Publisher Résumé : International audience This paper deals with educational language policy in the French overseas department of Guiana regarding the introduction of regional languages and cultures in school. It provides analyzes of recent official discourses of the Educational institution, of ordinary discourses of different social actors as well as a critical insight into the school's and future teachers' curricula. Taking into account sociolinguistic results in French Guiana, we discuss two main points in the present policy: the distinction drawn between regional languages and other languages and the distinction drawn between so-called “heterogeneous” and ethnically and linguistically “homogenous” schools. Cet article traite de la politique linguistique éducative actuellement en vigueur en Guyane Française concernant la prise en compte des langues et cultures régionales dans ce département d'Outre Mer. Au travers d'une analyse des discours officiels de l'institution scolaire, des différentes actions mises en place dernièrement et des discours ordinaires des enseignants sur le terrain, il interroge les politiques actuellement en œuvre. S'appuyant sur des résultats d'enquêtes sociolinguistiques et sur un point de vue didactique, il critique un traitement doublement différencié : entre certaines langues « dites régionales » depuis leur mention dans le rapport Cerquiglini et les autres, et entre des publics scolaires dits « hétérogènes » et ceux considérés comme ethniquement et linguistiquement « homogènes ». Bali (Indonésie) : le patrimoine culturel contre ou avec le développement touristique ? Nous analyserons les liens pérennes ou non entre patrimoine et développement en focalisant sur ce qui fait l’image de marque de Bali sur les plans touristique et politique : le tourisme culturel. Cette étude de cas illustre les dynamiques d’acteurs dans le cadre de l’île de Bali où l’on constate une forte imbrication entre tourisme international, protection de l’environnement et promotion du patrimoine culturel. Vendue comme un paradis tropical, perçue comme l'île des Dieux, Bali se voit contrainte de mesurer les risques d'un tourisme culturel qui se transformerait trop rapidement en culture touristique. Des pistes seront proposées afin d’encourager l’ensemble des acteurs à œuvrer pour que le « dernier paradis » (last paradise) ne devienne pas un « paradis perdu » (lost paradise). Since the 1930s, Bali has been generally seen as a traditional tourism destination quite fashionable. Nowadays, a new kind of tourism, rather esoteric if not totally spiritual, is emerging on this small “paradise” often referred as a natural untouched and cultural preserved island. To attire more international tourists, the “Island of Gods”, as the tourism promoters still name this tropical holiday paradise, is now also targeting on the industry of “well-being”. This article deals about the specificity of the local tourism activity which is based on a strong cultural identity and a rich natural and also religious heritage. Uncontrolled development of this predatory industry brings also a lot of new problems, such as pollution or acculturation. Here, our aim is to focus and analyse the real and false ties between heritage, development and tourism, always by keeping in mind that the regional motto about tourism policy still is to encourage “cultural tourism” as a real model (a “brand”, in fact) of success. We especially try to explain, in this current work (still in progress), the touristic situation in the main cultural site located on the island: Ubud. This small city, really boosting during the last decade, is worldwide reputed for the rich cultural performances and seen as “the” artistic capital of Bali. Ubud offers also a perfect example of an intense and dynamic bond between cultural heritage and economic development. Often for the best and sometimes also for the worse. In this rural but international spot, it seems that tourism business allows the local population to live in better ways and, sometimes, even to reborn, culturally speaking! Our case study shows also the big threats behind the current tourism policy: the large scale business occurred by globalization and all the tourism opportunities thus provided cannot hide the real weakness that for sure also concern the balinese way of thinking and living. Cultural tourism could rapidly be transformed in a dangerous kind of tourism of the culture, with all the big (and bad) changes the Balinese don’t want to see happening on their lovely and holy island. So, the present reflection conducts us to think more deeply on some new and alternative ways of developing tourism in Bali. Finally, our aim is to think, first by listening to the desire of the Balinese themselves, in which best manner this “last paradise” will not become a “lost paradise”. Policy reform, market trends and changes to the way citizens and consumers think about the countryside all suggest a need for thinking strategically about the future development of these areas. However, without a broad involvement of stakeholders, land use conflicts, and social and cultural conflicts in general, may increase. Involving stakeholders in upland areas can be facilitated by using scenario technique and by discussing alternative futures in local stakeholder panels. In this paper we present four scenarios of land-use change for the year 2030, and their assessments by stakeholder panels in Scotland, France, Norway, Switzerland, Slovakia and Greece. The aim of the paper is to explore the ways in which stakeholders in these locations advocate and assess these scenarios. We also explore how stakeholders in different countries weight the visual landscape impacts, the livelihood and biodiversity aspects of the scenarios in their assessment, and the reasons for their prioritising. The cross-country analysis shows that stakeholders across the study areas are united in their overall rejection of agricultural liberalisation, advocating a production-oriented, but multifunctional and environmentally-friendly agriculture that maintains landscapes and biodiversity. The results of our fieldwork show that the dynamics of national and global integration have succeeded in transforming local educational ideologies - especially those linked to the Amazon ecosystem - by introducing new criteria of success and assigning a leading educative role to formal schooling. En este texto, se describen los caracteres propios a la ideología educativas de los Wayana-Apalaï, una comunidad indígena que vive en el sector amazónico de la Guayana francesa, así como los estilos educativos, las prioridades de formación y las representaciones sociales del éxito que caracterizan a esta comunidad. De la maladie au bien-être, 20 ans d’évolution de la perception de la pathologie chez le loup d’élevage (Dicentrarchus labrax) Auteur(s) : Coeurdacier, Jean-luc Résumé : By looking at the common thread between 4 programs* in which the IFREMER Palavas (34, Languedoc-Roussillon region in France) station took part, this report show the evolution over 20 years in the perception of the pathology of farmed fish, and of the sea bass in particular (Dicentrarchus labrax).
During the 1990’s farming techniques became sufficiently reliable to enable to distinguish between problems of a zootechnical nature and those with a pathological origin. In anticipation of future illnesses, the necessary tools and monitoring were implemented in order to study the immune system of the sea bass. These methods arose from the recent creation of anti-immunoglobin monoclonal probes in the sea bass.
These techniques, together with others, served to search for a solution to the nodavirus epidemic which struck in1996. In the absence of a cure for this virus, the research focused on knowledge of the virus, its epidemiology and vaccine development. Despite interesting scientific results, the solution withheld to curb the Nodavirus epidemic was zootechnical. This pragmatic outcome catalysed reflections on the role of pathology, leading to notions of health, animal well-being and image. Management choices in the health of farmed fish stocks became a parameter, amongst others, included in a global commercial and farming policy.

Dans les années 1990 les techniques d’élevages devinrent suffisamment fiables pour permettre de distinguer les problèmes d’origines zootechniques de ceux d’origines pathologiques. En prévision des futures maladies potentielles, les outils d’étude et de suivi du système immunitaire spécifique du loup furent mis en place. Ils découlaient de la création récente de sondes monoclonales anti-immunoglobulines de loup. Ces techniques, couplées à d’autres, servirent à chercher une solution à l’épidémie de nodavirose des années 1996. En l’absence de traitement pour un virus l’accent fut mis sur la connaissance du virus, de son épidémiologie et de la vaccination. Bien que les résultats scientifiques furent très satisfaisants la solution trouvée pour juguler l’épidémie de Nodavirose fut zootechnique. Cette issue pragmatique catalysa une réflexion sur le rôle de la pathologie qui maturait depuis plusieurs années et qui déboucha sur la notion de santé, de bien être des animaux et d’image. Assessment of tropical shrimp aquaculture impact on the environment in tropical countries, using hydrobiology, ecology and remote sensing as helping tools for diagnosis Auteur(s) : Fuchs, Jacques Martin, Jean-louis M. Populus, Jacques Résumé : After a period of rapid development of the sites (an increase in both reared surface area and production), tropical shrimp aquaculture is currently being faced with critical problems due to economical and ecological constraints. In many countries with favourable conditions for shrimp aquaculture such as indonesia or Vietnam, sites are often badly selected and/or over-exploited. This conducts to sorne extent to decreases or collapses in the production due to the difficulty in predicting the maximum production capacity of the sites. Furthermore, it appears that production sustainability depends on many factors among which socio-economy and ecolo gy are of prime importance.
The STD3 project titled « Assessment of tropical shrimp aquaculture impact on the environment in tropical countries using hydrobiology, ecology and remote sensing as helping tools for diagnosis )) was initiated in 1994, with the aim to study the sustainability of marine shrimp aquaculture in tropical areas, main! y Indonesia and Vietnam, through the following tasks: (i) improve site selection and study the impact of aquaculture on marine environments presenting a variable sensitivity to organic sewage, (ii) analyse the socio-economical aspects and profitability of the aquaculture industry and of common resources (iii) use remote sensing and geographical data bases for diagnosis and monitoring of site degradation (iv) reinforce the capacity of Asian
scientists through training.
Severa! aquaculture sites have been investigated in the Lampung region (South Sumatra, Indonesia), the Mekong delta (Vietnam) and on the West coast of New-Caledonia, providing a large range of typical ecosystems encountered in Asia and in the Pacifie, from coralline sites to coastal plains with mangrove and deltaic areas. The study concerned the spatial structure and seasonal influence of these ecosystems, the temporal variation during the course of the project (3 years) and the relation between the ecological structure and farm productions.
Remote sensing provides a synoptic vision over large land expanses. Severa! scenes were processed for landuse mapping using conventional classification techniques. Concerning water quality assessment, a general relation for the Java sea was found between image and field data in terms of total suspended matter. Applying this relation to a new site in Sumatra has provided an initial approach to water type and, together with land use mapping, a preliminary assessment of the suitability of the area to shrimp aquaculture development.
Socio-economic research has been focused on the identification ofneeds for collective action, including public policy, in the perspective of shrimp farming sustainability. The main concern is in the regulation of shrimp farming intensification and extensification at the scale of coastal ecosystemic entities in a common property resource management perspective. The common considered here is coastal water quality. Comparing the local development profiles and the institutional grounds for the design and implementation of collective management rules shows that variables such as land tenure system, farm owner socio-economic profile, social homogeneity or heterogeneity of the farmers are key factors to analyse the potential for sustainability. The defmition of
water quality and the possible means to ensure its collective management are discussed. The main conclusion is that the economie incentives to farming development are strong but there is no significant difference among traditional, semi-intensive and intensive systems in terms of economie efficiency or wealth distribution.
The description of the functioning of the different kinds of ecosystems make it possible to give an advice concerning the positioning of the activity inside the ecosystem, and furthermore to have a reference state in order to determine the impact of the activity on the coastal environnement. This impact can be summarized as an increase in the concentration of total suspended matt€?r, of particulate organic matter and of sulfate reducing bacterias. This organic ma~.er is either issued from rearing activities or from telluric origine, due to mangrove eradication when building the ponds.
An evaluation of the relationship existing between productivity and characteristics of each ecosystem bas been conducted by correlating ecological indicators data (concentration of total suspended matter, particulate organic matter, chlorophyll, percentage of pheopigments in total pigments and cyanobacteria and sulfatereducing bacteria in water and sediments) with the average production of the farms. This comparison lead to the compilation of a scale of observed production integrating the range of these environmental parameters with shrimp production levels, bound to facilitate the positioning of shrimp farming in relation with the confmement leve! of each ecosystem.
Lastly, ali geographie data originated from the various compartments of the study have been geo-referenced and loaded into a geographical information system. This allows to display any query made on spatial variables and their related statistical data, including the ir variations over the last few years and to reveal patterns and phenomena otherwise not obvious. Le programme mis en oeuvre par la DRV (Paris, CREMA-L'Houmeau, DELIAO Brest, COP Tahiti, GIE/RA Nouvelle Calédonie), dans le cadre d'un projet européen STD3 «(Sciences et Technique au Service du Développement», en collaboration avec l'Université de Montpellier II, l'Ecole Nationale d'Agronomie de Rennes, l'ITC (Hollande), l'Institut Océanographique de Nha Trang (Vietnam), le BADC de Jepara et le BPPT de Jakarta (Indonésie), avait pour but la mise au point de méthodes permettant d'améliorer la sélection des sites ainsi que le suivi du développement et de l'impact de l'aquaculture des crevettes Péneides en milieu tropical pour éviter la surexploitation. Quatre axes de recherche ont été défmis : a) identifier la nature et quantifier les rejets de déchets issus de ce type d'aquaculture, b) définir les caractéristiques écologiques des écosystèmes susceptibles d'accueillir l'activité aquacole et suivre leur évolution sous l'influence des rejets, c) déterminer l'influence de la gestion des fermes et des ressources (aspects économiques) sur les performances de productivité, d) déterminer la capacité de la télédétection comme outil de diagnostic d'impact à l'échelle de la région, e) mener un programme de formation d'étudiants et jeunes chercheurs Vietnamiens et Indonésiens. Le déficit commercial des produits de la mer quels enjeux ? From IFREMER's inception, its president, Mr SILLARD, made this problem one of the major guiding factors of the Institute by asking, as early as 1984, research teams to provide him with a complete and detailed view of the evaluation of seafood in France. The objective assigned to this task was twofold: assess France's room for manoeuvre and establish a research policy that must contribute to the improvement of this room for manoeuvre. The external trade deficit of sea products is a significant, long-term, structural problem to which it is conceivable to apply partial solutions. It is a national and therefore governmental problem: but it does not make it possible to judge the economic health of the fishing and marine farming sector. Its very importance tends to mask that of the challenges that management of the fishing and marine farming sector represents, a bit like a large tree hiding a forest, which we would like to try to show in this short article that does not, far from it, pretend to exhaust the subject. Dès la création d'IFREMER, son Président, M. SILLARD faisait de ce problème l'un des paramètres majeurs d'orientation de l'Institut, en demandant dès 1984 aux équipes de chercheurs de lui fournir une vue complète et détaillée de la valorisation des produits de la mer en France. L'objectif assigné à ce travail était double : évaluer la marge de manoeuvre de la France et asseoir une politique de recherche devant contribuer à améliorer cette marge de manceuvre. Le déficit du commerce extérieur des produits de la mer est un problème important, durable, structurel, auquel il est envisageable d'apporter des solutions partielles. Il est un problème national, donc gouvernemental : mais il ne permet pas de juger de la santé économique du secteur des pêches et cultures marines. Son importance même tend à masquer celle des enjeux que représente la gestion du secteur des pêches et cultures marines, un peu comme un grand arbre cachant une forêt, ce que nous voudrions tenter de montrer dans ce bref article qui ne prétend pas, loin de là, épuiser le sujet. These terms are discussed, favouring more dynamic categories which focus on processes (minoritization/deminoritization). The article uses both micro- and macrosociolinguistic levels of analysis. At the macro level, indicators are proposed to gauge the minorization of Kali'na as it occurs on the scale of Guiana as a whole, by observing attitudes towards Kali'na language and culture, particularly as expressed in the media and in epilinguistic comments made by speakers. At the local level, we explore the effects of the recognition by the State of a Kali'na township and their influence on language minoritization in the village and more generally at the level of the linguistic community. We also attempt to determine to what extent, as far as interactions are concerned, alternations and code switching between Kali'na and French might constitute indicators of the process of minoritization or deminoritization or of language death currently underway. Prototypage de mosaïques de systèmes de culture répondant à des enjeux de développement durable des territoires : application à la Guadeloupe ; Prototyping culture systems mosaics that meet sustainable regional development issues : application to Guadeloupe Auteur(s) : Chopin, Pierre Auteurs secondaires : Antilles-Guyane Doré, Thierry Blazy, Jean-Marc Résumé : L'agriculture actuelle est impliquée dans de multiples problématiques environnementales, sociales et économiques, aux échelles locales et globales. En agronomie, de nombreux travaux à l'échelle du champ et de l'exploitation visent aujourd'hui à concevoir des systèmes de culture et des systèmes de production en lien avec ces problématiques. En revanche, peu de travaux portent sur la conception et l'évaluation de systèmes agricoles à l'échelle du territoire, alors que cette échelle apparaît pourtant incontournable pour faire face à des enjeux de développement durable. Pour combler ce manque, nous proposons un ensemble méthodologique permettant i) de simuler les conséquences de scénarios de politiques agricoles sur les choix d'assolement des agriculteurs, décrits individuellement, en modélisant l'évolution de leurs système de production et ii) d'évaluer l'impact de ces changements d'assolements à l'échelle du territoire, à l'aide d'indicateurs qui apportent de l'information spatiale sur la contribution de l'agriculture au développement durable. L'ensemble méthodologique proposé débute par la construction d'une typologie des exploitations agricoles du territoire sur la base de la similarité de leur assolement. Parallèlement, l'adaptation d'indicateurs à l'échelle du territoire permet d'évaluer les impacts des externalités des systèmes de culture en mobilisant des procédures de changements d'échelles. Un modèle bioéconomique générique, multi-échelle, spatialement explicite, appelé MOSAICA, qui utilise la typologie et les indicateurs d'impact de l'agriculture à l'échelle régionale, est créé pour produire des mosaïques de systèmes de culture et évalue leur contribution au développement durable du territoire. Ce modèle, couplé à un itinéraire de définition de scénarios exploratoires et normatifs permet de tester l'impact de différents types de leviers agronomiques, socio-économiques, environnementaux, organisationnels et techniques sur les choix des exploitants et in fine sur la contribution de la mosaïque de systèmes de culture au développement durable du territoire. Nous avons appliqué cet ensemble méthodologique à la conception de scénarios de développement agricoles durables en Guadeloupe. Nous avons dans un premier temps développé une typologie des systèmes de production comprenant huit types distincts et relevant de processus décisionnel différents. Puis nous avons adapté à l'échelle du territoire 19 indicateurs pour l'évaluation des mosaïques de systèmes de culture. L’évaluation de la mosaïque actuelle nous a permis de repérer de faibles niveaux de contribution aux enjeux d’autonomie alimentaire et énergétique. Différents scénarios normatifs et exploratoires intégrant des leviers de changement de la mosaïque ont été testés avec MOSAICA. Les évaluations réalisées nous ont permis d'identifier que des leviers agronomiques comme le développement du maraîchage sans intrants chimiques et des leviers sociaux comme la formation de main-d'oeuvre supplémentaire permettraient d'améliorer la contribution de l’agriculture au développement durable du territoire Guadeloupéen. La modélisation mécaniste de l’évolution du territoire agricole permet d'intégrer des connaissances sur la localisation, les performances, les impacts des systèmes de culture et sur les processus décisionnels des exploitants régissant l’orientation productive et le fonctionnement des exploitations. Cette démarche permet de visualiser les changements de système de culture et leurs impacts de manière spatialement explicite, ce qui permet de générer des connaissances sur les leviers susceptibles de faire évoluer positivement l'agriculture du territoire. La démarche et les outils mis en oeuvre sont donc particulièrement utiles pour l'aide à la décision publique pour améliorer la durabilité de l'agriculture dans son ensemble. Current agricultural systems are responsible for many different environmental, social and economic issues at both local and global scales. Agricultural sciences have contributed to the design of several methods at the farm and field scale in order to prototype cropping systems and farming systems to address these issues. However, few methods have been designed at the regional scale, while this scale seems to be essential in order to address these issues. In order to fill this gap, we here propose a new methodological framework for i) simulating the consequences of policy changes on farmer's cropping plan, described individually, by modeling the evolution of farming systems and to ii) assess the impacts of cropping system changes at the regional scale, with a set of indicators that generate spatially explicit information on the contribution of agriculture to sustainable development. The methodological framework starts with the design of a farm typology over the territory based on the similarity of farmer's crop acreages. In parallel, a set of indicators is adapted to the landscape scale in order to assess the impacts of cropping system externalities by integrating a set of scale change procedures. A generic, multi-scale, spatially explicit bioeconomic model called MOSAICA, which uses the farm typology and the indicators, is created for generating cropping system mosaics and assessing their contribution to sustainable development. This model coupled to a scenario approach composed of exploratory and normative scenarios can simulate the impact of several types of agronomic, socio-economic, environmental, organizational and technical levers of change on the farmer's choices in terms of cropping systems and in fine the impacts of new cropping system mosaics on the contribution to sustainable development of territories. We applied this methodological framework for building scenarios of sustainable agricultural development in Guadeloupe. We first developed a typology of farming systems encompassing eight types of farming systems that revealed several different farmer's decision processes. Then, we developed 19 indicators to assess cropping system mosaics. The assessment of the current cropping system mosaic showed low levels of response of the current mosaic to economic and social issues especially the food and energy self-sufficiency. Different normative and exploratory scenarios integrating levers of change have been simulated with MOSAICA. The assessment of cropping system mosaics from these scenarios highlighted the positive effect of agronomic levers of change such as organic crop-gardening and social levers such as the vocational training of supplementary workforce for improving the contribution of agriculture to sustainable development of the guadeloupean territory. The mechanistic modeling of the agricultural territory allows us to integrate a wide range of knowledge on the location of cropping systems, their levels of performance , their impacts and the decision process of farmer's that drive the farming system characteristics and the farm functioning. This methodological framework helps visualize the cropping system changes at the regional scale and their associated impacts at the landscape scale which is helpful in order to produce knowledge on the levers of change that can improve the response of local agriculture to local and global issues. De leur bonne exploitation peut contribuer à l’amélioration des conditions d’existence des populations locales. L’Est-Cameroun est le fief de ressources naturelles et culturelles d’une étonnante diversité pouvant impulser une forte activité touristique. Cependant, même si cette région reçoit chaque année des touristes nationaux et étrangers, elle ne peut pas se targuer de faire profiter sa population des effets directs, indirects et induits qu’engendrerait une activité touristique convenablement menée. Le présent article expose, dans une perspective historique (1980-2010), les raisons pour lesquelles, le tourisme et le développement de l’Est-Cameroun piétinent en dépit de ses nombreuses ressources patrimoniales.La collecte des données (écrites, orales, iconographiques, électroniques) sur le terrain de recherche associée à l’observation permet de constater que le tourisme fut très vite relégué au second plan. L’exploitation minière et forestière intensive, au lieu de faciliter l’émergence de la région, a plutôt hypothéquée son avenir. Le rôle des agences chargées de la gestion du tourisme à l’Est-Cameroun s’est limité à l’inventaire des sites touristiques, l’aménagement sporadique de quelques-uns et la mise en œuvre d’actions promotionnelles approximatives. La négligence du tourisme par les autorités camerounaises n’est pas une nouveauté ; elle a pour corollaire l’apparition de difficultés diverses (braconnage, manque de personnel, insécurité…). Heritage and tourism are recognized factors of development. Their good exploitation can contribute to the improvement of the conditions of existence of local populations. East-Cameroon is the fief of natural and cultural resources which can stimulate tourism. Although even if this region receives every year domestic and foreign tourists, its population cannot profit from direct, indirect and induced effects which would engender a suitably led tourist activity. The present article exposes, in a historical perspective (1980-2010), reasons why, tourism and development of East-Cameroon tramples in spite of its numerous heritage resources. The data collection (written, oral, iconographic, electronic…) on the research filed and personal observation allow to notice that tourism was very fast relegated in East-Cameroon. The intensive mining and forest exploitation have hypothecated the future of this area instead of developing it. Moreover, the role of tourism agencies in eastern Cameroon is limited itself to inventory of places of interest, sporadic development and approximate promotional actions. The negligence of tourism by the Cameroon authorities is not novelty; it has for corollary appearance of difficulties (as poaching, lack of personal, insecurity). Quelle pauvreté réduire ? Le problème de la réduction utilitariste de la richesse Auteur(s) : Girard, Alain Schéou, Bernard Éditeur(s) : Université des Antilles Études caribéennes Résumé : En adoptant les Objectifs du Millénaire pour le Développement (OMD) des Nations Unies en 2000, la communauté internationale a placé la réduction de la pauvreté en tête des priorités de l’agenda politique mondial. Par-là, la communauté internationale n’a pas seulement placé la lutte contre la pauvreté sous les projecteurs des medias, elle l’a également rendu difficile à remettre en cause. Qui pourrait décemment s’opposer à la réduction de la pauvreté dans le monde ?Si l’on veut cibler les « pauvres » dans la mise en œuvre d’une politique, il faut d’abord pouvoir les reconnaître. Or ceux-ci sont définis par les institutions internationales en fonction d’un seuil de pauvreté universel établi à moins de 1 ou de 2 $ par jour ! La pauvreté n’est pas réductible à une question de richesse monétaire quotidienne et l’on sait qu’elle varie en fonction de nombreux critères géographiques, culturels, sociologiques, psychologiques,…Cette conception réductrice de la pauvreté se traduit par une catégorisation parfois arbitraire et stigmatisante, qui marque du sceau de la pauvreté des personnes qui ne se considèrent pas forcément comme telles, avec pour conséquence de se tromper potentiellement de cible, et dans certains cas, de contribuer à un passage de la pauvreté à la misère.Nous proposons ici une déconstruction de la conception utilitariste de la pauvreté et de la richesse sur laquelle repose la plupart des politiques mises en œuvre s’inscrivant dans l’objectif officiel de « réduction de la pauvreté ». Cette déconstruction nous permet non seulement de faire ressortir la pluralité des pauvretés mais également de réinscrire l’objectif de « réduction de La pauvreté » dans les enjeux de pouvoir sur la qualification de « pauvre » et sur les conceptions de la richesse qui peuvent légitimer ce pouvoir. By adopting the Millennium Development Goals (MDGs) in the United Nations in 2000, the international community has made poverty reduction a top priority on the global political agenda. In doing this, the international community has put poverty reduction in the media spotlight, which has also made it more difficult to challenge. Yet who would decently oppose the reduction of global poverty?If we want to target the poor in policy implementation, it is first necessary to be able to recognize them. But these people are defined by international institutions based on a universal poverty threshold established at less than $1 - $2 per day. Poverty depends on a multitude of geographic, cultural, sociological, psychological and other criteria. As such, it cannot be reduced merely to a question of daily monetary wealth.This reductionist approach to poverty leads to adopt categorizations which are sometimes arbitrary and stigmatizing because they label people who do not necessarily consider themselves poverty-stricken. This can result in policy which targets the wrong people, and in some cases contributes to a transition from poverty to misery.In this paper we propose a deconstruction of the utilitarian approach to poverty and wealth on which most “poverty reduction” policies are based. This deconstruction allows us not only to emphasize the diversity of types of poverty, but also to reinforce the objective of "reducing poverty" within power relations in regards to the significance of poverty and the concepts of wealth that can legitimize that power. March 2 - 6, 2009 Tahiti, French Polynesia Résumé : Shrimp farming in New Caledonia relies on the culture of a domesticated strain of Litopenaeus stylirostris introduced from Mexico at a time when genetic principles were of little or no consideration. Since then, advances in agriculture and for some aquatic species of importance led caledonian shrimp farmers to reconsider the appropriateness of a genetic improvement strategy adapted to local biotechnical and economical constraints. This questioning involves many different and interrelated aspects: scientific and technologic (genetics, biosecurity, quarantine, ), economic and organizational (financing, diffusion of genetic improvement) and pedagogic (awareness of farmers). Local institutions, producers associations, research centre and sanitary services associated to carry on the test of a first improvement strategy based on the crossing of different strains of L. stylirostris. This conceptually simple approach aimed at eliminating inbreeding, the first genetic limitating factor of improvement in captive populations. A second domesticated strain was obtained from Hawaii by the caledonian farmers, imported through a quarantine under the control of the zoosanitary local authorities, and reproduced and tested as pure or crossbred stocks by Ifremer within the framework of an interdisciplinary research project financed by caledonian institutions. Present results for hybrids (better growth and survival in the absence of virus) demonstrate the validity of this approach. They also bring out the importance to simultaneously integrate in a development scheme, a breeding centre to maintain and reproduce disease free breeders. This strategy and organization, tested in New Caledonia, could possibly be of benefit to other small scale aquaculture activities in the pacific islands. La filière crevetticole de Nouvelle-Calédonie s’est développée jusqu’à aujourd’hui à partir d’un stock domestiqué de Litopenaeus stylirostris introduit d’Amérique à une époque où les principes de base en génétique n’étaient pas ou peu appliqués en aquaculture. Les avancées récentes en agriculture et chez quelques espèces aquacoles d’importance mondiale ont conduit les acteurs de cette filière à se poser la question de la mise en place d’une stratégie d’amélioration génétique adaptée aux contraintes biotechniques et économiques locales. Cette réflexion comportait à la fois des aspects scientifiques et technologiques (génétique, biosécurité, quarantaine, conservatoire), économiques et organisationnels (coût de l’opération, modalité de diffusion du progrès attendu), pédagogiques (sensibilisation des fermiers). Des acteurs d’horizons différents (institutions locales, association de producteurs, centre de recherche, police zoosanitaire) se sont associés pour monter une opération de testage d’une première stratégie d’amélioration par croisement de souches de la même espèce. Cette stratégie conceptuellement simple visait l’élimination du premier facteur génétique de limitation des performances d’élevage d’une population captive, à savoir une consanguinité d’autant plus élevée que le nombre de géniteurs fondateurs était faible. Une seconde souche domestiquée a ainsi été acquise à Hawaii par les producteurs calédoniens, contrôlée en quarantaine par les services vétérinaires calédoniens en charge de la réglementation sanitaire, reproduite et testée pure et en croisement par l’Ifremer dans le cadre d’un projet de recherche pluridisciplinaire plus large financé par les institutions du Pays. Les résultats obtenus démontrent l’intérêt de la démarche (meilleure croissance, meilleure survie en l’absence de virus). Mais ils montrent aussi l’utilité d’intégrer simultanément dans le plan de développement de la filière une stratégie de conservation des souches parentales afin de disposer de géniteurs exempts de pathogènes. Cette stratégie et cette organisation testées en Nouvelle-Calédonie pourraient vraisemblablement être profitables à d’autres filières aquacoles modestes, en particulier dans les pays insulaires du Pacifique. Rapport sur l'exercice de la pêche dans la zone côtière de la France Auteur(s) : Bolopion, Jacques Forest, Andre Sourd, Louis-julien Bolopion, Jacques Forest, Andre Sourd, Louis-julien Résumé : The maritime fisheries and mariculture guidance law passed in 1997 specifies that with the perspective of renegotiation of the common fisheries policy in 2002, a report on the special conditions of inshore fisheries be drawn up by the Government. To do so, the Minister of Agriculture and Fisheries entrusted this task to three experts, who are the authors of this report. In accordance with their remit, the situation of fisheries in territorial waters and estuaries of metropolitan France and the four DOM overseas departments ( counties) was examined, in the framework of meetings with professional fishermen, administrations, elected officials and scientific organisations. The first part situates fishing activities in coastal areas within the overall context of French fisheries. The second part provides a detailed report for each seafront (Channel, Atlantic, Mediterranean, West Indies, French Guyana and Reunion Island) on the regulatory framework, fleets, stocks, uses of resources and vulnerable areas of interest for fisheries. The report then analyses the competition within fisheries and with other activities (recreational fishing, extraction of aggregates, tourism, etc.). After these observations, the authors make ten proposals to improve the conditions under which coastal or inshore fisheries are practiced.
La loi d'orientation sur la pêche maritime et les cultures marines votée en 1997 précise que dans la perspective de la renégociation de la politique commune des pêches en 2002, un rapport sur les conditions particulières de l'exercice de la pêche dans la bande côtière sera établi par le Gouvernement. Pour y satisfaire, le Ministre de l'Agriculture et de la Pêche en a confié l'élaboration à trois experts, les auteurs du présent rapport. Conformément à la lettre de mission, la situation de la pêche dans les eaux territoriales et estuaires du territoire métropolitain et des quatre départements d'Outre-Mer a été examinée dans le cadre de rencontres avec les professionnels, les administrations, les élus, les organismes scientifiques. Une première partie permet de situer les activités halieutiques en zone côtière dans le contexte global de la pêche française. La seconde partie est un bilan détaillé par façade (Manche, Atlantique, Méditerranée, Antilles, Guyane, Réunion) du cadre réglementaire, des flottilles, des ressources, des usages de la ressource et des zones sensibles d'intérêt halieutiques. Le rapport analyse ensuite les compétitions au sein de la pêche et avec d'autres activités (pêche récréative, extractions de granulats, tourisme,...). A l'issue de ces différents constats, les auteurs font dix propositions pour améliorer les conditions d'exercice de la pêche en zone côtière. The activity has become of prime socioeconomic importance the archipelagos with strong support and control of the government. In the mid-1980s, mass mortality of the black-lipped pearl oyster, Pinctada margarltlfera, has occurred in several atolls and challenged the development of pearl farming activity. Consequent studies and surveys have described several pathological conditions. None of those is considered to pose significant threat to the industry. However, they are monitored by a surveillance program in order to prevent and control emerging diseases. The government of French Polynesia has developed efforts to maintain high quality of the pearls and sustain demand of the markets. Mais cette reprise en main du parc matérialisée par un projet de « déguerpissement », se heurte à des logiques d’intérêts et à des tensions qui, si elles ne sont pas maîtrisées, risquent de compromettre durablement à la fois tout projet de remise en tourisme et la paix relative dans l’ouest ivoirien. The arrest in May 2013 of Amade Oueremi, the emblematic leader of mont Peko national park infiltrators, opened the way to a public policy of conservation and tourism development of this 34 000 ha protected area almost entirely colonized by cocoa farms. But the takeover of the park materialized by an eviction project that does not go ahead, faces logics of interests and tensions which, if not controlled, may permanently compromise both in any rehabilitation tourism project and relative peace in western Ivory Coast.
