Copy of resignation letter from John F. Stevens to President Theodore Roosevelt Auteur(s) : Stevens, John F. (John Frank), 1853-1943 ( Author, Primary ) Résumé : (Biographical) From Wikipedia: John Frank Stevens (25 April 1853 – 2 June 1943) was an American engineer who built the Great Northern Railway in the United States and was chief engineer on the Panama Canal between 1905 and 1907. Biography: Stevens was born in rural Maine, near West Gardiner to John Stevens, a tanner and farmer, and Harriet Leslie French. He attended Maine State Normal School (now the University of Maine at Farmington) for two years. At the conclusion of his schooling in 1873, bleak economic conditions held little promise of a job, and he chose to go west. Entry into the field of civil engineering evolved from his experience in the Minneapolis city engineer's office. For two years he carried out a variety of engineering tasks, including surveying and building railroads, and at the same time gained experience and an understanding of the subject. He became a practical engineer, self-taught and driven by a self-described "bull-dog tenacity of purpose." In 1878 Stevens married Harriet T. O'Brien. They had five children, two of whom died in infancy.
By the age of 33, in 1886, Stevens was principal assistant engineer for the Duluth, South Shore and Atlantic Railway, and in charge of building the line from Duluth, Minnesota to Sault Ste. Marie, Michigan, across the Upper Peninsula of Michigan. Although a large part of his work involved surveying, he assisted in all phases of railroading: reconnaissance, locating, organizing, and construction.
In 1889, Stevens was hired by James J. Hill as a locating engineer for the Great Northern Railway.
Stevens earned wide acclaim in 1889 when he explored Marias Pass, Montana, and determined its practicability for a railroad. Stevens was an efficient administrator with remarkable technical skills and imagination. He discovered Stevens Pass through the Cascade Mountains, set railroad construction standards in the Mesabi Range of northern Minnesota, and supervised construction of the Oregon Trunk Line. Hill promoted him to chief engineer in 1895, and later to general manager. During his time at the Great Northern, Stevens built over a thousand miles of railroad, including the original Cascade Tunnel. Stevens Pass in the Cascade Range was named for him. (Most other Pacific Northwest landmarks with the word "Stevens" are named after Isaac Stevens, who is of no relation.)
Panama Canal:
Stevens left the Great Northern in 1903 for the Chicago, Rock Island and Pacific Railroad, where he was promoted to vice-president. Then, in 1905, at Hill's recommendation, he was hired by Theodore Roosevelt as chief engineer on the Panama Canal.
Stevens' primary achievement in Panama was to build the infrastructure needed for the completion of the canal. "The digging," he said, "is the least thing of all." He proceeded immediately to build warehouses, machine shops, and piers. Communities for the personnel were planned and built to include housing, schools, hospitals, churches, and hotels. He authorized extensive sanitation and mosquito-control programs that eliminated yellow fever and other diseases from the Isthmus. Reflecting his background, he saw the early stage of the canal project itself as primarily a problem in railroad engineering, which included rebuilding the Panama Railway and devising a rail-based system for disposing of the soil from the excavations. Stevens argued the case against a sea level canal like the French had tried to build. He successfully convinced Theodore Roosevelt of the necessity of a high-level canal built with dams and locks.
Resignation:
Stevens resigned suddenly from the Canal project in 1907 to Roosevelt's great annoyance, as the focus of the work turned to construction of the canal itself. As a railroad engineer, Stevens had little expertise in building locks and dams, and probably realized he was no longer the best person for the remainder of the job. Stevens would also have been aware that the original great Cascade Tunnel, for which he was responsible, was in hindsight built in error too close to the ruling grade and was perhaps turning from a credit to a debit. The true reasons for his resignation have never been known.
Subsequent career:
Following the collapse of Imperial Russia in 1917, leaders of the provisional government appealed to President Wilson for help with their transportation systems. Stevens was selected to chair a board of prominent U.S. railroad experts sent to Russia to rationalize and manage a system that was in disarray; among his work was on the Trans-Siberian Railway. After the overthrow of the provisional government, the board's work ceased. Stevens remained in Allied-occupied Manchuria and in 1919 headed the Inter-Allied Technical Board charged with the administration and operation of the Chinese Eastern and Siberian railways. He remained in an advisory capacity until occupying Allied troops were withdrawn; he finally left in 1923. After his return to the United States Stevens continued to work as a consulting engineer, ending his career in Baltimore in the early 1930s. He was awarded the Franklin Institute's Franklin Medal in 1930. He then retired to Southern Pines, North Carolina, where he died at the age of 90 in 1943. Microbial contamination detection in water resources: interest of current optical methods, trends and needs in the context of climate change. To address this risk, microbial contamination monitoring is usually assessed by turbidity measurements performed at drinking water plants. Some recent studies have shown significant correlations of microbial contamination with the risk of endemic gastroenteresis. However the relevance of turbidimetry may be limited since the presence of colloids in water creates interferences with the nephelometric response. Thus there is a need for a more relevant, simple and fast indicator for microbial contamination detection in water, especially in the perspective of climate change with the increase of heavy rainfall events. This review focuses on the one hand on sources, fate and behavior of microorganisms in water and factors influencing pathogens' presence, transportation and mobilization, and on the second hand, on the existing optical methods used for monitoring microbiological risks. Finally, this paper proposes new ways of research. Cross breeding of different domesticated lines as a simple way for genetic improvement in small aquaculture industries: Heterosis and inbreeding effects on growth and survival rates of the Pacific blue shrimp Penaeus (Litopenaeus) stylirostris Auteur(s) : Goyard, Emmanuel Goarant, Cyrille Ansquer, Dominique Brun, Pierre De Decker, Sophie Dufour, Robert Galinie, C Peignon, Jean-marie Éditeur(s) : Elsevier Résumé : Two populations of the Latin American shrimp Penaeus (Litopenaeus)stylirostris domesticated in Hawaii and in New Caledonia were previously shown to be genetically differentiated and proven highly inbred. In New Caledonia, where different Vibriosis affect shrimp production and antibiotic use is banned in growing ponds, the Hawaiian population was introduced to increase the allelic variability available for local shrimp farmers and start a genetic improvement program. Growth and survival rates of the two pure populations and the two-way F-1-hybrids obtained by breeding Hawaiian animals with New Caledonian animals were assessed in several simple experiments (earthen ponds, floating cages and experimental infection challenges) during two years on two successive generations. Results were very consistent: F-1-hybrids growth rates in earthen ponds were 37% (+/-7% SD) higher than for pure populations. Cage experiments demonstrated no competition between the different populations when reared together or separately in a common environment. The F-1-hybrids also showed better survival rates in all experiments. Combining the results on growth and survival rates leads to the conclusion that biomass production is much higher with F-1-hybrid populations than with pure populations using the same quantity of juveniles stocked: biomass production in ponds was increased 1.4 and 2.3 times on year I and year 2 respectively, and 1.9 times in floating cages. The advantage of growing F-1-hybrids appeared proportionally higher when environmental and sanitary conditions led to poorer survival (34% in year 2 vs. 56% in year 1). These results are a good example of performance improvement by heterosis effect and/or of performance loss due to inbreeding in the pure populations. This study demonstrates that aquaculture industries which cannot afford large selection programs may benefit from using two different inbred parental stocks to produce F-1-hybrids for each commercial growout. This is notably true when only inbred populations are available, or when introduction of genetic variability from the wild or from other genetic resources represents a zoo-sanitary risk. In our case, the expected increase in L stylirostris production could be around 85% (according to our average results) if producers keep stocking their ponds at their current densities using F-1-hybrids. However, for sustainability reasons, it is advisable to stock F-1-hybrid animals at lower densities, the gain in performance allowing producing the same amount of biomass with less input. [Evaluation of 25 years of antileprosy chemotherapy in French Polynesia. Influence of age on the onset of the disease]. Auteur(s) : Merlin, M. Carme, Bernard Kaeuffer, H. Auteurs secondaires : Epidémiologie des parasitoses et mycoses tropicales ; Université des Antilles et de la Guyane (UAG) - Institut National de la Santé et de la Recherche Médicale (INSERM) Éditeur(s) : HAL CCSD Résumé : International audience In French Polynesia the cases of leprosy are individually severe, like in Asia, but the endemy always stood under a relatively low level. A strong campaign of chemiotherapy has been conducted for 25 years. Unfortunatly the actions of systematic detection of new cases are not sufficient and the sanitary education is almost non existent. The territory is actualy reached by deep demographic and social upsettings and chemiotherapy used alone is not enough efficient to obtain a definitive decrease of the endemy or even to avoid, for a long time, a new increase. However a significant decrease of the age of advent of the decrease must be credited to the action of chemiotherapy. We developed a methodology for semi-quantitative chemical risk assessments in this environment to prioritize inhalation risks by sector and chemical. This methodology is based on a similar approach in the workplace that defines classes of exposures and of hazards. Their combination produces a risk matrix. Four criteria were used to determine the exposure classes: quantity and frequency of the chemical's use, volatility (vapor pressure), and the type of collective protective equipment associated with each area. The hazard class is also derived from four criteria: classification as carcinogenic, mutagenic, or toxic to reproduction, the existence of a toxicity reference value, occupational exposure limit values, and risk phrases (official risk descriptions, on labels, data sheets, etc). This methodology was tested in the Rennes University Hospital (Rennes, France) in five different hospital areas, with a specific survey undertaken to collect data about chemicals in each area. The results show the spatial specificity of chemical risks. Among the various sites analysed, the chemical risks of two require priority attention: the parasitology-mycology laboratory and patients' rooms. Because of their wide use in the hospital and the volatility of some of their components (alcohols), detergents-disinfectants contribute to increasing risk levels in all areas. The model is therefore discriminatory in terms of areas and substances. Analysis of spatio-temporal spread of Sugarcane yellow leaf virus in a disease free plot using point processes Auteur(s) : Edon-Jock, Carine Daugrois, Jean H. Jacquet, Olivier Vaillant, Jean Auteurs secondaires : Laboratoire de Mathématiques Informatique et Applications (LAMIA) ; Université des Antilles et de la Guyane (UAG) Amélioration génétique d'espèces à multiplication végétative (Multiplication végétative) ; Centre de Coopération Internationale en Recherche Agronomique pour le Développement (CIRAD) Éditeur(s) : HAL CCSD Résumé : International audience Yellow leaf disease is a recent, important and widely spread disease of sugarcane (6), causing severe yield losses on susceptible cultivars. The disease is caused by Sugarcane Yellow Leaf Virus (SCLRV) of the genus Polerovirus in the family Luteoviridae. This virus is transmitted from plant to plant only by aphids in a persistent, circulative and non replicative manner. The epidemic of the SCYLV was little studied and there is a need for information on the spatial spread of the disease and on the role of the aphid in the disease spread. SCYLV was first identified in Guadeloupe in 1996 and Melanaphis sacchari has been the only SCYLV vector found in sugarcane fields. Even if the infection rate is relatively low (0% to 21%), disease may increase and cause damage to sugarcane in Guadeloupe. Even though disease free tissue cultured plants are used for sanitary control in Guadeloupe, understanding SCYLV spread by its vector may help determine additional management strategies against the virus. Filarial elephantiasis in French Polynesia: a study concerning the beliefs of 127 patients about the origin of their disease. Auteur(s) : Carme, Bernard Auteurs secondaires : Epidémiologie des parasitoses et mycoses tropicales ; Université des Antilles et de la Guyane (UAG) - Institut National de la Santé et de la Recherche Médicale (INSERM) Éditeur(s) : HAL CCSD Oxford University Press (OUP) Résumé : International audience 127 patients from Tahiti who were suffering from elephantiasis were interviewed about their opinion of the origin of their disease. Ancestral beliefs are still widely held even after 25 years of antifilarial campaigns which have resulted in a drastic decrease in endemicity with almost no clinical incidence. It is disappointing that the responsibility of mosquitoes is denied by a majority of patients. The explanations are to be found in the unusual evolution of this disease and in the small importance attached to sanitary education. Live preys in shrimp culture: nutritional and sanitary considerations on the use of Artemia in New Caledonia Auteur(s) : Pham, Dominique Wabete, Nelly Maillez, Jean-rene Broutoi, Francis Chim, Liet Éditeur(s) : PSIC 11 - 11th Pacific Science Inter-Congress : Pacific Countries and their Ocean: Facing Local and Global Changes / 2nd Symposium on French Research in the Pacific. March 2 - 6, 2009 Tahiti, French Polynesia. Résumé : In aquaculture, Artemia nauplii are commonly used as live prey; and represent 40 % of the total aquaculture feed demands in the early stages. However, the production of Brine shrimp is very unstable from one year to another and in the late 90’s, only 20 % of the world aquaculture need was covered. An insufficient offer leads to higher prices of the Artemia cysts and consequently, the price of shrimp juveniles from hatchery. In New Caledonia, marine aquaculture is mainly based on the blue shrimp Litopenaeus stylirostris. From Zoea 3 to 10 days old post-larvae (P10), the shrimp are mainly fed with live preys. Eleven kilos of Artemia cyst are necessary for producing one million of P10. From a sanitary point of view, Artemia can be a virus carrier and Vibrio population increase is often detected in the larval rearing tank the day after the feeding with live prey. Up to now, Brine shrimp are delivered in excess but with the cost and sanitary problems, Saint-Vincent laboratory has started some experiments in order to optimise the use of Artemia in shrimp larval rearing. The first tests were conducted to determine the effect of the Artemia quantity on the growth and the survival rate at different post-larval stages (P8-P11, P5-P8 and M3-P3). It was shown that four to twelve times fold Artemia was necessary for P8-P11 compared to M3-P3. And it was also noticed that the “optimized”quantity of live food at M3-P3 was twice lower than the recommended amount of the hatchery feeding protocol in New Caledonia. A better knowledge of the real feed requirement in the early life of the blue shrimp will be helpful to decrease the cysts quantities used in shrimp hatcheries but also the associated sanitary impact. And further, these results will give data for developing formulated diets which will replace the live prey and will increase the biosecurity and the sustainability of the production of the blue juvenile shrimp in New Caledonia.
Genetic improvement strategy in small aquaculture industries : the new caledonian shrimp experience Auteur(s) : Goyard, Emmanuel Goarant, Cyrille Brun, Pierre Herlin, Jose Pham, Dominique Beliaeff, Benoit Harache, Yves Loubersac, Lionel Éditeur(s) : PSIC 11 - 11th Pacific Science Inter-Congress : Pacific Countries and their Ocean: Facing Local and Global Changes / 2nd Symposium on French Research in the Pacific. March 2 - 6, 2009 Tahiti, French Polynesia Résumé : Shrimp farming in New Caledonia relies on the culture of a domesticated strain of Litopenaeus stylirostris introduced from Mexico at a time when genetic principles were of little or no consideration. Since then, advances in agriculture and for some aquatic species of importance led caledonian shrimp farmers to reconsider the appropriateness of a genetic improvement strategy adapted to local biotechnical and economical constraints. This questioning involves many different and interrelated aspects: scientific and technologic (genetics, biosecurity, quarantine, ), economic and organizational (financing, diffusion of genetic improvement) and pedagogic (awareness of farmers). Local institutions, producers associations, research centre and sanitary services associated to carry on the test of a first improvement strategy based on the crossing of different strains of L. stylirostris. This conceptually simple approach aimed at eliminating inbreeding, the first genetic limitating factor of improvement in captive populations. A second domesticated strain was obtained from Hawaii by the caledonian farmers, imported through a quarantine under the control of the zoosanitary local authorities, and reproduced and tested as pure or crossbred stocks by Ifremer within the framework of an interdisciplinary research project financed by caledonian institutions. Present results for hybrids (better growth and survival in the absence of virus) demonstrate the validity of this approach. They also bring out the importance to simultaneously integrate in a development scheme, a breeding centre to maintain and reproduce disease free breeders. This strategy and organization, tested in New Caledonia, could possibly be of benefit to other small scale aquaculture activities in the pacific islands. Residual genetic variability in domesticated populations of the Pacific blue shrimp (Litopenaeus stylirostris) of New Caledonia, French Polynesia and Hawaii and some management recommendations Auteur(s) : Goyard, Emmanuel Arnaud-haond, Sophie Vonau, Vincent Bishoff, Vincent Mouchel, Olivier Pham, Dominique Wyban, Jim Boudry, Pierre Éditeur(s) : Elsevier Résumé : The Latin American shrimp Litopenaeus stylirostris was introduced in three different Pacific islands (Tahiti, New Caledonia via Tahiti, and Hawaii) and hatchery-propagated for 7-25 generations to develop shrimp farming based on these domesticated stocks. Three microsatellite markers have been used in an attempt to assess the genetic bases of the populations available to start a selective breeding program. The comparison of eight hatchery stocks (five New Caledonian, two Hawaiian and one Tahitian stocks) and one wild Ecuadorian population showed a much lower variability in the domesticated stocks than in the wild population, especially in New Caledonia and Tahiti (2-3.7 vs. 14-27 alleles per locus; 20-60% vs. 90% expected heterozygosity). The Tahitian and the New Caledonian stocks share the same alleles, suggesting that the loss of alleles occurred during the common past of these populations. On the contrary, New Caledonian and Hawaiian populations share only one common allele at the three loci studied. Although the low genetic variability and the resulting inbreeding of the New Caledonian stocks do not seem to affect their present performance, the results of this study demonstrate the usefulness of the introduction of new stocks in order to increase the potential responses to new controlled or uncontrolled selective pressures. The introduction in New Caledonia of the Hawaiian domesticated stocks, which would provide the local shrimp industry with 40% of the allelic diversity of the species, is advised and preferred to the one of wild animals in order to take advantage (i) of the spontaneous selection which occurred during domestication and (ii) of their favourable sanitary "specific pathogen free" status (no presence of four viruses: WSV, YHV, IHHNV, TSV) which limits the risk of introduction of pathogens. Agroecological engineering aims to produce actionable knowledge to design economically and environmentally efficient cropping systems, based on the exploitation of natural regulation mechanisms. Our issue is centered on crop health, especially on the plant pathogenic bacterium Ralstonia solanacearum (bacterial wilt agent), of which an extremely aggressive strain threatens field tomato production in Martinique. The need to explore and develop alternatives to conventional methods of plant protection (resistant varieties, pesticides), ineffective in our case, calls for the implementation of an innovative design approach. Our work shows that the protection of the roots via the formation of a self-sustaining rhizospheric barrier may be an alternative biological control strategy. Different processes contribute, such as mycorrhizal symbiosis between roots and arbuscular mycorrhizal fungi, which are present in most soils. We show that the mobilization of indigenous mycorrhizal networks from an agricultural soil allows early mycorrhization of tomatoes. In addition, the association of plants with mycorrhizal and sanitizing properties in controlled conditions showed partial bioprotective effects and opens up new prospects for combinations between processes. These combinations may be exploited in various ways. We produced a generic analysis grid of key levers to design "healthy cropping systems " through multi-directional innovation trajectories. In Martinique's agricultural context, a learning process allows the emergence of a dynamic co-design of cropping systems using mycorrhizal plants. Our work thus provides tools for collective exploration of new sustainable management strategies for crop health. http://www.theses.fr/2015AGUY0828/document | Partager |
Emergence de maladies chez les organismes d'intérêt aquacole : quelques scénarios illustrés d'exemples Auteur(s) : Saulnier, Denis Reynaud, Yann Arzul, Isabelle Miossec, Laurence Le Roux, Frédérique Goarant, Cyrille Éditeur(s) : INRA Résumé : According to the world organisation for animal health (OIE) an emerging disease is defined as a recently admitted serious illness, whose aetiology can, or not, have already been established, and which is likely to be propagated within a population or between populations, for example at the time of international exchanges of aquatic animals and/or products of aquatic animals. Even though the emerging diseases that affect human health have been much studied, those which affect marine organisms and species of aquaculture interest in particular are poorly documented. By restricting emergence to only infectious diseases, we aim at presenting in a non-exhaustive way some scenarios of the emergence of the diseases of aquacultured species by illustrating them with three examples available in the scientific literature: one relating to the appearance of a pathogenic agent in a new host with the case of the herpesvirus of the Koï carp, the other with the evolution of a pre-existing pathogenic agent with the case of shrimp vibriosis due to Vibrio nigripulchritudo in New Caledonia, and the last example relating to the introduction of one pathogenic pre-existing pathogen in an unscathed area with the case of Bonamia ostreae infecting the flat oyster Ostrea edulis. The causes of the emergence of diseases are multiple and implicate in an intercurrent way pathogenic agents, the environment, the host or host species and anthropogenic factors. In the marine environment, these causes are very often ignored. In this context, the development of zoosanitary surveillance networks and diagnostic tools present a considerable interest in order to anticipate, prevent and/or intervene on the emergence of the diseases by limiting their sanitary, ecological and political consequences. At present, dengue fever has become the arbovirose the most wide-spread worldwide with 40 % ofthe exposed population, 2,5 billion people. The disease is endemie in all the continents excepted Europe even though the fust cases ofautochthonoustransmissionwere observedinmetropolitanFranceandCroatiain2010.Because oftherecentincrease of its incidence, dengue fever is now a major public health problem in the tropical countries and a threat for the other countries in the worldwide. Due to its mode oftransmission, the disease is closely linked to the environment. Urbanization is an important factor ofthe emergence or the re-emergence of dengue in the tropical countries. This study aims to analyze the links between health and environment domains, which correspond to the epidemiological situation of the dengue and the evolution ofthe urbanization in Guadeloupe.Information about suspect and confirmed cases of dengue were collected. The incidence of suspect and confirmed cases has been estimated, then represented at two different administrative boundaries: communes and sections. Environmental factors including the physical and socio-demographic variables were taken into account to the definition, the identification and the analyze ofevolution of the housing patterns during the studied period. Two methods were used: Il Raster" consisting of a regular analysis based on squares units and "Vector" based on the administrative limits of sections. These classifications allowed to describe the distribution ofthe different housing patterns ofGuadeloupe and to estimate indicators for the analyzing of sanitary data. The results highlight a worsening ofepidemiological situation ofthe dengue over the time in the department. Major outbreaks occurred in 2001,2005/2006 and 2007. The north Basse-Terre, the Pointe-à-Pitre urban area as weIl as the whole coast (frOID the city of Gosier to Saint-François) ofthe southeast ofGrande-Terre were the most affected regions by the increase ofincidence of dengue. Concerning the housing classes, eight different patterns were identified: tourist, natural, intermediate, agricultural, residential, rural, suburban and urban. The intermediate class corresponds to buffer regions between the other patterns. The difference between the agricultural and rural contexts lies in the predominance ofagricultural surface for the first one while the rural context is characterized by the inhabited farmland. The evolution over time of spatial extend ofthese patterns was described in relation with incidence. Results showed that the housing patterns are statically associated with the incidence ofdengue in Guadeloupe. In particular, the touristic, residential and rural patterns have a high positive association with dengue incidence. http://www.theses.fr/2012AGUY0565/document | Partager |
