependant, pour le moment, une dominante française quasi exclusive. Les activités qui s'y exercent peuvent être cernées plus facilement que partout ailleurs car les pêcheries côtières sont très peu développées. Le produit final consistera dans la présentation d'un certain nombre d'hypothèses sur les stratégies d'aménagement adaptables à la Mer Celtique. La voie choisie consiste, dans un premier temps, dans des études analytiques, stock par stock, puis dans leur synthèse dans un modèle intégrant les interactions entre flottilles en relation en particulier avec la recherche des espèces-cibles. Un modèle bio-économique, dérivé du précédent, permettra de simuler les conséquences des procédures habituelles d'aménagement sur la gestion des stocks et des flottilles. What is the added value of including fleet dynamics processes in fisheries models? Auteur(s) : Marchal, Paul De Oliveira, Jose A. A. The model has been applied to the large French trawlers harvesting a medium-depth demersal stock, North Sea saithe (i.e., pollock, Pollachius virens), and a mix of deepwater species over a 10-year period (1999-2008), and the predictions have been contrasted with observations. The best overall fit was achieved where effort allocation was determined to be 80% by traditions and 20% by economic opportunism and where harvest efficiency increased by 8% a year. With this fleet dynamics parameterization, annual trends in fishing effort and profit were well reproduced by the model over the whole time period. Time series of the observed fishing effort by metier were generally well fitted by the model over the period 1999-2003, but less so over 2004-2008. The model also reasonably reproduced the catches by species over most of the time series, except for black scabbardfish (Aphanopus carbo). Nous développons un modèle bio-économique spatial et saisonnier dans lequel trois processus caractérisant la dynamique des flottilles sont décrits de manière explicite. Ce modèle a été appliqué aux grands chalutiers français exploitant le lieu noir de mer du Nord (Pollachius virens) et une variété d'espèces profondes au cours d'une période de 10 ans (1999–2008), et les prévisions ont été contrastées avec les observations. Le meilleur ajustement est obtenu lorsque l'allocation de l'effort de pêche est déterminée a` hauteur de 80% par les traditions et 20% par l'opportunisme économique, et lorsque l'augmentation de l'efficacité de pêche est d'environ 8% par an. En paramétrant ainsi le module de dynamique des flottilles, les tendances annuelles de l'effort de pêche et du profit sont bien reproduites par le modèle sur l'ensemble de la période. Les variations temporelles de l'effort de pêche par métier sont généralement bien prises en compte sur la période 1999–2003, mais non sur la période 2004–2008. Le modèle ajuste les captures raisonnablement sur la plus grande partie de la période d'étude, pour toutes les espèces sauf le sabre noir (Aphanopus carbo). Relying on the concept of « avoided deforestation », it requires the formulation of a reference scenario aiming at evaluating efforts made by the countries involved in controlling their level of deforestation. Those scenarios are facing numerous political and scientific debates. This thesis aims at putting into perspective the principles of REDD+, based on a study site covering the Guiana Shield. In a first step, the formulation of a spatialiazed deforestation model over French Guiana will be presented, insisting on the necessity to focus on socio-economic drivers of deforestation. This statement will be reinforced, in a second step, by the the study of deforestation due to gold mining in the Guiana Shield, showing a very strong effect of gold prices and national political contexts on deforestation. These results finally contribute to a critical discussion on REDD+ mechanism, based on the formulation of very variable reference scenarios, relying more on political than on scientific determinants, and potentially enabling the emergence of environmental blackmailing. Depuis ses balbutiements au début des années 2000, la Réduction des Emissions liées à la Déforestation et la Dégradation forestière, plus connue sous le sigle REDD+, a peu à peu été admise comme un moyen indispensable des politiques globales de lutte contre le changement climatique. Reposant sur le concept de « déforestation évitée », elle nécessite la formulation d’un scénario de référence servant à évaluer les efforts des pays dans la maîtrise de leur niveau de déforestation. Ces scénarios sont au cœur de nombreux débats politiques et scientifiques. Cette thèse constitue une mise en perspective des principes de REDD+ avec, comme cas d’étude, le Plateau des Guyanes. Dans un premier temps, on présentera l’établissement d’un modèle spatialisé de déforestation pour la Guyane française, insistant sur la nécessité de se focaliser sur les moteurs socio-économiques de la déforestation. Ce constat sera renforcé, dans un second temps, par l’étude de la déforestation liée à l’orpaillage à l’échelle de l’ensemble du Plateau des Guyanes, montrant un impact très fort du cours de l’or et des contextes politiques sur le niveau déforestation.
