Coral garden economies: international tourism and the magic of tropical nature Auteur(s) : Picard, David Éditeur(s) : Université des Antilles Études caribéennes Résumé : This paper aims to explore the complex relationships between international tourism and the production and exchange of 'nature' in tropical countries. It is based on data gathered through an ethnographic case study approach on the changing aesthetic, economic and symbolic values attached to the coral reef in the tropical island of La Réunion, Indian Ocean. The analysis of this data shows that, from the point where the collective imaginaries in the Western world associate a 'magic' value with corals, an international institutionalisation process takes place in order to protect and preserve coral reefs and make them touristically accessible. This raises important issues related to the challenges the new value of tropical nature represents for the communication and exchange systems of communities in tropical countries. The paper first explores the meanings of the spiritual and religious value Western societies attribute to coral reefs. It then discusses the institutionalisation of tropical nature by international organisations and the problem of parallel land and natural space ownership systems in La Réunion. After that, it deconstructs the mystification policy of the coral reef operated by local institutions in La Réunion and examines the meaning of protecting the coral reef as a socially embedded 'communicative action' in La Réunion. L’objectif de cette étude est d’explorer les relations complexes entre d'une part le tourisme international et d'autre part la production et l'échange de 'nature' dans des pays tropicaux. L'étude est basée sur des données recueillies à travers une approche ethnographique des valeurs esthétiques, économiques et symboliques attachées au récif corallien de l'île de La Réunion, dans l'océan Indien. L'analyse de ces données montre qu'à partir du moment où les imaginaires collectifs de l'Occident associent les coraux à une valeur 'magique', un processus d'institutionnalisation internationale s’engage dans le but de protéger, préserver et rendre accessibles au tourisme les récifs coralliens. Ceci implique des problématiques importantes liées à la mise à l'épreuve des systèmes de communication et d'échange des sociétés dans les pays tropicaux. L'étude explore d'abord la signification des valeurs spirituelles et religieuses qu'attribuent les sociétés occidentales aux récifs coralliens. Ensuite, elle discute l'institutionnalisation de la nature tropicale par des organisations internationales ainsi que le problème de l'existence de différents systèmes de gestion foncière à La Réunion. La dynamique des pêches côtières du pays bigouden Auteur(s) : Charuau, Anatole Résumé : In the beginning, the coastal fleet of the Bigouden region fished by trawling and was completely focused on exploiting lobster and hake. It is a traditional business that expanded between the last war and the 70s, reaching its peak between 1975 and 1980.
The best image to give an idea of this fleet is that of a "bucket waterwheel" endlessly discharging its catch in the four ports of the Guilvinec district. Where there is a seafaring business in Guilvinec, Loctudy and Saint-Guénolé, there is a complementarity that is expressed in two ways:
- coastal fishing constitutes a very noticeable and regular supplement to production, since sales happen daily and only bad winter weather causes a relative decrease in the supplement. - coastal fishing gives a flattering image of the port based on the display of high-quality leading market products: daily live lobster, hake and angler.
In this study, we have above all tried to evaluate the situation of the Bigouden coastal system as an entity, while including in the same analysis the species, fleets and the exploitation of the resource. For the main species, a balance sheet is proposed. It covers the lobster, hake and angler separately. Lobster, because of its small amount of movement, can be considered as being an isolated stock, while fish belong to much more wide-ranging groups.
The lobster has gained from various increases in meshing that have been imposed since 1971, even if these have not always been strictly applied. One of the results of this management by means of meshing is a "depreciation" of the variations of daily yields around an average value of 100kg.
For the hake, the dominant trait is an increase in yields in the last few years in accordance with an improvement of the situation in the Gulf of Gascony due to a generalised decrease of effort and a modification of the exploitation profile since the appearance of boulters and straight nets. Whereas the situation for lobster fisheries, as regards the hake's marketable size, did not improve, since the demand for small hake still exists, we have nonetheless been witnessing for about ten years a slow diversification of the fleets' business activities, which is much more in line with sequential hake fisheries' logical outline of exploitation. When lobster yields decrease, one part of the fleet focuses on the fish at the edges of the lobster fisheries.
For the angler, we see rather similar phenomena and a significant increase in unloading of the two species by lobster fishermen due also to a widening of their fishing areas. On the lobster mudflats themselves, there is no notable change in exploitation in the historical records. All studies of coastal fishing always come up against the problem of acquiring statistical data and the Bigouden region is no exception to the rule.
To improve this situation, in 1987 and 1988 two items were chosen:
- a better awareness of the activity and of the areas frequented, by survey during unloading in Guilvinec and in Loctudy.
- a detailed description of the haul by species, by sampling, in Loctudy, on two-thirds of coastal sales, between December 1987 and November 1988.
For this reason, analysis of fleets by type is still cursory and covers only one year. The appearance of new trends towards fish can only be described qualitatively, since there is no historical record. The classification of boats was done by analysing data furnished by the auctions. This first assessment is not necessarily reliable, above all because of the auctions' inaccurate description of the hauls, a deficiency that we have tried to overcome by surveying in Loctudy.
In conclusion, we are witnessing in the Bigouden region, as in other entities, a rebalancing between traditional business activities and modern trends. Lobster fishing, almost exclusive before the 1980s, is tending to decrease for two main reasons:
- a generalised decrease in activity in the lobster fisheries due to non-renewal of coastal fish fleets,
- The transfer of part of the lobster fishermen's activities to fish, since the lobster and its accompanying catch no longer seemed able to insure the economic viability of new ships.
Other maritime districts resolved their lobster problem in a different way. The Lorient fishermen improved their yields by using more capable trawlers, the fishermen of Sable by exploiting the hake fish run to the fullest and limiting their lobster fishing to the best season. The Bigouden region is slowly turning to the second solution, as it renews its fleet.
A ses origines, la flottille côtière du pays bigouden péchant au chalut, est tout entière orientée vers l'exploitation de la langoustine et du merlu. Il s'agit d'une activité traditionnelle qui s' amplifie entre la dernière guerre et les années 70 pour atteindre son apogée entre 1975 et 1980. La meilleure image que l'on puisse donner de cette flottille est celle d'une "noria" débarquant inlassablement sa capture dans les quatre ports du quartier du Guilvinec. Là où existe une activité hauturière à Guilvinec, Loctudy et Saint-Guénolé, il y a une complémentarité qui s'exprime de deux manières : - la pêche côtière constitue un appoint très appréciable et régulier de production, puisque la vente est quotidienne et que seules les intempéries hivernales entraînent une baisse relative des apports. - la pêche côtière donne du port une image flatteuse basée sur la présentation de produits d'appel de grande qualité : langoustine vivante, merlu et baudroies quotidiens. Dans cette étude, nous avons surtout tenté de faire le point sur le système côtier bigouden en tant qu'entité, en englobant dans la même analyse des espèces, les flottilles et l'exploitation de la ressource. Pour les espèces principales, un bilan est proposé. Il couvre séparément la langoustine, le merlu et les baudroies. La langoustine, en raison de ses faibles déplacements, peut être considérée comme constituant un stock isolé, alors que les poissons appartiennent à des ensembles beaucoup plus vastes. La langoustine a beaucoup gagné des diverses augmentations de maillage qui ont été imposées depuis 1971, même si elles n'ont pas toujours été appliquées avec rigueur. Un des résultats de cette gestion par les maillages est un "amortissement" des variations des rendements journaliers autour d'une valeur moyenne de 100 kg. Pour le merlu, le trait dominant est une augmentation des rendements dans les dernières années en accord avec une amélioration de la situation dans le Golfe de Gascogne due à une baisse généralisée de l'effort et à une modification du profil d'exploitation depuis l'apparition des palangriers et des filets droits. Si la situation sur les pêcheries de langoustine, au regard de la taille marchande du merlu, ne s'est pas améliorée puisque la demande de petits merluchons existe toujours, on assiste par contre depuis une dizaine d'années à une diversification lente des activités des flottilles entrant beaucoup mieux dans le schéma logique d'exploitation des pêcheries séquentielles de merlu. Quand les rendements en langoustine baissent, une partie de la flottille s'oriente vers les poisson sur les marges des pêcheries de langoustine. Pour les baudroies on observe des phénomènes assez analogues et une augmentation importante des débarquements des deux espèces par les langoustiniers due également à un élargissement de leurs zones de pêche. Sur les vasières à langoustine elles-mêmes, il n'y a pas de modification notable de l'exploitation dans la série historique. Toute étude des pêches côtières se heurte toujours au problème d'acquisition des données statistiques et le pays bigouden n'échappe pas à la règle. Pour améliorer cette situation, en 1987 et 1988, deux points ont été retenus : - une meilleure connaissance de l'effort et des zones fréquentées, par enquête au moment des débarquements à Guilvinec et à Loctudy, - une description détaillée des apports par espèce, par échantillonnage, à Loctudy, sur les 2/3 des ventes côtières, entre décembre 1987 et novembre 1988. Pour cette raison, l'analyse de flottilles en types est encore sommaire et n'a porté que sur une année. L'apparition des tendances nouvelles vers le poisson ne peut être décrite que qualitativement puisque la série historique n'existe pas. La classification des bateaux a été faite par l'analyse des données fournies par les criées. Ce premier diagnostic ne présente pas toutes les garanties en raison surtout d'une description peu fidèle des apports par les criées, déficience que l'on a essayé de pallier en enquêtant à Loctudy. En conclusion, on assiste dans le pays bigouden comme dans d'autres entités à un rééquilibrage entre les activités traditionnelles et des orientations modernes. La pêche de langoustine, quasi exclusive avant les années 1980, tend à décroître pour deux raisons principales : - une baisse généralisée de l'effort sur les pêcheries de langoustine due au nonrenouvellement des flottilles de pêche côtière, - le report d'une partie de l'effort des langoustiniers vers les pêcheries de poissons, la langoustine et sa capture accessoire ne semblant plus pouvoir assurer la rentabilité économique des navires neufs. D'autres quartiers maritimes ont résolu de façon différente leur problème langoustine. Les Lorientais ont amélioré leurs rendements en adoptant des chaluts plus performants, les Sablais en exploitant à fond la séquence des pêcheries de merlu et en limitant leur intervention sur la langoustine à la saison la plus favorable. Le pays bigouden s'engage lentement dans la seconde solution, au rythme du renouvellement de sa flottille. Sur la base de la beauté du paysage, des richesses naturelles et des enquêtes semi-structurées, le potentiel écotouristique de cette préfecture a été évalué. Le traitement des données spatiales collectées a permis de réaliser la carte écotouristique et de proposer un circuit touristique. Trois catégories de potentialités ont été répertoriées : les potentialités naturelles, les potentialités culturelles et les potentialités anthropiques. Ces potentialités peu valorisées subissent à des degrés variables diverses pressions susceptibles de les mettre en péril. Cet article présente ces diverses potentialités et analyse les opportunités socio-économique et environnementale d’un développement écotouristique dans cette zone. This study was conducted in the cantons of Doufelgou prefecture in Northern Togo. On the basis of the beauty of the landscape, natural resources and semi-structured surveys, the potential ecotourism in this prefecture was evaluated. The treatment of spatial data collected helped make ecotourism map and to propose a tourist circuit. Three categories of potential have been identified: the natural potential, cultural potential and human potential. These potentialities are little valued and suffer to varying degrees various pressures which may put them at risk. This paper presents various potential and carries an analysis on socio-economic and environmental benefits of ecotourism development in this area. The significant contribution of FADs to Solomon Taiyo Limited's fishing operations Auteur(s) : Sibisopere, M Éditeur(s) : Pêche thonière et dispositifs de concentration de poissons, Caribbean-Martinique, 15-19 Oct 1999 Résumé : From 1972, when Solomon Taiyo Limited (stl) started a pole-and-line fishing operation, to 1980, stl vessels had been catching tuna almost exclusively from surface free-swimming schools. In 1981, a fad programme group purse-seining fishing operation, using the Filipino "payao" model, was put in place. Results were excellent and STL vessels quickly adapted their fishing methods to make the best use of fads. STL slightly modified the original payao design to better suit its own needs and nowadays, about 90% of the group purse seine catch, i.e. 5,800 t annually, and around 60-70% of the pole-and-line catch, i.e. about 15,000 t annually, come from fad fishing. fads bring benefits not only to stl but also to the rural communities of the region. For stl, it allows savings on the operational costs, especially those of pole-and-line fishing operations, reduction of searching time and a better regularity of fish landings. For the rural communities, it gives better returns to bait-ground owners through royalties paid by stl for their baitfishing boats and it allows local fishing communities (known as canoe-fishermen) to increase their catches using fishing methods (artisanal) such as trolling and midwater handlines set around fads. This provides fish for family consumption and a source of income from fish sold. Overall, the importance of fads to stl's fishing operation, and therefore to the local economy as a whole, is high, although no precise value can be attached to it. We present an original multi-continuum approach that yields a physical model able to reproduce the complexity of the decreasing gas rates. The model describes the dynamics of gas rate as function of the physical reservoir parameters and geometry, while the shale matrix heterogeneity is accounted for by a stochastic description of transmissivity field. From the 3D (Dimensional) problem setting, including the heterogeneous shale matrix, the fractures generated by the hydrofracking operations, as well as the production well characteristics, we establish an effective upscaled 1D model for the gas pressures in fracture and matrix as well as the volumetric flux. We analyse the decline curves behaviour, and we identify the time scales that characterize the dynamics of the gas rate decline using explicit analytical Laplace space solutions of the upscaled process model. Asymptotically, the flux curves decrease exponentially, while in an intermediate regime we find a power-law behaviour, in which the flux scales with a power law in time as (t^{-beta }), where (beta ) reflects the medium heterogeneity. We use this solution to fit a set of real data displaying distinctly different decline trends and study the sensitivity of the model to the reservoir parameters in order to identify their respective controls at the different stages of the decline curve dynamics. Results indicate that the initial value of the gas rate is determined by the transmissivity of the fractures and the initial pressure of the gas in the shale matrix. The latter causes mainly a shift in the entire decline curve. The early time of decline curve shape is primarily controlled by the fracture properties (compressibility and transmissivity). During the main part of the economically valuable production times, i.e. before the production rate drops exponentially, the decline curve is strongly controlled by the properties of the shale rocks including their heterogeneity, which is modelled by two parameters describing the non-Fickian pressure diffusion effects in a stochastic framework. Analyzing the market position of fish species subject to the impact of long-term changes: a case study of French fisheries in the Bay of Biscay Auteur(s) : Le Floc' H, P Poulard, Jean-charles Thebaud, Olivier Blanchard, Fabian Bihel, J Steinmetz, Fabien Éditeur(s) : EDP Sciences Résumé : Market position and its evolution were analysed in nine key fish and cephalopod species subject to long-term changes, using the Bay of Biscay fisheries as a case study. Although such long term changes have already been documented, and in some cases shown to be related to the impacts of fishing, changes in the physical environment, or both, relatively little work has been devoted to their potential consequences in economic terms. The nature and extent of these consequences was determined in the present study by looking at the composition of the affected fish production, and the status of different fish products on the markets. We propose a methodology to characterize market position for this set of nine species. The selected species represent a significant part of the gross turnover of French fishing fleets operating in the bay. These species were characterized in terms of their potential sensitivity to fishing and changes in environmental conditions due to global warming. We separated species potentially positively (Engraulis encrasicolus and Lophius budegassa) and negatively affected (Pollachius pollachius and Lophius piscatorius) by warming. Evolution of the value of production of the nine species was then depicted using analysis of macro-economic index (production and potential consumption) and price indices. This revealed the relatively high sensitivity of domestic production to the market crisis that occurred in France in the early 1990s, compared to imported and exported products. The relative position of individual species, with respect to the market and its evolution between 1990 and 2005, was analyzed by multi-factorial analysis. Results derived from the analysis clearly distinguish two groups of species, the first characterized by higher prices (monkfish, Nephrops, sole, seabass) and the second by larger volumes available on the French market (pollack, hake, anchovy, sardine, cuttlefish). We conclude that a major part (69 to 87%) of the gross turnover associated with catches of these fish species in the Bay of Biscay remains potentially unaffected by long-term changes related to climate. Then the biogeographical fishery complexes are defined, being characterized by assemblages of commercially valuable and actually caught species. These complexes are arranged according to the latitude with sometimes longitudinal subdivisions. At last with technical and economical criteria, such as the yield of the fisheries, the finality of the catches and the conditions of the exploitation which add themselves to the biogeographical complexes, the authors attempt to single out geographical fishing provinces. La première partie analyse l'évolution de la pêche mondiale de 1950 à 1977 et sa situation présente : ralentissement du rythme de la croissance des captures, composition faunistique et répartition des pêches dans l'océan selon la profondeur, la distance à la côte et la latitude. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan including the following of small-scale fleets, data collection by field survey is based on a single questionnaire for all the fleets, whatever the size of the vessel, the gear used, the fishing area or the species targeted. It provides a large data set including earnings and costs but also capital, employment, fishing activity figures. Statistical analysis through a revenue model gives the basis for a re-assessing of the small-scale fisheries contribution to national production. Economic indicators such as gross added value, revenues, and direct employment are derived from the data set. The significant role of small scale fisheries in the French fishing sector is established and the impact of the rising fuel costs in fisheries is discussed. A systematic review of socio-economic assessments in support of coastal zone management (1992-2011) Auteur(s) : Le Gentil, Eric Mongruel, Remi Éditeur(s) : Academic Press Ltd- Elsevier Science Ltd Résumé : Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. A corpus of 1682 articles published between 1992 and 2011 was identified by means of the representative coverage approach, from which 170 were selected by applying inclusion/exclusion criteria and then classified using a content analysis methodology. The percentage of articles that mention the use of socio-economic assessment in support of coastal zone management initiatives is increasing but remains relatively low. The review examines the links between the issues addressed by integrated assessments and the chosen analytical frameworks as well as the various economic assessment methods which are used in the successive steps of the coastal zone management process. The results show that i) analytical frameworks such as 'risk and vulnerability', 'DPSIR', 'valuation', 'ecosystem services' and 'preferences' are likely to lead to effective integration of social sciences in coastal zone management research while 'integration', 'sustainability' and 'participation' remain difficult to operationalize, ii) risk assessments are insufficiently implemented in developing countries, and iii) indicator systems in support of multi-criteria analyses could be used during more stages of the coastal zone management process. Finally, it is suggested that improved collaboration between science and management would require that scientists currently involved in coastal zone management processes further educate themselves in integrated assessment approaches and participatory methodologies. One of the major assets of the region identified as “Latin America and the Caribbean” (LAC) is its biological wealth; by extension, the continued biodiversity loss of the LAC region is seen as one of the world’s principal environmental problems. The marine resources of Caribbean Sea are of vital economic, ecological and social importance to the LAC region, and are under particular threat. Marine turtles play vital roles throughout the Caribbean Sea both in terms of ecological functions and human welfare. Conservation efforts in this direction can often depend on the ability to place a value on welfare changes associated with the loss of ecosystem goods and services into which biodiversity plays an integral role.Using the ecosystem service categories of the Millennium Ecosystem Assessment, this paper discusses from an inter-disciplinary perspective the methodologies associated with linking marine turtles, ecosystem services and human welfare. While the main economic benefit to be currently valued may stem from the eco-tourism potential surrounding turtle nesting sites, for a true picture of the environmental resources upon which this service depends, it is necessary to also identify the other provisioning, regulating and cultural services of the resource. In this way, human welfare impacts can be more truly judged, and effective resource management can be undertaken. Today, they are subject to various constraints and opportunities, and face many territorial transformations. These transformations are complex and multifaceted. They involve the adoption of new production and consumption modes, the modification of forms of social organisation and identity and territorial claims. However, the links between these on-going processes are still poorly understood, and make difficult to appreciate the adaptation dynamics of indigenous common natural resources management. This thesis is particularly concerned with the territorial dynamics of the Wayãpi and Teko indigenous people of the municipality of Camopi in French Guiana. It integrates methods that include land use analysis using remotely sensed data, socio-economic and agricultural systems analysis at the household scale, and empirical analysis on the influence of identity claims, kinship networks, and conservation policies. It shows that despite the residential settlement around local towns, the growth of cash income from wage labour and welfare, associated with strong kinship networks, allows the revival of mobility and the diversification of indigenous territorialities. Environmental policies implemented on the territory involve processes of identity and territorial claims and motivate the construction of a collective project of endogenous local development. A comparative approach with the situation of the wayãpi people living in Brazil and evolving in a completely different institutional, socio-economic and environmental context shows similar dynamics. Indigenous peoples of these two sites adopt "multi-local" land use systems, allowing them to extend their territory occupation and taking part of a broader dynamic of territorial and identity affirmation. They articulate forest and local town environments. This multi-local land use system can be interpreted as a new form of environmental governance, which overcomes the access difficulties to natural resources around local towns and ensures their sovereignty over the territory. Les territoires amérindiens couvrent de vastes étendues de forêts tropicales et possèdent une forte valeur sociale et environnementale. Soumis à des contraintes et opportunités variées, ils sont de nos jours le siège de nombreuses transformations territoriales. Ces transformations sont complexes et multiformes. Elles impliquent l'adoption de nouveaux modes de production et de consommation, le réajustement des formes d'organisation sociale et des dynamiques de réaffirmation identitaire et territoriale. Or les liens entre tous ces processus sont encore mal compris, et rendent délicate la compréhension des dynamiques d'adaptation des systèmes amérindiens de gestion des ressources communes. Cette thèse s'intéresse particulièrement aux dynamiques territoriales des Amérindiens wayãpi et teko de la commune de Camopi en Guyane française. Elle intègre des données sur l'occupation du sol obtenues par télédétection, des données socio-économiques et productives à l'échelle des ménages et des données qualitatives sur les processus identitaires, les réseaux de parenté, les politiques de conservation et la gouvernance du territoire. Elle montre que malgré la sédentarisation de l'habitat autour des bourgs locaux, la croissance des revenus monétaires issus des emplois salariés et des aides sociales, combinée avec le maintien de réseaux de parenté et d'entraide, permet une redynamisation des systèmes de mobilité et une diversification des territorialités amérindiennes. De plus, les politiques environnementales mises en place sur le territoire impliquent des processus de territorialisation et de revendications identitaires et motivent la construction collective d'un projet de développement local endogène. Une approche comparative avec la situation des Amérindiens wayãpi vivant au Brésil et évoluant dans un contexte socio-économique, institutionnel et environnemental bien différent montre des dynamiques similaires. Les Amérindiens de ces deux pays adoptent des systèmes d'exploitation du territoire multi-locaux, leur permettant d'étendre leur occupation du territoire et s'inscrivant dans une dynamique de réaffirmation identitaire et territoriale. Social, economic and political heterogeneity adds to the challenge ofbalancing conservation with sustainable use of the seas. Comprehensive macro-regionalcoordination is needed to ensure effective conservation of marine ecosystems andbiodiversity of this region. Under the European Union Horizon 2020 framework programme,the MarCons COST action aims to promote collaborative research to support marinemanagement, conservation planning and policy development. This will be achieved bydeveloping novel methods and tools to close knowledge gaps and advance marineconservation science. This action will provide support for the development of macro-regional and national policies through six key actions: to develop tools to analysecumulative human impacts; to identify critical scientific and technical gaps in conservationefforts; to improve the resilience of the marine environment to global change and biologicalinvasions; to develop frameworks for integrated conservation planning across terrestrial,freshwater, and marine environments; to coordinate marine conservation policy acrossnational boundaries; and to identify effective governance approaches for marine protectedarea management. In the same vein, the report of the French Centre for Strategic Analysis on the Economic Approach to Biodiversity and Ecosystem Services turns its attention to the value of ecosystem services, suggesting some elements that could help measure the cost of biodiversity degradation. There is however some confusion regarding the notion of cost. Thus, in the case of TEEB the proposed cost assessment translates into monetary terms the loss of potential profits from ecological services. Yet, another way of assessing these costs could be to estimate the investment required to maintain the ecological potential of ecosystems to deliver these services. This latter approach may be considered better suited to the concept of “inaction” proposed by the TEEB report. In addressing this point, the paper attempts to identify the operational implications of these two assessment methods and their links with decision-making. One of our findings is that the economic approach to biodiversity tends to focus systematically on the question of the monetary value of ecosystem services while regulatory texts increasingly consider the cost assessment of maintaining ecosystem services. La question des coûts de l’érosion des services écologiques est un sujet très important, comme l’a souligné le programme TEEB (The Economics of Ecosystems and Biodiversity), qui a proposé une évaluation des coûts de l’inaction politique dans le domaine de la conservation de la biodiversité. Dans la même veine, le rapport du Centre d’analyse stratégique, intitulé Approche économique de la biodiversité et des services liés aux écosystèmes, s’est intéressé à la question de la valeur des services écosystémiques et a proposé quelques éléments qui permettraient d’évaluer le coût de leur érosion. Il existe cependant une certaine confusion autour de cette notion de coût. Ainsi, dans le cas du TEEB, l’évaluation proposée des coûts traduit en termes monétaires la perte de bénéfices potentiels que les services écologiques perdus auraient pu délivrer à l’horizon 2050. Mais une autre manière d’évaluer ces coûts aurait pu être d’estimer les investissements à réaliser pour maintenir les capacités écologiques des écosystèmes à délivrer ces services. En approfondissant ce point, le présent article permet de souligner les différences entre les implications opérationnelles de ces deux approches, mais aussi leurs connexions avec des processus décisionnels précis. It is hosted exclusively in the metasedimentary formations from the Neoproterozoic Metamorphic Mozambique Belt. The deposits are mined in Kenya, Tanzania and Madagascar and other occurrences are located in Pakistan and East Antarctica. They are located within metasomatized graphitic rocks such as graphitic gneiss and calc-silicates, intercalated with meta-evaporites. Tsavorite is found as primary deposits either in nodule (type I) or in quartz vein (type II), and in placers (type III). The primary mineralizations (types I and II) are controlled by lithostratigraphy and/or structure. For the African occurrences, the protoliths of the host-rocks were deposited at the beginning of the Neoproterozoic within a marine coastal sabkha environment, located at the margin of the Congo-Kalahari cratons in the Mozambique Ocean. During the East African-Antarctican Orogeny, the rocks underwent high amphibolite to granulite facies metamorphism and the formation of tsavorite deposits occurred between 650 and 550 Ma. The nodules of tsavorite were formed during prograde metamorphism, calcium coming from sulphates and carbonates, whereas alumina, silicates, vanadium and chromium probably came from clays and chlorite. The veins were formed during the deformation of the metasedimentary platform units which experienced shearing, leading to the formation of fault-filled veins. Metasomatism developed during retrograde metamorphism. The metasedimentary sequences are characterized by the presence of evaporitic minerals such as gypsum and anhydrite, and scapolite. Evaporites are essential as they provide calcium and permit the mobilization of all the chemical elements for tsavorite formation. The H2S-S8 metamorphic fluids characterized in primary fluid inclusions of tsavorites and the δ11B values of coeval dravite confirm the evaporitic origin of the fluids. The V2O3 and Cr2O3 contents of tsavorite range respectively from 0.05 to 7.5 wt.%, while their δ18O values are in the range of 9.5-21.1‰. The genetic model proposed for tsavorite is metamorphic, based on chemical reactions developed between an initial assemblage composed of gypsum and anhydrite, carbonates and organic matter deposited in a sabkha-like sedimentary basin. Public and private R&D, and the protection of coastal and marine environment are also allowed for. Given the diversity of marine-related activities, this information aims at enabling the reader to assess their importance from a comparative angle.

Création d’une aire protégée et logiques d’action de l’état et du milieu : analyse d’une irréconciabilité constructive à l’œuvre Auteur(s) : Lequin, Marie Éditeur(s) : Université des Antilles Études caribéennes Résumé : Cet article analyse les interactions socioculturelles d’acteurs multiples ayant des intérêts divergents en regard de la reconnaissance d’un espace naturel à titre d’aire protégée, plus particulièrement le Parc marin du Saguenay–Saint-Laurent (PMSSL), situé au Québec à l’embouchure de la rivière Saguenay. Compris dans le sens d’espace socialisé et investi de valeurs parfois contradictoires, ce territoire constitue le cas empirique sur lequel repose l’analyse des logiques d’acteurs. La perspective ici mise de l’avant repose à la fois sur une décision de l’État de créer et de mettre en valeur une aire marine ainsi que sur la participation active des collectivités territoriales dans la gestion du patrimoine environnemental et culturel lié à leur identité propre. Si la participation des communautés locales apparaît comme un élément essentiel et démocratique dans la reconnaissance d’un espace naturel protégé, il apparaît tout aussi capital de bien saisir la logique qui sous-tend les actions de l’État et du milieu. Les résultats empiriques montrent deux logiques d’action distinctes à l’œuvre, une logique classique de planification et implantation stratégiques de l’état réservant une espace de participation programmée pour la communauté et une logique stratégique communautaire à caractère émergent, de portée moins englobante, mais adaptable aux nouvelles réalités et contraintes gouvernementales. Les résultats peuvent être représentés sous forme d’un processus de gouvernance à l’œuvre, un caractérisé par une participation de base, mais un qui suggère qu’un processus plus hautement démocratique nécessiterait un plus haut degré de vigilance dans la perspective communautaire, suffisante pour produire une meilleure symétrie de pouvoir démocratique entre l’État. This paper analyzes the socio-cultural dynamic between multiple stakeholders with divergent interests concerning the formalization of the status of a natural area into a protected area. The empirical case under analysis is the creation of the Saguenay Marine Park located at the confluence of the St-lawrence and Saguenay rivers in Québec, a rural region represented by different localities showing some contradictions in socio-economic values and agendas. The dual perspective put forth is, first, the governmental decision one to create and promote a marine protected area, and second, the regional community one to participate in the process and adapt the management of their cultural and environmental heritage to their own perception of their socio-economic identity. The objective of analysis is to identify the logics of action underlying both processes. The empirical results show two distinct logics at work, a government logic of classic managerial planning and implementation into which the community has a programmed role and a community logic of emergent planning, less comprehensive in scope, but adaptable to the emerging realities and limitations of the governmnent one. They can be seen in tandem as representing a governance process at work, one with a basic participative character, but one which suggests that an enhanced democratic process entails a higher vigilance level from a community perspective, such as to produce a more even democratic symmetry of powers between the State and the regional community. Les discussions menées ont permis de découvrir que l’application de ces instruments est une perspective d’amélioration du développement économique des MPME.La structuration des MPME reste la principale action stratégique de croissance et représente une grande valeur ajoutée pour le développement économique du pays. Le panorama des MPME haïtiennes nous a permis de compléter les insuffisances du cadre légal réglementant le fonctionnement des MPME et de comprendre leur participation à la croissance économique du pays. Ce sont des outils indispensables pour réduire la pauvreté, faciliter le développement et renforcer les politiques de protection de l’environnement à travers le pays. This study assesses the place of MSMEs in Haiti and gives a brief description of the relevant economic, regulatory and technological instruments of economic development and environmental protection. The discussions suggest that the application of such instruments will encourage and improve economic development in Haiti.The infrastructure necessary for MSEs drives growth and offers added value to economic development in Haiti. With an overview of Haitian MSEs we have been able to identify and palliate insufficiencies in the legislative framework regulating the operation of MSEs, as well as, understand their involvement in economic growth. MSEs are a powerful tool to reduce poverty, facilitate economic development and reinforce policies supporting environmental protection. Marine cage fish farming Auteur(s) : Espeut, P. Harache, Yves Lemarie, Gilles Ricard, Jean-marc Résumé : Marine capture fisheries in Jamaica is primarily artisanal in nature ansd is conducted maiinly by fishermen operating from canoes. Approximately 95% of these fishermen operate on the coastal shelf and its associated banks. The commercial species harvested comprise bottom-dwelling, coral reef species and free swimming species of finfish. Other fishery resources of commercial value include marine shrimp, conch and lobsters. Catch statistics are not available for all species, but the Department of Fisheries reports a slight decline in fishery production with production decreasing from 16 milion lbs in 1990, despite the fact that fishing efforts have doubled. Over this period the number of registered fishermen has grown from 12 000 to 16 000, al of whom are engaged in full-time fishing. There arealso part-time fishermen who are not registered. The decline in fish catch is accompanied by a decrease in fish size and quality, suggesting that the fisheries are under pressure and have already exceeded optimum production in relation to vailable resources. As a result the economic returns to fishermen are declining. There are also other problems, such as high incidence of conflicts among fishermen at sea, the high cost of purchasing boats, outboard engine fuel, and equipment, with together with the dangers involved in fishing offshore (piracy, and praedial larceny) create serious social ans economic difficulties for fishermen. Notwithstanding, there is an apparent move on the part of the fishermen to leave the industryor to seek alternative forms of employment. In fact, the Department ofFisheries reports that it is still reciving applications for new licences to operate fishing boats. This is probably due to the fact that where the basis of a community is fishing, it becomes difficult to introduce alternative forms of employment, such as cottage industries, village crafts and other trades. In 1987 the Jamaica Department of Fisheries prepared a Management plan which proposed several conservation measures to promote the efficient use of fisheries resources and to control the development of the Fishery in such a way that the country would receive highest benefits. Adequate attention was given to limitations on fishing gear, institution of closed seasons and related legislation. Strategies to diversify the marine fishing were also proposed. The 1990 five year Devlopment Plan for marine fisheries also focuses on proper resource management in order to reverse trends associated with the overexploitation of marine resources. According to the plan, emphasis will be placed on inland fisheries and mariculture in order to reduce pressure on the fisheries. Inland fisheries in the form of freshwater fish fanning has expanded significantly over the past 10 years with production increasing from less than 0,5 million lbs. in 1980 to in excess of 6.0 million lbs. in 1989. However, some freshwater fish farmers are already experiencing serious competition for water usage and, to a lesser extent for land from crop-producing farmers. The Ministry of Agriculture is of the view that marine cage culture technologically has the potential for introduction in Jamaica . This technologyhas been successfully developed in Norway and the technology is currentlty being experimentally utilized in several countries in the area. The technology, if widely utilized in Jamaica, couls significantly reduce pressure on fisheries, making fishing more cost effective and improve the economic returns to fishermen. Already there exist some technical and institutional capabilities in Jamaica to support commercial development of marine cage culture. The Department of Fisheries has highly trained personnel in aquaculture and marine fisherie, some of whom are directly responsible for the success of freshwater fish fanning. In adition, the Marine Laboratory at the Univesity of the West Indies (UWI) is caarying research on hatchery facilities for marine cage farming. The Department of Fisheries will seek the collaboration ofg the marine unit at UWI which could provide fingerlings of selected marine species for cage 1 Les pêcheries de captage marin en Jamaïque sont principalement de nature artisanale et elles sont dirigées principalement par les pêcheurs qui travaillent depuis des canoës. Les espèces commerciales récoltées comprennent les espèces benthiques, les espèces de corail et les espèces de poisson marin de nage libre. D'autres ressources de pêcheries de valeur commerciale comprennent la crevette, la conque et le homard. En conséquence, les rendements pour les pêcheurs sont en baisse. Il y a aussi d'autres problèmes, tels qu'un taux élevé de conflits entre les pêcheurs en mer, le coût élevé pour acheter les bateaux, le combustible pour les moteurs hors-bord, et le matériel, ainsi que les dangers impliqués dans la pêche offshore (le piratage, et le vol prédial) ont créé de graves problèmes sociaux et économiques pour les pêcheurs. Néanmoins, il y a une tendance évidente chez les pêcheurs de quitter l'industrie ou de chercher du travail dans d'autres domaines. En fait, le Département des Pêcheries signale qu'il continue de recevoir des demandes de nouveaux permis pour opérer les bateaux de pêche. Ceci est probablement attribuable au fait que là où la base d'une communauté est la pêche, il est difficile d'y introduire des formes alternatives de travail, telles que l'industrie artisanale, l'artisanat de village ou d'autres métiers. Le Département des Pêcheries de la Jamaïque a préparé en 1987 un Projet de gestion qui proposait plusieurs mesures de conservation afin d'encourager l'utilisation efficace des ressources des pêcheries et de contrôler le développement de la Pêcherie de manière que le pays touche le plus de bénéfices. Une attention adéquate a été prêtée aux limitations sur les engins de la pêche, l'établissement de saisons de clôture et les législations associées. Des stratégies pour diversifier la pêche marine ont aussi été proposées. Le Plan de développement quinquennal de 1990 pour les pêcheries marines met l'accent aussi sur la gestion de ressources appropriée afin de faire reculer les tendances associées à la surexploitation des ressources marines. Selon le plan, l'accent sera mis sur les pêcheries intérieures et la mariculture afin de réduire la pression sur les pêcheries. Les pêcheries intérieures, sous la forme de l'élevage de poissons en eau douce, ont pris leur essor sur les 10 dernières années avec une production qui s'est élevée de moins de 0,5 millions de livres en 1980 pour atteindre en 1989 plus de 6.0 millions de livres. Cependant, certains pisciculteurs en eau douce expérimentent déjà une concurrence sérieuse avec les agriculteurs pour l'usage de l'eau et, dans une moindre mesure, de la terre. Le Ministère de l'Agriculture est de l'avis que l'élevage en cage marine a technologiquement le potentiel d'être introduit en Jamaïque. La technologie a été développée avec réussite en Norvège et plusieurs pays dans la région utilisent actuellement la technologie expérimentalement. La technologie, si elle était utilisée en Jamaïque, pourrait réduire de façon significative la pression sur les pêcheries, ce qui rendrait la pêche plus économique et améliorerait les rendements aux pêcheurs. Certaines capacités techniques et institutionnelles existent déjà en Jamaïque qui pourraient soutenir le développement de l'élevage en cage marine. Le Département des Pêcheries a un personnel bien formé en aquaculture et pêcherie marine, dont certains qui sont directement responsables du succès de la pisciculture en eau douce. Par ailleurs, le Laboratoire Marin à l'Université des Antilles (UWI) mène des recherches sur les installations d'écloseries pour l'élevage en cage marine. Le Département des Pêcheries demandera la collaboration de l'unité marine à l'UWI qui pourra fournir des saumoneaux d'espèces marines sélectionnées pour la cage 1. Problems and perspectives of the pearl oyster aquaculture in French Polynesia. The pearl oyster culture has grown quickly especially since the eighties. This industry is now the first exportation in value of French Polynesia. 19 atolls of the Tuamotus island have at this time one or more farms and this activity has more and more attractiveness. The rise of this industry has consequently a lot of socio-ecomic repercussions on these atolls. However, as a young industry, the technics and the development are not always controlled and a lot of problems appeared these last years.
